# Unemployed Chileans Get 75,000 More Subsidised Hiring Places Under a Plan Aiming for Over 100,000 Jobs

Chile adds 75,000 hiring subsidy places, paying firms up to 60% of a minimum wage per woman hired for up to four months. Who qualifies and how it works.

Chile is paying companies to [formally hire people who are out of work](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html), and the new plan makes room for many more of them. [On September 28](https://www.bloomberglinea.com/latinoamerica/chile/kast-anuncia-plan-de-us1340-millones-para-crear-cerca-de-100000-empleos-en-chile/), President José Antonio Kast presented [the Chile Despega plan](https://www.mintrab.gob.cl/plan-chile-despega-gobierno-presenta-estrategia-de-13-billones-para-generar-mas-de-100-mil-empleos/), which is aimed at creating more than 100,000 jobs. Its most direct tool for job seekers is the hiring subsidy run by SENCE, the national training and employment service, which gets [75,000 additional places on top of the 25,000 it launched with in July](https://www.latercera.com/pulso/noticia/gobierno-anuncia-plan-laboral-que-movilizara-recursos-por-unos-us1350-millones-que-apunta-a-crear-mas-de-100-mil-empleos/). For [Metaintro](https://www.metaintro.com) readers in Chile, the useful detail is not the headline total but the rules on the scheme's own pages, which decide whether an employer can claim support for hiring you. Here is what those pages say, and what the rest of the plan adds.

## What Did Chile Announce on September 28?

Chile Despega is [a package of four strands](https://www.mintrab.gob.cl/plan-chile-despega-gobierno-presenta-estrategia-de-13-billones-para-generar-mas-de-100-mil-empleos/). The first speeds up public investment and quick construction, bringing forward infrastructure, reconstruction, housing and municipal works to [move activity and employment from the fourth quarter of 2026](https://www.mintrab.gob.cl/plan-chile-despega-gobierno-presenta-estrategia-de-13-billones-para-generar-mas-de-100-mil-empleos/). The second widens hiring subsidies by [combining the Modo Empleo places with new budget money](https://www.mintrab.gob.cl/plan-chile-despega-gobierno-presenta-estrategia-de-13-billones-para-generar-mas-de-100-mil-empleos/) and targeting by territory and labour criteria. The third frees up cash for companies through [payments to health system suppliers and stronger state guarantees](https://www.mintrab.gob.cl/plan-chile-despega-gobierno-presenta-estrategia-de-13-billones-para-generar-mas-de-100-mil-empleos/) under the FOGAPE fund. The fourth [combines large works with municipal and reconstruction projects](https://www.mintrab.gob.cl/plan-chile-despega-gobierno-presenta-estrategia-de-13-billones-para-generar-mas-de-100-mil-empleos/), using criteria such as unemployment, infrastructure damage, project readiness and hiring speed.

The whole package mobilises about [US$1.34 billion in the short term](https://www.bloomberglinea.com/latinoamerica/chile/kast-anuncia-plan-de-us1340-millones-para-crear-cerca-de-100000-empleos-en-chile/) through investment, public works and employment subsidies, with the policies taking effect in the coming months and the impact running into 2027. For the subsidy strand alone, the ministry puts the injection at [CLP 91 mil millones (91 billion pesos) across 2026 and 2027](https://www.mintrab.gob.cl/plan-chile-despega-gobierno-presenta-estrategia-de-13-billones-para-generar-mas-de-100-mil-empleos/), which Labour Minister Tomás Rau tied to the [75,000 additional places, at a cost of about US$94 million](https://www.latercera.com/pulso/noticia/gobierno-anuncia-plan-laboral-que-movilizara-recursos-por-unos-us1350-millones-que-apunta-a-crear-mas-de-100-mil-empleos/).

The small business credit piece is sizeable too. The plan injects [up to CLP 300 mil millones (300 billion pesos) into FOGAPE, with leverage of up to 13.5 times](https://www.latercera.com/pulso/noticia/gobierno-anuncia-plan-laboral-que-movilizara-recursos-por-unos-us1350-millones-que-apunta-a-crear-mas-de-100-mil-empleos/), so that guarantees can back loans to companies. That money does not hire anyone directly, but it is meant to [help firms keep staff and take on new ones](https://www.mintrab.gob.cl/plan-chile-despega-gobierno-presenta-estrategia-de-13-billones-para-generar-mas-de-100-mil-empleos/).

