# Jeonnam-Gwangju Merged Office Opens 549 Secondary Teacher Posts With an Eight-Year Stay Rule

Jeonnam will pick 428 and Gwangju 121 secondary teachers in the merged office's 2027 exam. Apply Oct. 12 to 16. Public hires stay in their area for eight years.

Certified secondary teachers now have a date and a number to plan around in South Korea's [newly merged Jeonnam-Gwangju region](https://www.korvia.com/magazine/gwangju-jeonnam-merger-epik-teachers-2026). The [Jeonnam-Gwangju Special Metropolitan City Office of Education](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121) published its plan for the 2027 secondary teacher selection exam on Sept. 30, covering [428 positions in Jeonnam and 121 in Gwangju](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121), or [549 in total](https://www.fnnews.com/news/202609301021149386) across public and private schools. Applications run from [Oct. 12 to 16](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121) through the office's online recruitment system, and public school hires will stay in their original area for [eight years from their initial appointment date](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121). ## How Many Secondary Teachers Will Each Area Select?

Jeonnam carries [most of the posts](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121). Its public schools will select [276 secondary school teachers, 66 health, library, professional counselling and nutrition teachers, and 14 secondary teachers for special education schools](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121). That makes [356 public posts in Jeonnam](https://news.mtn.co.kr/news-detail/2026093014022767011), of which [28 are filled through a separate recruitment track for people with disabilities](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121). Jeonnam's private schools will add [72 posts, made up of 68 secondary school teachers, two health teachers and two special education secondary teachers](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121).

Gwangju's public schools offer [far fewer subject posts](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121). The city will select [18 secondary school teachers, 27 health, library, professional counselling and nutrition teachers, and nine secondary teachers for special education schools](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121), for [54 public posts](https://news.mtn.co.kr/news-detail/2026093014022767011). [Four of these](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121) sit in the separate track for applicants with disabilities. Gwangju's private schools will hire [67 secondary school teachers](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121), which is [more than the 54 its public schools are hiring](https://news.mtn.co.kr/news-detail/2026093014022767011).

The split matters if you teach a mainstream subject. In Gwangju, the non-subject roles in health, library, counselling and nutrition outnumber the public subject teacher posts, with [27 against 18](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121). A subject teacher who wants a public post in the city faces a small pool, while Jeonnam's public schools list [276 subject posts across all subjects](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121).

## Is This the First Hiring Round Under the Merged Office?

It is the first secondary round, not [the first round of any kind](https://www.jnilbo.com/news/articleView.html?idxno=90000063770). The Sept. 30 plan is [the first secondary teacher recruitment under the integrated Jeonnam-Gwangju education system](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121). The same office had already published its kindergarten, elementary and special school plan on [September 9, covering 257 teachers](https://www.jnilbo.com/news/articleView.html?idxno=90000063770), with the same eight-year rule for its final successful candidates.

It is also [not a single pooled exam](https://en.sedaily.com/society/2026/08/05/jeonnam-gwangju-education-office-to-hire-628-public-school). [Teacher selection proceeds separately for the Jeonnam and Gwangju regions, as before](https://en.sedaily.com/society/2026/08/05/jeonnam-gwangju-education-office-to-hire-628-public-school), so the numbers above are two separate lists run by one office.

The [office itself is new](https://www.korvia.com/magazine/gwangju-jeonnam-merger-epik-teachers-2026). Gwangju and the province of Jeollanam-do merged into one government, and [their two offices of education became one, effective July 1, 2026](https://www.korvia.com/magazine/gwangju-jeonnam-merger-epik-teachers-2026). Voters elected [a single superintendent of education for the whole territory for the first time](https://www.korvia.com/magazine/gwangju-jeonnam-merger-epik-teachers-2026) in June, replacing the two separate superintendents the areas used to elect.

## Who Can Apply, and When Does the Window Open?

The [entry requirement is the certificate](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121). Applicants must hold [a teaching certificate in the relevant subject](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121), and those expecting to obtain certification by [the end of February 2027](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121) may also apply. That clause opens the exam to candidates who are still completing their certification.

