India's Union Cabinet has approved the [Container Manufacturing Promotion Scheme](https://www.cnbctv18.com/economy/union-cabinet-approves-%E2%82%B910000-crore-container-manufacturing-scheme-targets-53000-jobs-20021570.htm) with a [budgetary outlay of ₹100 billion up to FY 2039-40](https://www.itln.in/amp/shipping/cabinet-clears-100-bn-scheme-to-boost-container-manufacturing-1361099) (about $1.05 billion), and it aims to [create more than 53,000 jobs](https://www.cnbctv18.com/economy/union-cabinet-approves-%E2%82%B910000-crore-container-manufacturing-scheme-targets-53000-jobs-20021570.htm). That jobs total is made of [approximately 3,000 direct jobs and over 50,000 indirect jobs](https://www.tribuneindia.com/news/business/cabinet-approves-rs-10000-crore-container-manufacturing-scheme-expected-to-create-over-53000-jobs/amp), so most of the estimated work is indirect rather than direct. The money pays interest support, an operating subsidy for each container made to global standards and sold by an eligible maker, and testing help, and the goal is to raise India's annual container manufacturing capacity [around ten-fold to 750,000 twenty-foot equivalent units](https://www.itln.in/amp/shipping/cabinet-clears-100-bn-scheme-to-boost-container-manufacturing-1361099). For [Metaintro](https://www.metaintro.com) readers in steel, fabrication, logistics and plant operations, this guide covers where the jobs estimate comes from, how the money is split, which factories can qualify and how long the build-up runs.

## What Did the Union Cabinet Approve on October 28?

The decision came at a Cabinet meeting [chaired by Prime Minister Narendra Modi](https://www.cnbctv18.com/economy/union-cabinet-approves-%E2%82%B910000-crore-container-manufacturing-scheme-targets-53000-jobs-20021570.htm) on [Wednesday, October 28](https://www.tribuneindia.com/news/business/cabinet-approves-rs-10000-crore-container-manufacturing-scheme-expected-to-create-over-53000-jobs/amp). The scheme is called the [Container Manufacturing Promotion Scheme (CMPS)](https://www.millenniumpost.in/business/govt-clears-container-mfg-promotion-scheme-with-an-outlay-of-10000-cr-681331), and its purpose is to [establish a globally competitive container manufacturing ecosystem in India, reduce import dependence and strengthen supply-chain resilience](https://www.millenniumpost.in/business/govt-clears-container-mfg-promotion-scheme-with-an-outlay-of-10000-cr-681331).

It covers two kinds of factory. The scheme is meant to [support new manufacturing facilities as well as expansion of existing container manufacturing units](https://www.millenniumpost.in/business/govt-clears-container-mfg-promotion-scheme-with-an-outlay-of-10000-cr-681331), so both fresh plants and expansions of existing units are covered.

Exports are part of the goal as well. The scheme is meant to [create an internationally competitive manufacturing base and position India as a potential global export hub for quality shipping containers](https://www.itln.in/amp/shipping/cabinet-clears-100-bn-scheme-to-boost-container-manufacturing-1361099). It is also expected to [strengthen the resilience of India's maritime and logistics supply chains](https://www.itln.in/amp/shipping/cabinet-clears-100-bn-scheme-to-boost-container-manufacturing-1361099) by building domestic manufacturing capacity.

Before approval, the scheme was called the [Container Manufacturing Assistance Scheme (CMAS)](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf), and the approved CMPS is the scheme [announced in the Union Budget 2026-27](https://www.tribuneindia.com/news/business/cabinet-approves-rs-10000-crore-container-manufacturing-scheme-expected-to-create-over-53000-jobs/amp).

Union Minister Ashwini Vaishnaw [briefed reporters after the meeting](https://www.tribuneindia.com/news/business/cabinet-approves-rs-10000-crore-container-manufacturing-scheme-expected-to-create-over-53000-jobs/amp), presenting the scheme as one that [was intended to help India emerge as a new destination for container manufacturing over the coming years](https://www.cnbctv18.com/economy/union-cabinet-approves-%E2%82%B910000-crore-container-manufacturing-scheme-targets-53000-jobs-20021570.htm). His wider point on trade was that [almost all goods that are transported for export or import, except bulk commodities, are carried in containers](https://www.tribuneindia.com/news/business/cabinet-approves-rs-10000-crore-container-manufacturing-scheme-expected-to-create-over-53000-jobs/amp).

