# Job Market Hits Pause Button

U.S. job openings fell to 7.1 million in November 2025, marking the second-lowest level in five years. Employers remain cautious about hiring despite solid economic growth, creating a challenging environment for job seekers.

## Openings Fall to Five-Year Low

The employment landscape took another downward turn as U.S. businesses and government agencies posted just 7.1 million job openings in November 2025, down from 7.4 million in October, according to the [Bureau of Labor Statistics](https://www.bls.gov/) Job Openings and Labor Turnover Survey. This marks the second-lowest level in five years and the weakest reading since September 2024. The job openings rate held at 4.3 percent, little changed from October but down significantly from historical peaks.

## The Low-Hire, Low-Fire Stalemate

The numbers reveal what economists call a "low-hire, low-fire" market where existing workers enjoy relative job security but anyone outside the system faces steep barriers to entry. Actual hiring activity wilted to 5.1 million in November, the lowest since June 2024, while layoffs remained historically subdued at 1.7 million with a rate of just 1.1 percent. Companies appear to be playing defense, holding onto current employees rather than adding headcount despite solid economic growth that topped 4 percent annually in the third quarter of 2025.

The quits rate edged up slightly to 2.0 percent but remains well below pre-pandemic levels, signaling that workers lack confidence to leave for better opportunities. ## Strategic Adaptation Required

For job seekers, this frozen landscape demands strategic adaptation. The disconnect between strong GDP growth and weak hiring creates uncertainty about whether employers will eventually ramp up recruitment or whether sluggish job gains will drag down the broader economy. Private sector data from [ADP](https://www.adp.com/) showed businesses added only 41,000 jobs in December, an improvement from shedding 29,000 positions in November but still far below historical norms. Small firms with fewer than 50 workers contributed just 9,000 positions after months of losses, an encouraging reversal but hardly robust growth.

Health care, education, and leisure sectors drove what limited hiring occurred, with health services adding 39,000 jobs and leisure and hospitality contributing 24,000 positions in December according to ADP data. The professional and business services sector lost 29,000 jobs, while the information sector shed 12,000 positions. These patterns suggest hiring remains concentrated in service industries with essential or discretionary consumer-facing roles, while white-collar professional positions continue contracting.

Economists suggest job hunters should focus on upskilling, aggressive networking, and targeting industries showing resilience like health care and construction. The [Federal Reserve](https://www.federalreserve.gov/) watches these JOLTS figures closely as key indicators of labor market tightness, and with unemployment already at 4.6 percent and likely to rise, the coming months will test whether this pause represents temporary caution or the beginning of broader weakness. The Fed's own projections indicated a midpoint expectation of 4.4 percent unemployment for 2026, but current trends suggest that target may be difficult to achieve without a pickup in hiring activity.
