A Cypriot grant scheme for new business owners is expected to lead to [more than 1,600 jobs and around 800 new businesses](https://cyprus-mail.com/2026/09/29/eu-backed-e50m-scheme-targets-800-new-cyprus-businesses-and-1600-jobs), figures highlighted at [the Cyprus Forum 2026 in Nicosia](https://cyprus-mail.com/2026/09/29/eu-backed-e50m-scheme-targets-800-new-cyprus-businesses-and-1600-jobs) by Themis Christophidou, Director-General of the [European Commission's Directorate-General for Regional and Urban Policy](https://en.politis.com.cy/news/business/1038868/eu-funds-set-to-create-800-new-businesses-in-cyprus). Those figures belong to the full [€50 million New Entrepreneurship Activity Scheme](https://cyprus-mail.com/2026/09/29/eu-backed-e50m-scheme-targets-800-new-cyprus-businesses-and-1600-jobs), rather than the €30m allocation alone, and the scheme's own page on [the THALIA programme site](https://thalia.com.cy/en/example-of-projects/scheme-for-the-development-of-new-business-activity-en/) sets them out as estimates. For [Metaintro](https://www.metaintro.com) readers, the useful questions sit below the headline, in who could apply, what the grants paid for, what each funded business had to promise on hiring, and whether anyone can still apply. Here is what the scheme's own documents say.

## What Was Announced at the Cyprus Forum 2026?

The figures in Nicosia describe a scheme that has been [running since 2021](https://thalia.com.cy/en/example-of-projects/scheme-for-the-development-of-new-business-activity-en/). Christophidou set out the expected results of a scheme that has been running for years, alongside other cohesion projects on the island such as [€13m for engineering research laboratory facilities at the University of Cyprus](https://cyprus-mail.com/2026/09/29/eu-backed-e50m-scheme-targets-800-new-cyprus-businesses-and-1600-jobs) and [€44m for public passenger transport infrastructure](https://cyprus-mail.com/2026/09/29/eu-backed-e50m-scheme-targets-800-new-cyprus-businesses-and-1600-jobs) and the move towards electric mobility.

The headline projection is that the scheme is expected to support the creation of [around 800 new businesses and more than 1,600 jobs](https://cyprus-mail.com/2026/09/29/eu-backed-e50m-scheme-targets-800-new-cyprus-businesses-and-1600-jobs). The funding comes from EU cohesion funds and the [Republic of Cyprus](https://cyprus-mail.com/2026/09/29/eu-backed-e50m-scheme-targets-800-new-cyprus-businesses-and-1600-jobs), and the aim is to encourage new, sustainable and competitive businesses, with particular emphasis on young people and women.

The [projection covers the whole scheme](https://cyprus-mail.com/2026/09/29/eu-backed-e50m-scheme-targets-800-new-cyprus-businesses-and-1600-jobs), not only its first round. The scheme's project budget is listed as [€50M](https://thalia.com.cy/en/example-of-projects/scheme-for-the-development-of-new-business-activity-en/), launched through two calls for proposals, and the same page lists the 800 new enterprises and the new jobs as the expected outcome of the scheme as a whole.

## How Is the €50m Split Between the Two Calls?

The [first call, worth €30 mil.](https://thalia.com.cy/en/example-of-projects/scheme-for-the-development-of-new-business-activity-en/), was launched during the period May 2021 to December 2021. The [second, worth €20 mil.](https://thalia.com.cy/en/example-of-projects/scheme-for-the-development-of-new-business-activity-en/), was launched during the period June 2024 to July 2024.

The first call opened on [17/05/2021 and was due to close on 30/12/2021](https://www.fundingprogrammesportal.gov.cy/en/call/new-entrepreneurship-support-plan/), or earlier if the money ran out. The second call accepted proposals from [18/06/2024 to 31/07/2024](https://thalia.com.cy/en/invitations/%CF%83%CF%87%CE%AD%CE%B4%CE%B9%CE%BF-%CF%87%CE%BF%CF%81%CE%B7%CE%B3%CE%B9%CF%8E%CE%BD-%CE%B3%CE%B9%CE%B1-%CE%B5%CE%BD%CE%AF%CF%83%CF%87%CF%85%CF%83%CE%B7-%CF%84%CE%B7%CF%82-%CE%BD%CE%AD%CE%B1%CF%82-3/), and at the time of writing the THALIA listing for that call marks it as closed.

