# How Dinagat Islands Jobseekers Can Vet Overseas Job Offers, With a PESO Fair Set to List About 2,900 Openings

The Dinagat Islands PESO fair was set to offer about 2,900 local and overseas jobs. How to check an overseas offer with the DMW and follow up with PESO.

Jobseekers in Dinagat Islands were set to have a single place to apply for [about 2,900 local and overseas jobs](https://www.pna.gov.ph/articles/1284968) on the Tuesday after PNA's September 28 report, at a job fair the provincial government scheduled through its Public Employment Service Office. The fair was billed as one of the [highlights of the 20th Charter Day](https://www.pna.gov.ph/articles/1284968) of the island province, and [three international placement agencies](https://www.pna.gov.ph/articles/1284968) were set to join local companies and businesses on the day. For [Metaintro](https://www.metaintro.com) readers in Caraga and across the Philippines, the useful part sits behind the headline number, in how to follow up with the provincial employment office after the fair, and how to check that any overseas recruiter and job order are real before paying anything. Here is what the official pages and news reports say.

## What Was the Dinagat Islands Job Fair Set to Offer?

The fair's total, in the [Philippine News Agency article](https://www.pna.gov.ph/articles/1284968) dated September 28, 2026, is about 2,900 local and overseas employment opportunities. The organiser was the [provincial government of Dinagat Islands](https://www.pna.gov.ph/articles/1284968), working through its [Public Employment Service Office](https://www.pna.gov.ph/articles/1284968), known as PESO.

Read the figure as openings on offer, not as people hired. Local companies and businesses were set to make up one side of the fair, and [three international placement agencies](https://www.pna.gov.ph/articles/1284968) the other. [The article](https://www.pna.gov.ph/articles/1284968) does not split the total between local and overseas jobs, and it does not list the employers by name, so treat the total as the size of the room rather than a count of offers made.

Governor Nilo Demerey Jr. described the fair as a way of [bringing employment opportunities closer to the people](https://www.pna.gov.ph/articles/1284968) of the province. In a text message to the news agency, he expressed hope that the fair would [connect jobseekers with opportunities that can provide stable livelihoods](https://www.pna.gov.ph/articles/1284968) and a better future for their families. He also urged jobseekers to use the fair as the provincial government keeps working with partners to [open more employment opportunities](https://www.pna.gov.ph/articles/1284968).

The [PESO advisory](https://www.pna.gov.ph/articles/1284968) asked jobseekers to come early.

> Every job opportunity can change the future of a family, Governor Nilo Demerey Jr. said, according to [the Philippine News Agency report](https://www.pna.gov.ph/articles/1284968).

## Where Were the Overseas Openings Listed, and Who Was Set to Recruit?

Most of the overseas jobs listed for the fair were for [Saudi Arabia, Australia, Papua New Guinea, the Czech Republic, and Madagascar](https://www.pna.gov.ph/articles/1284968). [Three international placement agencies](https://www.pna.gov.ph/articles/1284968) were set to take part. The Migrant Workers Office in Prague says [overseas hiring of Filipino workers](https://www.mwo-prague.org/accreditation-process) generally has to go through the DMW or a licensed agency, with limited exemptions.

The rule behind that is explained on the accreditation page of the [Migrant Workers Office in Prague](https://www.mwo-prague.org/accreditation-process). A foreign company that wants to hire Filipino workers [must be accredited with a Philippine Recruitment Agency](https://www.mwo-prague.org/accreditation-process) holding a valid licence from the Department of Migrant Workers. The same page cites the DMW rule that [no employer shall directly hire an OFW](https://www.mwo-prague.org/accreditation-process) for overseas employment unless exempted.

So the useful question about any overseas offer is not only what the job pays. It is which licensed Philippine agency is handling the placement, and which [foreign principal](https://www.mwo-prague.org/accreditation-process) (the employer, or a foreign placement agency acting for it) sits behind the job order. Those two names are what you need to run the checks in the next two sections.

