# South Korea's LH Is Hiring 235 Engineers and Office Workers on a Path to Permanent Jobs, With No Age or Degree Limit

LH is hiring 235 engineers and office staff as paid interns who can turn permanent. Applications close September 29. Pay, the NCS test and who can apply.

The intake splits into [211 posts at grade five and 24 at grade six](https://www.fnnews.com/news/202609220915563396), with 161 technical roles and 74 administrative ones. If you are a civil engineer, architect, electrical or mechanical engineer, or someone aiming at a stable public-sector office job in Korea, this intake does not ask how old you are or which university you attended. Here is what the LH notice actually offers, how the exam works and what to prepare this week.

## What Exactly Is LH Hiring For?

Two ladders, each with its own rules. The larger one is grade five, the entry grade for graduate-level staff, which covers [204 places on the general and veterans track](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1) plus [7 places reserved for applicants with disabilities](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=2). The smaller one is grade six, a track built for high school leavers, with [22 general and veterans places](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=5) and [2 disability places](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=6).

The office fields are broad. Grade five administrative openings cover [general administration, law, accounting, information systems and national heritage](https://en.sedaily.com/finance/2026/09/22/lh-opens-applications-for-235-new-hires-in-second-half), and technical openings cover civil engineering, urban planning, landscape architecture, architecture, mechanical engineering and electrical engineering. Grade six keeps it narrower, with general administration on the office side and [civil engineering, architecture, mechanical and electrical](https://en.sedaily.com/finance/2026/09/22/lh-opens-applications-for-235-new-hires-in-second-half) on the technical side.

Technical hiring dominates. The [161 technical openings are more than double](https://en.sedaily.com/finance/2026/09/22/lh-opens-applications-for-235-new-hires-in-second-half) the administrative total, which tells you where LH's workload sits. The corporation builds and manages public housing and new towns, and its founding remit covers [land acquisition, city development and the construction, supply and management of housing](https://www.lh.or.kr/menu.es?mid=a20102000000). Engineers are the people who turn that remit into buildings.

## Who Is Allowed to Apply?

Almost anyone, with three real filters. The notice sets [no restriction on gender, physical condition, education or age](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1) for grade five, and the LH FAQ is blunt about it, stating that applicants can apply [without limits on age, education or major](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=3).

The first filter is a licence. For the office fields of general administration, law and accounting there is [no certificate requirement at all](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1). For information systems, national heritage and every technical field you must already hold an engineer level (기사) licence or higher in that field, obtained by [the day before the deadline](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1). A civil engineering applicant, for instance, qualifies with a licence such as [civil engineering, construction materials testing or surveying](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1), and an architecture applicant with an architecture, building services or interior architecture licence.

The second filter is experience, which turns out not to be one. The FAQ answers the anxious question directly, stating that a lack of education, career or experience in the job description is [not a factor that limits your application](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=3), because basic job ability is tested inside the process instead.

The third filter applies only to grade six. That track is for [high school graduates and students expected to graduate](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=5), including those who passed the high school equivalency exam, university dropouts and current university students on leave. Anyone who has already [graduated from a university or junior college](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=5), or is in the second semester of their final year, cannot apply to grade six.

A few practical conditions apply to everyone. Men must have completed or be exempt from military service, or be [due for discharge by December 27](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1), and all applicants must be able to work full time from [December 28 and attend about three weeks of residential training](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1) during the internship.

## What Does the Job Pay, and Is It Permanent?

It starts as a paid internship and is designed to end in a permanent job. Successful applicants are hired as hire-track interns, legally [fixed-term workers for roughly four months](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=3), and those who pass training and a work review are then [converted to permanent regular staff](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1).

The intern pay is published. Grade five interns earn a monthly salary of [301만 won before tax](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1), and grade six interns earn [256만 won before tax](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=5), with pay moving to the permanent grade scale after conversion. The FAQ points applicants to [the public institution disclosure system ALIO](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=3) for the pay level after conversion.

That disclosure shows where a long career can go. LH's filing on ALIO puts the average pay of a regular employee at [84,077 thousand won in the 2025 settled accounts](https://alio.go.kr/item/itemReportTerm.do?apbaId=C0396&reportFormRootNo=2060&disclosureNo=), with a 2026 budget figure of 84,143 thousand won. That is an average across the whole workforce, where the [average length of service is 201 months](https://alio.go.kr/item/itemReportTerm.do?apbaId=C0396&reportFormRootNo=2060&disclosureNo=), so treat it as a mid-career benchmark rather than a starting offer. The same filing counts an average regular headcount of [6,410.10 for 2025](https://alio.go.kr/item/itemReportTerm.do?apbaId=C0396&reportFormRootNo=2060&disclosureNo=).

