Caterpillar intends to invest [approximately $1 billion in North Carolina](https://www.caterpillar.com/en/news/corporate-press-releases/h/caterpillar-to-invest-one-billion-in-north-carolina-to-expand-cat-compact-manufacturing-capacity.html), including plans for a new manufacturing facility in Sanford designed to increase production of compact track loaders and telehandlers. The headline figure attached to the project, [1,950 jobs](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/), is not a hiring target. It is the number of full-time jobs Caterpillar would need to keep to collect the full local incentives, [at least 1,950 at an average annual wage of about $65,500](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/), and the company does [not plan to increase its workforce at the new facility](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/), according to Caterpillar spokeswoman Lisa Miller. For [Metaintro](https://www.metaintro.com) readers in Lee County and across central North Carolina, the useful news sits in two places. The first is what the new plant means for the people already on the payroll. The second is the set of Sanford roles on [Caterpillar's careers site](https://careers.caterpillar.com/en/jobs/), and the four listed below print their pay and posting dates. Here is what the primary pages show.

## What Did Caterpillar Announce for Sanford?

On [Sept. 30, 2026](https://www.caterpillar.com/en/news/corporate-press-releases/h/caterpillar-to-invest-one-billion-in-north-carolina-to-expand-cat-compact-manufacturing-capacity.html), Caterpillar set out its intention to invest approximately $1 billion to expand manufacturing capacity for its Cat Compact business. The investment includes [plans for a new modern manufacturing facility in Sanford](https://www.caterpillar.com/en/news/corporate-press-releases/h/caterpillar-to-invest-one-billion-in-north-carolina-to-expand-cat-compact-manufacturing-capacity.html) designed to increase production of compact track loaders and telehandlers to meet customer demand.

Both machines are used across [construction, landscaping, agriculture and material handling](https://www.caterpillar.com/en/news/corporate-press-releases/h/caterpillar-to-invest-one-billion-in-north-carolina-to-expand-cat-compact-manufacturing-capacity.html) work. A telehandler is a material handler that [combines a forklift for reach and a crane to lift items](https://www.cbs17.com/news/local-news/caterpillar-plans-new-1-billion-sanford-plant-for-recent-hires-to-build-compact-loaders/).

The new building is expected to incorporate [advanced manufacturing technologies, automation, digital production systems and integrated logistics capabilities](https://www.caterpillar.com/en/news/corporate-press-releases/h/caterpillar-to-invest-one-billion-in-north-carolina-to-expand-cat-compact-manufacturing-capacity.html). North Carolina was selected because of Caterpillar's [longstanding presence in the state, the strength of the local workforce](https://www.caterpillar.com/en/news/corporate-press-releases/h/caterpillar-to-invest-one-billion-in-north-carolina-to-expand-cat-compact-manufacturing-capacity.html) and the opportunity to build on existing manufacturing expertise and operations in Sanford.

Caterpillar's [Sept. 30 release](https://www.caterpillar.com/en/news/corporate-press-releases/h/caterpillar-to-invest-one-billion-in-north-carolina-to-expand-cat-compact-manufacturing-capacity.html) carries no job count, wage or construction date. The job and wage terms come from the [local incentive deals](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/), and the construction timing comes from a spokesperson quoted in [Business North Carolina's story on the plant](https://businessnc.com/caterpillare-to-invest-1-billion-in-sanford-manufacturing-site/).

The existing plant [will continue in operation](https://www.cbs17.com/news/local-news/caterpillar-plans-new-1-billion-sanford-plant-for-recent-hires-to-build-compact-loaders/), and Caterpillar has been in the Sanford area for [more than 25 years](https://www.cbs17.com/news/local-news/caterpillar-plans-new-1-billion-sanford-plant-for-recent-hires-to-build-compact-loaders/).

## Does the 1,950 Figure Mean New Jobs at the Plant?

No. Caterpillar [does not expect to increase its workforce in Sanford with the new project](https://businessnc.com/caterpillare-to-invest-1-billion-in-sanford-manufacturing-site/) and will use its existing workforce instead.