For jobseekers in the province, overseas work is [not new territory](https://pia.gov.ph/news/dinagat-islands-celebrates-unity-resilience-through-bugkosan-sa-isla-festival/). In his State of the Province address in 2025, the governor listed, among the programmes carried out from 2022 to that year, [843 seasonal workers sent to South Korea, Hungary, Lithuania, Poland and Italy](https://pia.gov.ph/news/dinagat-islands-celebrates-unity-resilience-through-bugkosan-sa-isla-festival/), earning a monthly income of [P60,000 to P100,000](https://pia.gov.ph/news/dinagat-islands-celebrates-unity-resilience-through-bugkosan-sa-isla-festival/). That track record is one reason overseas offers are worth a serious look, as long as each one passes the checks below.

## How Do You Check That an Overseas Recruiter Is Licensed?

The [Department of Migrant Workers](https://dmw.gov.ph/archives/v1/licensed-recruitment-agencies) publishes a searchable list of licensed recruitment agencies. The list covers every agency [licensed by POEA to recruit Filipino workers for overseas jobs](https://dmw.gov.ph/archives/v1/licensed-recruitment-agencies), both land-based and sea-based.

The list is useful precisely because it [keeps the bad records too](https://dmw.gov.ph/archives/v1/licensed-recruitment-agencies). It also includes [agencies which have been closed down or permanently banned](https://dmw.gov.ph/archives/v1/licensed-recruitment-agencies), and agencies whose licences were cancelled or suspended. Each entry shows a status, and the page uses labels such as [valid license, expired, delisted, cancelled and ceased operations](https://dmw.gov.ph/archives/v1/licensed-recruitment-agencies), with a status date and an expiry date.

The licence list [updates every 2 hours](https://dmw.gov.ph/archives/v1/licensed-recruitment-agencies), so a check on the evening before you sign is more reliable than one done a month earlier.

Here is how to read it:

- **Search the exact agency name.** Similar names exist, and the list shows the [representative, address and contact numbers](https://dmw.gov.ph/archives/v1/licensed-recruitment-agencies) for each agency, so match the address on your paperwork too.
- **Read the status, not just the name.** An agency can appear on the list with an [expired or cancelled licence](https://dmw.gov.ph/archives/v1/licensed-recruitment-agencies). Look for a valid licence status before you go further.
- **Check the expiry date.** A provisional licence is labelled as such on [the DMW licence list](https://dmw.gov.ph/archives/v1/licensed-recruitment-agencies), with its own expiry date.

## How Do You Check That the Overseas Job Itself Is Real?

A licensed agency is only half of the answer. The DMW also publishes a list of [approved job orders](https://dmw.gov.ph/archives/v1/approved-job-orders) that you can search by jobsite, agency, principal and position.

Each entry shows the country, the position, the agency, the foreign principal, the [accreditation type and the number of workers needed](https://dmw.gov.ph/archives/v1/approved-job-orders). If an agency offers you a job in Saudi Arabia, you can [search that jobsite and the position](https://dmw.gov.ph/archives/v1/approved-job-orders) and see whether that agency holds a matching order.

The page is honest about its limits. It is built from [active job orders for the past two years](https://dmw.gov.ph/archives/v1/approved-job-orders), after deducting workers whose papers were already submitted for processing, and orders count as active unless the employer or agency cancels them.

> However, we cannot guarantee that the job vacancies are still open because the recruitment agencies may at present have already accepted qualified applicants for the listed positions, according to [the DMW approved job orders page](https://dmw.gov.ph/archives/v1/approved-job-orders).

That is why the same page tells applicants to [verify with the agency if the job order is still active](https://dmw.gov.ph/archives/v1/approved-job-orders). For employers accredited through the Prague office, the [Migrant Workers Office in Prague's accreditation checklist](https://www.mwo-prague.org/accreditation-process) says a job order must list the actual positions, the [gross and net salary in the currency to be received](https://www.mwo-prague.org/accreditation-process) by the worker, and any food, accommodation or other allowances. The same checklist says the master employment contract must state the [site of employment, the position and the salary](https://www.mwo-prague.org/accreditation-process), along with leave days and overtime pay rates. If a Czech offer's job order or contract leaves those blank, ask why.

## Which Destinations Does the Prague Office List as Barring Placement Fees?

The [Migrant Workers Office in Prague](https://www.mwo-prague.org/accreditation-process) lists destinations where placement fees are barred under the host countries' rules, and this is where the fair's Czech openings stand out. The [Migrant Workers Office in Prague](https://www.mwo-prague.org/accreditation-process) states that there is [no placement fee collection from applicants bound to the Czech Republic](https://www.mwo-prague.org/accreditation-process), Poland, Latvia, Lithuania and Estonia, under those countries' own rules. If anyone asks you for a placement fee for a Czech job, that alone is a reason to stop and contact the DMW.

