# About 1,000 eBay Workers Are Losing Their Jobs, Roughly 9% of Staff, Eight Months After 800 Went

eBay is cutting about 1,000 jobs, roughly 9% of staff, after 800 in February. See what is confirmed, WARN notice rights and what eBay says about hiring.

[eBay](https://www.ebayinc.com/stories/news/ebay-inc-reports-second-quarter-2026-results/) is cutting about [1,000 jobs, or roughly 9% of its workforce](https://www.cnbc.com/2026/10/21/ebay-layoffs-workforce-cuts.html), in its second round of layoffs this year. The cuts come [just eight months after the company eliminated another 800 positions](https://www.sfchronicle.com/tech/article/ebay-layoffs-san-jose-22487442.php), and the employees affected this time [will be notified in the coming days](https://www.sfchronicle.com/tech/article/ebay-layoffs-san-jose-22487442.php). In a memo to staff, CEO Jamie Iannone wrote that "[our strategy is working](https://www.calcalistech.com/ctechnews/article/mt59x6cfh)". For [Metaintro](https://www.metaintro.com) readers who work at eBay or who are weighing an offer there, this guide sets out what has been confirmed, what is still unknown, what the February round looked like in state filings, and which notice rules can apply before a job ends.

## What Did eBay Announce in October?

Iannone sent the internal memo to employees on [Tuesday evening, October 20](https://www.valueaddedresource.net/ebay-layoffs-october-2026/), and a company spokesperson [confirmed the reductions on Wednesday, 21 October](https://www.ibtimes.co.uk/ebay-cut-1000-jobs-growth-priorities-1827112). Iannone wrote that "[as part of these changes, we have made the difficult decision to reduce our workforce by approximately 9%](https://www.valueaddedresource.net/ebay-layoffs-october-2026/)".

eBay wants to [simplify operations and shift resources to its fastest-growing areas](https://www.calcalistech.com/ctechnews/article/mt59x6cfh), and the company will continue to hire in "[priority areas aligned with our strategy](https://www.cnbc.com/2026/10/21/ebay-layoffs-workforce-cuts.html)".

The news broke through [an internal memo from CEO Jamie Iannone first reported by Reuters](https://thenextweb.com/news/ebay-layoffs-9-percent-second-round), and the online marketplace is [San Jose-based](https://www.sfchronicle.com/tech/article/ebay-layoffs-san-jose-22487442.php), with its headquarters at a site that [occupies approximately 0.5 million square feet](https://www.sec.gov/Archives/edgar/data/1065088/000106508826000027/ebay-20251231.htm).

## How Many Jobs Are Going, and Why Do Two Figures Circulate?

Two numbers are in play, and they describe the same cut. The memo gives a percentage, [approximately 9%](https://www.valueaddedresource.net/ebay-layoffs-october-2026/), while the headcount comes from the company's spokesperson, with the layoffs set to [affect approximately 1,000 employees](https://www.cnbc.com/2026/10/21/ebay-layoffs-workforce-cuts.html).

eBay's last filed headcount is in its annual report. As of December 31, 2025, eBay [employed approximately 12,300 people globally, of which, approximately 7,200 were located in the United States](https://www.sec.gov/Archives/edgar/data/1065088/000106508826000027/ebay-20251231.htm). That year-end count was [before the first round of cuts](https://www.peoplematters.in/news/strategic-hr/ebay-announces-1000-job-cuts-after-laying-off-800-employees-in-february-52876) in February.

Do not confuse this round with an older one. eBay also cut [roughly 1,000 positions in 2024](https://www.sfchronicle.com/tech/article/ebay-layoffs-san-jose-22487442.php) and [about 500 jobs in 2023](https://www.sfchronicle.com/tech/article/ebay-layoffs-san-jose-22487442.php). The October 2026 cut is a new decision, set out in [a memo sent on October 20](https://www.valueaddedresource.net/ebay-layoffs-october-2026/), not a repeat of that 2024 headline.

The two 2026 rounds together come to [roughly 1,800 jobs, or nearly 15% of the year-end headcount](https://www.calcalistech.com/ctechnews/article/mt59x6cfh), and that total is [a calculation, not a number eBay has given](https://www.calcalistech.com/ctechnews/article/mt59x6cfh).