The [1,950 number comes from the incentive deals](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/). To receive the full amount, Caterpillar would need to invest $1 billion and [keep at least 1,950 full-time jobs that pay an average annual wage of about $65,500](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/). Before the company was named, county officials and economic developers said the project would [maintain 1,950 jobs in the county](https://www.wral.com/news/nccapitol/lee-county-officials-ok-46-million-dollar-incentives-deal-1-billion-sanford-project-september-2026/), wording that WRAL noted indicated some or all of the jobs might already be in the state. Two Sanford councilmen, Chris Petty and Walter Ferguson, who declined to name the company at the time, [described the jobs as new to the city of Sanford](https://www.wral.com/news/nccapitol/lee-county-officials-ok-46-million-dollar-incentives-deal-1-billion-sanford-project-september-2026/). Tax records place Caterpillar's existing Lee County facility [just outside the city of Sanford tax jurisdiction](https://www.wral.com/news/nccapitol/lee-county-officials-ok-46-million-dollar-incentives-deal-1-billion-sanford-project-september-2026/).

That matters for how you read the headlines. The county expects to make its payments [provided the company meets the targets](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/). Another local account has the project [expected to create more than 1,950 jobs](https://www.sanfordherald.com/archives/caterpillar-announces-1-billion-sanford-manufacturing-investment/article_408ed388-abdc-57a9-a13f-7b0dbf31a838.html), which does not match the company's [plan not to increase its workforce at the new facility](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/).

## Where Do the 600 Workers Hired This Year Fit In?

The new $1 billion plant is [planned for the 600 new Sanford workers](https://www.cbs17.com/news/local-news/caterpillar-plans-new-1-billion-sanford-plant-for-recent-hires-to-build-compact-loaders/) Caterpillar has hired, to build compact track loaders, CBS 17 reported.

On [May 13, 2026](https://www.cbs17.com/news/local-news/caterpillar-adding-600-jobs-at-lee-county-plant-near-sanford-build-compact-track-loaders/), Caterpillar set out plans to add 600 new jobs at a Lee County plant that already employed about 2,000 workers just north of Sanford. The openings were for [production roles in assembly, logistics, and fabrication](https://www.cbs17.com/news/local-news/caterpillar-adding-600-jobs-at-lee-county-plant-near-sanford-build-compact-track-loaders/) across all shifts.

The May jobs came with [hourly starting wages around $18](https://www.cbs17.com/news/local-news/caterpillar-adding-600-jobs-at-lee-county-plant-near-sanford-build-compact-track-loaders/), with higher pay for skilled roles like welding. [No prior manufacturing experience was required](https://www.cbs17.com/news/local-news/caterpillar-adding-600-jobs-at-lee-county-plant-near-sanford-build-compact-track-loaders/) for those jobs, and the company provides on-the-job training.

By the September announcement, Caterpillar had [hired at least 600 new workers this year](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/) and employed about 2,000 at its existing Sanford facility. The company also has North Carolina manufacturing sites in [Clayton, Goldsboro and Winston-Salem](https://businessnc.com/caterpillare-to-invest-1-billion-in-sanford-manufacturing-site/).

> Our existing workforce will be upskilled to be ready to operate in a more technology-enabled manufacturing environment, Caterpillar spokeswoman Lisa Miller said in a statement, according to [the WRAL report on the plant](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/).

## What Do the Local Incentive Deals Require on Jobs and Pay?

The Lee County Board of Commissioners [authorized tax rebates worth up to $46 million](https://www.wral.com/news/nccapitol/lee-county-officials-ok-46-million-dollar-incentives-deal-1-billion-sanford-project-september-2026/), and the Sanford City Council [approved a separate plan worth up to $39.5 million](https://www.wral.com/news/nccapitol/lee-county-officials-ok-46-million-dollar-incentives-deal-1-billion-sanford-project-september-2026/). Together, the local incentives are worth [up to $85.5 million](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/).

