# Lamu Engineering Graduates Promised Jobs as Dangote Pledges to Train 1,000 Locals at Its $16 Billion Kenya Refinery

Engineering graduates and young people in Lamu got a direct promise at the groundbreaking of the [Dangote East Africa Petroleum Refinery](https://allafrica.com/stories/202610010080.html). Aliko Dangote promised to [set up a training school in Lamu which will train 1,000 of your people](https://citizen.digital/article/dangote-east-africa-refinery-ruto-assures-lamu-residents-land-concerns-will-be-handled-lawfully-n391187), along with a job for anybody in Lamu holding an engineering diploma or degree. The ceremony took place on [30 September 2026](https://www.mod.go.ke/news/security-enables-strategic-investment-as-lamu-refinery-takes-shape/) in Lamu County, for a refinery designed to process [up to 700,000 barrels of crude oil a day](https://www.mod.go.ke/news/security-enables-strategic-investment-as-lamu-refinery-takes-shape/). The [refinery and petrochemicals complex is a $16 billion project](https://allafrica.com/stories/202610010080.html) designed to serve markets across Eastern Africa. ## What Exactly Did Dangote Promise Lamu at the Groundbreaking?

There were [two separate pledges](https://citizen.digital/article/dangote-east-africa-refinery-ruto-assures-lamu-residents-land-concerns-will-be-handled-lawfully-n391187), and they cover different people. The first is a [training school in Lamu](https://citizen.digital/article/dangote-east-africa-refinery-ruto-assures-lamu-residents-land-concerns-will-be-handled-lawfully-n391187). The group will establish it [to develop the technical skills required by the refinery](https://allafrica.com/stories/202610010080.html), with emphasis on equipping local young people to take part directly in construction and later operations. The second pledge, made to the people of Lamu, covers people who already hold engineering qualifications, since [anybody who has an engineering diploma or degree has a job](https://citizen.digital/article/dangote-east-africa-refinery-ruto-assures-lamu-residents-land-concerns-will-be-handled-lawfully-n391187).

The aim is to [develop local capacity](https://www.businessdailyafrica.com/bd/corporate/industry/early-winners-as-lamu-refinery-project-kicks-off-5615178), with [local businesses becoming suppliers](https://allafrica.com/stories/202610010080.html) and entrepreneurs growing around the project.

## Who Do the Training School and Engineering Job Pledges Cover?

The details are not public yet, since no application page, intake date or entry requirement for the Lamu school appears in the ceremony coverage or in the [Honeywell project release](https://www.financialcontent.com/article/bizwire-2026-9-30-honeywell-technologies-to-help-dangote-build-worlds-largest-single-train-refinery-accelerating-project-development-schedule-by-two-years), and the pledge so far is a spoken commitment.

On the record, the training places are aimed at [young people from the host communities](https://allafrica.com/stories/202610010080.html), and the job promise was made to [Lamu residents](https://citizen.digital/article/dangote-east-africa-refinery-ruto-assures-lamu-residents-land-concerns-will-be-handled-lawfully-n391187) at the ceremony. President William Ruto widened the frame, saying recruitment and training should give young people from [Lamu, neighbouring counties and across Kenya an opportunity to compete for positions](https://www.businessdailyafrica.com/bd/corporate/industry/early-winners-as-lamu-refinery-project-kicks-off-5615178).

The engineering promise names a qualification level, a [diploma or degree in engineering](https://citizen.digital/article/dangote-east-africa-refinery-ruto-assures-lamu-residents-land-concerns-will-be-handled-lawfully-n391187), and does not name a discipline or an age limit. At Dangote's Nigerian refinery, the graduate programme, as described in April 2025, [covered chemical, mechanical, electrical and electronic engineering, and recruits were all below 30 years of age at the time of recruitment](https://nairametrics.com/2025/04/29/52-new-dangote-petroleum-trainee-engineers-complete-training-programme/), but the Lamu pledge does not say whether anything similar will apply.

Ruto said he expects [clear recruitment and training plans](https://www.businessdailyafrica.com/bd/corporate/industry/early-winners-as-lamu-refinery-project-kicks-off-5615178), so those plans are the thing to watch for.