## What Did the DMW Allege in the Australia Case?

Recruitment for Australia, another destination on the fair's list, was the subject of a [September 2026 DMW enforcement case](https://tribune.net.ph/2026/09/25/dmw-shuts-5-firms-over-alleged-illegal-recruitment-for-australia). Nothing in [the PNA report](https://www.pna.gov.ph/articles/1284968) connects the fair's agencies to that case. The DMW has ordered the [closure of five companies](https://tribune.net.ph/2026/09/25/dmw-shuts-5-firms-over-alleged-illegal-recruitment-for-australia) for allegedly recruiting Filipino workers for Australia without a licence or authority. The companies allegedly promised chefs, cooks and other hospitality workers [monthly salaries ranging from P200,000 to P250,000](https://tribune.net.ph/2026/09/25/dmw-shuts-5-firms-over-alleged-illegal-recruitment-for-australia).

The [Migrant Workers Protection Bureau](https://tribune.net.ph/2026/09/25/dmw-shuts-5-firms-over-alleged-illegal-recruitment-for-australia) found that applicants were allegedly charged [P270,000 for a one-year culinary training program](https://tribune.net.ph/2026/09/25/dmw-shuts-5-firms-over-alleged-illegal-recruitment-for-australia) and P56,000 for materials and an additional AU$2,200, or about P95,000, on top of other visa-related expenses. The closure orders were issued for allegedly [recruiting without the required license or authority](https://tribune.net.ph/2026/09/25/dmw-shuts-5-firms-over-alleged-illegal-recruitment-for-australia). Potential victims were urged to contact the DMW [Anti-Illegal Recruitment and Trafficking in Persons unit](https://tribune.net.ph/2026/09/25/dmw-shuts-5-firms-over-alleged-illegal-recruitment-for-australia) for assessment and legal help. Ausphin International Institute, which the Tribune says was connected to the closed entities, has since said it [does not condone, participate in, or support illegal recruitment](https://tribune.net.ph/2026/09/29/ausphin-denies-involvement-in-illegal-recruitment) in any form, and that its primary role is to provide training. It also said [enrolled students are not required to pursue](https://tribune.net.ph/2026/09/29/ausphin-denies-involvement-in-illegal-recruitment) jobs in Australia after their studies, and that it is cooperating with authorities through legal counsel. Our advice is to keep that unit in mind if any overseas offer looks wrong to you.

DOLE's national Jobs Fair programme, as described by the [DOLE Bureau of Local Employment](https://ble.dole.gov.ph/job-fair/), lists support for its [anti-illegal recruitment campaign](https://ble.dole.gov.ph/job-fair/) among its aims, by giving jobseekers access to legitimate employers and recruitment agencies. [The PNA report](https://www.pna.gov.ph/articles/1284968) does not say whether the Dinagat fair is part of that programme. Either way, the checks above apply to every overseas offer, because [a licence can lapse](https://dmw.gov.ph/archives/v1/licensed-recruitment-agencies) and [a job order can close](https://dmw.gov.ph/archives/v1/approved-job-orders).

## How Does a DOLE Jobs Fair Work, and What Should You Keep for Follow-Up?

The [PESO advisory](https://www.pna.gov.ph/articles/1284968) asked jobseekers to bring several copies of updated resumes, valid identification cards and employment documents. The [Department of Labor and Employment](https://ble.dole.gov.ph/job-fair/) guide for its own Jobs Fair programme lists a longer set of documents to bring, and they are worth keeping ready for any follow-up with PESO or an agency:

- A [biodata and a picture](https://ble.dole.gov.ph/job-fair/).
- A [certificate of employment](https://ble.dole.gov.ph/job-fair/).
- Your [diploma or transcript of records](https://ble.dole.gov.ph/job-fair/).
- An authenticated birth certificate, which the [DOLE job fair guide](https://ble.dole.gov.ph/job-fair/) lists alongside the diploma.

