President William Ruto says a [Sh70 billion (about $539 million) cement and clinker factory at Ngaaie, Mwingi North, in Kitui County is expected to create 4,000 jobs](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/). The plant is being developed by [Devki Group](https://devkigroupke.com/about/), the steel and cement maker, and Ruto [broke ground for the plant at the groundbreaking ceremony on Tuesday, October 27](https://citizen.digital/article/president-ruto-breaks-ground-for-ksh70-billion-devki-clinker-and-cement-plant-in-kitui-n392819) in Ngaaie. For [Metaintro](https://www.metaintro.com) readers in Kitui and across Ukambani, this guide covers the job and cost figures, what the plant will make, when it is due to run and where Devki posts its openings.

## What Did Ruto Announce for Kitui?

At Tseikuru grounds on Monday, the President pitched the plant as an investment that [would provide employment opportunities for young people and stimulate local trade](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/). The factory will [use locally sourced materials to manufacture clinker, a key raw material in cement production](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/). He described the Ngaaie project as a source of [employment opportunities in Mwingi North, an area where residents have long sought stronger economic activity and more jobs for young people](https://peopledaily.digital/inside-politics/ruto-warns-brokers-cartels-ahead-of-ksh70b-ngaie-cement-plant-groundbreaking). He also urged young people to [take advantage of government-backed development projects by seeking employment and business opportunities arising from the investments](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/), and [Labour Cabinet Secretary Alfred Mutua and several Members of Parliament accompanied the President](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/) on the visit.

Ruto had also spoken of the plant at [a church service in Mwingi](https://citizen.digital/article/president-ruto-tours-ukambani-pledges-development-projects-n392709) during the same tour, telling the congregation, "[I am coming to launch a major clinker company in this area](https://citizen.digital/article/president-ruto-tours-ukambani-pledges-development-projects-n392709)." On Monday, Ruto urged local youth to [prepare for employment opportunities linked to the factory](https://peopledaily.digital/inside-politics/ruto-warns-brokers-cartels-ahead-of-ksh70b-ngaie-cement-plant-groundbreaking) and to look for work rather than wait for it.

At the ceremony itself, Ruto said [producing clinker locally would reduce reliance on imports, create jobs and strengthen Kenya’s industrial capacity](https://citizen.digital/article/president-ruto-breaks-ground-for-ksh70-billion-devki-clinker-and-cement-plant-in-kitui-n392819), and he [urged Devki Group to work with technical and vocational training institutions to provide apprenticeships and practical training for young people in Kitui](https://citizen.digital/article/president-ruto-breaks-ground-for-ksh70-billion-devki-clinker-and-cement-plant-in-kitui-n392819). Raval said [the company had been planning to establish the plant for about 10 years](https://citizen.digital/article/president-ruto-breaks-ground-for-ksh70-billion-devki-clinker-and-cement-plant-in-kitui-n392819), citing the limestone deposits at Ngaaie.

The plant is a [National Cement Company Limited project, associated with Devki Group chairman Narendra Raval](https://peopledaily.digital/inside-politics/ruto-warns-brokers-cartels-ahead-of-ksh70b-ngaie-cement-plant-groundbreaking). Raval set the date in [a statement shared on X on Saturday, October 24, 2026](https://peopledaily.digital/business/devki-billionaire-narendra-naval-announces-groundbreaking-of-cement-plant-in-kitui), inviting stakeholders and guests to the ceremony.

> I tell young people looking for jobs that we are launching the cement factory tomorrow so that they can seek employment opportunities, President William Ruto said at Tseikuru on Monday, according to [the Capital FM report](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/).