The second call was [co-financed by the ERDF, the ESF+ and the Republic of Cyprus](https://www.businessincyprus.gov.cy/news/strengthening-new-entrepreneurship-grant-scheme-2nd-announcement-2024/), while the [first call listing](https://www.fundingprogrammesportal.gov.cy/en/call/new-entrepreneurship-support-plan/) names the ERDF and the Republic of Cyprus. The scheme draws on [both the ERDF and the ESF+, with an implementation period of 05/2021 to 12/2027](https://thalia.com.cy/en/example-of-projects/scheme-for-the-development-of-new-business-activity-en/). That end date matters for anyone reading the job figure, because the [THALIA page](https://thalia.com.cy/en/example-of-projects/scheme-for-the-development-of-new-business-activity-en/) lists the jobs as an expected outcome of a scheme whose implementation period has not ended, not as a final count.

The scheme sits within the [THALIA programme, which has a total budget of €1.81 billion](https://www.fundingprogrammesportal.gov.cy/en/call/new-entrepreneurship-support-plan/), of which €968 million comes from EU cohesion funds and €842 million is the national contribution.

## Who Could Apply for the Grants?

The scheme was open to [three groups, young people aged 18-29, males aged 30-50 and females aged 30-55](https://thalia.com.cy/en/example-of-projects/scheme-for-the-development-of-new-business-activity-en/), who wish to create a business using their knowledge, experience, training and talents.

In the [same age bands](https://thalia.com.cy/en/example-of-projects/scheme-for-the-development-of-new-business-activity-en/), women stay eligible up to 55 while men stop at 50. The 2024 call put its [emphasis on special population groups, such as young people and women](https://www.businessincyprus.gov.cy/news/strengthening-new-entrepreneurship-grant-scheme-2nd-announcement-2024/).

The [first call set other conditions too](https://www.fundingprogrammesportal.gov.cy/en/call/new-entrepreneurship-support-plan/). Applicants had to have lived legally in areas under the exclusive control of the Republic of Cyprus for the [last six months](https://www.fundingprogrammesportal.gov.cy/en/call/new-entrepreneurship-support-plan/) and have free access to work. They also could not have been in business in the six months before applying, meaning they were not self-employed and held no more than [25% of participation in a business](https://www.fundingprogrammesportal.gov.cy/en/call/new-entrepreneurship-support-plan/).

Second call applicants could be [unemployed people, employees who are not self-employed, or people holding under 25% of an active business](https://thalia.com.cy/en/invitations/%CF%83%CF%87%CE%AD%CE%B4%CE%B9%CE%BF-%CF%87%CE%BF%CF%81%CE%B7%CE%B3%CE%B9%CF%8E%CE%BD-%CE%B3%CE%B9%CE%B1-%CE%B5%CE%BD%CE%AF%CF%83%CF%87%CF%85%CF%83%CE%B7-%CF%84%CE%B7%CF%82-%CE%BD%CE%AD%CE%B1%CF%82-3/). It covered [areas controlled by the Republic of Cyprus](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf), excluding the British Bases. Those areas had their own [separate scheme, with calls in 2021 and 2024](https://www.industry.gov.cy/gr/%CF%83%CF%87%CE%AD%CE%B4%CE%B9%CE%B1-%CF%87%CE%BF%CF%81%CE%B7%CE%B3%CE%B9%CF%8E%CE%BD/%CE%BD%CE%AD%CE%B1-%CE%B5%CF%80%CE%B9%CF%87%CE%B5%CE%B9%CF%81%CE%B7%CE%BC%CE%B1%CF%84%CE%B9%CE%BA%CE%AE-%CE%B4%CF%81%CE%B1%CF%83%CF%84%CE%B7%CF%81%CE%B9%CF%8C%CF%84%CE%B7%CF%84%CE%B1).

> The Scheme aims to develop, support and promote entrepreneurship among young people aged 18-29, males aged 30-50 and females aged 30-55, that wish to create a business, by leveraging their knowledge, experience, training and talents, according to [the THALIA scheme page](https://thalia.com.cy/en/example-of-projects/scheme-for-the-development-of-new-business-activity-en/).

## How Much Did the Grants Pay and What Did They Cover?

The grant was calculated on the [cost of eligible expenses for the investment](https://www.businessincyprus.gov.cy/news/strengthening-new-entrepreneurship-grant-scheme-2nd-announcement-2024/). Funding amounted to [70% for young people between the age of 18 and 29 years](https://www.businessincyprus.gov.cy/news/strengthening-new-entrepreneurship-grant-scheme-2nd-announcement-2024/), and 60% for men aged 30 to 50 and women aged 30 to 55.