## What Does the Exam Timetable Look Like?

The public secondary exam runs in [two rounds, with a first round in November and a second in January](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121).

- **First round.** The [first-round exam on Nov. 28, with first-round results on Dec. 29](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121).
- **Practical skills.** The second round starts with [practical skills evaluations on Jan. 14](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121) for [candidates who passed the first round](https://nocutnews.co.kr/news/6584932).
- **Teaching and interview.** [Teaching demonstrations and in-depth aptitude interviews run from Jan. 20 to 21](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121).
- **Final results.** Final results are due on [Feb. 5, 2027](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121).

The second round consists of [practical skills evaluations, teaching demonstrations and in-depth aptitude interviews](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121), so candidates who pass in December have only a few weeks to rehearse a lesson and prepare for the interview.

## What Does the Eight-Year Rule Mean for Where You Will Teach?

This is the rule that shapes a career. Successful public school candidates for the 2027 academic year will [serve in their previous jurisdiction for eight years from their initial appointment date](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121). After that period, [transfers across the integrated Jeonnam-Gwangju area will take effect](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121).

The eight-year posting is set as [the working principle for newly appointed public secondary teachers](https://www.fnnews.com/news/202609301021149386). The office tied the rule to [stabilising the teacher supply and reducing confusion at schools following the merger](https://news.mtn.co.kr/news-detail/2026093014022767011). In practice, a candidate hired on the Gwangju list [stays within the former Gwangju area](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121) for that first period, and a Jeonnam hire stays within the former province.

That choice is bigger than it looks. Gwangju is [a metropolitan city with subway and intercity rail links](https://www.korvia.com/magazine/gwangju-jeonnam-merger-epik-teachers-2026), while Jeollanam-do is [mostly rural and coastal](https://www.korvia.com/magazine/gwangju-jeonnam-merger-epik-teachers-2026), with small towns, farming districts and many small islands alongside cities such as Mokpo, Yeosu, Suncheon and Gwangyang. Picking the Jeonnam list for its larger number of posts means committing to that wider map for the first eight years of a public school career.

The rule applies to [public schools](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121). The eight-year posting is tied to [successful public school candidates](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121), and the plan's coverage names no equivalent rule for private school posts.

## What Does the Merger Law Say About Teacher Postings?

The merger rests on the [Special Act on the Establishment of the Jeonnam-Gwangju Integrated Special City](https://www.law.go.kr/%EB%B2%95%EB%A0%B9/%EC%A0%84%EB%82%A8%EA%B4%91%EC%A3%BC%ED%86%B5%ED%95%A9%ED%8A%B9%EB%B3%84%EC%8B%9C%EC%84%A4%EC%B9%98%EB%A5%BC%EC%9C%84%ED%95%9C%ED%8A%B9%EB%B3%84%EB%B2%95), and the following rules in it matter to anyone joining the teaching workforce there.

- **Staff already in post work in their former area as a rule.** Education staff appointed and selected before the merger work in the former Gwangju or Jeonnam area [as a matter of principle](https://www.law.go.kr/%EB%B2%95%EB%A0%B9/%EC%A0%84%EB%82%A8%EA%B4%91%EC%A3%BC%ED%86%B5%ED%95%A9%ED%8A%B9%EB%B3%84%EC%8B%9C%EC%84%A4%EC%B9%98%EB%A5%BC%EC%9C%84%ED%95%9C%ED%8A%B9%EB%B3%84%EB%B2%95), and a move between the two areas for administrative reasons needs the person's consent.
- **The city can limit transfers for newly hired teachers.** For teachers recruited by region, the Act lets the merged city set by ordinance [a period during which transfers to another area or school can be restricted](https://www.law.go.kr/%EB%B2%95%EB%A0%B9/%EC%A0%84%EB%82%A8%EA%B4%91%EC%A3%BC%ED%86%B5%ED%95%A9%ED%8A%B9%EB%B3%84%EC%8B%9C%EC%84%A4%EC%B9%98%EB%A5%BC%EC%9C%84%ED%95%9C%ED%8A%B9%EB%B3%84%EB%B2%95).
- **A local talent track is allowed.** The superintendent may run a separate open exam for [graduates of universities in the area, or residents of the area](https://www.law.go.kr/%EB%B2%95%EB%A0%B9/%EC%A0%84%EB%82%A8%EA%B4%91%EC%A3%BC%ED%86%B5%ED%95%A9%ED%8A%B9%EB%B3%84%EC%8B%9C%EC%84%A4%EC%B9%98%EB%A5%BC%EC%9C%84%ED%95%9C%ED%8A%B9%EB%B3%84%EB%B2%95), within a tenth of the planned intake of new teachers, under an ordinance.