The same guide sets out how a DOLE Jobs Fair runs, which can help with following up on an application. New applicants go to the registration area and fill in the [NSRP form](https://ble.dole.gov.ph/job-fair/), while applicants already registered with a PESO go straight to the selection area. Applicants [choose a vacancy that fits their qualifications](https://ble.dole.gov.ph/job-fair/), note the company's name, go to its booth and follow the interviewer's instructions. Those who do not qualify can [look for other vacancies](https://ble.dole.gov.ph/job-fair/) in the selection area.

Employers at a DOLE Jobs Fair [could interview and hire on the spot](https://ble.dole.gov.ph/job-fair/) qualified workers. Overseas applications have [extra steps](https://ble.dole.gov.ph/job-fair/). The DOLE guide, which still refers to POEA, tells pre-selected overseas applicants to [follow up at their PESO](https://ble.dole.gov.ph/job-fair/) or wait for a notice from the agency, and to show that notice to the DOLE regional office for clearance before travelling to Manila.

The national guide also brings [other agencies into job fairs](https://ble.dole.gov.ph/job-fair/). It lists a [TESDA booth for training assistance](https://ble.dole.gov.ph/job-fair/), a self-employment booth and an OWWA booth for welfare services to overseas Filipino workers and their families. If the job you want needs a skill you do not yet have, training is worth asking PESO about. Our guide to [job interview tips that get you past the first round](https://www.metaintro.com/blog/job-interview-tips) covers what to say when an employer calls you in.

## How Can You Register With the Provincial PESO?

The fair was [set for the Tuesday after PNA's September 28, 2026 report](https://www.pna.gov.ph/articles/1284968). Separately, the province's own citizen's charter describes a [Job Placement and Job Applicants Referral Services](https://dinagatislands.gov.ph/wp-content/uploads/2026/03/PDI-Citizens-Charter-2026_Final.pdf) for unemployed and underemployed Dinagatnon who are seeking employment. It is open to [all job-seekers](https://dinagatislands.gov.ph/wp-content/uploads/2026/03/PDI-Citizens-Charter-2026_Final.pdf).

You submit a [Data Privacy Consent Form and an NSRP form](https://dinagatislands.gov.ph/wp-content/uploads/2026/03/PDI-Citizens-Charter-2026_Final.pdf), staff encode your details into the PESO Employment Information System, and the office matches your qualifications to the jobs available. The charter lists [no fees](https://dinagatislands.gov.ph/wp-content/uploads/2026/03/PDI-Citizens-Charter-2026_Final.pdf) for the service.

Applicants hired into a short-term programme through this service (a Contract of Service, reporting for work for [15 days](https://dinagatislands.gov.ph/wp-content/uploads/2026/03/PDI-Citizens-Charter-2026_Final.pdf)) are [notified by call and text](https://dinagatislands.gov.ph/wp-content/uploads/2026/03/PDI-Citizens-Charter-2026_Final.pdf), and for a disqualified applicant the office states the reasons. Applicants may be placed in the PESO's own employment programme or [referred to other offices, agencies and employers](https://dinagatislands.gov.ph/wp-content/uploads/2026/03/PDI-Citizens-Charter-2026_Final.pdf) with job vacancies. So once you have registered, keep your phone on and your number current.

The same office runs a [livelihood support service for returning overseas Filipinos](https://dinagatislands.gov.ph/wp-content/uploads/2026/03/PDI-Citizens-Charter-2026_Final.pdf) who were displaced or distressed, including those who faced abuse or maltreatment by employers abroad. Applicants bring copies of their [passport, visa, employment contract and plane ticket](https://dinagatislands.gov.ph/wp-content/uploads/2026/03/PDI-Citizens-Charter-2026_Final.pdf), plus a certification from the municipal PESO. It is a reason to keep copies of every document from an overseas job, even after you come home.

## How Does This Fair Fit With Other Hiring Events in Caraga?

Dinagat Islands also took part in a [regional job fair earlier in September 2026](http://www.piacaraga.com/2026/09/friday-18-september-2026_01049607847.html). On September 14, the Caraga leg of the nationwide [Trabaho Agad job fair, run by DOLE Caraga,](http://www.piacaraga.com/2026/09/friday-18-september-2026_01049607847.html) brought together 66 local employers offering about 2,000 vacancies and 11 overseas employers with around 5,480 openings. That fair was held with the provincial governments of [Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur and Dinagat Islands](http://www.piacaraga.com/2026/09/friday-18-september-2026_01049607847.html), and their PESOs.