The [cap was the same across groups](https://www.businessincyprus.gov.cy/news/strengthening-new-entrepreneurship-grant-scheme-2nd-announcement-2024/). The maximum eligible budget for each company was [€120,000](https://www.businessincyprus.gov.cy/news/strengthening-new-entrepreneurship-grant-scheme-2nd-announcement-2024/). The first call set that cap for [activities related to manufacturing, services, e-commerce and tourism](https://www.fundingprogrammesportal.gov.cy/en/call/new-entrepreneurship-support-plan/).

Eligible costs in 2024 [included equipment, special facilities, building work, purchase, renovation of spaces, promotion and other expenses](https://www.businessincyprus.gov.cy/news/strengthening-new-entrepreneurship-grant-scheme-2nd-announcement-2024/). The second call also allowed a [flat rate of 7% of direct eligible costs](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf) for indirect costs such as rent, salaries, insurance and utilities, and capped promotion at [€12,000](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf), covering advertising, trade fair stands, a logo and printed material.

> The order of priority among the candidates will be determined based on the order of submission of proposals (immediate evaluation) and the maximum amount of approvals will not exceed the available budget of the Call, according to [the first call listing on the Funding Programmes Portal](https://www.fundingprogrammesportal.gov.cy/en/call/new-entrepreneurship-support-plan/).

## What Did Funded Businesses Promise on Jobs in the Second Call?

The jobs rules sit in the second call's [scheme guide](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf), which gives the Industry and Technology Service of the Ministry of Energy, Commerce and Industry the job of running the scheme.

Applications were [scored partly on the number of new jobs the investment will create](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf), judged on how realistic the target is, and the applicant commits to creating them.

The approval decision sets a [binding employment target](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf) that must be met in full before the final grant payment, counting only full-time workers, with a certificate from the competent authority. If a business misses the target, the jobs criterion is rescored, and a proposal that drops below [65 points](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf) is removed from the scheme and must repay any grant received, with interest.

Where a founder sets up a company, the guide requires the eligible shareholders to be registered as its employees and to stay on the payroll for [at least three years](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf) after the full grant is paid. Self-employed founders carry the [same obligation](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf). Eligible founders must also hold at least [75%](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf) of the company's capital and run it themselves.

## Can You Still Apply for the Scheme?

No. The [first call listing gives a closing date of 30/12/2021](https://www.fundingprogrammesportal.gov.cy/en/call/new-entrepreneurship-support-plan/), and at the time of writing the [second call](https://thalia.com.cy/en/invitations/%CF%83%CF%87%CE%AD%CE%B4%CE%B9%CE%BF-%CF%87%CE%BF%CF%81%CE%B7%CE%B3%CE%B9%CF%8E%CE%BD-%CE%B3%CE%B9%CE%B1-%CE%B5%CE%BD%CE%AF%CF%83%CF%87%CF%85%CF%83%CE%B7-%CF%84%CE%B7%CF%82-%CE%BD%CE%AD%CE%B1%CF%82-3/) is marked closed, with a closing date of 31/07/2024.

At the time of writing no third call appears on the [Industry and Technology Service page](https://www.industry.gov.cy/gr/%CF%83%CF%87%CE%AD%CE%B4%CE%B9%CE%B1-%CF%87%CE%BF%CF%81%CE%B7%CE%B3%CE%B9%CF%8E%CE%BD/%CE%BD%CE%AD%CE%B1-%CE%B5%CF%80%CE%B9%CF%87%CE%B5%CE%B9%CF%81%CE%B7%CE%BC%CE%B1%CF%84%CE%B9%CE%BA%CE%AE-%CE%B4%CF%81%CE%B1%CF%83%CF%84%CE%B7%CF%81%CE%B9%CF%8C%CF%84%CE%B7%CF%84%CE%B1), which lists only the 2021 and 2024 calls and the separate British Bases scheme. The two calls so far were also listed on the [THALIA programme site](https://thalia.com.cy/en/example-of-projects/scheme-for-the-development-of-new-business-activity-en/).

