Companies that rushed to replace workers with artificial intelligence are discovering an uncomfortable truth: AI isn't ready, and humans are harder to replace than executives hoped.

By 2027, **50%** of companies that attributed headcount reductions to AI will rehire staff to perform similar functions — often under different job titles — according to [new research from Gartner](https://www.digit.fyi/2027-could-be-the-year-of-rehiring-after-ai-drives-job-cuts/) released February 3, 2026.

"While AI-driven layoffs have captured attention, the reality is more complex," said Kathy Ross, Senior Director Analyst in Gartner's Customer Service & Support practice. "Most recent workforce reductions were influenced by broader economic conditions rather than automation alone. As organizations encounter the limits of AI and rising customer expectations, they will need to reinvest in human talent to sustain service quality and growth."

The prediction follows a pattern already visible in the market: companies are learning — often the hard way — that AI capabilities don't match AI promises.

## How Many Companies Actually Cut Jobs for AI?

Despite breathless headlines about automation replacing workers, the actual data tells a more nuanced story.

A [Gartner survey of 321 customer service and support leaders](https://www.technologyforyou.org/gartner-predicts-half-of-companies-that-cut-customer-service-staff-due-to-ai-will-rehire-by-2027/) conducted in October 2025 found that only **20%** had actually reduced agent staffing due to AI. The majority reported headcount remained steady, even while supporting more customers.

"AI simply isn't mature enough to fully replace the expertise, empathy, and judgment that human agents provide," said Emily Potosky, Senior Director of Research in Gartner's Customer Service & Support practice. "Relying solely on AI right now is premature and could lead to unintended consequences."

Still, AI-attributed layoffs represent a growing category. According to [Challenger, Gray & Christmas](https://www.challengergray.com/blog/challenger-report-71321-job-cuts-on-restructurings-closings-economy/), the outplacement consulting firm that tracks workforce reductions, **54,694** US layoffs in 2025 were directly attributed to AI. Since companies first began explicitly citing AI as a reason for job cuts in 2023, the technology has been linked to more than **71,000** announced reductions.

Those numbers, while significant, represent less than **5%** of the **1.17 million** total US job cuts announced in 2025 — the highest since the pandemic year of 2020. Other factors like restructuring, market conditions, and government efficiency initiatives drove far more layoffs than AI alone.

## Why Are Companies Regretting AI Layoffs?

The regret is real and widespread.

According to [Forrester Research's Predictions 2026: The Future of Work report](https://hrexecutive.com/the-ai-layoff-trap-why-half-will-be-quietly-rehired/), **55%** of employers report regretting laying off workers for AI. The problem? Companies are betting on AI capabilities that don't exist yet.

"Many firms are so focused on chasing AI-fueled efficiencies that they haven't determined what AI can actually offer," Forrester noted. "Too often, the C-suite lays workers off for the future promise of AI."

The report documents real failures. When those bets fail, companies face a choice: admit the mistake and rehire at previous salaries, or quietly fill gaps with lower-cost offshore labor. Forrester predicts most will choose the latter, with half of AI-attributed layoffs being "quietly rehired, but offshore or at significantly lower salaries."

Klarna offers the most visible cautionary tale. The Swedish fintech [cut approximately 700 customer service jobs](https://lasoft.org/blog/klarna-walks-back-ai-overhaul-rehires-staff-after-customer-service-backlash/) between 2022 and 2024, replacing them with an AI chatbot developed with OpenAI. The company proudly announced the bot could handle two-thirds of customer conversations and match the productivity of 700 agents.

By early 2025, customer satisfaction had fallen sharply. CEO Sebastian Siemiatkowski admitted the company had "focused too much on efficiency and cost" and that "the result was lower quality." Klarna is [now rehiring human agents](https://www.fastcompany.com/91468582/klarna-tried-to-replace-its-workforce-with-ai), testing an "Uber-style" model with flexible remote workers.

"From a brand perspective, a company perspective, I just think it's so critical that you are clear to your customer that there will always be a human if you want," Siemiatkowski told Bloomberg — a stark reversal from his earlier automation enthusiasm.

IBM faced similar challenges after replacing most of its HR division with AI. The company subsequently [rehired human workers](https://ia.acs.org.au/article/2025/companies-backtrack-after-going-all-in-on-ai.html) after discovering the AI couldn't handle tasks requiring empathy or subjective judgment.

## Which Regions Are Hit Hardest?

The UK is experiencing the sharpest AI-driven job losses among major economies.

[Morgan Stanley research shared with Bloomberg](https://eandt.theiet.org/2026/01/27/ai-driven-job-losses-hitting-uk-harder-other-big-economies) found British companies reported **8%** net job losses due to AI over the past 12 months — the highest among companies surveyed in Germany, the United States, Japan, and Australia, and twice the international average of **4%**.

The disparity is striking: while UK firms saw productivity increase by an average of **11.5%** from AI adoption — nearly identical to US firms — American companies actually created more jobs than they cut. In the UK, AI-driven efficiency gains translated directly to workforce reductions rather than redeployment.

Rachel Fletcher, Morgan Stanley's London-based head of EMEA Sustainability Research, described the findings as an "early warning sign" of how AI is disrupting labor markets.

Young people and white-collar workers face the steepest challenges. UK job openings have fallen by more than a third since 2022 — approximately **500,000** positions. [A fifth of that decline](https://www.mexc.com/en-GB/news/559914) came from sectors where AI is making the biggest impact: professional, scientific and technical work, administrative services, and IT.

Morgan Stanley found most organizations plan to cut jobs requiring **two to five years** of experience, putting university graduates and early-career workers at particular risk. UK youth unemployment has risen to **13.7%**, the highest since 2020.

