# Lingnan Students Meet Over 30 Civil Service Grades as Hong Kong Targets 100 Executive Officer Hires

Over 30 civil service grades met Lingnan students on 29 September. Six grades close October 2, with a recruitment target of 100 for EO II. How to apply.

Hong Kong's civil service brought its recruiters to a university campus [on 29 September](https://www.ln.edu.hk/news/press-releases/20260929/lingnan-university-and-the-civil-service-bureau-co-organise-the-first-government-career-fair-recruiting30-civil-service-grades-and-driving-to-enhance-students-understanding-of-civil-service-careers). [Lingnan University's own release](https://www.ln.edu.hk/news/press-releases/20260929/lingnan-university-and-the-civil-service-bureau-co-organise-the-first-government-career-fair-recruiting30-civil-service-grades-and-driving-to-enhance-students-understanding-of-civil-service-careers) says the university and [the Civil Service Bureau](https://www.csb.gov.hk/english/recruit/7.html) jointly organised the first Government Career Fair on its campus, with [20 exhibition booths and over 15 government bureaux and departments](https://www.ln.edu.hk/news/press-releases/20260929/lingnan-university-and-the-civil-service-bureau-co-organise-the-first-government-career-fair-recruiting30-civil-service-grades-and-driving-to-enhance-students-understanding-of-civil-service-careers) covering over 30 civil service grades. The fair fell while [applications for six graduate grades](https://www.info.gov.hk/gia/general/202609/10/P2026090900437.htm) were open, including a recruitment target of 100 Executive Officer II, and they close at 11.59pm on October 2. For [Metaintro](https://www.metaintro.com) readers who are graduating or about to, the booth conversations matter less than the rules behind them, which exams you need, what the grades pay and what happens after you press submit. Here is what the bureau's own pages say.

## What Happened at the Lingnan Fair on 29 September?

The event brought government employers straight to students. Departments at the fair included [the Digital Policy Office, the Education Bureau, disciplined services and the Leisure and Cultural Services Department](https://www.ln.edu.hk/news/press-releases/20260929/lingnan-university-and-the-civil-service-bureau-co-organise-the-first-government-career-fair-recruiting30-civil-service-grades-and-driving-to-enhance-students-understanding-of-civil-service-careers), and recruitment activities were held alongside career talks, on-site interviews and written examinations.

The release does not say how many posts were on offer at the fair itself, or which grades held interviews or tests on the day. What it describes is contact. Students could learn about [career development prospects, recruitment arrangements, and job vacancies](https://www.ln.edu.hk/news/press-releases/20260929/lingnan-university-and-the-civil-service-bureau-co-organise-the-first-government-career-fair-recruiting30-civil-service-grades-and-driving-to-enhance-students-understanding-of-civil-service-careers) in the civil service by speaking directly to department representatives.

Secretary for the Civil Service Ingrid Yeung toured the campus and spoke with department staff, university staff and students to learn about [the expectations and career aspirations of the younger generation](https://www.ln.edu.hk/news/press-releases/20260929/lingnan-university-and-the-civil-service-bureau-co-organise-the-first-government-career-fair-recruiting30-civil-service-grades-and-driving-to-enhance-students-understanding-of-civil-service-careers) regarding government careers.

> The Government will continue to offer graduates from diverse academic backgrounds broad career development opportunities, enabling them to apply their professional knowledge and expertise in serving the public, Secretary for the Civil Service Ingrid Yeung said, according to [the Lingnan University release](https://www.ln.edu.hk/news/press-releases/20260929/lingnan-university-and-the-civil-service-bureau-co-organise-the-first-government-career-fair-recruiting30-civil-service-grades-and-driving-to-enhance-students-understanding-of-civil-service-careers).