## How Does the Hiring Subsidy Pay Employers?

The scheme's full name is the [Subsidio a la Contratación, Línea de Activación Laboral](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html). [The SENCE application page](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html) describes it as financial support for companies that formally hire unemployed people in regions with high unemployment. The money goes to [the employer, not the worker](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html).

The amounts on that page are set against the monthly minimum wage, known in Chile as the IMM:

- **Up to 50 percent for each man, up to 60 percent for each woman.** The page lists a monthly bonus of up to 50% of the IMM for each male worker and up to 60% for each female worker, with the IMM [listed at 553,553 pesos](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html).
- **Four months at most.** The bonus is paid for [a maximum period of four months](https://www.mintrab.gob.cl/subsidio-a-la-contratacion/).
- **A pay ceiling.** It applies only where the worker's gross monthly pay is [no more than three IMM](https://www.mintrab.gob.cl/subsidio-a-la-contratacion/).
- **A company cap.** Each company can access [a maximum of 200 subsidies](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html) over the life of the programme.

Two conditions keep the payment flowing. On [the Labour Ministry's scheme page](https://www.mintrab.gob.cl/subsidio-a-la-contratacion/), the bonus continues while the employment relationship is in force and pension contributions are paid, and it ends if the job ends. SENCE [checks compliance and can demand repayment](https://www.mintrab.gob.cl/subsidio-a-la-contratacion/) of money received improperly.

> El subsidio se paga directamente a la empresa empleadora, according to [the Labour Ministry's scheme page](https://www.mintrab.gob.cl/subsidio-a-la-contratacion/).

## Which Workers Can Be Hired Under the Subsidy?

In plain terms, the subsidy is paid straight to the hiring company, and [the scheme pages](https://www.mintrab.gob.cl/subsidio-a-la-contratacion/) describe an application made by that company. The eligibility test is written for the employer, but most of it is about you. On [the SENCE application page](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html), a company qualifies if:

- It pays tax in the First Category of Chile's income tax.
- It hires workers who are [over 18](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html).
- The job started [on or after 15 July 2026](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html).
- The worker had [no pension contributions with any employer in the three months](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html) immediately before starting.
- Gross monthly pay does not exceed three IMM.
- The job is performed in a region included in the resolution that governs the benefit.
- The contract is registered on the electronic platform of the Dirección del Trabajo, Chile's labour inspectorate.

[The same page](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html) lists who is excluded. A company cannot claim for workers it dismissed and then rehired in cases the resolution defines, for its own partners or shareholders, or for spouses, children and close relatives of an owner, partner or shareholder. State companies, companies receiving state contributions and public bodies [cannot access the benefit at all](https://www.mintrab.gob.cl/subsidio-a-la-contratacion/).

One condition comes only from coverage of the expansion. [Radio Universidad de Chile's summary](https://radio.uchile.cl/2026/09/28/gobierno-presentara-plan-laboral-de-emergencia-con-75-mil-nuevos-cupos-al-subsidio-a-la-contratacion/) adds that the job must be on an open-ended (indefinido) contract. The official scheme pages do not list a contract type, so ask the employer directly what kind of contract it is offering.

## When Can Employers Apply, and How Long Do Payments Last?

Applications are online only, through [the SENCE subsidy portal](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html), where companies check whether they meet the requirements and follow their application and payments. The company must apply [by the month after the job starts](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html), and while an application window is open.

When we checked it before publication, [the SENCE page](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html) listed monthly windows. Applications made from 15 to 31 July were granted in August, applications in August were granted in September, and so on, with [1 to 15 October listed as the last window](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html) and first payment for that round from 1 December 2026.

Timing matters for how much an employer can claim. Under the rules listed on that page, the subsidy accrues [until December 2026](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html), so July and August applications can reach up to four payments, September applications three and October applications two.

The expansion may change that calendar. Radio Universidad de Chile reported ahead of the launch that applications would stay open [until November 30, so the benefit could run until March 2027](https://radio.uchile.cl/2026/09/28/gobierno-presentara-plan-laboral-de-emergencia-con-75-mil-nuevos-cupos-al-subsidio-a-la-contratacion/). When we checked, [the SENCE application page](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html) listed the October window as the last one, so a company planning a hire in November should check the portal before relying on that date.

