Dubai has set a new goal for its artificial intelligence cluster: [more than 1,000 AI companies and over 5,000 highly skilled jobs by 2030](https://www.mediaoffice.ae/en/news/2026/october/26-10/hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus), approved by Sheikh Hamdan bin Mohammed, Crown Prince of Dubai, at the opening of the Dubai AI Festival. These are targets, not open vacancies. The campus has so far [helped create more than 2,000 specialised technology jobs](https://www.khaleejtimes.com/business/tech/sheikh-hamdan-approve-dubai-ai-campus-target-1000-companies-2030), so most of the jobs in the new goal are still to come. For [Metaintro](https://www.metaintro.com) readers who work in AI or want to, including people weighing a move to the UAE, this guide covers what was approved, how far the campus has come, what the new building is for, and which visa and training routes apply.

## What Did Dubai Approve on October 26?

The approval came on [the opening day of the third Dubai AI Festival](https://economymiddleeast.com/news/sheikh-hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus/), held at Dubai World Trade Centre. The festival runs [from October 26-27](https://www.khaleejtimes.com/business/tech/sheikh-hamdan-approve-dubai-ai-campus-target-1000-companies-2030) under the theme Where Intelligence Meets Opportunity.

Sheikh Hamdan approved it as [a new strategic target for Dubai AI Campus](https://www.mediaoffice.ae/en/news/2026/october/26-10/hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus), meant to establish the campus as a global destination for specialised talent in the sector. Sheikh Hamdan also [reviewed headquarters plans for the campus](https://www.thenationalnews.com/news/uae/2026/10/26/sheikh-hamdan-approves-targets-for-dubais-ai-campus-to-attract-1000-firms-and-create-5000-jobs/) during the visit. This year's festival brought together [more than 20,000 attendees from over 100 countries](https://www.khaleejtimes.com/business/tech/sheikh-hamdan-approve-dubai-ai-campus-target-1000-companies-2030), with more than 150 speakers, 500 investors and 200 exhibitors.

> Our priority is to position Dubai at the forefront of adopting advanced technologies by providing state-of-the-art infrastructure, a flexible regulatory environment and access to the world's best talent and expertise, Sheikh Hamdan said, according to [the Dubai Media Office release](https://www.mediaoffice.ae/en/news/2026/october/26-10/hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus).

## How Far Has the Campus Come Since It Was Announced?

In June 2023, DIFC said it would build the [Dubai AI & Web 3.0 Campus](https://www.mediaoffice.ae/en/news/2023/june/19-06/difc-to-build-dubai-ai-web-campus), with goals for funding, start-ups and jobs by 2028. That campus was set to focus on [the use of AI and Web 3.0 in the financial services industry](https://www.mediaoffice.ae/en/news/2023/june/19-06/difc-to-build-dubai-ai-web-campus).

The physical cluster was [inaugurated in May 2024](https://economymiddleeast.com/news/sheikh-hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus/). At that point, [phase one was complete with more than 75 businesses registered on a 10,000-square-foot campus](https://www.mediaoffice.ae/en/news/2024/may/18-05/hamdan-bin-mohammed-inaugurates-dubai-ai-campus-cluster), and phase two was planned to extend over 100,000 square feet. By September 2024, the campus had [grown to more than 120 firms](https://economymiddleeast.com/news/sheikh-hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus/), beating its first-year target of 75 companies.

By the October 26 announcement, the count was [more than 500 AI companies](https://www.khaleejtimes.com/business/tech/sheikh-hamdan-approve-dubai-ai-campus-target-1000-companies-2030), and those firms have secured over Dh1 billion (about $272 million) in private equity and venture capital investment. The new goal [more than doubles the number of companies](https://constructionreviewonline.com/dubai-ai-campus-targets-1000-companies-and-5000-jobs-by-2030-under-new-sheikh-hamdan-strategy/) operating on the campus by 2030.

## Has the Campus Hit Its Jobs Target Yet?

Not on the figures published so far. The campus [exceeded its original five-year target for the number of companies and investment volumes](https://www.mediaoffice.ae/en/news/2026/october/26-10/hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus) two years ahead of schedule, a milestone that covers companies and money, not headcount.