The refinery is meant to serve markets [stretching from Kenya and Uganda to Rwanda, Tanzania, Ethiopia, South Sudan, the Democratic Republic of Congo, Mozambique and Zambia](https://www.businessdailyafrica.com/bd/corporate/industry/early-winners-as-lamu-refinery-project-kicks-off-5615178), and Dangote wants [young Kenyans and East Africans with skills](https://allafrica.com/stories/202610010080.html), though no pledge so far sets out how hiring from those countries would work.

## Where Does the 60,000 Jobs Figure Come From?

It is [a projection](https://allafrica.com/stories/202610010080.html). [Current projections envisage about 60,000 direct and indirect jobs](https://allafrica.com/stories/202610010080.html) from the development, Ruto said. Ruto has also put it at [more than 60,000 direct and indirect jobs](https://citizen.digital/article/dangote-east-africa-refinery-ruto-assures-lamu-residents-land-concerns-will-be-handled-lawfully-n391187) and at [60,000 direct jobs](https://www.monitor.co.ug/uganda/news/national/kenya-launches-construction-of-dangote-petroleum-refinery-as-museveni-roots-for-regional-integration-5614928). Either way it is a projection, not a count of refinery payroll posts.

Construction wages [could reach Ksh.2 billion a month at peak](https://citizen.digital/article/dangote-east-africa-refinery-ruto-assures-lamu-residents-land-concerns-will-be-handled-lawfully-n391187), Ruto said, with that money circulating through [shops, hotels, restaurants, transport, housing and other businesses](https://allafrica.com/stories/202610010080.html). He set out the kinds of work around a site this size as [transport, food, accommodation, maintenance, construction materials, logistics and professional services](https://citizen.digital/article/dangote-east-africa-refinery-ruto-assures-lamu-residents-land-concerns-will-be-handled-lawfully-n391187), adding that people, beginning with those of Lamu, must know what is needed and what standards apply.

The training school is meant to prepare local young people for [construction and subsequent operations](https://allafrica.com/stories/202610010080.html), so it points at both the building phase and the running phase.

## Which Skills Did Ruto Ask Kenyan Colleges to Prepare?

The president [named four groups](https://allafrica.com/stories/202610010080.html). He directed technical and vocational institutions and universities to prepare [welders, technicians, engineers and managers](https://allafrica.com/stories/202610010080.html) for the project, and insisted young people from Lamu and neighbouring communities must be given a fair chance to compete.

The plant is designed to produce [gasoline, diesel, jet fuel and polypropylene](https://www.financialcontent.com/article/bizwire-2026-9-30-honeywell-technologies-to-help-dangote-build-worlds-largest-single-train-refinery-accelerating-project-development-schedule-by-two-years), and the complex is to generate [up to 1,000 megawatts of electricity](https://allafrica.com/stories/202610010080.html) with polypropylene and base oil production on site. The wider complex will include [a plastics factory, and manufacturing units for fertilisers and chemicals](https://www.monitor.co.ug/uganda/news/national/kenya-launches-construction-of-dangote-petroleum-refinery-as-museveni-roots-for-regional-integration-5614928), Ruto said.

## Which Companies Are Already Working on the Refinery?

[Two firms have already won work](https://www.businessdailyafrica.com/bd/corporate/industry/early-winners-as-lamu-refinery-project-kicks-off-5615178) on the project. [Engineers India Limited](https://nairametrics.com/2026/09/22/dangote-signs-450-million-deal-with-engineers-india-to-build-kenya-refinery/) holds a contract worth more than $450 million as Project Management Consultant and Engineering, Procurement and Construction Management consultant, disclosed in a Mumbai stock exchange filing on September 22, 2026. In that role it will coordinate [engineering, procurement and construction while overseeing costs, schedules, quality and safety](https://www.businessdailyafrica.com/bd/corporate/industry/early-winners-as-lamu-refinery-project-kicks-off-5615178). The firm did the same consultancy work on the [650,000-barrels-a-day Lagos facility and is also involved in the refinery's ongoing expansion](https://nairametrics.com/2026/09/22/dangote-signs-450-million-deal-with-engineers-india-to-build-kenya-refinery/).

Dangote has [selected Honeywell Technologies](https://www.financialcontent.com/article/bizwire-2026-9-30-honeywell-technologies-to-help-dangote-build-worlds-largest-single-train-refinery-accelerating-project-development-schedule-by-two-years) to provide process technologies, licensing, engineering services, proprietary catalysts, equipment and digital solutions, with a project scope [expected to be approximately $300 million](https://www.financialcontent.com/article/bizwire-2026-9-30-honeywell-technologies-to-help-dangote-build-worlds-largest-single-train-refinery-accelerating-project-development-schedule-by-two-years). Drawing on designs Honeywell developed for Lekki will help reduce the development schedule [by nearly two years, nearly 30% sooner than typical newly constructed facilities](https://www.financialcontent.com/article/bizwire-2026-9-30-honeywell-technologies-to-help-dangote-build-worlds-largest-single-train-refinery-accelerating-project-development-schedule-by-two-years), according to Honeywell.