## Where Does the 53,000 Jobs Figure Come From?

The figure adds together the [two estimates in the official statement](https://www.millenniumpost.in/business/govt-clears-container-mfg-promotion-scheme-with-an-outlay-of-10000-cr-681331), and headlines carry that as [over 53,000 jobs](https://www.tribuneindia.com/news/business/cabinet-approves-rs-10000-crore-container-manufacturing-scheme-expected-to-create-over-53000-jobs/amp).

The jobs are expected [in steel, components and logistics](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html), in The Week's report.

Both numbers are jobs the scheme is [expected to generate](https://www.millenniumpost.in/business/govt-clears-container-mfg-promotion-scheme-with-an-outlay-of-10000-cr-681331), so they are a projection rather than a hiring list.

## How Is the ₹100 Billion Split Across the Scheme?

Most of the money pays for containers once they are made and sold. The largest piece, Operational Expenditure Assistance, [has an allocation of ₹88.91 billion](https://www.itln.in/amp/shipping/cabinet-clears-100-bn-scheme-to-boost-container-manufacturing-1361099) (about $933 million), and it gives [financial assistance for containers manufactured to global shipping standards and sold by eligible manufacturers](https://www.cnbctv18.com/economy/union-cabinet-approves-%E2%82%B910000-crore-container-manufacturing-scheme-targets-53000-jobs-20021570.htm). The aim is to [bridge the cost gap with imported containers](https://www.etvbharat.com/en/business/cabinet-approval-rs-10000-crore-scheme-promote-container-manufacturing-india-exports-enn26102805176).

The second piece helps with factory loans. Interest Subvention Assistance has [an allocation of ₹8.59 billion](https://www.itln.in/amp/shipping/cabinet-clears-100-bn-scheme-to-boost-container-manufacturing-1361099) (about $90 million) and will [provide an annual interest subsidy of 3% on eligible term loans](https://www.cnbctv18.com/economy/union-cabinet-approves-%E2%82%B910000-crore-container-manufacturing-scheme-targets-53000-jobs-20021570.htm) for new plants and expansions.

The third piece is testing. A further [₹1.5 billion has been earmarked for testing and certification assistance](https://www.itln.in/amp/shipping/cabinet-clears-100-bn-scheme-to-boost-container-manufacturing-1361099) (about $15.7 million), covering common facilities [such as dynamic longitudinal impact testing](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html). Testing and certification are [critical for export requirements](https://www.etvbharat.com/en/business/cabinet-approval-rs-10000-crore-scheme-promote-container-manufacturing-india-exports-enn26102805176).

The last ₹1 billion (about $10.5 million) [will go towards administration, monitoring, and capacity building](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html), in The Week's breakdown. The scheme also includes [land leasing support](https://www.millenniumpost.in/business/govt-clears-container-mfg-promotion-scheme-with-an-outlay-of-10000-cr-681331), which aims to provide [leasing support of 25 per cent of the notified rate for land from major ports](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html), in The Week's explainer.

## How Did the Timeline Change From Five Years to FY 2039-40?

The Budget speech set a shorter clock. The Union Budget 2026-27 speech proposed [a Scheme for Container Manufacturing to create a globally competitive container manufacturing ecosystem](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/feb/doc202621775901.pdf), with ₹100 billion (about $1.05 billion) set aside over [a 5 year period](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/feb/doc202621775901.pdf).

The plan then went to appraisal. By 17.03.2026, the [Ministry had initiated the process of appraisal of the Scheme](https://sansad.in/getFile/annex/270/AU2875_nAmH3t.pdf), with the goal of [creating globally competitive container manufacturing ecosystem in the country through financial incentives to support establishment and expansion of container manufacturing units](https://sansad.in/getFile/annex/270/AU2875_nAmH3t.pdf).

By August the outline was fuller. In August 2026 the then-proposed scheme still had the same outlay [over five years](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf), and it listed [support for testing infrastructure, skilling initiatives and capacity building](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf) among the support types.

The approved version runs much longer. The scheme [will run from FY 2027-28 to FY 2039-40](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html), which [includes three years for setting up facilities and ten years of production support](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html), in The Week's explainer.

## Why Does India Want to Build Its Own Containers?

India buys most of its boxes from abroad. The country [imports nearly 2 million empty containers every year to meet domestic demand and for repositioning purposes](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf), which has made supply [vulnerable to global market fluctuations, freight volatility and supply-chain disruptions](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf).