## Is This the First Government Career Fair on a Hong Kong Campus?

No, and the distinction matters if you are at another university. The bureau has been [co-ordinating with various departments in organising Government Career Fairs at local universities since 2023](https://www.info.gov.hk/gia/general/202509/15/P2025091500327.htm). Lingnan's release calls the 29 September event the [first Government Career Fair on the Lingnan campus](https://www.ln.edu.hk/news/press-releases/20260929/lingnan-university-and-the-civil-service-bureau-co-organise-the-first-government-career-fair-recruiting30-civil-service-grades-and-driving-to-enhance-students-understanding-of-civil-service-careers). The release does not say how this fair relates to the 2025 campus fairs featuring government departments that [the government listed for Lingnan](https://www.info.gov.hk/gia/general/202509/15/P2025091500327.htm).

Lingnan was already on the [2025 list](https://www.info.gov.hk/gia/general/202509/15/P2025091500327.htm). The government's September 2025 release listed [Lingnan University among the universities](https://www.info.gov.hk/gia/general/202509/15/P2025091500327.htm) that would hold career fairs featuring government departments from mid-September to early October that year.

Past fairs elsewhere give a sense of scale. At the University of Hong Kong in September 2025, [around 30 bureaux and departments took part, showcasing around 70 job types](https://www.info.gov.hk/gia/general/202509/15/P2025091500327.htm). At the Chinese University of Hong Kong in October 2025, [twenty-four government departments introduced over 50 grades](https://www.info.gov.hk/gia/general/202510/02/P2025100200512.htm), in what was the third year the bureau had co-organised the fair with that university. In September 2023, the fair at Hong Kong Baptist University covered [47 grades](https://www.info.gov.hk/gia/general/202309/20/P2023092000235.htm).

## Which Graduate Grades Are Recruiting Right Now, and How Many Hires Are Targeted?

One open door right now is the 2026-27 joint recruitment exercise, which [opened on September 12](https://www.info.gov.hk/gia/general/202609/10/P2026090900437.htm) and covers six degree-level grades. The recruitment targets published by the government are:

- **Administrative Officer**, with a recruitment target of [40](https://www.info.gov.hk/gia/general/202609/10/P2026090900437.htm).
- **Executive Officer II**, with a recruitment target of [100](https://www.info.gov.hk/gia/general/202609/10/P2026090900437.htm), the largest of the six.
- **Assistant Information Officer (General)**, with a recruitment target of [10](https://www.info.gov.hk/gia/general/202609/10/P2026090900437.htm).
- **Assistant Trade Officer II**, with a recruitment target of [4](https://www.info.gov.hk/gia/general/202609/10/P2026090900437.htm).
- **Management Services Officer II**, with a recruitment target of [14](https://www.info.gov.hk/gia/general/202609/10/P2026090900437.htm).
- **Transport Officer II**, with a recruitment target of [11](https://www.info.gov.hk/gia/general/202609/10/P2026090900437.htm).

These are recruitment targets, not a guarantee that each seat will be filled. [RTHK's coverage of the launch](https://news.rthk.hk/rthk/en/component/k2/1869515-20260910.htm) also described them as targets, with the government [targeting to hire 40 administrative officers and 100 executive officers](https://news.rthk.hk/rthk/en/component/k2/1869515-20260910.htm).

Applications go through one channel. Each applicant should submit only one application through the online system on the [bureau's recruitment exercise page](https://www.csb.gov.hk/english/admin/grade/ao/447.html), and the deadline is [11.59pm on October 2 (Hong Kong time)](https://www.info.gov.hk/gia/general/202609/10/P2026090900437.htm). The page warns that the system is [likely to be heavily loaded](https://www.csb.gov.hk/english/admin/grade/ao/447.html) near the deadline, so applying early is the safer move.

## What Do These Grades Pay?

The advert prints full pay ranges. Monthly pay on the [bureau's 2026-27 recruitment page](https://www.csb.gov.hk/english/admin/grade/ao/447.html) is:

- **Administrative Officer.** From [HK$63,100 a month to HK$122,045 a month](https://www.csb.gov.hk/english/admin/grade/ao/447.html).
- **Executive Officer II.** From [HK$35,780 a month to HK$63,100 a month](https://www.csb.gov.hk/english/admin/grade/ao/447.html).
- **Assistant Information Officer (General), Assistant Trade Officer II, Management Services Officer II and Transport Officer II.** From [HK$34,075 a month to HK$63,100 a month](https://www.csb.gov.hk/english/admin/grade/ao/447.html).