Honeywell's work in Africa runs [from early project development and financing support to workforce training and lifecycle services](https://www.financialcontent.com/article/bizwire-2026-9-30-honeywell-technologies-to-help-dangote-build-worlds-largest-single-train-refinery-accelerating-project-development-schedule-by-two-years), and whether that training extends to the Lamu school has not been made public.

The refinery is to be developed by the [Dangote Group in partnership with the Africa Finance Corporation](https://www.the-star.co.ke/news/2026-09-30-how-sh22-trillion-dangote-refinery-will-change-lamu-and-kenya).

## What Is Already on the Ground in Lamu?

[Equipment is arriving](https://citizen.digital/article/lekki-proved-it-can-be-done-lamu-must-repeat-it-dangote-says-at-refinery-launch-n391164), with more than [110 pieces of equipment available for the project and an additional 400 expected to arrive within the next 60 days](https://citizen.digital/article/lekki-proved-it-can-be-done-lamu-must-repeat-it-dangote-says-at-refinery-launch-n391164), Dangote said. The first vessel with project cargo, the MV Da Yang Bai He, docked at [Lamu Port's Berth 3 with 2,930.295 metric tonnes of construction equipment from China](https://www.the-star.co.ke/news/2026-09-30-how-sh22-trillion-dangote-refinery-will-change-lamu-and-kenya).

The refinery will be built on [Lamu Port-South Sudan-Ethiopia Transport land](https://www.the-star.co.ke/news/2026-09-30-how-sh22-trillion-dangote-refinery-will-change-lamu-and-kenya) and will use the deep-water port that opened in 2021. The project is expected to stimulate [employment, associated industries and infrastructure development around Lamu Port](https://www.mod.go.ke/news/security-enables-strategic-investment-as-lamu-refinery-takes-shape/) and along the corridor.

Power is part of the plan for Kenya's grid too, with [500MW of power to be sold to the government of Kenya](https://www.the-star.co.ke/news/2026-09-30-how-sh22-trillion-dangote-refinery-will-change-lamu-and-kenya), Dangote said.

## What Did Dangote's Training Look Like at Its Lekki Refinery?

[Dangote's Lekki refinery](https://www.refinery-dangote.com/about-us) offers a published example of a Dangote training programme, with one caution, since it describes Nigeria and the company has not tied the same model to Kenya.

Dangote projects [100,000 future direct and indirect jobs](https://www.refinery-dangote.com/about-us) from the Lekki project, and the facility [employs more than 3,000 Nigerian workers](https://www.honeywell.com/us/en/news/press-releases/2026/04/honeywell-to-help-boost-fuel-production-and-enhance-workforce-capabilities-at-dangote-refinery), Honeywell said in April 2026.

Honeywell is providing [advanced training and simulation solutions to support the refinery's workforce operations and development](https://www.honeywell.com/us/en/news/press-releases/2026/04/honeywell-to-help-boost-fuel-production-and-enhance-workforce-capabilities-at-dangote-refinery), with Operator Training Simulators built on digital twins of Dangote's facilities so operators can train in real-world scenarios. ## How Does Dangote's Graduate Engineer Programme Work in Nigeria?

The [Lekki graduate route](https://nairametrics.com/2025/04/29/52-new-dangote-petroleum-trainee-engineers-complete-training-programme/) shows how Dangote has brought engineering graduates into a refinery before. Dangote's graduate programme was, in April 2025, [a 2-year hands-on training for young engineers in Chemical, Mechanical, Electrical, and Electronics](https://nairametrics.com/2025/04/29/52-new-dangote-petroleum-trainee-engineers-complete-training-programme/), with recruits taken right after Nigeria's national youth service through a five-phase process, under programme coordinator Dr Ebele Oputa.