## How Many Jobs Will the Kitui Plant Create?

The job figures depend on who is counting and at which stage. In Ruto's count, the [clinker project currently supports more than 3,000 workers](https://citizen.digital/article/president-ruto-tours-ukambani-pledges-development-projects-n392709), and his jobs figure applies [once the plant is completed](https://citizen.digital/article/president-ruto-tours-ukambani-pledges-development-projects-n392709). Those jobs have also been described as [additional jobs for young people once fully operational](https://mountkenyatimes.co.ke/ruto-courts-ukambani-with-roads-and-a-ksh70b-clinker-plant-as-2027-political-contest-heats-up/).

On Monday, Ruto put the number at [approximately 4,200 young people](https://peopledaily.digital/inside-politics/ruto-warns-brokers-cartels-ahead-of-ksh70b-ngaie-cement-plant-groundbreaking), a figure People Daily describes as his own projection. The 4,000 figure also appears elsewhere as a count of [direct jobs](https://mwakilishi.com/news/2026-10-26/ruto-offers-development-olive-branch-to-kalonzo-musyoka).

Devki's figure for the operating stage is less specific, with Raval expecting the plant to [create hundreds of jobs once it is running, on top of the local workers and suppliers already employed during construction](https://www.billionaires.africa/2026/10/25/kenyan-billionaire-narendra-raval-to-host-president-at-385-million-cement-plant-groundbreaking/). Construction at the site [employs 1,200 youth](https://mjengohub.co.ke/projects/ngaaie-cement-manufacturing-plant), on the count of a Kenyan construction project tracker. The company's groundbreaking invitation itself gave no figure, and the [details on the plant’s investment value, production capacity, construction timeline and projected job opportunities were not provided in the announcement](https://peopledaily.digital/business/devki-billionaire-narendra-naval-announces-groundbreaking-of-cement-plant-in-kitui).

## What Are the Three Cost Figures for the Kitui Plant?

Three different price tags have been attached to the Kitui plant since late September, including the Sh70 billion (about $539 million) figure [Ruto gave on Monday](https://peopledaily.digital/inside-politics/ruto-warns-brokers-cartels-ahead-of-ksh70b-ngaie-cement-plant-groundbreaking). Devki's own figure, given when construction began, was [a cement factory in Kitui County costing 50 billion shillings, about $386 million](https://www.billionaires.africa/2026/09/26/kenyan-billionaire-narendra-raval-starts-building-386-million-cement-plant-in-kitui/).

Earlier, on October 1 in Mombasa, in remarks [relayed by Nairametrics from a Kenyans.co.ke report](https://nairametrics.com/2026/10/02/kenya-secures-new-investor-for-254-4-million-kitui-cement-factory-after-dangotes-exit/), Ruto described an investor who was [already around](https://nairametrics.com/2026/10/02/kenya-secures-new-investor-for-254-4-million-kitui-cement-factory-after-dangotes-exit/) and a factory that would [cost $254.4 million](https://nairametrics.com/2026/10/02/kenya-secures-new-investor-for-254-4-million-kitui-cement-factory-after-dangotes-exit/). At that point the investor was [yet-to-be-named](https://nairametrics.com/2026/10/02/kenya-secures-new-investor-for-254-4-million-kitui-cement-factory-after-dangotes-exit/) and the groundbreaking was pencilled in for November.

Devki is [funding the project itself](https://mjengohub.co.ke/projects/ngaaie-cement-manufacturing-plant), and civil works at the site [are active](https://mjengohub.co.ke/projects/ngaaie-cement-manufacturing-plant), and the Investment Promotion Principal Secretary [inspected the site in July 2026](https://mjengohub.co.ke/projects/ngaaie-cement-manufacturing-plant).

## Who Is Devki Group, the Company Building the Plant?

Devki Group employs [more than 14,000 people in 19 factories](https://devkigroupke.com/about/) across 9 industries, on its current About page, and calls itself the [single largest employer in the Private Sector in Kenya](https://devkigroupke.com/about/). Its subsidiaries include [National Cement Company Limited, Cemtech Limited and Maisha Mabati Mills Limited](https://devkigroupke.com/about/), with a [group turnover of over USD 1 Billion](https://devkigroupke.com/about/) a year.

