# First-Time Job Seekers Now Make Up 18.9% of Macau's 7,500 Unemployed Residents

First-time job seekers rose to 18.9% of Macau's 7,500 unemployed residents in June to August. What the new data shows and where graduates can get help.

Macau's graduation season has shown up in the jobless figures. The [employment survey for June to August 2026](https://www.gov.mo/en/news/409613/) from the Statistics and Census Service (DSEC) puts the unemployment rate of local residents at 2.5 percent, up 0.1 percentage point, and it traces the rise to more new labour market entrants looking for their first job. Those first-job seekers made up [18.9% of the 7,500 unemployed residents](https://www.gov.mo/en/news/409613/). For [Metaintro](https://www.metaintro.com) readers who have just finished a degree in Macau, or who are weighing a move there, the useful part is what sits behind that number. That means where the other job seekers came from, how this season compares with last year, and which free services the [Labour Affairs Bureau (DSAL)](https://www.gov.mo/en/services/ps-1386/ps-1386a/) runs for people looking for work. Here is what the official release, the bureau's own service pages and its graduate schemes actually say.

## What Did the June to August Survey Actually Show?

The survey was published on the [government portal on 25th September 2026](https://www.gov.mo/en/news/409613/). The headline figure for residents is an unemployment rate of [2.5 percent, a slight rise of 0.1 percentage point](https://www.gov.mo/en/news/409613/) from the May to July period. The release gives the cause in plain terms, a rise in the number of [new labour market entrants seeking their first job following the entry of fresh graduates](https://www.gov.mo/en/news/409613/).

Underemployment moved the other way. The underemployment rate of local residents [dropped further by 0.2 percentage points to 2.0%](https://www.gov.mo/en/news/409613/). Underemployment, in the ILO sense, describes people whose [work is inadequate or insufficient compared with work they could and would like to do](https://macaubusiness.com/macaus-overall-unemployment-rate-rises-to-2-per-cent/). There were [5,900 underemployed residents](https://www.gov.mo/en/news/409613/), and most of them worked in business activities and construction.

The general measure, which the release reports alongside the resident rate, moved in the same direction. The general unemployment rate [rose slightly by 0.1 percentage point to 2.0%](https://www.gov.mo/en/news/409613/), while the general underemployment rate fell to 1.5%. The total labour force came to [approximately 495,700](https://www.gov.mo/en/news/409613/), down by 100 from the previous period.

So the picture is not one of mass job losses. It is a labour market where [the unemployment rate ticked up because more new graduates were looking for a first job](https://www.gov.mo/en/news/409613/), while underemployment eased.

## Why Did First-Time Job Seekers Jump to 18.9 Percent?

The jump is the clearest graduate signal in the release. In the previous survey, for May to July 2026, first-job seekers were [12.2% of the unemployed residents](https://www.gov.mo/en/news/407350/), a share that had actually slipped by 0.5 percentage points. One period later that share [rose by 6.7 percentage points to 18.9%](https://www.gov.mo/en/news/409613/).

The May to July survey counted [7,100 unemployed residents](https://www.gov.mo/en/news/407350/). The June to August survey counts [7,500 unemployed residents](https://www.gov.mo/en/news/409613/). The release ties the rise in the unemployment rate to [fresh graduates entering the labour market](https://www.gov.mo/en/news/409613/). A year ago, the first-job share [went up by 0.8 percentage points amid the graduation season](https://www.gov.mo/en/news/369540/) while the resident rate held steady.

> With some fresh graduates entering the labour market, the proportion of new labour market entrants seeking their first job rose by 6.7 percentage points from the previous period to 18.9% of the unemployed residents, according to [the DSEC employment survey release](https://www.gov.mo/en/news/409613/).

## How Does This Year Compare With the Same Season in 2025?

The same survey window a year earlier makes a useful benchmark, because both periods cover the same graduation season. For June to August 2025, the unemployment rate of local residents was [2.6% and the general rate was 2.0%](https://www.gov.mo/en/news/369540/), both unchanged from the period before.