What a reader can do is prepare. The 2024 guide is the most recent one on the [Industry and Technology Service page](https://www.industry.gov.cy/gr/%CF%83%CF%87%CE%AD%CE%B4%CE%B9%CE%B1-%CF%87%CE%BF%CF%81%CE%B7%CE%B3%CE%B9%CF%8E%CE%BD/%CE%BD%CE%AD%CE%B1-%CE%B5%CF%80%CE%B9%CF%87%CE%B5%CE%B9%CF%81%CE%B7%CE%BC%CE%B1%CF%84%CE%B9%CE%BA%CE%AE-%CE%B4%CF%81%CE%B1%CF%83%CF%84%CE%B7%CF%81%CE%B9%CF%8C%CF%84%CE%B7%CF%84%CE%B1), alongside a clarification of its paragraph 9.1, and [it sets out](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf) the age bands, the six-month rules on residence and prior business activity, and the need to name a realistic jobs target. The [second call guide](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf) sets out the documents and scoring used in 2024.

## Where Would the Projected Jobs Come From?

The [jobs figure](https://thalia.com.cy/en/example-of-projects/scheme-for-the-development-of-new-business-activity-en/) is an estimate tied to around 800 new enterprises, not to one employer. In the 2024 round, each funded business agreed its own binding jobs target, and the [scheme guide](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf) requires those jobs to be full-time. Projects under the second call had to be completed within [24 months of the approval letter](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf).

The second call covered [manufacturing, services and tourism](https://thalia.com.cy/en/invitations/%CF%83%CF%87%CE%AD%CE%B4%CE%B9%CE%BF-%CF%87%CE%BF%CF%81%CE%B7%CE%B3%CE%B9%CF%8E%CE%BD-%CE%B3%CE%B9%CE%B1-%CE%B5%CE%BD%CE%AF%CF%83%CF%87%CF%85%CF%83%CE%B7-%CF%84%CE%B7%CF%82-%CE%BD%CE%AD%CE%B1%CF%82-3/), with a maximum eligible budget of [€120,000 for each company](https://thalia.com.cy/en/invitations/%CF%83%CF%87%CE%AD%CE%B4%CE%B9%CE%BF-%CF%87%CE%BF%CF%81%CE%B7%CE%B3%CE%B9%CF%8E%CE%BD-%CE%B3%CE%B9%CE%B1-%CE%B5%CE%BD%CE%AF%CF%83%CF%87%CF%85%CF%83%CE%B7-%CF%84%CE%B7%CF%82-%CE%BD%CE%AD%CE%B1%CF%82-3/).

For a job seeker, the practical point is that each funded firm in the second call set its own [binding employment target](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf), so the jobs sit with the funded firms rather than with a single recruitment drive. Treat the [more than 1,600 jobs](https://cyprus-mail.com/2026/09/29/eu-backed-e50m-scheme-targets-800-new-cyprus-businesses-and-1600-jobs) as an estimate of what the whole scheme is expected to create, not as a count of openings you can apply to.

## What Does Cyprus's Job Market Look Like?

The unemployment rate in Cyprus fell to [3.6% in the second quarter of 2026](https://cyprus-mail.com/2026/08/27/cyprus-unemployment-falls-to-3-6), from 4.3% a year earlier, according to the [Statistical Service of Cyprus](https://cyprus-mail.com/2026/08/27/cyprus-unemployment-falls-to-3-6), and the number of people in work rose to 520,763.

[Employment growth was considerably stronger among women](https://cyprus-mail.com/2026/08/27/cyprus-unemployment-falls-to-3-6). [Female employment increased by 4.4%](https://cyprus-mail.com/2026/08/27/cyprus-unemployment-falls-to-3-6) to 246,895 people, pushing the female employment rate to 58.3%.

[Young people still face far higher jobless rates](https://cyprus-mail.com/2026/08/27/cyprus-unemployment-falls-to-3-6) than people aged 25 to 64. Among people aged 15 to 24, unemployment fell to [12.2% from 14.9%](https://cyprus-mail.com/2026/08/27/cyprus-unemployment-falls-to-3-6) in the second quarter, against [3.2% for people aged 25 to 64](https://cyprus-mail.com/2026/08/27/cyprus-unemployment-falls-to-3-6). Unemployment among under-25s in Cyprus was [11.9% in June 2026](https://cyprus-mail.com/2026/09/01/cyprus-unemployment-edges-up-but-remains-well-below-eu-average), the latest available Eurostat figure for the island when the July data came out.