Home output is small next to that need. India's capacity for domestic manufacture [is around 75,000 TEUs, actual production is about half that](https://www.etvbharat.com/en/business/cabinet-approval-rs-10000-crore-scheme-promote-container-manufacturing-india-exports-enn26102805176), leading to what ETV Bharat calls [a huge demand supply gap](https://www.etvbharat.com/en/business/cabinet-approval-rs-10000-crore-scheme-promote-container-manufacturing-india-exports-enn26102805176).

Supply is also concentrated. Vaishnaw put the global picture plainly, that [container manufacturing is highly concentrated globally, with 95% of production taking place in a single country](https://www.tribuneindia.com/news/business/cabinet-approves-rs-10000-crore-container-manufacturing-scheme-expected-to-create-over-53000-jobs/amp). China produces [around 3 million containers a year](https://www.etvbharat.com/en/business/cabinet-approval-rs-10000-crore-scheme-promote-container-manufacturing-india-exports-enn26102805176), and about [80 per cent of India's container imports are Chinese](https://www.etvbharat.com/en/business/cabinet-approval-rs-10000-crore-scheme-promote-container-manufacturing-india-exports-enn26102805176), in ETV Bharat's figures.

Sea trade explains why the boxes matter. Around [80% of global merchandise trade by volume is transported by sea](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf), in data from the [UN trade and development body UNCTAD](https://unctad.org/) used in the government explainer, and containerised cargo [accounts for nearly two-thirds of the value of international trade](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf). UNCTAD has also linked recent disruptions to [freight-rate volatility and increased pressure on maritime transport networks](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf).

> Given this heavy concentration, shipping lines and shipping companies have been requesting that another country emerge and establish a strong position in container manufacturing, Union Minister Ashwini Vaishnaw said, according to [the CNBC-TV18 report](https://www.cnbctv18.com/economy/union-cabinet-approves-%E2%82%B910000-crore-container-manufacturing-scheme-targets-53000-jobs-20021570.htm).

## What Is a Shipping Container, and Which Supplier Industries Could Gain?

Shipping containers are [standardized steel freight containers used to transport cargo across ships, railways and road vehicles without unloading and repacking the goods during transit](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf). They are built to [ISO (International Organization for Standardization) specifications](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf), and the [most common sizes are 20-foot and 40-foot containers](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf), counted in TEUs.

Several supplier industries are named. In August 2026, the ancillary industries expected to grow were [corner castings, wooden frames and Corten steel](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf), and on October 28 the government expected the scheme to benefit [corner castings, specialised steel, wooden frames and paints](https://www.cnbctv18.com/economy/union-cabinet-approves-%E2%82%B910000-crore-container-manufacturing-scheme-targets-53000-jobs-20021570.htm).

Local content is meant to rise. The operating subsidy aims to raise each container's domestic content [from 70 per cent to 90 per cent](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html), in The Week's report.

In July 2026, India rolled out [its first India-manufactured export-import (EXIM) shipping container for global shipping company, A.P. Moller-Maersk](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf), unveiled at the [Maersk-CONCOR Inland Container Depot in Dadri, Uttar Pradesh](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf). That box was made to [internationally recognised ISO standards and the International Convention for Safe Containers (CSC)](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf), which makes it [suitable for deployment across global shipping networks](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf).

Maersk has also placed an [order for 1,000 additional Made-in-India shipping containers with DCM Shriram Group](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf), an order the government called in August 2026 [an early commercial endorsement of India's emerging manufacturing capability](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf).

## Which Manufacturers Can Qualify for Support?

Size thresholds apply to the loan support. Interest support is for [greenfield projects](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html) with a yearly capacity of at least 100,000 TEUs and for [brownfield expansions of at least 25,000 TEUs a year](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html), in The Week's breakdown.

The loans must be for building capacity. Eligible loans are [term loans for capital expenditure availed by container manufacturers for setting up of greenfield container manufacturing facilities and Brownfield expansion of existing container manufacturing capacities](https://www.etvbharat.com/en/business/cabinet-approval-rs-10000-crore-scheme-promote-container-manufacturing-india-exports-enn26102805176).

A committee sets the detailed rules. An [Inter-Ministerial Steering Committee chaired by Vijay Kumar, Secretary, Ministry of Ports, Shipping and Waterways (MoPSW), will approve guidelines and sanction assistance](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html), in The Week's report.