The plan set out at the opening called for [more than 3,000 jobs by 2028](https://www.mediaoffice.ae/en/news/2024/may/18-05/hamdan-bin-mohammed-inaugurates-dubai-ai-campus-cluster). DIFC has not said whether the new jobs goal includes the roles already created or comes on top of them.

> Dubai AI Campus has already achieved its 2028 target of attracting 500 AI companies two years ahead of schedule, and we are now raising our ambition to more than 1,000 companies and over 5,000 jobs by 2030, DIFC Authority Chief Executive Arif Amiri said, according to [the Dubai Media Office release](https://www.mediaoffice.ae/en/news/2026/october/26-10/hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus).

## What Will the New AI Campus Building Be Used For?

A new campus building is planned as a [100,000-square-foot facility in the DIFC Zabeel District expansion](https://www.khaleejtimes.com/business/tech/sheikh-hamdan-approve-dubai-ai-campus-target-1000-companies-2030), designed to support the development, testing and commercialisation of AI technologies. Officials describe it as [the world's first purpose-built facility of its kind](https://economymiddleeast.com/news/sheikh-hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus/).

Its infrastructure will include [GPU-ready systems, secure AI development zones, digital twin environments and AI-powered building systems](https://economymiddleeast.com/news/sheikh-hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus/). Modular, lab-ready floors will house [AI Labs where government entities and private sector organisations can develop, pilot and validate AI solutions](https://www.mediaoffice.ae/en/news/2026/october/26-10/hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus) before wider deployment.

Dedicated conference facilities will [host summits, policy discussions and thought leadership events throughout the year](https://www.mediaoffice.ae/en/news/2026/october/26-10/hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus), and an AI Experience Centre will be [open to residents, students, visitors, delegations and investors](https://www.khaleejtimes.com/business/tech/sheikh-hamdan-approve-dubai-ai-campus-target-1000-companies-2030).

DIFC Governor Essa Kazim said DIFC is helping by [bringing together the companies, talent, capital and infrastructure needed to accelerate AI innovation and adoption](https://www.mediaoffice.ae/en/news/2026/october/26-10/hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus), and that the new purpose-built facility in DIFC Zabeel District will further strengthen Dubai's position in AI and the technology economy.

## How Does the Campus Fit Into the Wider DIFC Expansion?

The AI building is one piece of a much larger project. In January 2026, Dubai launched DIFC Zabeel District, with an [estimated gross development value that exceeds AED 100 billion (about $27.2 billion)](https://www.aap.com.au/aapreleases/cision20260127ae72126). The expansion is designed to let the financial centre [accommodate more than 42,000 companies and a workforce exceeding 125,000](https://www.aap.com.au/aapreleases/cision20260127ae72126).

Inside that plan, more than 1 million square feet is set aside for what DIFC calls the world's largest innovation hub and the world's first purpose-built AI campus, [designed to meet the future needs of over 6,000 businesses and 30,000 tech specialists](https://www.aap.com.au/aapreleases/cision20260127ae72126). That is a design capacity in the January plan, separate from the October jobs target.

The district is [planned in six phases](https://www.meed.com/dubai-announces-27bn-difc-expansion), scheduled to open to the public in 2030, with the masterplan due for completion in 2040. In January, construction works on the first phase were [already under way](https://www.meed.com/dubai-announces-27bn-difc-expansion).

## Which Companies Are in or Around the Campus?

When the cluster opened, it named [Amazon Web Services, HP, Microsoft, Oracle and Nvidia](https://www.mediaoffice.ae/en/news/2024/may/18-05/hamdan-bin-mohammed-inaugurates-dubai-ai-campus-cluster) as key partners set to join. At its opening, the cluster was set to be home to [the first innovation lab offering AI solutions to the UAE's small businesses](https://www.mediaoffice.ae/en/news/2024/may/18-05/hamdan-bin-mohammed-inaugurates-dubai-ai-campus-cluster), run in collaboration with du.

On his tour, Sheikh Hamdan visited [ElevenLabs, Amazon Web Services and Alibaba Cloud](https://www.khaleejtimes.com/business/tech/sheikh-hamdan-approve-dubai-ai-campus-target-1000-companies-2030), as well as Dubai Medical University, which briefed him on AI in medical education and clinical diagnostic training. He also stopped at [Linkerbot, which specialises in high-precision robotic hands](https://economymiddleeast.com/news/sheikh-hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus/). Exhibitors are not necessarily campus members.