## Why Is Chile Adding 75,000 Places Now?

Demand for the first round outran supply. By the Friday before the launch, the scheme had received [66,000 applications against 25,000 places](https://radio.uchile.cl/2026/09/28/gobierno-presentara-plan-laboral-de-emergencia-con-75-mil-nuevos-cupos-al-subsidio-a-la-contratacion/), which is why the government is adding 75,000 places to reach 100,000. Radio Universidad de Chile reported ahead of the launch that the government had first looked at boosting the newer Subsidio Unificado al Empleo, but [chose to widen this one because it would allow a faster response](https://radio.uchile.cl/2026/09/28/gobierno-presentara-plan-laboral-de-emergencia-con-75-mil-nuevos-cupos-al-subsidio-a-la-contratacion/).

The labour market behind that decision is weak. Unemployment stood at [9.5% in the May to July 2026 quarter](https://www.ine.gob.cl/sala-de-prensa/prensa/general/noticia/2026/08/28/la-tasa-de-desocupaci%C3%B3n-nacional-fue-9-5-en-el-trimestre-mayo---julio-de-2026), up 0.8 percentage points in twelve months, in the National Statistics Institute's release for that quarter. The ministry said joblessness had been [above 8% for 43 consecutive months](https://www.mintrab.gob.cl/plan-chile-despega-gobierno-presenta-estrategia-de-13-billones-para-generar-mas-de-100-mil-empleos/).

The same INE release for the May to July 2026 quarter shows who is carrying it:

- **Women.** The unemployment rate for women reached [10.3%](https://www.ine.gob.cl/sala-de-prensa/prensa/general/noticia/2026/08/28/la-tasa-de-desocupaci%C3%B3n-nacional-fue-9-5-en-el-trimestre-mayo---julio-de-2026), against 8.9% for men.
- **First-time job seekers.** People looking for work for the first time rose [20.9% in twelve months](https://www.ine.gob.cl/sala-de-prensa/prensa/general/noticia/2026/08/28/la-tasa-de-desocupaci%C3%B3n-nacional-fue-9-5-en-el-trimestre-mayo---julio-de-2026).
- **Formal employees.** Formal wage earners fell [2.4%](https://www.ine.gob.cl/sala-de-prensa/prensa/general/noticia/2026/08/28/la-tasa-de-desocupaci%C3%B3n-nacional-fue-9-5-en-el-trimestre-mayo---julio-de-2026), while the informal employment rate rose to 26.5%.

That last point matters here. The subsidy only pays for formal contracts registered with the labour inspectorate, and [the ministry says](https://www.mintrab.gob.cl/subsidio-a-la-contratacion/) its aim is to strengthen formal employment. The higher rate for women hires matches the gap in the INE figures, and Kast said the subsidy money is [mostly aimed at women and young people](https://www.bloomberglinea.com/latinoamerica/chile/kast-anuncia-plan-de-us1340-millones-para-crear-cerca-de-100000-empleos-en-chile/). If you are young and struggling to land a first role, our piece on [how a weak first job market can dent graduate pay](https://www.metaintro.com/blog/weak-first-job-market-graduate-wage-scarring-2026) covers what to do about it.

## Where Will the Public Works Jobs Come From?

The subsidy is only part of the job count. Before the launch, Radio Universidad de Chile reported a government estimate of [about 125,000 jobs, with 100,000 from the subsidy and 25,000 from public investment](https://radio.uchile.cl/2026/09/28/gobierno-presentara-plan-laboral-de-emergencia-con-75-mil-nuevos-cupos-al-subsidio-a-la-contratacion/). The plan as presented targets [more than 100,000 jobs](https://www.mintrab.gob.cl/plan-chile-despega-gobierno-presenta-estrategia-de-13-billones-para-generar-mas-de-100-mil-empleos/). Those are projections, not vacancies that exist today.