There is one exception worth knowing. Transport Officer II candidates who qualify through Chartered Membership of the Chartered Institute of Logistics and Transport in Hong Kong, rather than a degree, enter at [HK$32,430 a month](https://www.csb.gov.hk/english/admin/grade/ao/447.html).

New appointees to all six ranks are normally hired on [civil service probationary terms for three years](https://www.csb.gov.hk/english/admin/grade/ao/447.html) before they may be considered for permanent terms. The page lists fringe benefits including paid leave, medical and dental benefits, and [where appropriate, assistance in housing](https://www.csb.gov.hk/english/admin/grade/ao/447.html), and marks the salary figures as for reference only and subject to change. For recruits appointed on or after 1 June 2015, the retirement age is [65 for civilian grades and 60 for disciplined services grades](https://www.csb.gov.hk/english/recruit/7.html).

## What Is the Common Recruitment Examination, and Do You Already Have the Results?

For degree and professional civil service posts, the bureau advises applicants to [first obtain the requisite CRE results](https://www.csb.gov.hk/english/recruit/cre/949.html) unless an advert says otherwise. The CRE has [three 45-minute papers](https://www.csb.gov.hk/english/recruit/cre/949.html), Use of English, Use of Chinese and an Aptitude Test, all in multiple-choice format. The language papers are graded [Level 2, Level 1 or Fail](https://www.csb.gov.hk/english/recruit/cre/949.html), and the Aptitude Test is Pass or Fail.

You may already hold equivalent results. Level 5 or above in English Language or Chinese Language in the [Hong Kong Diploma of Secondary Education Examination](https://www.csb.gov.hk/english/recruit/cre/949.html) is accepted as equivalent to Level 2 in the matching CRE paper. An overall IELTS Academic band of 6.5 or above, with no subtest below band 6 in the same sitting, is accepted as equivalent to [Level 2 in the Use of English paper](https://www.csb.gov.hk/english/recruit/cre/949.html) within the test's two-year validity.

The six graduate grades all ask for a pass in the Aptitude Test and [Level 2 results in the two language papers](https://www.csb.gov.hk/english/admin/grade/ao/447.html), or equivalent. Results last. Level 2 and Level 1 language results and a pass in the Aptitude Test are of [permanent validity](https://www.csb.gov.hk/english/recruit/cre/949.html).

The results also affect some pay offers. Some grades, for example in the disciplined services, [offer different entry pay points](https://www.csb.gov.hk/english/recruit/cre/949.html) depending on academic qualifications, and degree holders without the requisite CRE results can still apply but will not be eligible for the degree pay point. If a disciplined services booth caught your eye at Lingnan, the CRE is worth sitting, because for grades with a separate degree pay point it [decides your entry pay rather than whether you can apply](https://www.csb.gov.hk/english/recruit/cre/949.html).

## What If You Have Not Sat the CRE Yet?

You can still apply for the six grades. Applicants without the requisite results will be arranged to take the relevant papers in a designated CRE [on the same day of JRE or another date within December 2026](https://www.csb.gov.hk/english/admin/grade/ao/447.html), and their applications are processed subject to obtaining those results.

The coming Hong Kong sitting is closed to new entrants, as applications for the CRE on 3 October 2026 [closed on 7 August 2026](https://www.csb.gov.hk/english/recruit/cre/949.html).

For people studying or living outside Hong Kong, the CRE and a paper-based law test are [tentatively scheduled for 5 December 2026](https://www.csb.gov.hk/english/recruit/cre/949.html) in Beijing, Shanghai, London, New York, Toronto, Vancouver and Sydney, with applications open from 12 September to 2 October 2026. The bureau also points out that the CRE is held independently of any single job, and passing it [does not imply that a candidate has fully met the entry requirements](https://www.csb.gov.hk/english/recruit/cre/949.html) of any post.