Where you work is not your choice on the national track. Work locations are the [head office in Jinju and regional and project headquarters nationwide](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1). There is one exception. Regional specialist posts let you pick the Seoul capital area, the Honam region or Gangwon, and in return you serve [five years at a regional headquarters in that area](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1) after conversion. The FAQ confirms you do not need to come from that region, but you must work there for [at least five years](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=3).

## How Does the Selection Process Work, Stage by Stage?

Four stages, and the order matters because the essay comes late. The grade five process runs from [document screening to a written test to interviews](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1), with the final ranking built from 50% written test and 50% interview.

**Document screening.** This stage scores only measurable items. For grade five, English carries [70 points and certificates and similar items 30](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1), with English scored against a TOEIC ceiling of 990. The screen passes [30 times the number of places](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1) in each field to the written test. If you submit no English score you are not zeroed out, since each item has a floor of 40% of its maximum, so a missing English score still earns [28 of the 70 points](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1).

**The certificate points are specific.** On the office side, credits come from items such as a Korean language proficiency certificate, a housing welfare specialist licence or a compensation manager licence, while technical applicants earn points for holding [two or more engineer level licences](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1). Smaller credits go to IT certificates, the [Korean History Proficiency Test at grade two or above](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1), an English speaking or second language test and a driving licence.

**The written test.** This is the stage that decides most outcomes. Grade five candidates sit an NCS basic job competency test of [40 questions in 60 minutes](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1), covering communication, problem solving and numeracy, plus a major subject test of 60 questions in 80 minutes. On the general track the weighting is [20% NCS and 80% major subject](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1), and scoring below 40% on either part is an automatic fail. The test is on [October 25, in Seoul, Daejeon or Jinju](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1), and seats at each venue go to earlier applicants first.

**The essay and interview.** Only candidates who pass the written test write a personal statement, and it is [used as interview reference material, not scored](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1). The interviews combine a group presentation interview and an individual competency interview, scheduled for [November 16 to 20, expected in Seoul](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1).

## What Is on the Major Subject Test for Engineers?

The syllabus is printed, which makes this the easiest part to plan. The difficulty is pitched at [the level of a four-year graduate in the field or the engineer licence exam](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1).

- **Civil engineering.** Applied mechanics, surveying, hydraulics and hydrology, reinforced concrete and steel structures, soil mechanics and foundations, and [water supply and sewerage engineering](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1).
- **Architecture.** Architectural planning, construction, structures, building services and [building regulations](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1).
- **Mechanical and electrical.** Both add fire protection questions to the major subject test for [mechanical and electrical fields](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1), on top of core subjects such as thermodynamics or power engineering.
- **Urban planning.** Planning theory, urban design and site planning, urban development, national and regional planning, and [urban planning law](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1).
- **Office roles.** General administration applicants choose one of [public administration, business administration or economics](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1), with scores adjusted by standard scoring, while law covers constitutional law, civil law, civil procedure and administrative law.

For technical applicants, a share of safety questions also appears inside the [NCS section for every technical field](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1). If you are revising, that is a detail the headline coverage left out.

## How Is the Grade Six Track Different?

It is shorter and weighted almost entirely on general ability, and all [24 grade six places are hire-track intern posts](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=7). Grade six document screening gives [10 points to language scores and 90 to certificates](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=5), the reverse of grade five. The written test is an NCS test of [40 questions in 60 minutes](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=5) and is scored [100% on NCS](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=5), with no major subject paper.

That makes grade six a realistic route for a vocational high school graduate with trade licences. School students in their final year can apply if they can [graduate by February of next year](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=5) and start work from December 28, and the pay during the internship is the published [256만 won before tax](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=5).

Do not try to hedge across both tracks. Applying to grade five and grade six at once, or to two fields within one grade, gets [every application voided](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=3).

## How Does Blind Hiring Change What You Write?

It changes it a lot, and mistakes cost points. Korea's public institutions follow a national blind hiring guideline that in principle bans asking for [birthplace, family relationships, education and appearance](https://www.korea.kr/briefing/policyBriefingView.do?newsId=148869062), personal details the government judges likely to cause bias. The government has also allowed institutions to require a degree or research record [where the job genuinely needs it](https://www.korea.kr/briefing/policyBriefingView.do?newsId=148869062).

