Ho Chi Minh City has put a number on the people it needs to build and run its metro. [The VnExpress International report](https://e.vnexpress.net/news/news/traffic/ho-chi-minh-city-in-need-of-70-000-skilled-workers-to-build-its-metro-network-5120010.html) says that under a training scheme approved by the municipal People's Committee, [the city will need around 70,000 workers by 2030 to support investment in and development of its metro system](https://e.vnexpress.net/news/news/traffic/ho-chi-minh-city-in-need-of-70-000-skilled-workers-to-build-its-metro-network-5120010.html). The jobs run from project managers and engineers to operations crews, technical workers, consultants and designers. At [Metaintro](https://www.metaintro.com) we read hiring plans from the worker's side, and this one deserves a close read, because the roles are specific, the training routes are already opening and the timeline is short. Here is who the city needs, what the coverage leaves out and how a worker can train into these jobs.

## What happened

The worker demand follows a construction plan that keeps getting bigger. [Reporting at VietnamPlus](https://en.vietnamplus.vn/ho-chi-minh-city-addresses-manpower-shortage-for-urban-railway-development-post351791.vnp) says that over the next five years the city aims [to complete six metro lines with a combined length of 187km](https://en.vietnamplus.vn/ho-chi-minh-city-addresses-manpower-shortage-for-urban-railway-development-post351791.vnp), and by 2035 [put 14 lines totalling 462km into operation](https://en.vietnamplus.vn/ho-chi-minh-city-addresses-manpower-shortage-for-urban-railway-development-post351791.vnp). Metro Line No. 2, which runs from Ben Thanh to Tham Luong, is scheduled for completion and operation in 2030 [according to the same VietnamPlus report](https://en.vietnamplus.vn/ho-chi-minh-city-addresses-manpower-shortage-for-urban-railway-development-post351791.vnp), alongside priority work on extensions of Line No. 1 and Line No. 2, Line No. 3 toward Vung Tau and the inner ring Line No. 6.

This is no longer a plan on paper. [Coverage at Saigon Giai Phong's English edition](https://en.sggp.org.vn/ho-chi-minh-city-to-complete-255km-metro-network-by-2030-post128445.html) reported from a July 30 steering committee meeting that the city [has commenced three of the six priority railway projects](https://en.sggp.org.vn/ho-chi-minh-city-to-complete-255km-metro-network-by-2030-post128445.html). It has broken ground on Metro Line 2 between Ben Thanh and Tham Luong, which [is scheduled for completion in 2030](https://en.sggp.org.vn/ho-chi-minh-city-to-complete-255km-metro-network-by-2030-post128445.html), and has begun building the Ben Thanh to Thu Thiem section. A separate Ben Thanh to Can Gio railway, backed by VinSpeed, is [targeted for completion in 2028](https://en.sggp.org.vn/ho-chi-minh-city-to-complete-255km-metro-network-by-2030-post128445.html). Every one of those projects needs people to design it, build it, test it and then run it for decades.

Inside the headline number, the split matters most for anyone deciding what to train for. [Of this total, around 30,000 workers will be needed for operations, maintenance and technical positions, while approximately 12,000 will be required for construction](https://e.vnexpress.net/news/news/traffic/ho-chi-minh-city-in-need-of-70-000-skilled-workers-to-build-its-metro-network-5120010.html), according to the VnExpress International report. The city has also drawn up a training plan for 2030 to 2045 with [nearly twice as many personnel as needed](https://e.vnexpress.net/news/news/traffic/ho-chi-minh-city-in-need-of-70-000-skilled-workers-to-build-its-metro-network-5120010.html) in the current phase, in line with plans for a metro network of [up to 700 km](https://e.vnexpress.net/news/news/traffic/ho-chi-minh-city-in-need-of-70-000-skilled-workers-to-build-its-metro-network-5120010.html). In other words, the demand does not end when the first wave of lines opens.