That class, the [52 trainee engineers of batch 10](https://nairametrics.com/2025/04/29/52-new-dangote-petroleum-trainee-engineers-complete-training-programme/), finished with a presentation and defence of their final projects before refinery management. The programme laid out for that class ran in stages:

Confirmation as staff came only after [a minimum of two presentations, a written examination, and project work presented with a defense](https://nairametrics.com/2025/04/29/52-new-dangote-petroleum-trainee-engineers-complete-training-programme/), followed by a confidential appraisal of each trainee. The recruits in that class were [all below 30 years of age](https://nairametrics.com/2025/04/29/52-new-dangote-petroleum-trainee-engineers-complete-training-programme/) at the time of recruitment.

In Nigeria, the [graduate route](https://nairametrics.com/2025/04/29/52-new-dangote-petroleum-trainee-engineers-complete-training-programme/) has meant a structured two-year trainee path with exams and a final defence before confirmation as staff, and Dangote has given no word on whether Lamu will follow it.

## How Firm Is the 40-Month Timeline?

The target is specific, since Dangote promised to [come back and commission this refinery 40 months from today](https://citizen.digital/article/dangote-east-africa-refinery-ruto-assures-lamu-residents-land-concerns-will-be-handled-lawfully-n391187), which puts the completion target [around 2030](https://www.businessdailyafrica.com/bd/corporate/industry/early-winners-as-lamu-refinery-project-kicks-off-5615178). Earlier estimates were longer, and in July the [proposed refinery was estimated to cost $17 billion and could take about five years to complete](https://nairametrics.com/2026/09/22/dangote-signs-450-million-deal-with-engineers-india-to-build-kenya-refinery/), Dangote Industries Limited said. More recently, Dangote put [completion within about three years](https://nairametrics.com/2026/09/22/dangote-signs-450-million-deal-with-engineers-india-to-build-kenya-refinery/). Ruto has given two figures, with the refinery [completed within three years](https://citizen.digital/article/dangote-east-africa-refinery-ruto-assures-lamu-residents-land-concerns-will-be-handled-lawfully-n391187) and a [four-year construction phase](https://www.monitor.co.ug/uganda/news/national/kenya-launches-construction-of-dangote-petroleum-refinery-as-museveni-roots-for-regional-integration-5614928).

Ruto cautioned Dangote that Kenyans would hold him to the timeline, since [Kenyans are very good in keeping data](https://citizen.digital/article/dangote-east-africa-refinery-ruto-assures-lamu-residents-land-concerns-will-be-handled-lawfully-n391187) and normally take Ruto himself to task every time he gives them a time frame.

The land is also before the courts, where a group of [133 residents has challenged the proposed development](https://citizen.digital/article/lekki-proved-it-can-be-done-lamu-must-repeat-it-dangote-says-at-refinery-launch-n391164), claiming ancestral rights over the land and raising concerns about compensation and environmental safeguards. The [Environment and Land Court in Malindi ordered the parties to maintain the status quo](https://citizen.digital/article/lekki-proved-it-can-be-done-lamu-must-repeat-it-dangote-says-at-refinery-launch-n391164) on the disputed land pending further proceedings scheduled for October 14, 2026. The [High Court has declined to block the project](https://www.the-star.co.ke/news/2026-09-30-how-sh22-trillion-dangote-refinery-will-change-lamu-and-kenya) while the land dispute is pending.

## What This Means for Job Seekers, and What Should You Do Next?

The groundbreaking gives Kenyan engineers and technicians a named employer, a named skills list and a deadline, though the ceremony coverage names no vacancy or application route. The promise to engineering diploma and degree holders and the [training school for 1,000 Lamu residents](https://citizen.digital/article/dangote-east-africa-refinery-ruto-assures-lamu-residents-land-concerns-will-be-handled-lawfully-n391187) are both on the record as spoken pledges, and neither has published rules yet.

Our advice is to build a record in the [welder, technician, engineer and manager skills the president named](https://allafrica.com/stories/202610010080.html), and to keep other Kenyan routes such as [Kenya's public service hiring round](https://www.metaintro.com/blog/kenya-psc-851-public-service-jobs-october-13) in view while the Lamu plans take shape.

- **Match your CV to the named trades.** Lead with welding, technician, engineering or management work, the four groups on the [president's list](https://allafrica.com/stories/202610010080.html).
- **Watch for the written plans.** Ruto asked for [clear recruitment and training plans](https://www.businessdailyafrica.com/bd/corporate/industry/early-winners-as-lamu-refinery-project-kicks-off-5615178), and they are worth reading closely once published.