The works themselves are spread across the country. The regional development undersecretariat, Subdere, has a portfolio of [939 initiatives covering more than 251 municipalities, with a presence in 16 regions](https://www.latercera.com/pulso/noticia/gobierno-anuncia-plan-laboral-que-movilizara-recursos-por-unos-us1350-millones-que-apunta-a-crear-mas-de-100-mil-empleos/), including urban and neighbourhood improvement programmes. The Ministry of Public Works has [265 contracts in 157 projects reaching at least 129 municipalities](https://www.latercera.com/pulso/noticia/gobierno-anuncia-plan-laboral-que-movilizara-recursos-por-unos-us1350-millones-que-apunta-a-crear-mas-de-100-mil-empleos/), with work on roads, ports, water works, airports and rural sanitation.

For construction workers, the timing is the part to watch. Kast said the plan's effects would be felt in the coming months and [with much more force in the first months of 2027](https://www.df.cl/economia-y-politica/laboral-personas/mas-de-us-1-300-millones-en-inversion-y-crear-100-mil-empleos-las-medidas). Ahead of the launch, Radio Universidad de Chile reported the government was seeking to have Public Works' 2027 budget money [able to start being spent from January](https://radio.uchile.cl/2026/09/28/gobierno-presentara-plan-laboral-de-emergencia-con-75-mil-nuevos-cupos-al-subsidio-a-la-contratacion/).

> In the short term, this plan mobilizes 1.3 trillion Chilean pesos in investment, public works, and employment measures to generate economic activity and create more than 100,000 jobs, with effects that will begin to be felt over the coming months and through 2027, the government's plan summary stated, according to [the Reuters report](https://www.933thedrive.com/2026/09/28/chiles-kast-unveils-1-3-billion-plan-to-create-100000-jobs/).

## What Is the Unified Employment Subsidy, and Who Can Request It?

A second programme takes effect on [1 October 2026](https://www.bcn.cl/portal/leyfacil/recurso/subsidio-unificado-de-empleo), and unlike the hiring subsidy, workers can ask for it themselves. [Law 21.808](https://www.bcn.cl/portal/leyfacil/recurso/subsidio-unificado-de-empleo) creates this Subsidio Unificado de Empleo, run by SENCE.

The plain-language guide from the National Congress Library lists the priority groups it covers:

- Young people aged [18 to 24](https://www.bcn.cl/portal/leyfacil/recurso/subsidio-unificado-de-empleo).
- Women aged [25 to 54](https://www.bcn.cl/portal/leyfacil/recurso/subsidio-unificado-de-empleo).
- People aged [55 and over](https://www.bcn.cl/portal/leyfacil/recurso/subsidio-unificado-de-empleo).
- People with a disability registered in the national disability register, [from age 18](https://www.bcn.cl/portal/leyfacil/recurso/subsidio-unificado-de-empleo).

To qualify, gross monthly pay must be [at or below 2.25 minimum wages](https://www.bcn.cl/portal/leyfacil/recurso/subsidio-unificado-de-empleo), and the worker must have had at least six months of continuous unemployment, or eight months of broken unemployment, within the last 18 months. The worker must also fall within a vulnerability band of the Registro Social de Hogares, the household register, set by decree, [except people with a registered disability](https://sence.gob.cl/personas/noticias/aprueban-ley-que-crea-subsidio-unificado-al-empleo-con-foco-en-formalidad-y-proteccion-laboral). The subsidy [can be requested by workers or by companies](https://www.bcn.cl/portal/leyfacil/recurso/subsidio-unificado-de-empleo).

It also tidies up older programmes. The new law [replaces three existing subsidies](https://sence.gob.cl/personas/noticias/aprueban-ley-que-crea-subsidio-unificado-al-empleo-con-foco-en-formalidad-y-proteccion-laboral), the Empleo Joven subsidy, the Bono al Trabajo de la Mujer and the youth pension subsidy. For companies, the unified subsidy [is not compatible with other budget-funded benefits that cut the cost of hiring](https://www.bcn.cl/portal/leyfacil/recurso/subsidio-unificado-de-empleo), so they must choose one. That means an employer taking the hiring subsidy for you may not be able to claim the unified one for the same hire.