The county expects to make [12 annual payments totaling about 80% of the property taxes](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/) paid by the company, provided it meets the targets, and Sanford also expects to pay out over a 12-year period. Caterpillar must [first pay the applicable property taxes](https://www.sanfordherald.com/archives/caterpillar-announces-1-billion-sanford-manufacturing-investment/article_408ed388-abdc-57a9-a13f-7b0dbf31a838.html) before receiving the local incentive payments.

The wage term is the part workers should note. The projected average annual wage is [$65,528](https://www.sanfordherald.com/archives/caterpillar-announces-1-billion-sanford-manufacturing-investment/article_408ed388-abdc-57a9-a13f-7b0dbf31a838.html), which is above the Lee County average wage cited when local officials considered the incentive packages. The company committed to [at least $1.002 billion in net new taxable investment over approximately five years](https://www.sanfordherald.com/archives/caterpillar-announces-1-billion-sanford-manufacturing-investment/article_408ed388-abdc-57a9-a13f-7b0dbf31a838.html).

An average across the required workforce is not a starting rate, so compare it with the hourly pay printed on each listing below.

At Sanford's public hearing, Jailyn Seabrooks, [speaking on behalf of the North Carolina AFL-CIO](https://www.sanfordherald.com/archives/caterpillar-announces-1-billion-sanford-manufacturing-investment/article_408ed388-abdc-57a9-a13f-7b0dbf31a838.html), called for enforceable commitments on jobs, investment and wages, and for incentives to be recoverable if the company missed them. Officials had referred to the project publicly only by [the code name Project Paragon](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/) until the company was named, and Caterpillar [had considered expanding in other states](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/).

## What Is the State Putting Into the Project?

The state is committing [$2.6 million from the Industrial Development Fund's Utility Account and $500,000 from the state Department of Transportation's Rail Division](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/), [about $3.1 million in state incentives](https://businessnc.com/caterpillare-to-invest-1-billion-in-sanford-manufacturing-site/) in all, and the project also has support from the [North Carolina Railroad Company](https://ncrr.com/).

The [state's Utility Account](https://www.commerce.nc.gov/grants-incentives/public-infrastructure-funds/utility-account) helps local governments build industrial-grade utility services. To apply, counties must be ranked as one of the [80 most distressed](https://www.commerce.nc.gov/grants-incentives/public-infrastructure-funds/utility-account) under state law. Its funding priorities are construction or improvements to [water, sewer, gas, transportation infrastructure, or electrical utility lines](https://www.commerce.nc.gov/grants-incentives/public-infrastructure-funds/utility-account). The infrastructure must be on the building site or, if not on the site, [directly related to the operation of the specific industrial activity](https://www.commerce.nc.gov/grants-incentives/public-infrastructure-funds/utility-account), and the site must be publicly owned. There must also be a [reasonable expectation that jobs will be created](https://www.commerce.nc.gov/grants-incentives/public-infrastructure-funds/utility-account) as a result of the project being funded.

Commerce Secretary Lee Lilley's statement on [Caterpillar's expansion](https://www.commerce.nc.gov/news/press-releases/2026/09/30/statement-nc-commerce-secretary-lee-lilley-caterpillars-expansion) gives no job count or wage and praises the company's apprenticeship opportunities.

> Their leadership in creating pathways for the next generation through apprenticeship opportunities is helping prepare our workforce for the future, Commerce Secretary Lee Lilley said, according to [the NC Commerce statement](https://www.commerce.nc.gov/news/press-releases/2026/09/30/statement-nc-commerce-secretary-lee-lilley-caterpillars-expansion).

## When Will the New Plant Be Built and Start Production?

Construction is [expected to begin later this year, with incremental production capacity starting in 2028](https://businessnc.com/caterpillare-to-invest-1-billion-in-sanford-manufacturing-site/), according to a spokesperson quoted by Business North Carolina.

Caterpillar is [evaluating the purchase of the Regional Crossroads Park](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/), which sits on 500 acres off US 1, north of US 421, a few miles from the existing facility. The investment will include [the purchase of land, construction of the manufacturing facility and machinery and equipment](https://www.sanfordherald.com/archives/caterpillar-announces-1-billion-sanford-manufacturing-investment/article_408ed388-abdc-57a9-a13f-7b0dbf31a838.html).