Raval [moved to Kenya from India in 1981, aged 19](https://www.billionaires.africa/2026/10/25/kenyan-billionaire-narendra-raval-to-host-president-at-385-million-cement-plant-groundbreaking/), and worked in a Nairobi hardware shop before starting his own business. The group sells under brands including [Simba Cement, National Cement and Maisha Mabati](https://www.billionaires.africa/2026/10/25/kenyan-billionaire-narendra-raval-to-host-president-at-385-million-cement-plant-groundbreaking/), with operations in Kenya, Uganda, Tanzania, Rwanda and the Democratic Republic of Congo.

The new plant follows [Devki's Cemtech clinker plant in West Pokot County, which Ruto opened in 2024](https://www.billionaires.africa/2026/10/25/kenyan-billionaire-narendra-raval-to-host-president-at-385-million-cement-plant-groundbreaking/).

## What Will the Ngaaie Plant Make, and When Will It Open?

Clinker, the plant's main product, is [made by heating limestone in a kiln](https://www.billionaires.africa/2026/10/25/kenyan-billionaire-narendra-raval-to-host-president-at-385-million-cement-plant-groundbreaking/) and is the main ingredient in cement. The Ngaaie site [is close to local limestone deposits and would be the county’s first cement plant](https://www.cemnet.com/News/story/182172/devki-builds-kes50bn-cement-plant-in-kitui.html).

Devki made public on [Friday, Sept. 25 that it had started building the plant](https://www.billionaires.africa/2026/09/26/kenyan-billionaire-narendra-raval-starts-building-386-million-cement-plant-in-kitui/), and in Raval's estimate [operations are expected to begin in mid-2027](https://www.cemnet.com/News/story/182172/devki-builds-kes50bn-cement-plant-in-kitui.html). A Kenyan construction project tracker has [full operations scheduled for June 2027](https://mjengohub.co.ke/projects/ngaaie-cement-manufacturing-plant).

Output is less settled. [Annual production of three million tonnes of clinker](https://mjengohub.co.ke/projects/ngaaie-cement-manufacturing-plant) is the target on the same tracker, yet [the group has not disclosed the plant’s planned cement or clinker capacity](https://www.cemnet.com/News/story/182172/devki-builds-kes50bn-cement-plant-in-kitui.html). An earlier Devki filing in the county, made by its Cemtech unit in 2024, sought approval for a clinker factory with [capacity of 5,500 tons a day](https://www.billionaires.africa/2026/10/25/kenyan-billionaire-narendra-raval-to-host-president-at-385-million-cement-plant-groundbreaking/). Those plans [ran into trouble that year when some residents protested over unpaid compensation for land](https://www.billionaires.africa/2026/10/25/kenyan-billionaire-narendra-raval-to-host-president-at-385-million-cement-plant-groundbreaking/).

## Why Is Devki Building a Plant in Kitui?

The plant will [supply cement to eastern and northern markets from a nearer source](https://mjengohub.co.ke/projects/ngaaie-cement-manufacturing-plant), and Raval has argued that [producing it closer to the market should help bring cement prices down](https://www.billionaires.africa/2026/10/25/kenyan-billionaire-narendra-raval-to-host-president-at-385-million-cement-plant-groundbreaking/). The project would [expand Devki’s Kenyan cement production alongside its existing National Cement operations](https://www.cemnet.com/News/story/182172/devki-builds-kes50bn-cement-plant-in-kitui.html), and in Raval's view [production closer to regional markets could reduce transport costs](https://www.cemnet.com/News/story/182172/devki-builds-kes50bn-cement-plant-in-kitui.html).

Raval has also framed the plant around young workers, arguing that [putting young people into jobs is the only route, and those jobs will not appear without industrialisation](https://www.billionaires.africa/2026/09/26/kenyan-billionaire-narendra-raval-starts-building-386-million-cement-plant-in-kitui/). Raval's answer to talk of a monopoly is to [create the monopoly for Kenyans rather than hand it to somebody else](https://www.billionaires.africa/2026/09/26/kenyan-billionaire-narendra-raval-starts-building-386-million-cement-plant-in-kitui/).