The city's only working line shows what a single metro needs. Le Minh Triet, director of Ho Chi Minh City Urban Railway Company No. 1, known as HURC1, said that [simply putting the city's first metro line into operation required hundreds to as many as 1,000 workers across various specialized fields](https://e.vnexpress.net/news/news/traffic/ho-chi-minh-city-in-need-of-70-000-skilled-workers-to-build-its-metro-network-5120010.html). He added that the demand for people will grow sharply as the city builds several backbone lines at once.

> To run Metro Line No. 1, [the operator currently employs 700 people to keep nearly 200 train trips running each day](https://e.vnexpress.net/news/news/traffic/ho-chi-minh-city-in-need-of-70-000-skilled-workers-to-build-its-metro-network-5120010.html), according to VnExpress International.

[According to HURC1, these personnel work in areas including station operations, station management, train driving, train control and maintenance](https://en.vietnamplus.vn/ho-chi-minh-city-addresses-manpower-shortage-for-urban-railway-development-post351791.vnp). That is a practical list of job families, and it is the clearest guide in all the coverage to what the city will be hiring for as each new line opens.

HURC1 is already recruiting beyond the city. It has advertised roles for people who will be trained to run and maintain the Phu Quoc LRT, a light rail line on the island of Phu Quoc.

> HURC1 said [a total of 168 positions are to be recruited, including 130 operations personnel and 38 maintenance workers](https://en.vietnamplus.vn/ho-chi-minh-city-addresses-manpower-shortage-for-urban-railway-development-post351791.vnp), according to VietnamPlus.

The entry bar is stated plainly. The positions [require university, college or equivalent qualifications in relevant fields](https://en.vietnamplus.vn/ho-chi-minh-city-addresses-manpower-shortage-for-urban-railway-development-post351791.vnp). The deal behind those jobs was signed on August 12 [according to the SGGP report on the Phu Quoc agreement](https://en.sggp.org.vn/hurc1-to-leverage-metro-line-1-experience-for-phu-quoc-lrt-post128831.html), when HURC1 agreed with developer Sun Group that it [will provide technical support in operations and maintenance, staff training, and trial runs](https://en.sggp.org.vn/hurc1-to-leverage-metro-line-1-experience-for-phu-quoc-lrt-post128831.html). The two companies will also [collaborate on local recruitment and workforce development to run the line](https://en.sggp.org.vn/hurc1-to-leverage-metro-line-1-experience-for-phu-quoc-lrt-post128831.html), and Sun Group executives said the partnership aims to establish a modern public transit network in time for the [2027 APEC Economic Leaders' Week](https://en.sggp.org.vn/hurc1-to-leverage-metro-line-1-experience-for-phu-quoc-lrt-post128831.html).

The technical side of the workforce is being shaped by technology transfer deals. The local Management Authority for Urban Railways signed an agreement with the telecoms company GTEL to study and master subsystems including [telecommunications, signaling, power, electrical and mechanical (E&M) systems, supervisory control and data acquisition (SCADA)](https://e.vnexpress.net/news/news/traffic/ho-chi-minh-city-in-need-of-70-000-skilled-workers-to-build-its-metro-network-5120010.html), along with the operations control center, automatic fare collection and platform screen doors. The general contractor on the Line No. 2 package is making the same argument. Nguyen Quoc Trung, a deputy general director at a THACO unit, said training must be treated as a decisive factor because [Vietnam cannot remain dependent on foreign contractors for technology and construction solutions](https://en.vietnamplus.vn/ho-chi-minh-city-addresses-manpower-shortage-for-urban-railway-development-post351791.vnp).

Universities have been moving to fill the pipeline. [A Tuoi Tre report from April 2026, republished by Vietnam.vn](https://www.vietnam.vn/en/tang-toc-dao-tao-70-000-nhan-luc-duong-sat), said Ho Chi Minh City University of Industry planned, starting in 2026, to [officially open a new major in railway engineering, with an expected enrollment of 70 students in the first year](https://www.vietnam.vn/en/tang-toc-dao-tao-70-000-nhan-luc-duong-sat). The same report said the University of Technology at Vietnam National University Ho Chi Minh City had launched a railway engineering major that year, and that Ho Chi Minh City University of Transport had set up a High-Speed Railway Institute with a control and operation simulation system. Students on the University of Technology course [are given priority for employment after graduation](https://www.vietnam.vn/en/tang-toc-dao-tao-70-000-nhan-luc-duong-sat), which is the kind of detail that should matter to a school leaver weighing options.