The result of that fair is a useful benchmark for what a fair can deliver. DOLE Caraga Regional Director Jason Balais [opened the fair at Robinsons Place Butuan](http://www.piacaraga.com/2026/09/friday-18-september-2026_01049607847.html). Of the [756 registered applicants, 119 were hired on the spot](http://www.piacaraga.com/2026/09/friday-18-september-2026_01049607847.html). One of the 119 hired, a resident of Magallanes in Agusan del Norte, was hired as a [forklift operator in a local company](http://www.piacaraga.com/2026/09/friday-18-september-2026_01049607847.html). In our view, anyone not hired on the day should still register with PESO and follow up.

The province's charter day is [celebrated each year](https://pia.gov.ph/news/dinagat-islands-celebrates-unity-resilience-through-bugkosan-sa-isla-festival/). The [Bugkosan sa Isla Festival](https://pia.gov.ph/news/dinagat-islands-celebrates-unity-resilience-through-bugkosan-sa-isla-festival/) is the province's charter day celebration under Republic Act No. 9355, and it symbolises the solidarity of its seven towns, Basilisa, Cagdianao, Dinagat, Libjo, Loreto, San Jose and Tubajon.

## What This Means for Job Seekers, and What Should You Do Next?

Our take is simple. For jobseekers on the islands, a fair set to bring [about 2,900 openings](https://www.pna.gov.ph/articles/1284968) close to home is the kind of chance worth taking seriously, and overseas offers deserve a fair hearing rather than suspicion. The governor's 2025 State of the Province address counted [843 seasonal workers sent abroad](https://pia.gov.ph/news/dinagat-islands-celebrates-unity-resilience-through-bugkosan-sa-isla-festival/) since 2022, so there is local experience to draw on. The risk is not overseas work itself. It is an offer that skips the licensed agency, as alleged in the [Australia closure orders](https://tribune.net.ph/2026/09/25/dmw-shuts-5-firms-over-alleged-illegal-recruitment-for-australia) reported on September 25, which Ausphin International Institute, linked to the closed firms, [denies](https://tribune.net.ph/2026/09/29/ausphin-denies-involvement-in-illegal-recruitment).

Here is what we would do:

- **Register with PESO, even if you are not hired.** Submitting a Data Privacy Consent Form and NSRP form at the provincial PESO registers you for its [referral service](https://dinagatislands.gov.ph/wp-content/uploads/2026/03/PDI-Citizens-Charter-2026_Final.pdf), which lists no fees and notifies applicants hired into its programme by call and text.
- **Get two names for every overseas offer.** Note the Philippine agency and the foreign principal, search the agency on the [DMW licence list](https://dmw.gov.ph/archives/v1/licensed-recruitment-agencies), then search the agency and the principal on the [approved job orders page](https://dmw.gov.ph/archives/v1/approved-job-orders).
- **Ask what the salary is, in writing.** For Czech jobs, the Prague office's accreditation checklist says a job order must list [gross and net salary and allowances](https://www.mwo-prague.org/accreditation-process), so ask to see those figures before you sign.
- **Refuse a placement fee where none is allowed.** For the Czech Republic, the rule is [no placement fee collection from applicants](https://www.mwo-prague.org/accreditation-process).
- **Keep local offers on the table.** A local job can sit alongside an overseas application while the paperwork moves, and if you are still building your first CV, our guide on [writing a resume with no work experience](https://www.metaintro.com/blog/writing-a-resume-with-no-experience) sets out the steps.

A: Search the agency on the [DMW list of licensed recruitment agencies](https://dmw.gov.ph/archives/v1/licensed-recruitment-agencies) and confirm its status reads as a valid licence, then search the job on the [DMW approved job orders page](https://dmw.gov.ph/archives/v1/approved-job-orders) and ask the agency whether the order is still active.

### Q: What documents did the Dinagat Islands PESO ask jobseekers to bring to the fair?

A: The Dinagat Islands PESO's advisory for this fair asked for [several copies of updated resumes, valid IDs and employment documents](https://www.pna.gov.ph/articles/1284968), and DOLE's guide for its national Jobs Fair programme also lists a [certificate of employment, diploma or transcript and an authenticated birth certificate](https://ble.dole.gov.ph/job-fair/).