## What Is the BLNST, and Why Is Timing the Real Trap?

The Basic Law and National Security Law Test is [the gate for every civil service job](https://www.csb.gov.hk/english/recruit/cre/949.html). The degree and professional version is a [30-minute bilingual test comprising 20 multiple-choice questions](https://www.csb.gov.hk/english/recruit/cre/949.html), and answering at least 10 correctly counts as a pass. A pass is of [permanent validity](https://www.csb.gov.hk/english/recruit/cre/949.html).

> Attaining a pass result in the BLNST is an entry requirement for all civil service jobs, according to [the bureau's examination page](https://www.csb.gov.hk/english/recruit/cre/949.html).

The timing is where applicants slip. Local applicants who have not yet passed must separately apply for the Digitalised BLNST and pass it [before the specified date of 5 December 2026](https://www.csb.gov.hk/english/admin/grade/ao/447.html) to be considered. The digital test carries a [three-month suspension period](https://www.csb.gov.hk/english/recruit/cre/949.html) after an absence or a fail. The bureau's own example is a candidate who misses or fails the test on 4 September 2026 and cannot sit it again until [7 December 2026 (Monday) the earliest](https://www.csb.gov.hk/english/recruit/cre/949.html), which is after the cut-off. Anyone with a test scheduled after 4 September who is absent or fails will [not be able to take the Digitalised BLNST again before 5 December 2026](https://www.csb.gov.hk/english/recruit/cre/949.html).

In plain terms, if you are applying from Hong Kong and have not passed already, you get one realistic attempt at the digital test this cycle. Book it early and prepare for it properly.

## Can Students Who Have Not Graduated Yet Apply?

Yes, within limits. The joint recruitment is open to permanent residents who meet the entry requirements and to [students pursuing a bachelor's degree or equivalent and are graduating in the academic years of 2026-27 or 2027-28](https://www.info.gov.hk/gia/general/202609/10/P2026090900437.htm). If selected, appointment depends on attaining the qualification in [the academic years of 2026-27 or 2027-28](https://www.csb.gov.hk/english/admin/grade/ao/447.html). Candidates must also be permanent residents of the HKSAR [at the time of appointment](https://www.csb.gov.hk/english/admin/grade/ao/447.html).

A [March government notice](https://www.news.gov.hk/eng/2026/03/20260327/20260327_140717_992.html) states that the pool of eligible candidates for degree or professional posts has been expanded to include [undergraduate students in their third year of a four-year curriculum](https://www.news.gov.hk/eng/2026/03/20260327/20260327_140717_992.html).

That lines up with Lingnan's own cohort. The university made generative AI a compulsory common core course for all first-year students [since the 2024/25 academic year](https://www.ln.edu.hk/news/press-releases/20260929/lingnan-university-and-the-civil-service-bureau-co-organise-the-first-government-career-fair-recruiting30-civil-service-grades-and-driving-to-enhance-students-understanding-of-civil-service-careers), and those students have now entered their third year. If you are in that group and want to show the skill on an application, our guide on [how to show AI skills on your resume and in interviews](https://www.metaintro.com/blog/how-to-show-ai-skills-on-your-resume-and-in-interviews) covers the basics.

## What Happens After You Apply?

The next hurdle is the Joint Recruitment Examination. Eligible applicants will sit the JRE [on December 5 in Hong Kong](https://www.info.gov.hk/gia/general/202609/10/P2026090900437.htm), or in one of the seven cities outside Hong Kong, and must hold the requisite CRE and BLNST results for their JRE scripts to be processed. Anyone who has not received the email with JRE details by [23 November 2026](https://www.csb.gov.hk/english/admin/grade/ao/447.html) should contact the Civil Service Examinations Unit straight away.

An invitation is not an offer. The bureau warns that an invitation to the JRE [does not imply that an applicant has met the entry requirements](https://www.csb.gov.hk/english/admin/grade/ao/447.html). Where many candidates qualify, departments may [devise shortlisting criteria](https://www.csb.gov.hk/english/admin/grade/ao/447.html) and interview only those shortlisted. A request to review JRE results must be emailed within [7 calendar days](https://www.csb.gov.hk/english/admin/grade/ao/447.html) of being notified whether you are invited to interview.