## What Have Communities Asked Devki About Its Cement Plants?

Health and safety questions matter to anyone who will work at a cement plant. At a separate planned Devki site in Karicheni, Kieni, in Nyeri County, residents raised [dust and air pollution, skin and eye irritation, possible long-term exposure to emissions and noise from heavy machinery](https://peopledaily.digital/business/devki-billionaire-narendra-naval-announces-groundbreaking-of-cement-plant-in-kitui) during public participation.

Devki's answer there was technical. The company plans to install [vertical roller mills, a cement-grinding technology that uses dust collection systems and consumes less power than some conventional grinding systems](https://peopledaily.digital/business/devki-billionaire-narendra-naval-announces-groundbreaking-of-cement-plant-in-kitui), and a resident delegation made a benchmarking visit to Eldoret to see an operating facility.

## What Kinds of Work Will the Plant Need?

Two groups of jobs come out of a plant like this. The first is on site, where Ruto's appeal in Swahili was [Pale tunahitaji vijana ambao watatusaidia kufanya kazi, tuweze kuzalisha kiwanda, tuweze kuzalisha simiti](https://peopledaily.digital/inside-politics/ruto-warns-brokers-cartels-ahead-of-ksh70b-ngaie-cement-plant-groundbreaking), a call for workers to [support production and help supply cement for Kenya’s construction industry](https://peopledaily.digital/inside-politics/ruto-warns-brokers-cartels-ahead-of-ksh70b-ngaie-cement-plant-groundbreaking).

The second is around the plant. The project is set to bring [direct employment for local residents and indirect work for transporters, suppliers and traders](https://mjengohub.co.ke/projects/ngaaie-cement-manufacturing-plant). Raval has made the same point, saying [thousands of local residents are already working on construction or supplying the site](https://www.billionaires.africa/2026/09/26/kenyan-billionaire-narendra-raval-starts-building-386-million-cement-plant-in-kitui/).

Devki's openings across the group appear on its [group employment page](https://devkigroupke.com/employment/), which currently lists posts for a [Senior Geologist for iron ore in Uganda, a Production Manager and an SAP S4HANA Consultant](https://devkigroupke.com/employment/). The group keeps a separate [employment page for National Cement Company Limited](https://devkigroupke.com/national-cement-company-limited/), the company named on the Kitui project, which carries an introduction and no listed openings.

> This milestone marks an important step in advancing Kenya’s industrial development and expanding local manufacturing capacity, Devki Group chairman Narendra Raval said in his groundbreaking announcement, according to [the People Daily report](https://peopledaily.digital/business/devki-billionaire-narendra-naval-announces-groundbreaking-of-cement-plant-in-kitui).

## What Else Did Ruto Launch in Kitui?

Ruto launched construction of [student hostels at Tseikuru National Polytechnic that will house 340 students](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/), at an institution with [a student population of approximately 1,600](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/). Plans also cover [10 additional classrooms at the polytechnic](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/), meant to [improve access to technical and vocational training](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/), along with [plans for an additional hostel block to accommodate more learners](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/). The hostel and classroom work is part of a government push to [equip young people with skills for employment and entrepreneurship](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/).

He also launched construction of the [55-kilometre Twimiwa-Tseikuru-Usweni road](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/), meant to link northern Kitui communities to markets and services. Other routes, including the [Vonza-Kiusyani road toward Chandula](https://citizen.digital/article/president-ruto-tours-ukambani-pledges-development-projects-n392709), are already under construction, and in Kibwezi East, Makueni, there are [plans to commence work on the Machinery Road](https://mountkenyatimes.co.ke/ruto-courts-ukambani-with-roads-and-a-ksh70b-clinker-plant-as-2027-political-contest-heats-up/). Ruto also [directed the contractor to include the tarmacking of a three-kilometre stretch leading to the home of Wiper Democratic Movement leader Kalonzo Musyoka](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/).