The [local talent clause](https://www.law.go.kr/%EB%B2%95%EB%A0%B9/%EC%A0%84%EB%82%A8%EA%B4%91%EC%A3%BC%ED%86%B5%ED%95%A9%ED%8A%B9%EB%B3%84%EC%8B%9C%EC%84%A4%EC%B9%98%EB%A5%BC%EC%9C%84%ED%95%9C%ED%8A%B9%EB%B3%84%EB%B2%95) is permission, not a quota. The superintendent [may run such a track](https://www.law.go.kr/%EB%B2%95%EB%A0%B9/%EC%A0%84%EB%82%A8%EA%B4%91%EC%A3%BC%ED%86%B5%ED%95%A9%ED%8A%B9%EB%B3%84%EC%8B%9C%EC%84%A4%EC%B9%98%EB%A5%BC%EC%9C%84%ED%95%9C%ED%8A%B9%EB%B3%84%EB%B2%95), and coverage of the Sept. 30 plan [mentions a disability track but no local graduate or resident track](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121).

## Why Was the Advance Notice Postponed?

Exam rules require an office to announce [the approximate number of posts at least six months before the exam](https://www.gen.go.kr/xboard/board.php?mode=view&number=455669&tbnum=49), but on May 6 the Gwangju Office of Education postponed that notice for reasons including teacher supply adjustments between the Ministry of Education and the city and provincial offices.

Details of the 2027 exam were to follow in a separate notice [after the merged education office launched in July 2026](https://www.gen.go.kr/xboard/board.php?mode=view&number=455669&tbnum=49). The same rule lets an office give that notice [as late as three months before the exam, with the minister's approval](https://www.gen.go.kr/xboard/board.php?mode=view&number=455669&tbnum=49), where new subjects or extra teacher supply make the six-month deadline impossible.

The merged office published that advance notice [on August 5](https://en.sedaily.com/society/2026/08/05/jeonnam-gwangju-education-office-to-hire-628-public-school). It put the planned secondary total at [375 positions across 31 subjects](https://en.sedaily.com/society/2026/08/05/jeonnam-gwangju-education-office-to-hire-628-public-school), with [240 subject teachers in Jeonnam and 18 in Gwangju](https://en.sedaily.com/society/2026/08/05/jeonnam-gwangju-education-office-to-hire-628-public-school). The final plan lists [276 secondary school teachers for Jeonnam's public schools](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121), while Gwangju [stayed at the same number as the advance notice](https://www.educhang.co.kr/news/articleView.html?idxno=10061).

## How Does This Round Compare With the National Picture?

Across South Korea, [public secondary hiring is shrinking](https://www.edupress.kr/news/articleView.html?idxno=30490). South Korea's public schools will select [4,932 secondary teachers next year, down 31 percent from 7,147 this year](https://www.educhang.co.kr/news/articleView.html?idxno=10061). The final national figure is [545 higher than the August advance notice](https://www.educhang.co.kr/news/articleView.html?idxno=10061), but still well below this year's intake.

[Gwangju shows the drop sharply](https://www.edupress.kr/news/articleView.html?idxno=30490). Gwangju's secondary subject teacher intake falls [from 48 this year to 18](https://www.edupress.kr/news/articleView.html?idxno=30490). Only [Daegu and Gangwon](https://www.edupress.kr/news/articleView.html?idxno=30490) among the 16 provincial offices are hiring more secondary teachers than this year.