## What Skills Does Caterpillar Expect Workers to Build?

Caterpillar expects the project to create opportunities for advanced manufacturing careers while helping employees develop skills in [areas such as automation, robotics, digital manufacturing and advanced production systems](https://www.caterpillar.com/en/news/corporate-press-releases/h/caterpillar-to-invest-one-billion-in-north-carolina-to-expand-cat-compact-manufacturing-capacity.html).

On the existing postings, the assembler listing asks people to [leverage lean manufacturing concepts](https://cat.wd5.myworkdayjobs.com/CaterpillarCareers/job/Sanford-North-Carolina/Assembly-Technician-1st---3rd_R0000386428) and to finish standard work within the allotted cycle time. The [welder](https://cat.wd5.myworkdayjobs.com/CaterpillarCareers/job/NC-Sanford-BCP-5016-Womack-Road-Plant/Welder-3---2nd-Shift_R0000377840-1) and [auditor](https://cat.wd5.myworkdayjobs.com/CaterpillarCareers/job/NC-Sanford-BCP-5016-Womack-Road-Plant/Fabrications-Product-Quality-Auditor---2nd-Shift_R0000396559) roles follow CPS principles of 5S, Continuous Improvement Idea Reporting, Waste Elimination, and Standard Work.

Caterpillar's [release](https://www.caterpillar.com/en/news/corporate-press-releases/h/caterpillar-to-invest-one-billion-in-north-carolina-to-expand-cat-compact-manufacturing-capacity.html) does not describe a training programme or new job titles for the upskilling, and it does not name automation roles such as an [automation and controls technician](https://www.metaintro.com/blog/automation-and-controls-technician).

## What This Means for Job Seekers, and What Should You Do Next?

Our take is simple. This is a retention and retooling story first and a hiring story second. Caterpillar is putting its money into a new building for a workforce that is to be [upskilled rather than expanded](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/), and the [1,950 figure](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/) is an incentive condition to keep jobs, not a count of postings. Reading it as 1,950 new openings would mean planning around jobs the company [does not plan to add](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/).

The hiring story is still real, just smaller and more immediate. The Sanford postings print pay from [$18.00 an hour for assembly](https://cat.wd5.myworkdayjobs.com/CaterpillarCareers/job/Sanford-North-Carolina/Assembly-Technician-1st---3rd_R0000386428), with Day ONE benefits. The company's plan is for its [existing workforce to be upskilled](https://www.wral.com/business/caterpillar-1-billion-investment-sanford-nc-september-2026/) for the new building.

Before you apply, tighten your resume around the words in the posting. Name the machines, tools and quality systems you have used, and use [skills for your manufacturing resume](https://www.metaintro.com/blog/manufacturing-resume-skills) as a checklist.

Here is what we would do:

- **Read the full listing.** Apply through [Caterpillar's careers site](https://careers.caterpillar.com/en/jobs/) and save the shift, pay and requirements before you apply.
- **Attach a resume.** A blank application [may lead to disqualification](https://cat.wd5.myworkdayjobs.com/CaterpillarCareers/job/NC-Sanford-BCP-5016-Womack-Road-Plant/Fabrications-Product-Quality-Auditor---2nd-Shift_R0000396559), so add your work history.
- **Welders, prepare for the weld tests.** Top candidates for Welder 3 [must be able to pass the 2F fillet weld, 4F fillet weld (overhead) and 2G groove weld tests](https://cat.wd5.myworkdayjobs.com/CaterpillarCareers/job/NC-Sanford-BCP-5016-Womack-Road-Plant/Welder-3---2nd-Shift_R0000377840-1).
- **Watch the timeline.** Incremental production capacity at the new plant is [expected to start in 2028](https://businessnc.com/caterpillare-to-invest-1-billion-in-sanford-manufacturing-site/), so plan around the existing plant for now.