## What Happened in Earlier Rounds?

The first 2026 round removed [about 800 jobs, or 6% of its staff](https://thenextweb.com/news/ebay-layoffs-9-percent-second-round), in February. Those reductions [included significant cuts to engineering, development, payments and finance positions at the company's California offices](https://www.valueaddedresource.net/ebay-layoffs-october-2026/), and some employees reported their jobs were being moved overseas.

A WARN notice dated [02/25/2026 from eBay Inc. in Santa Clara County covered 243 employees](https://edd.ca.gov/siteassets/files/jobs_and_training/warn/warn-report-for-7-1-25-to-6-30-26.pdf) at 2025 Hamilton Ave. in San Jose, and a second notice the same day from [eBay - San Francisco covering 28 employees](https://edd.ca.gov/siteassets/files/jobs_and_training/warn/warn-report-for-7-1-25-to-6-30-26.pdf) at 300 Mission St. Both are listed as a [permanent layoff in the state report](https://edd.ca.gov/siteassets/files/jobs_and_training/warn/warn-report-for-7-1-25-to-6-30-26.pdf).

A third filing followed in spring. In April, eBay moved to [close its San Francisco office at 300 Mission St. and move 198 employees to its San Jose headquarters](https://www.sfchronicle.com/tech/article/ebay-layoffs-san-jose-22487442.php), and the state lists [a notice dated 04/10/2026 for 198 employees with an effective date of 09/30/2026](https://edd.ca.gov/siteassets/files/jobs_and_training/warn/warn-report-for-7-1-25-to-6-30-26.pdf) as a closure.

Outside the US, eBay said in May 2025 that it would close its Israeli operation in [the first quarter of 2026](https://www.calcalistech.com/ctechnews/article/mt59x6cfh), affecting [more than 200 employees](https://www.calcalistech.com/ctechnews/article/mt59x6cfh). It opened [a new hub in Bengaluru last year](https://www.valueaddedresource.net/ebay-layoffs-october-2026/) to replace its research and development operations in Israel.

## Which Teams and Locations Are Affected This Time?

That is still open. The announcement [did not identify the teams facing cuts or specify which functions would receive additional resources](https://www.ibtimes.co.uk/ebay-cut-1000-jobs-growth-priorities-1827112), and eBay did not say [which teams or locations are impacted, or whether any positions will be relocated or replaced](https://www.valueaddedresource.net/ebay-layoffs-october-2026/).

Anonymous posts on an employee-verified workplace forum suggest eBay's [China Center of Excellence (CCOE) may also be facing significant cuts](https://www.valueaddedresource.net/ebay-layoffs-october-2026/), but the outlet that saw them [has not independently verified those claims](https://www.valueaddedresource.net/ebay-layoffs-october-2026/), and eBay has not confirmed any location. Treat them as rumours until a notice or a company statement names a site.

eBay's property footprint is wide. eBay owns and leases properties [in the United States and 23 other countries around the world](https://www.sec.gov/Archives/edgar/data/1065088/000106508826000027/ebay-20251231.htm), using them for [executive and administrative offices, data centers, product development offices and customer service offices](https://www.sec.gov/Archives/edgar/data/1065088/000106508826000027/ebay-20251231.htm). Its [owned data centers are solely located in Utah](https://www.sec.gov/Archives/edgar/data/1065088/000106508826000027/ebay-20251231.htm).

## How Was eBay's Business Doing Before the Cuts?

In its second quarter of 2026, eBay posted [revenue of $3.1 billion, up 15% on an as-reported basis](https://www.ebayinc.com/stories/news/ebay-inc-reports-second-quarter-2026-results/), and it lifted its [full-year top- and bottom-line outlook](https://www.ebayinc.com/stories/news/ebay-inc-reports-second-quarter-2026-results/). Gross merchandise volume that quarter reached [$22.4 billion](https://www.valueaddedresource.net/ebay-layoffs-october-2026/).

The shares had risen nearly 40% this year, against about 12% for the S&P 500, [Reuters reported](https://www.ibtimes.co.uk/ebay-cut-1000-jobs-growth-priorities-1827112), and they [rose about 1.2% on Wednesday morning in New York](https://thenextweb.com/news/ebay-layoffs-9-percent-second-round).