## Where the coverage agrees, and where it splits

The outlets agree on the core story. Ho Chi Minh City has far more metro work planned than it has trained people to do it, the need spans management, engineering, operations and maintenance, and the city wants to stop relying on foreign experts. The 70,000 figure, the 30,000 and 12,000 split and the list of roles appear in near identical wording in [the VnExpress International report](https://e.vnexpress.net/news/news/traffic/ho-chi-minh-city-in-need-of-70-000-skilled-workers-to-build-its-metro-network-5120010.html) and [the VietnamPlus report](https://en.vietnamplus.vn/ho-chi-minh-city-addresses-manpower-shortage-for-urban-railway-development-post351791.vnp). That agreement is less independent than it looks. Both appear to carry the same account of the scheme, so the headline number rests on one description of one plan rather than on separate checks.

The network size is where the numbers split, and it matters for workers because demand for people grows with every kilometre of track. VietnamPlus and VnExpress describe six lines and 187 km over five years. [The SGGP report on the July 30 meeting](https://en.sggp.org.vn/ho-chi-minh-city-to-complete-255km-metro-network-by-2030-post128445.html) instead lists [eight priority urban railway lines for investment, with a combined length of approximately 255km, all targeted for completion by 2030](https://en.sggp.org.vn/ho-chi-minh-city-to-complete-255km-metro-network-by-2030-post128445.html), plus [seven additional urban railway lines or sections totaling 277km to be completed by 2035](https://en.sggp.org.vn/ho-chi-minh-city-to-complete-255km-metro-network-by-2030-post128445.html). A VietnamPlus summary on the same page as its workforce story gives a third version, [completing around 200 km of urban railway lines by 2030 at an estimated investment cost of more than 19 billion USD](https://en.vietnamplus.vn/ho-chi-minh-city-addresses-manpower-shortage-for-urban-railway-development-post351791.vnp). If the larger plan holds, the workforce figure tied to the smaller one may understate the demand.

The second split is between the city and the country, and it is easy to confuse the two because the same number appears in both. [The Viet Nam News report](https://vietnamnews.vn/society/1726157/viet-nam-eyes-140-000-strong-workforce-to-power-high-speed-rail-network.html) described the Ministry of Construction's draft of a national railway workforce project, which set a target of [training more than 140,000 workers for the railway sector by 2045](https://vietnamnews.vn/society/1726157/viet-nam-eyes-140-000-strong-workforce-to-power-high-speed-rail-network.html), covering the North to South high-speed line as well as metros. [The Vietnam.vn article](https://www.vietnam.vn/en/tang-toc-dao-tao-70-000-nhan-luc-duong-sat) says the Prime Minister has since approved the Project for Training and Developing Human Resources for Vietnam's Railway Sector, so the approved version may not match every draft figure, and that between 2031 and 2035 [the workforce needs to reach at least 70,000 people](https://www.vietnam.vn/en/tang-toc-dao-tao-70-000-nhan-luc-duong-sat). So the same round number is both a city target and a national target for the following decade. Anyone reading headlines alone could easily mistake one for the other.

The ministry's draft also showed the level of training the jobs call for, which the city coverage skips. For 2025 to 2030 it included [1,000 postgraduate students, 14,000 university graduates, 11,000 college-level trainees and 9,000 intermediate-level workers](https://vietnamnews.vn/society/1726157/viet-nam-eyes-140-000-strong-workforce-to-power-high-speed-rail-network.html), according to Viet Nam News. Of the people trained for running and maintaining lines, the draft earmarked [7,500 for urban lines](https://vietnamnews.vn/society/1726157/viet-nam-eyes-140-000-strong-workforce-to-power-high-speed-rail-network.html). The takeaway is that most slots are for graduates, college trainees and intermediate workers, not researchers.

> [The North-South high-speed railway project alone requires approximately 13,880 workers between 2027 and 2032](https://www.vietnam.vn/en/tang-toc-dao-tao-70-000-nhan-luc-duong-sat), according to Vietnam.vn.