## What's the Long-Term Outlook for AI and Jobs?

Despite near-term disruption, research firms expect AI's job impact to shift from negative to positive.

Gartner's official position is that AI's impact on global jobs will be [neutral through 2026](https://www.gartner.com/en/newsroom/press-releases/2025-11-10-gartner-survey-finds-artificial-intelligence-will-touch-all-information-technology-work-by-2030). Starting in 2028, the firm predicts AI will create more jobs than it destroys.

"AI is not about job loss. It's about workforce transformation," said Daryl Plummer, Gartner Fellow and Chief of Research. "CIOs should start transforming their workforces by restraining new hiring (especially for roles involving low-complexity tasks) and by repositioning talent to new business areas that generate revenue."

The scale of transformation will be significant. Gartner forecasts that beginning in 2028-2029, [**32 million jobs** per year](https://www.itpro.com/business/gartner-says-ai-wont-create-a-jobs-apocalypse-but-it-will-cause-chaos-as-millions-are-forced-to-upskill) will be "reconfigured, redesigned, or fused" with AI tools. That translates to roughly **150,000** people per day needing to be upskilled and supported in new ways of working.

A [Gartner survey of 700+ CIOs](https://petri.com/gartner-ai-reshape-32-million-jobs-2028/) found that by 2030, executives expect **0%** of IT work to be done by humans without AI assistance, **75%** to be done by humans augmented with AI, and **25%** to be performed entirely by autonomous AI systems.

By 2036, Gartner projects AI solutions will result in more than **500 million** net new human jobs to support AI initiatives.

## What Should Affected Workers Do?

The data points to several strategies for navigating AI-driven workforce changes:

**Build AI collaboration skills, not just AI-resistant skills.** The future isn't humans versus AI — it's humans working with AI. Gartner notes that AI will make some skills (summarization, information retrieval, translation) less important while creating demand for "AI skills" that make workers "a better motivator, a better thinker, and a better communicator." Forrester found only **23%** of AI decision-makers say their organizations offered prompt engineering training in 2025 — meaning workers who develop these skills independently gain a competitive edge.

**Watch for the rehiring wave.** If Gartner and Forrester are correct, companies that aggressively cut for AI will face severe talent shortages by late 2026 and into 2027. Workers with experience in fields currently seeing AI-driven layoffs may find enhanced leverage as companies scramble to fill gaps. The key is maintaining skills and professional networks during any employment gap.

**Be skeptical of AI replacement promises.** Forrester found only **16%** of workers had high "AIQ" (AI readiness) in 2025, projected to reach just **25%** by 2026. When companies announce AI-driven layoffs, they're often betting on capabilities that don't exist yet. A Carnegie Mellon study found even the best AI workers could only complete about a quarter of basic tasks assigned to them.

**Prioritize human-intensive roles.** Customer service functions requiring empathy, complex problem-solving, and judgment are proving harder to automate than predicted. The Klarna and IBM reversals demonstrate that AI handles routine tasks well but struggles with nuanced human interaction. Roles involving relationship building, creative strategy, and ethical judgment remain comparatively secure.

**Consider geographic implications.** US firms are using AI to create jobs while UK firms are cutting them. Career decisions may increasingly factor in how different markets are adapting to automation. The Morgan Stanley data suggests that US companies are reinvesting AI productivity gains into workforce expansion, while British employers are simply pocketing the savings.

**Document your impact.** With hiring cycles likely to accelerate as companies reverse AI-driven cuts, workers should maintain detailed records of accomplishments, metrics, and outcomes. The rehiring wave may favor those who can quickly demonstrate value in interviews.

## The Bigger Picture: AI as Cover for Economic Cuts

Some analysts argue that AI is being used as convenient cover for layoffs driven by other factors.

"It's sexier to say AI caused redundancies than it is to admit the economy is bad or overhiring has happened," noted one industry analysis. In the [Challenger, Gray & Christmas data](https://www.cnbc.com/2025/12/04/layoff-announcements-this-year-top-1point1-million-the-most-since-2020-when-pandemic-hit-challenger-says.html), restructuring, market conditions, and government efficiency initiatives drove far more layoffs than AI — yet AI captures the headlines.

The Harvard Business Review recently observed that companies are ["laying off workers because of AI's potential — not its performance."](https://hbr.org/2026/01/companies-are-laying-off-workers-because-of-ais-potential-not-its-performance) The job losses and slowed hiring are real, even though companies are still waiting for generative AI to deliver on its promises.

This disconnect between AI hype and AI reality may explain why so many companies are reversing course. When the technology fails to match expectations, the humans it replaced suddenly become essential again — often at a higher cost than if they'd never been let go.

## People Also Asked

**Q: Is AI replacing jobs entirely?A:** No. Gartner research found only **20%** of customer service leaders have actually reduced staffing due to AI. The majority report headcount remains steady or growing. AI currently lacks the maturity to fully replace human expertise, empathy, and judgment. Gartner predicts AI will create more jobs than it destroys starting in 2028.

**Q: Why are companies rehiring after AI layoffs?A:** Companies overestimated AI capabilities and underestimated the importance of human skills. Klarna, IBM, and others discovered that AI chatbots and automated systems couldn't match human quality in customer service, HR, and other functions requiring empathy and complex judgment. **55%** of employers now regret AI-driven layoffs, according to Forrester.

**Q: Will AI job losses continue?A:** Short-term disruption will continue through 2026-2027, but the trend is expected to shift. Gartner predicts AI's job impact will be neutral through 2026, then turn positive. However, **32 million** jobs per year will need to be redesigned starting in 2028, requiring massive workforce upskilling and adaptation.