The campus was set up to offer [a unique AI licence that utilises DIFC's independent legal framework](https://www.mediaoffice.ae/en/news/2024/may/18-05/hamdan-bin-mohammed-inaugurates-dubai-ai-campus-cluster), and the wider DIFC Innovation Hub was home to [over 1,000 startups](https://www.mediaoffice.ae/en/news/2024/may/18-05/hamdan-bin-mohammed-inaugurates-dubai-ai-campus-cluster) in May 2024.

## What AI Training Has Dubai Set Up for Workers?

The [Dubai AI Academy](https://mediaoffice.ae/en/news/2025/april/25-04/hamdan-bin-mohammed-launches-dubai-ai-academy-during-dubai-ai-week) was launched in April 2025 as part of Dubai AI Campus, designed to educate 10,000 emerging and experienced leaders with support from the DIFC Academy.

The academy was set up to collaborate with [Oxford University's Saïd Business School, Udacity, and the Minerva Project](https://mediaoffice.ae/en/news/2025/april/25-04/hamdan-bin-mohammed-launches-dubai-ai-academy-during-dubai-ai-week), and its initial offerings were set to include AI for Civil Service, aimed at government employees, and Leadership in the Age of AI. Training modules were planned to address [identifying and implementing AI use cases, integrating AI into business strategies, and applying ethical frameworks](https://mediaoffice.ae/en/news/2025/april/25-04/hamdan-bin-mohammed-launches-dubai-ai-academy-during-dubai-ai-week) for responsible adoption.

In the Zabeel plan, the DIFC Academy is set to [grow 10-fold to 370,000 square feet, with capacity for 50,000 learners annually](https://www.aap.com.au/aapreleases/cision20260127ae72126). Aligned with Dubai's Education 33 (E33) strategy, the expansion will also [seek to attract top universities](https://www.meed.com/dubai-announces-27bn-difc-expansion), becoming an international destination for higher education.

## What Visa Routes Exist for AI Professionals Moving to Dubai?

One route is the standard employment visa, which is [valid for two years and renewable subject to terms and conditions set by the visa-issuing authorities](https://u.ae/en/information-and-services/visa-and-emirates-id/residence-visas/residence-visa-for-working-in-the-uae), and the employer must apply for it, so the job offer comes first.

Skilled workers can also seek a Green visa, a [renewable residence visa valid for 5 years](https://u.ae/en/information-and-services/visa-and-emirates-id/Types-of-visas/Investor-visa/Green-visa) that brings the privilege of not needing a sponsor and the ability to sponsor family members, including spouses and children. Skilled workers, freelancers and self-employed people, and investors and business partners are the [eligible categories](https://u.ae/en/information-and-services/visa-and-emirates-id/Types-of-visas/Investor-visa/Green-visa), and in Dubai the visa is issued by the [GDRFA](https://u.ae/en/information-and-services/visa-and-emirates-id/Types-of-visas/Investor-visa/Green-visa).

In Dubai, the conditions for the [GDRFA green residence permit for high skilled workers](https://gdrfad.gov.ae/en/node/13957) are a work permit under a valid work contract in the country, a job at the first, second or third level of the occupations classification approved by the Ministry of Human Resources and Emiratisation, at least a bachelor's degree or its equivalent, and a monthly salary of not less than 15,000 dirhams (about $4,084) or the equivalent in foreign currencies. The documents are [a passport copy valid for at least 6 months, a permit from the Ministry of Human Resources and Emiratisation, and an employment contract if the establishment is governmental, semi-governmental or in a free zone](https://gdrfad.gov.ae/en/node/13957). Applications go through [the GDRFA website or smart application, a Customer Happiness Centre or an Amer Service Centre](https://gdrfad.gov.ae/en/node/13957), and the listed fees include a [residence permit fee of AED200 (about $54.50) and a fee inside the country of AED500 (about $136)](https://gdrfad.gov.ae/en/node/13957).