Devki has made its own local pledges. The company has committed to [classroom construction, an administration block and water supply at Kalonzo Secondary School](https://mjengohub.co.ke/projects/ngaaie-cement-manufacturing-plant), and it plans to [start a feeding programme it intends to extend to neighbouring schools](https://www.billionaires.africa/2026/09/26/kenyan-billionaire-narendra-raval-starts-building-386-million-cement-plant-in-kitui/).

## Why Did an Earlier Kitui Cement Plan Not Go Ahead?

Nigerian industrialist Aliko Dangote [could have done the work seven years ago](https://www.billionaires.africa/2026/10/25/kenyan-billionaire-narendra-raval-to-host-president-at-385-million-cement-plant-groundbreaking/), in Ruto's account, but chose Tanzania after what the President described as [frustration from demands placed on investors](https://nairametrics.com/2026/10/02/kenya-secures-new-investor-for-254-4-million-kitui-cement-factory-after-dangotes-exit/). Back in December 2017, Dangote Cement [planned to launch a cement plant in Kenya by 2020](https://nairametrics.com/2026/10/02/kenya-secures-new-investor-for-254-4-million-kitui-cement-factory-after-dangotes-exit/).

The new plant will also be the [largest private investment in the county](https://www.billionaires.africa/2026/10/25/kenyan-billionaire-narendra-raval-to-host-president-at-385-million-cement-plant-groundbreaking/), as the [Billionaires.Africa report on the groundbreaking](https://www.billionaires.africa/2026/10/25/kenyan-billionaire-narendra-raval-to-host-president-at-385-million-cement-plant-groundbreaking/) describes it. Ruto has also assured investors that the government would [protect their investments and work towards making Kenya an attractive destination for business](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/), and that it would act against people demanding bribes or shares from investors. He [regretted that some investors had previously withdrawn from Kenya because of demands for bribes and stakes in their businesses](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/), and his warning to those behind it was blunt: "[Their days are over](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/)." He added that the [benefits of investment should reach Kenyans through jobs, business opportunities and lawful taxation](https://peopledaily.digital/inside-politics/ruto-warns-brokers-cartels-ahead-of-ksh70b-ngaie-cement-plant-groundbreaking) rather than through private arrangements.

The government is also [exploring investment opportunities around the Mui Basin](https://citizen.digital/article/president-ruto-tours-ukambani-pledges-development-projects-n392709), where another major industrial project will be developed with local leaders and communities. The basin is [known for its substantial coal deposits](https://mountkenyatimes.co.ke/ruto-courts-ukambani-with-roads-and-a-ksh70b-clinker-plant-as-2027-political-contest-heats-up/).

## What This Means for Kitui Job Seekers, and What Should You Do Next?

The President's number applies [once the plant is completed](https://citizen.digital/article/president-ruto-tours-ukambani-pledges-development-projects-n392709), and the work that exists now is [construction and supply work](https://www.billionaires.africa/2026/09/26/kenyan-billionaire-narendra-raval-starts-building-386-million-cement-plant-in-kitui/). Treat the President's number and the company's number as two ends of a range, and plan for both.

- **Ask about site work now if you are near Ngaaie.** Construction is the stage that already has [local workers and suppliers already employed](https://www.billionaires.africa/2026/10/25/kenyan-billionaire-narendra-raval-to-host-president-at-385-million-cement-plant-groundbreaking/), so site work is the earliest opening to ask about.
- **Build plant skills before the plant opens.** If you want a factory job rather than a site job, a technical or vocational course at [Tseikuru National Polytechnic](https://capitalfm.africa/ruto-announces-sh70bn-cement-factory-in-kitui-says-project-will-create-4000-jobs/) or another technical college is a practical use of the construction period.