[GameStop CEO Ryan Cohen made an unsolicited $56 billion bid for the much larger eBay in May](https://www.calcalistech.com/ctechnews/article/mt59x6cfh), which eBay rejected as "[neither credible nor attractive](https://www.calcalistech.com/ctechnews/article/mt59x6cfh)". Cohen's pitch called for [cutting $2 billion in annual expenses](https://www.valueaddedresource.net/ebay-layoffs-october-2026/), and GameStop has since raised its stake to [approximately 9.8%](https://www.valueaddedresource.net/ebay-layoffs-october-2026/). eBay [has not indicated whether Cohen's proposals played any role](https://www.valueaddedresource.net/ebay-layoffs-october-2026/) in the restructuring.

## Where Is eBay Putting Its Money Instead?

eBay has not named [which functions would receive additional resources](https://www.ibtimes.co.uk/ebay-cut-1000-jobs-growth-priorities-1827112). Its recent focus has been on [authenticated luxury goods, collectibles and refurbished products, while also expanding its reach among younger shoppers](https://www.sfchronicle.com/tech/article/ebay-layoffs-san-jose-22487442.php), and it has been [investing in artificial intelligence](https://www.sfchronicle.com/tech/article/ebay-layoffs-san-jose-22487442.php) to improve its marketplace.

eBay [expanded coverage of Authenticity Guarantee to more than 100 fashion brands in the U.S. and U.K.](https://www.ebayinc.com/stories/news/ebay-inc-reports-second-quarter-2026-results/), and in the second quarter, eBay Live GMV grew [by roughly eight times year-over-year across its seven markets](https://www.ebayinc.com/stories/news/ebay-inc-reports-second-quarter-2026-results/). Its AI card scanning feature [had recently surpassed 80 million cumulative scans](https://www.ebayinc.com/stories/news/ebay-inc-reports-second-quarter-2026-results/) when eBay reported its second-quarter results.

In February, eBay agreed to buy the fashion resale app Depop from Etsy [for $1.2 billion in cash, subject to certain purchase price adjustments](https://www.ebayinc.com/stories/news/ebay-inc-reports-second-quarter-2026-results/), and the deal [closed on July 30, 2026](https://www.ebayinc.com/stories/news/ebay-inc-reports-second-quarter-2026-results/), with eBay paying [$1.4 billion in cash, inclusive of preliminary purchase price adjustments, subject to finalization](https://www.ebayinc.com/stories/news/ebay-inc-reports-second-quarter-2026-results/).

Depop will [operate as a complementary business, retaining its distinct brand, platform, customer experience, and culture](https://investors.ebayinc.com/investor-news/press-release-details/2026/eBay-Completes-Acquisition-of-Depop/default.aspx), and fashion is [a more than $10 billion annual GMV category](https://investors.ebayinc.com/investor-news/press-release-details/2026/eBay-Completes-Acquisition-of-Depop/default.aspx) for eBay. At a September investor conference, Iannone and the finance chief highlighted [consumer-to-consumer selling, AI, eBay Live and Vehicles](https://www.valueaddedresource.net/ebay-layoffs-october-2026/) as key growth opportunities.

## Is eBay Still Hiring After the Cuts?

Yes. The company will continue hiring in "[priority areas aligned with our strategy](https://www.ibtimes.co.uk/ebay-cut-1000-jobs-growth-priorities-1827112)", and that commitment means [the reductions are taking place alongside plans to invest elsewhere in the business](https://www.ibtimes.co.uk/ebay-cut-1000-jobs-growth-priorities-1827112).

eBay has [not published a breakdown of the roles being removed or the positions it plans to add](https://www.ibtimes.co.uk/ebay-cut-1000-jobs-growth-priorities-1827112). eBay's careers site offers [hybrid, remote, and onsite workstyles](https://jobs.ebayinc.com/us/en) and lists [opportunities in more than a dozen categories](https://jobs.ebayinc.com/us/en), from engineering to customer service.

eBay's headcount [has been shrinking over recent years while its spending on artificial intelligence rises](https://www.cnbc.com/2026/10/21/ebay-layoffs-workforce-cuts.html).