[Self-employment rose too](https://cyprus-mail.com/2026/08/27/cyprus-unemployment-falls-to-3-6). The island had [53,051 self-employed people](https://cyprus-mail.com/2026/08/27/cyprus-unemployment-falls-to-3-6) in the second quarter, and that number rose by 4.9% year on year. [Temporary employment rose too](https://cyprus-mail.com/2026/08/27/cyprus-unemployment-falls-to-3-6), by 12.1% to 73,306 people.

## What Did Christophidou Say About the EU's Right to Stay Plan?

Christophidou also [discussed the EU's right to stay initiative](https://en.politis.com.cy/news/business/1038868/eu-funds-set-to-create-800-new-businesses-in-cyprus). The Commission is preparing a right to stay strategy, expected to be presented [early next year](https://en.politis.com.cy/news/business/1038868/eu-funds-set-to-create-800-new-businesses-in-cyprus), and more than 700 submissions came in during its consultation.

She noted that one in three Europeans, [almost 150 million people](https://en.politis.com.cy/news/business/1038868/eu-funds-set-to-create-800-new-businesses-in-cyprus), live in areas that have lost population over the past two decades. The strategy focuses on access to [jobs, housing, education, public services, transport and digital connectivity](https://cyprus-mail.com/2026/09/29/eu-backed-e50m-scheme-targets-800-new-cyprus-businesses-and-1600-jobs) so that people can remain in their home regions.

The Commission's strategy is expected to feed into the debate over the [EU's next long-term budget for 2028 to 2034](https://cyprus-mail.com/2026/09/29/eu-backed-e50m-scheme-targets-800-new-cyprus-businesses-and-1600-jobs), [Cyprus Mail reports](https://cyprus-mail.com/2026/09/29/eu-backed-e50m-scheme-targets-800-new-cyprus-businesses-and-1600-jobs), with cohesion funding increasingly being linked to employment and the ability of regions to retain people and investment.

## What This Means for Job Seekers, and What Should You Do Next?

The [Cyprus Forum figures](https://cyprus-mail.com/2026/09/29/eu-backed-e50m-scheme-targets-800-new-cyprus-businesses-and-1600-jobs) restate the expected results of an existing scheme, not a new opening. The [€50m scheme](https://thalia.com.cy/en/example-of-projects/scheme-for-the-development-of-new-business-activity-en/) has already run both of its planned calls, and the [more than 1,600 jobs](https://cyprus-mail.com/2026/09/29/eu-backed-e50m-scheme-targets-800-new-cyprus-businesses-and-1600-jobs) are an estimate of what the funded firms are expected to add.

The scheme's documents are useful to two groups. For would-be founders, the [second call guide](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf) shows what Cyprus funded last time and on what terms. For job seekers, funded firms in the second call committed to [full-time jobs targets](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf), and [the hiring challenges small businesses face](https://www.metaintro.com/blog/small-business-hiring-challenges) are worth understanding before you approach one.

Here is what we would do:

- **Check the calls page before planning a business.** At the time of writing, [no third call is listed](https://www.industry.gov.cy/gr/%CF%83%CF%87%CE%AD%CE%B4%CE%B9%CE%B1-%CF%87%CE%BF%CF%81%CE%B7%CE%B3%CE%B9%CF%8E%CE%BD/%CE%BD%CE%AD%CE%B1-%CE%B5%CF%80%CE%B9%CF%87%CE%B5%CE%B9%CF%81%CE%B7%CE%BC%CE%B1%CF%84%CE%B9%CE%BA%CE%AE-%CE%B4%CF%81%CE%B1%CF%83%CF%84%CE%B7%CF%81%CE%B9%CF%8C%CF%84%CE%B7%CF%84%CE%B1) among the scheme's calls.
- **Read the last guide.** The scoring, the binding jobs target and the documents asked for in 2024 are all in the [second call guide](https://www.industry.gov.cy/assets/modules/wnp/articles/202404/77/docs/odigossxediou.pdf).
- **Know your age band.** Grant rates were [70% for founders aged 18-29 and 60% for older applicants](https://www.businessincyprus.gov.cy/news/strengthening-new-entrepreneurship-grant-scheme-2nd-announcement-2024/) in their eligible age groups.
- **Think about founding, not only applying.** If you are weighing that route, [this look at Gen Z entrepreneurship](https://www.metaintro.com/blog/gen-z-entrepreneurial-generation-necessity) is worth a read.