The [non-subject roles run the other way](https://www.edupress.kr/news/articleView.html?idxno=30490). Nationally, public schools will select [370 health teachers, 268 nutrition teachers, 103 librarian teachers and 324 professional counsellors](https://www.edupress.kr/news/articleView.html?idxno=30490), and every one of those fields is hiring more than this year. Special education teacher hiring rose by [101 to 404](https://www.edupress.kr/news/articleView.html?idxno=30490), a rise the report ties to a growing number of students with special education needs.

The [ministry's explanation](https://www.edupress.kr/news/articleView.html?idxno=30490) is about retirement and last year's surge. Jang Se-eun, head of the Ministry of Education's teacher policy division, linked the fall to [a sharp drop in voluntary early retirement and an adjustment after last year's large intake](https://www.edupress.kr/news/articleView.html?idxno=30490), and expects future secondary hiring to settle in the [4,000s to 5,000s](https://www.edupress.kr/news/articleView.html?idxno=30490). The Korean Federation of Teachers' Unions criticised the cut, arguing that schools are already covering shortages with [fixed-term teachers and hourly instructors](https://www.educhang.co.kr/news/articleView.html?idxno=10061) as the high school credit system expands to all grades.

## What About Private Schools and Foreign English Teachers?

Private schools are [part of this round too](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121). Jeonnam's private schools account for [72 of its posts](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121), and Gwangju's private schools for [67](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121). In Jeonnam, [the 72 private posts sit alongside 356 public ones](https://news.mtn.co.kr/news-detail/2026093014022767011), so the private share is much smaller there.

Foreign native-speaker English teachers come in through [a different programme](https://www.korvia.com/magazine/gwangju-jeonnam-merger-epik-teachers-2026). The English Program in Korea is run nationally by [the National Institute for International Education](https://www.korvia.com/magazine/gwangju-jeonnam-merger-epik-teachers-2026), and for the Fall 2026 intake EPIK [listed Gwangju and Jeonnam as two separate placement regions](https://www.korvia.com/magazine/gwangju-jeonnam-merger-epik-teachers-2026). The merger did not change [how EPIK recruits, what teachers are paid or the terms of their contracts](https://www.korvia.com/magazine/gwangju-jeonnam-merger-epik-teachers-2026), according to EPIK recruiter Korvia's July 1 guide. ## What This Means for Teacher Candidates, and What Should You Do Next?

The list you pick matters as much as the headline number. The Jeonnam list has far more public subject posts, [276 against Gwangju's 18](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121), but it comes with a [wide rural and island map](https://www.korvia.com/magazine/gwangju-jeonnam-merger-epik-teachers-2026) and an [eight-year stay in that area](https://en.sedaily.com/society/2026/09/30/first-teacher-hiring-after-merger-428-slots-in-jeonnam-121). A candidate who would be unhappy outside a city should treat that as a real cost, not a detail.

The national picture adds pressure. The country's public secondary intake falls to [4,932 next year](https://www.educhang.co.kr/news/articleView.html?idxno=10061), and Jang expects future new secondary hiring in the [4,000s to 5,000s](https://www.edupress.kr/news/articleView.html?idxno=30490). The teachers' union federation points to a lower path, noting that under the ministry's teacher supply plan new secondary subject teacher hiring is projected to fall to [3,300 to 3,700 by 2030](https://www.educhang.co.kr/news/articleView.html?idxno=10061). Health, library, counselling, nutrition and special education are the fields where [next year's national intake is larger than this year's](https://www.edupress.kr/news/articleView.html?idxno=30490).

Here is what we would do:

- **Read the full plan first.** Find it in the office's [secondary teacher recruitment section](https://www.gjdaily.net/news/articleView.html?idxno=100712) and check your subject's exact count before choosing a list.
- **Choose your area with the eight years in mind.** Decide whether you can live with a rural or island posting before you pick Jeonnam for its larger numbers.