Our read is that the metro lines and the national high-speed line will be drawing on the same small pool of trained people at the same time.

The approval date is the gap the brief asked us to check, and the plain answer is that none of the coverage reviewed here prints it. The VnExpress and VietnamPlus reports say only that the scheme was approved by the municipal People's Committee. The trail in the primary reporting runs through two SGGP stories. [The first SGGP report](https://en.sggp.org.vn/hcmc-to-train-workforce-for-urban-railway-development-by-2050-post119305.html) says that as of July 30, the city's Department of Construction [submitted to the city's People's Committee a project on training officials, public servants and employees](https://en.sggp.org.vn/hcmc-to-train-workforce-for-urban-railway-development-by-2050-post119305.html) for the 2025 to 2030 period with a vision toward 2050. [A later SGGP report](https://en.sggp.org.vn/ho-chi-minh-city-trains-personnel-to-develop-urban-rail-network-post122187.html) says Vice Chairman Nguyen Manh Cuong [has signed Decision No. 2962/QD-UBND to implement the project](https://en.sggp.org.vn/ho-chi-minh-city-trains-personnel-to-develop-urban-rail-network-post122187.html). Neither report gives the signing date, and that decision covers officials, civil servants and public employees, so it is not clear it is the same scheme behind the headline figure.

That decision's own targets reveal something the headline glossed over. It covers [60 participants](https://en.sggp.org.vn/ho-chi-minh-city-trains-personnel-to-develop-urban-rail-network-post122187.html) in public administration and plans for [160 individuals will be trained by 2030](https://en.sggp.org.vn/ho-chi-minh-city-trains-personnel-to-develop-urban-rail-network-post122187.html) in project management. Those are small numbers next to the citywide total, which tells you most metro jobs will sit with operators, contractors and consultants rather than in government. The same decision [requires consulting, construction, and metro operation units to proactively develop internal training plans](https://en.sggp.org.vn/ho-chi-minh-city-trains-personnel-to-develop-urban-rail-network-post122187.html), so that their own workforce stays up to date with new technologies. That is a duty to keep existing staff current, not a promise of paid training for new hires, so ask about training terms before you accept an offer.

## What this means for your job search

Our read is that the scarce resource in this plan is people, not money or blueprints, and the hardest jobs to fill will be the ones that keep trains running rather than the ones that pour concrete. The coverage points the same way. Around [30,000 workers will be needed for operations, maintenance and technical positions](https://e.vnexpress.net/news/news/traffic/ho-chi-minh-city-in-need-of-70-000-skilled-workers-to-build-its-metro-network-5120010.html), well above the construction figure, and those jobs last as long as the lines do. If you are choosing where to aim, aim at operations and maintenance.

Start by mapping the skills you already have to the systems a metro runs on. The technology transfer work lists signaling, power, electrical and mechanical systems, SCADA, fare collection and platform screen doors [as subsystems the city wants to master](https://e.vnexpress.net/news/news/traffic/ho-chi-minh-city-in-need-of-70-000-skilled-workers-to-build-its-metro-network-5120010.html). An industrial electrician, a telecoms technician or someone who already programs controllers in a factory is closer to these roles than they might think. A guide to [becoming a PLC technician](https://www.metaintro.com/blog/how-to-become-a-plc-technician) shows how much of that control work carries across industries. Build a short list of your projects that involved safety systems, electrical maintenance or control rooms, because that is the evidence a rail operator will look for.

Check whether you meet the stated bar before you apply. HURC1's island recruitment asks for [university, college or equivalent qualifications in relevant fields](https://en.vietnamplus.vn/ho-chi-minh-city-addresses-manpower-shortage-for-urban-railway-development-post351791.vnp), and the roles it named were [130 operations personnel and 38 maintenance workers](https://en.vietnamplus.vn/ho-chi-minh-city-addresses-manpower-shortage-for-urban-railway-development-post351791.vnp). A college diploma in electrical, mechanical or electronics work is a realistic entry point. You do not need a master's degree to get on a platform or into a depot.