## How Does This Build on July's Modo Empleo?

Modo Empleo was the government's [July response to high unemployment](https://www.eldinamo.cl/economia/dinero/2026/07/10/modo-empleo-la-tres-medidas-del-gobierno-para-intentar-combatir-la-alta-cesantia/). When it was presented in July, it combined a hiring subsidy with [temporary jobs through CONAF, the national forestry agency, in the areas with the highest unemployment](https://www.eldinamo.cl/economia/dinero/2026/07/10/modo-empleo-la-tres-medidas-del-gobierno-para-intentar-combatir-la-alta-cesantia/), and with urban and neighbourhood works turned into local jobs. [Biobío, Ñuble and Antofagasta](https://www.eldinamo.cl/economia/dinero/2026/07/10/modo-empleo-la-tres-medidas-del-gobierno-para-intentar-combatir-la-alta-cesantia/) were named as the regions facing the hardest labour conditions, and were to get priority for resources and field work.

The July package was smaller, at [CLP$50 mil millones (50 billion pesos) aimed at 50,000 jobs within four months](https://www.bloomberglinea.com/latinoamerica/chile/kast-anuncia-plan-de-us1340-millones-para-crear-cerca-de-100000-empleos-en-chile/), and the regional government of Magallanes described the temporary jobs as coming [through CONAF and the small business agency Sercotec](https://www.goremagallanes.cl/subsidios-a-la-contratacion-trabajos-transitorios-y-mejoramientos-urbanos-los-ejes-de-la-estrategia-del-gobierno-regional-y-el-nacional-para-enfrentar-el-desempleo/). The new plan keeps the hiring subsidy at its centre and scales it up, while adding [CLP$800.000 millones (800 billion pesos) for projects that can start quickly](https://www.bloomberglinea.com/latinoamerica/chile/kast-anuncia-plan-de-us1340-millones-para-crear-cerca-de-100000-empleos-en-chile/).

The government's longer target has not moved. Rau said the goal of bringing unemployment down to [6.5% by the end of the government](https://www.df.cl/economia-y-politica/laboral-personas/mas-de-us-1-300-millones-en-inversion-y-crear-100-mil-empleos-las-medidas) does not change. Other countries have tried similar pushes, and our look at [how the Netherlands tackled youth unemployment](https://www.metaintro.com/blog/netherlands-youth-unemployment-lessons-job-seekers-2026) is a useful comparison.

## What This Means for Job Seekers, and What Should You Do Next?

Our view is that the hiring subsidy is worth more to a job seeker than its size suggests, because it changes the maths for a small employer who is unsure about taking someone on. A business weighing a new hire can have part of the wage covered for a few months, and a little more if the hire is a woman. That is a real reason to reach out to smaller firms now rather than wait for postings.

The limits are just as real. The subsidy is short, paid for [a maximum of four months](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html), and the scheme pages say nothing about keeping you on after the payments end. Kast said the plan's effects would be felt [with much more force in the first months of 2027](https://www.df.cl/economia-y-politica/laboral-personas/mas-de-us-1-300-millones-en-inversion-y-crear-100-mil-empleos-las-medidas), and the job estimates are government projections, not openings. Treat the subsidy as a door into a formal job, then make that job hard to let go.

Here is what we would do:

- **Say it in your application.** If you will have had no pension contributions from any employer in the three months before your start date, tell smaller employers they may be able to claim the SENCE hiring subsidy for you, and point them to [the SENCE subsidy portal](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html).
- **Check the region.** The benefit applies only where the job is in [a region included in the governing resolution](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html), so ask the employer to confirm eligibility before you count on it.
- **Get the contract registered.** A subsidised job must be [registered with the labour inspectorate](https://www.subsidioalempleo.cl/SUBCONTRATACION2026/index.html), which puts the job on the formal record.
- **Look at the unified subsidy too.** If you are aged 18 to 24, a woman aged 25 to 54, aged 55 or over, or registered with a disability, and have been [unemployed at least six months in a row (or eight in the last 18 months)](https://www.bcn.cl/portal/leyfacil/recurso/subsidio-unificado-de-empleo), with pay at or below 2.25 minimum wages, check the [unified subsidy guide](https://www.bcn.cl/portal/leyfacil/recurso/subsidio-unificado-de-empleo), in force from 1 October 2026, since workers can request it themselves.
- **Follow the works in your municipality.** Construction and trades workers should watch the public works and neighbourhood projects landing in their area in the months ahead.