## What Notice Must California Workers Get?

In California, an employer is generally required to file a WARN notice if it has [75 or more employees, full-time and part-time](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN) and is planning [a layoff of 50 or more employees within a 30-day period](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN), a closure or a relocation.

The notice must arrive [at least 60 days before](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN) the layoff, and it has to list the [job titles of affected positions](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN) and the [number of employees affected by job title](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN), along with the [expected date of the first separation](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN).

There is a new rule this year. Under the state's [New for 2026](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN) change, notices must explain how the employer will support laid-off workers, including whether it will [work with your local workforce board, another organization, or not coordinate services](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN). Rapid Response teams then help with [job search assistance](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN), training and unemployment insurance questions.

## What Does Federal WARN Law Promise?

The federal law covers [a business with 100 or more full-time workers](https://www.dol.gov/sites/dolgov/files/ETA/Layoff/pdfs/WorkerWARN2003.pdf), not counting workers with less than 6 months on the job or who work less than 20 hours per week, or one that [employs 100 or more workers who work at least a combined 4,000 hours a week](https://www.dol.gov/sites/dolgov/files/ETA/Layoff/pdfs/WorkerWARN2003.pdf), and is a private for-profit business, private non-profit organization, or quasi-public entity separately organized from the regular government, and under it you [must receive a written notice 60 days before the date of a mass layoff or plant closing](https://www.dol.gov/sites/dolgov/files/ETA/Layoff/pdfs/WorkerWARN2003.pdf) if the conditions are met.

The layoff counts are measured at a [single site of employment](https://www.dol.gov/sites/dolgov/files/ETA/Layoff/pdfs/WorkerWARN2003.pdf). A mass layoff is one where your employer [lays off either between 50 and 499 full-time workers at a single site of employment and that number is 33% of the number of full-time workers](https://www.dol.gov/sites/dolgov/files/ETA/Layoff/pdfs/WorkerWARN2003.pdf) there, or where it lays off [500 or more full-time workers at a single site of employment](https://www.dol.gov/sites/dolgov/files/ETA/Layoff/pdfs/WorkerWARN2003.pdf). If notice is not given, you [may be able to seek damages for back pay and benefits for up to 60 days](https://www.dol.gov/sites/dolgov/files/ETA/Layoff/pdfs/WorkerWARN2003.pdf), depending on how many days' notice you actually received.

A meeting or a press release is not a notice. [A verbal announcement at an all-employees' meeting or smaller employees/supervisor staff meeting does not meet the WARN Act requirements](https://www.dol.gov/sites/dolgov/files/ETA/Layoff/pdfs/WorkerWARN2003.pdf), and [press releases to the media do not meet the requirements](https://www.dol.gov/sites/dolgov/files/ETA/Layoff/pdfs/WorkerWARN2003.pdf) either.

## What About Severance?

The company's statement [did not specify which departments or locations would be affected, or set out severance arrangements](https://www.ibtimes.co.uk/ebay-cut-1000-jobs-growth-priorities-1827112), and the details about [implementation timeline and expected financial impact were not provided](https://www.peoplematters.in/news/strategic-hr/ebay-announces-1000-job-cuts-after-laying-off-800-employees-in-february-52876).

The spokesperson did say eBay was committed to supporting affected employees "[through this transition with care and respect](https://www.peoplematters.in/news/strategic-hr/ebay-announces-1000-job-cuts-after-laying-off-800-employees-in-february-52876)". If you are affected, ask for the package in writing, check it against the notice rules above, since without the required notice you [may be able to seek damages for back pay and benefits for up to 60 days](https://www.dol.gov/sites/dolgov/files/ETA/Layoff/pdfs/WorkerWARN2003.pdf) under federal law, and [apply for unemployment benefits](https://www.metaintro.com/blog/laid-off-2026-apply-unemployment-benefits-now) once your job ends.

## What Comes Next for eBay Staff?

The next date to watch is the earnings call. eBay is due to [report its third-quarter financial results on October 28](https://www.channelnews.com.au/ebay-slashes-1000-jobs-in-second-major-round-of-layoffs-this-year/).

eBay revealed in August that the Depop deal [would cost US$200 million more than originally announced](https://www.channelnews.com.au/ebay-slashes-1000-jobs-in-second-major-round-of-layoffs-this-year/).

## What This Means for eBay Workers, and What Should You Do Next?