For specialists, the Golden visa offers [a long-term, renewable residence visa valid for 5 or 10 years](https://u.ae/en/information-and-services/visa-and-emirates-id/Types-of-visas/golden-visa). Its category for those with exceptional talent or rare specialisations runs for 10 years and includes [doctors, scientists, inventors, creatives in culture and arts, executives, athletes, PhD holders, and specialists in priority scientific and engineering fields](https://u.ae/en/information-and-services/visa-and-emirates-id/Types-of-visas/golden-visa). Each subcategory has [specific requirements](https://u.ae/en/information-and-services/visa-and-emirates-id/Types-of-visas/golden-visa) such as recommendation letters, practical experience, or accredited educational degrees. The Golden visa also carries [the privilege of not needing a sponsor](https://u.ae/en/information-and-services/visa-and-emirates-id/Types-of-visas/golden-visa) and the ability to stay outside the UAE for more than the usual period of six months needed to keep a residence visa valid.

## What Economic Plan Sits Behind the Targets?

At its opening, the campus launch was linked to the [Dubai Economic Agenda (D33)](https://www.mediaoffice.ae/en/news/2024/may/18-05/hamdan-bin-mohammed-inaugurates-dubai-ai-campus-cluster) goal of generating an average AED 100 billion (about $27.2 billion) annually for Dubai's economy through digital transformation.

In 2023, the DIFC Governor Essa Kazim said AI is expected to [inject AED103 billion (about $28 billion) into the UAE economy by 2035](https://www.mediaoffice.ae/en/news/2023/june/19-06/difc-to-build-dubai-ai-web-campus) and contribute 14% to the country's GDP by the end of the decade.

## What This Means for Job Seekers, and What Should You Do Next?

The reading for job seekers is that Dubai has a clear goal, a strong company count and a slower jobs count. The campus has raised its jobs ambition, and the target it [beat early](https://www.mediaoffice.ae/en/news/2026/october/26-10/hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus) covered companies and investment, not jobs, so new roles will have to come from member firms growing and new firms arriving. Across the wider country, [UAE hiring](https://www.metaintro.com/blog/uae-hiring-rebounds-4-percent-q3-2026-cooper-fitch) rebounded to [4 per cent in the third quarter, the highest rate across the Gulf, following a 4 per cent decline in Q2](https://www.thenationalnews.com/business/money/2026/10/20/hiring-in-the-uae-rebounds-in-third-quarter-despite-uncertainty-fuelled-by-regional-war/), in the employment index from recruiter Cooper Fitch.

Here is how to use that:

- **Target the firms, not the campus.** The jobs sit inside member companies, so build a list of AI start-ups on the campus and the partners named at the cluster's [opening ceremony](https://www.mediaoffice.ae/en/news/2024/may/18-05/hamdan-bin-mohammed-inaugurates-dubai-ai-campus-cluster) as set to join, such as Microsoft, Oracle and Nvidia, and apply to them directly.
- **Match the lab work.** The planned building's AI Labs are meant for [developing, piloting and validating AI solutions](https://www.mediaoffice.ae/en/news/2026/october/26-10/hamdan-bin-mohammed-approves-new-targets-for-dubai-ai-campus) with government entities and private sector organisations, so show deployment and testing experience, not only model training, and learn how to [show AI skills on your resume and in interviews](https://www.metaintro.com/blog/how-to-show-ai-skills-on-your-resume-and-in-interviews).
- **Know your visa route before you negotiate.** A standard work visa is [applied for by the employer](https://u.ae/en/information-and-services/visa-and-emirates-id/residence-visas/residence-visa-for-working-in-the-uae), while a [Green visa for skilled workers](https://u.ae/en/information-and-services/visa-and-emirates-id/Types-of-visas/Investor-visa/Green-visa) needs no sponsor and is issued in Dubai through the GDRFA.
- **Plan for timing.** No completion date for the new building has been published, and the Zabeel District it will sit in has a [masterplan running to 2040](https://www.meed.com/dubai-announces-27bn-difc-expansion).

Lacey Kaelani, [Metaintro](https://www.metaintro.com)'s CEO, puts it this way: A jobs target tells you where companies are heading, not who is hiring this week. Start with the firms already on the campus, and let the target tell you where to look next.