Selection interviews for the five grades other than Administrative Officer are [conducted in Hong Kong only](https://www.csb.gov.hk/english/admin/grade/ao/447.html). For a sense of pace, last year's Executive Officer II cycle put selection interviews in [February to April/May 2026 (tentative)](https://www.youth.gov.hk/en/gov-job/stories/8a75e952-c452-44ac-9f8c-bdfb07bd413e) and the earliest batch of offers in May/June 2026, also tentative.

The government's disability policy also applies. A disabled candidate who meets the entry requirements, including passing the JRE, is invited to interview [without being subject to further shortlisting](https://www.csb.gov.hk/english/admin/grade/ao/447.html).

## What Do the Six Graduate Grades Actually Do?

The Digital Policy Office was [one of the departments at Lingnan](https://www.ln.edu.hk/news/press-releases/20260929/lingnan-university-and-the-civil-service-bureau-co-organise-the-first-government-career-fair-recruiting30-civil-service-grades-and-driving-to-enhance-students-understanding-of-civil-service-careers), and it handles [enquiries for the Management Services Officer II post](https://www.csb.gov.hk/english/admin/grade/ao/447.html) in the current exercise. Management Services Officers work as management consultants inside government, helping bureaux [accelerate innovation and technology adoption](https://www.csb.gov.hk/english/admin/grade/ao/447.html) through work such as process re-engineering, design thinking and information technology application studies.

The other graduate grades are broad. Executive Officers are [professional managers who specialise in resource and system management](https://www.csb.gov.hk/english/admin/grade/ao/447.html), posted across bureaux and departments. Administrative Officers are involved in [policy formulation, resource allocation, implementation of major government programmes](https://www.csb.gov.hk/english/admin/grade/ao/447.html) and promoting Hong Kong's interests. Information Officers (General) handle news services, publicity and media liaison, and the grade is one of the few that offers [opportunities for postings overseas and in the Chinese Mainland](https://www.csb.gov.hk/english/admin/grade/ao/447.html).

Transport Officer II is narrower on entry. It asks for a degree in fields such as [transport studies, town planning, urban planning, economics, civil engineering](https://www.csb.gov.hk/english/admin/grade/ao/447.html), environmental studies, business studies, public administration, geography or sociology, and the job may involve shift duties and on-call duties.

Beyond this exercise, [the bureau's Government Vacancies listings](https://www.csb.gov.hk/english/recruit/7.html) are worth checking after the October deadline.

## What This Means for Job Seekers, and What Should You Do Next?

The Lingnan fair is useful, but it is not the application. The real decisions sit on the bureau's pages, and the most important dates fall in the next few days and weeks. For the wider picture of the Hong Kong job market, our piece on how [AI and imported talent shrank Hong Kong's worker gap](https://www.metaintro.com/blog/hong-kong-2028-worker-gap) is a useful companion read.

Our view is that the BLNST timing is the step most likely to cost a strong candidate a place, more than the JRE itself. It is a short test, but for local applicants a missed or failed digital attempt now can lock you out of this cycle. Here is what we would do:

- **Apply before the rush.** Submit one application for the six grades early, since the deadline is [11.59pm on October 2 (Hong Kong time)](https://www.info.gov.hk/gia/general/202609/10/P2026090900437.htm).
- **Check your language results.** If you have HKDSE Level 5 in English and Chinese, you may already meet the [Level 2 equivalence](https://www.csb.gov.hk/english/recruit/cre/949.html) and skip those papers.
- **Book the BLNST now.** If you are applying from Hong Kong, you must pass it [before 5 December 2026](https://www.csb.gov.hk/english/admin/grade/ao/447.html) to be considered, and [a fail in the digital test triggers a three-month wait](https://www.csb.gov.hk/english/recruit/cre/949.html).
- **Compare pay bands, not only titles.** Executive Officer II starts at [HK$35,780 a month](https://www.csb.gov.hk/english/admin/grade/ao/447.html), while four of the other graduate grades start lower.
- **Keep an eye on other campus fairs.** Government fairs have run at local universities since [2023](https://www.info.gov.hk/gia/general/202509/15/P2025091500327.htm), so ask your own careers office whether one is planned on your campus.