## How Does This Fit With India's Wider Shipping Plans?

The container plan sits beside a national shipping line. In February 2026 the Ministry of Ports, Shipping and Waterways [signed an MoU to establish the Bharat Container Shipping Line (BCSL)](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf), which plans [fleet development of 51 container vessels of various sizes and domestic container procurement](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf). The shipping line brings together the [Shipping Corporation of India (SCI), the Container Corporation of India (CONCOR), the Jawaharlal Nehru Port Authority, V.O. Chidambaranar Port Authority (VOCPA) and the Sagarmala Finance Corporation Limited](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf).

Shipbuilding has its own package. The government has announced a [Shipbuilding Financial Assistance Package](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf) that [aims to boost domestic shipbuilding capabilities](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf). That is separate money from the container scheme. A similar shipbuilding push abroad is the [planned HD Hyundai and Kiewit shipyard in the US](https://www.metaintro.com/blog/hd-hyundai-kiewit-us-shipyard-3000-jobs).

Port traffic targets are large too. The plan is linked to boosting container handling [from 24 million TEUs in 2024 to 175 million TEUs by 2047](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html), the year by which India seeks to become [one of the world's top five maritime superpowers](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html), in The Week's explainer. The scheme also supports [India's larger aims under the Make in India and Maritime Amrit Kaal Vision 2047](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html), a link the government also drew in its [August 2026 scheme explainer](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf).

New port capacity was also under way. In August 2026, projects including [Vadhavan Port, the International Container Transshipment Port at Galathea Bay, the Tuna Tekra Container Terminal and the Outer Harbour Container Terminal at V.O. Chidambaranar Port](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf) were listed as progressing, and [three Indian ports were ranked among the world's top 30](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf) in the Container Port Performance Index 2025.

Logistics programmes run alongside it. In August 2026, the container plan was tied to [PM Gati Shakti, enhancing connectivity between ports, railways, highways and industrial centres](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf), [the National Logistics Policy, supporting operational efficiency](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf) and [the Sagarmala Programme, promoting port-led development](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf).

New shipping laws are part of the same push. India has enacted the [Merchant Shipping Act, 2025, Coastal Shipping Act, 2025 and Indian Ports Act, 2025](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf), which [provide an updated legal framework for shipping, coastal trade and port governance](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf). Digital systems such as [the One Nation One Port Process (ONOP), the Maritime Single Window and e-Samudra](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf) are meant to [simplify regulatory procedures, reduce documentation and improve operational efficiency across ports and shipping services](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf).

> (The) Make in India push is giving our container manufacturers the confidence to build at scale, and this scheme is a strong step to reduce import dependence, Ports, Shipping and Waterways Minister Sarbananda Sonowal said in a statement, according to [The Week's scheme explainer](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html).

## What This Means for Job Seekers, and What Should You Do Next?

This is a slow-build jobs story. The scheme has a long timeline, and the jobs total is an estimate, not a list of posts. Support is set to [run from FY 2027-28](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html), and the [steering committee will approve guidelines and sanction assistance](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html), so the jobs estimate is not a list of openings to apply for.

Most of the estimate is indirect work, which the government placed [across container manufacturing and allied industries](https://static.pib.gov.in/WriteReadData/specificdocs/documents/2026/aug/doc2026811950601.pdf) in August 2026. If you work in steel, castings, timber, paint or logistics, the one useful step now is to note which of your customers make containers or supply their parts, since the scheme pays [eligible container manufacturers](https://www.millenniumpost.in/business/govt-clears-container-mfg-promotion-scheme-with-an-outlay-of-10000-cr-681331).

The rules also favour scale. Loan support is limited to large greenfield plants and sizeable brownfield expansions, and port land leasing help is tied to [major ports](https://www.theweek.in/news/maritime/2026/10/29/what-is-cmps-union-cabinet-approves-indian-rupee10000-crore-push-to-boost-container-manufacturing.html). Other large factory plans in India come with their own job estimates, such as the [Mahindra plant in Nagpur](https://www.metaintro.com/blog/mahindra-nagpur-butibori-plant-20000-jobs-2028).

Lacey Kaelani, [Metaintro](https://www.metaintro.com)'s CEO, puts it this way: A scheme like this is a promise of factories, not a job offer. The people who gain first are the ones already doing the supplier work, so build the skills that plant would need before it opens.