LH applies the rule to your own words. Your personal statement must not mention your [name, school, education or hometown](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=3), and the notice lists banned details including [age, gender, marital status, religion and family](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=3). The FAQ even gives examples of violations, such as writing that you [graduated from a named university's architecture department](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=3), and warns that naming the LH branch where you once interned also breaches the rule.

For candidates, the practical upshot is to rewrite your standard essay. Describe what you did and what you learned, and strip out every institution name. ## Who Gets Extra Points or Separate Places?

Several groups, by law and by policy. National merit recipients and people with disabilities are recruited through [separate application categories](https://en.sedaily.com/finance/2026/09/22/lh-opens-applications-for-235-new-hires-in-second-half) in line with legally mandated employment quotas. Bonus points go to [people eligible for employment support under the national merit law, people with disabilities, low-income applicants, North Korean defectors, multicultural families and young people leaving care](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1), among others.

You only get the best one in each category. Bonus points are granted for [only the single most favourable item](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=3) in each group, so two special preferences do not stack.

LH also sets hiring targets by region and gender. The target shares are [30% for graduates from schools in the head office region, 35% for regional university talent and 30% for gender balance](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1). The head office region means schools in [South Gyeongsang Province and Ulsan](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1), and regional talent means students or graduates of universities [outside Seoul, Gyeonggi and Incheon](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=3). If you studied outside the capital area, tick the right box, because the target can add places beyond the planned number.

Former LH youth interns rated excellent can also receive [preferential treatment at the document stage](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=3), and LH checks that status itself, so no paperwork is needed.

## How Big Is This Intake Compared With LH's Past Hiring?

Smaller than a full year, but part of a steady pipeline. LH hired [472 new employees at grades five and six last year](https://en.sedaily.com/finance/2026/09/22/lh-opens-applications-for-235-new-hires-in-second-half), plus 170 at grade seven on open-ended contracts and 826 young interns on work-experience programmes. In the first half of this year it hired [262 at grades five and six](https://en.sedaily.com/finance/2026/09/22/lh-opens-applications-for-235-new-hires-in-second-half), 187 at grade seven and 820 young interns.

The reason is housing. LH president Lee Sung-hoon framed the intake as hiring [outstanding talent with professional expertise to add speed to housing supply](https://en.sedaily.com/finance/2026/09/22/lh-opens-applications-for-235-new-hires-in-second-half). The corporation carries a legal capital of [40 trillion won, fully financed by the government](https://www.lh.or.kr/menu.es?mid=a20102000000), and a public housing push needs site engineers, planners and inspectors on the ground.

## What This Means for Job Seekers, and What Should You Do Next?

This is a genuinely open door, but it opens for one week. The notice went up on the LH board on [September 15](https://www.lh.or.kr/board.es?mid=a10601000000&bid=0053&act=view&list_no=734050), applications run only until [September 29](https://en.sedaily.com/finance/2026/09/22/lh-opens-applications-for-235-new-hires-in-second-half), and the written test is on [October 25](https://en.sedaily.com/finance/2026/09/22/lh-opens-applications-for-235-new-hires-in-second-half). The people best placed are licensed engineers who have been studying for public-sector exams, because the major subject paper is [80% of the written score](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1) on the general track and it rewards exactly that preparation.

Our view is that the no-degree rule matters most for two groups. Career changers holding an engineer licence but no relevant degree can compete on equal terms, and vocational high school graduates get a dedicated grade six route with published pay. Both groups often struggle to get into a large employer's graduate intake.

Here is how we would act this week:

- **Engineers.** Check that your licence matches the [list for your field](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1) and was obtained by [September 28](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1), then choose one field and one grade only.
- **Office applicants.** Upload your best English score, since language carries [70 of the 100 document points](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=1) on grade five, and pick the administration, business or economics paper you know best.
- **High school leavers.** Load every trade licence you hold, because certificates carry [90 points on grade six](https://www.lh.or.kr/boardDownload.es?bid=0053&list_no=734050&seq=5).
- **Everyone.** Join the [KakaoTalk open chat information sessions](https://en.sedaily.com/finance/2026/09/22/lh-opens-applications-for-235-new-hires-in-second-half) running for two days from September 22, and pick an exam venue early since seats are allocated to earlier applicants.