If you are still in school or thinking about going back, the degree routes are opening now, which is rare timing. Ho Chi Minh City University of Industry said in the April 2026 report that it expected [70 students in the first year](https://www.vietnam.vn/en/tang-toc-dao-tao-70-000-nhan-luc-duong-sat) of its railway engineering major, so early places are limited. The ministry's draft of the national plan, reported before the Prime Minister approved the project, also set aside places for [11,000 college-level trainees and 9,000 intermediate-level workers](https://vietnamnews.vn/society/1726157/viet-nam-eyes-140-000-strong-workforce-to-power-high-speed-rail-network.html), so a shorter vocational route is part of the design, not a fallback. Ask any school you consider which operators or contractors take its interns, and whether graduates are placed on real projects.

Look for employers that train on the job. The city's decision tells operators and contractors to keep internal training plans for their workforce [under Decision No. 2962/QD-UBND](https://en.sggp.org.vn/ho-chi-minh-city-trains-personnel-to-develop-urban-rail-network-post122187.html), but it does not say new hires will be paid while they train, so ask every recruiter what the training period covers, whether you are paid during it and what certificate you finish with. A job that trains you in a live control room is worth more to your career than a slightly higher starting salary at a firm that does not.

Keep one eye on the timeline and do not bet everything on a single date. The coverage gives three different pictures of how much track will be built by 2030, from [six lines and 187km](https://en.vietnamplus.vn/ho-chi-minh-city-addresses-manpower-shortage-for-urban-railway-development-post351791.vnp) to [eight lines and approximately 255km](https://en.sggp.org.vn/ho-chi-minh-city-to-complete-255km-metro-network-by-2030-post128445.html). Big infrastructure schedules slip. The skills that protect you are the ones that transfer, such as electrical maintenance, automation and safety management, which are also in demand in factories, ports and power plants. That is the same logic behind [Vietnam's wider surge in local hiring](https://www.metaintro.com/blog/vietnam-local-hiring-boom), where employers are competing for trained people across sectors.

This matters beyond Vietnam too. Rail and transit systems in many countries are short of the same technicians, and the pattern of governments building faster than they can train looks a lot like [Germany's forecast shortfall of skilled workers](https://www.metaintro.com/blog/germany-skilled-worker-shortage-723000-by-2029) in technical fields. If you already work in rail elsewhere, the city's plan to replace foreign expertise over time means experienced trainers and system specialists may find short-term demand, while local workers are the long-term hires. For a sense of what the work pays in a mature market, [what railroad workers earn](https://www.metaintro.com/blog/how-much-do-railroad-workers-make) is a useful benchmark before you negotiate.

The workers who gain most will be the ones who move early, while operators are still building teams. Waiting for the lines to open means competing with everyone who trained first.

Day to day, that means station staff, train drivers, control room operators and maintenance crews.

### Q: When was the 70,000-worker training scheme approved?

A: The coverage does not give a date. It says only that the People's Committee approved it. An SGGP report says the Department of Construction [submitted to the city's People's Committee a project on training officials, public servants and employees](https://en.sggp.org.vn/hcmc-to-train-workforce-for-urban-railway-development-by-2050-post119305.html) as of July 30, and a later SGGP report says a vice chairman [has signed Decision No. 2962/QD-UBND to implement the project](https://en.sggp.org.vn/ho-chi-minh-city-trains-personnel-to-develop-urban-rail-network-post122187.html), without a signing date.

### Q: Do I need a university degree to work on the metro?

A: Not always. HURC1's recent recruitment asked for [university, college or equivalent qualifications in relevant fields](https://en.vietnamplus.vn/ho-chi-minh-city-addresses-manpower-shortage-for-urban-railway-development-post351791.vnp), and the Ministry of Construction's draft of the national railway plan, which the Prime Minister has since approved, included [11,000 college-level trainees and 9,000 intermediate-level workers](https://vietnamnews.vn/society/1726157/viet-nam-eyes-140-000-strong-workforce-to-power-high-speed-rail-network.html). A technical college diploma in electrical, mechanical or electronics work can be enough to start.