That season had [7,600 unemployed residents](https://www.gov.mo/en/news/369540/), and first-job seekers made up [14.5% of them amid the graduation season](https://www.gov.mo/en/news/369540/). For June to August 2026, the resident rate is [2.5 percent with 7,500 unemployed residents](https://www.gov.mo/en/news/409613/), and the first-job share is [18.9%](https://www.gov.mo/en/news/409613/).

Here are the two seasons side by side, as each release prints them.

- June to August 2025. Resident unemployment rate [2.6%, with 7,600 unemployed residents and a first-job share of 14.5%](https://www.gov.mo/en/news/369540/).
- June to August 2026. Resident unemployment rate [2.5%, with 7,500 unemployed residents and a first-job share of 18.9%](https://www.gov.mo/en/news/409613/).

Our own reading, not a finding of either release, is that a new graduate this year should expect to meet other first-time applicants at fairs and interviews, so it pays to prepare early.

## Which Sectors Did Unemployed Residents Come From?

Outside the graduates, most unemployed residents who were looking for a new job had [previously worked in the gaming sector and in wholesale and retail trade](https://www.gov.mo/en/news/409613/). In the May to July release, the same group had mostly come from [the gaming sector and retail trade](https://www.gov.mo/en/news/407350/). A year earlier the pattern was different, with most unemployed residents looking for a new job having come from [retail trade and the construction sector](https://www.gov.mo/en/news/369540/).

Gaming and wholesale and retail are also where many residents work. Of the [286,400 employed residents in the June to August survey](https://macaubusiness.com/macaus-overall-unemployment-rate-rises-to-2-per-cent/), gaming, recreational and cultural activities and other services account for 25 per cent, wholesale and retail trade for 12.4 per cent, public administration and social security for 11 per cent, and hotels, restaurants and similar activities for 10.6 per cent.

For someone who has lost a casino floor or shop job, this matters in two ways. The good news is that these sectors [employ a large share of residents](https://macaubusiness.com/macaus-overall-unemployment-rate-rises-to-2-per-cent/). The harder news is that people leaving the same kind of role compete for the next one. If you are in that group, our guide to [casino jobs from dealer to surveillance and what each path pays](https://www.metaintro.com/blog/jobs-in-casino) sets out the roles that sit next to the one you had.

## What Does the Survey Leave Out?

The survey is built on definitions based on [the recommendations of the International Labour Organization](https://www.gov.mo/en/news/409613/). It covers all residential units in the Macao Peninsula, Taipa and Coloane, and it [excludes collective living quarters such as dormitories and care homes for the elderly](https://www.gov.mo/en/news/409613/).

The survey also [leaves out residents and non-resident workers](https://www.gov.mo/en/news/409613/) who work in Macau but live outside it. An average of [about 112,400 such people](https://www.gov.mo/en/news/409613/) worked in Macau but lived outside the territory during the reference period, based on preliminary estimates from movement records. They are added back when the release calculates the [total labour force](https://www.gov.mo/en/news/409613/).

If you live across the border and work in Macau, you are not part of the household survey itself, but the release adds you in when it calculates the [total labour force figure](https://www.gov.mo/en/news/409613/).

## What Does the Labour Affairs Bureau Say About Youth Jobs?

The [Macau Daily Times report on the figures](https://macaudailytimes.com.mo/graduates-push-jobless-rate-to-2-5-but-youth-employment-stable-govt-says.html) carries the bureau's view that youth employment remains stable. The head of the DSAL Employment Department gave two pieces of evidence. Of the job seekers the bureau matched over the whole of last year and the first half of this year, [half were young people aged under 35](https://macaudailytimes.com.mo/graduates-push-jobless-rate-to-2-5-but-youth-employment-stable-govt-says.html). And the number of unemployed young people registering for work in June [fell year over year](https://macaudailytimes.com.mo/graduates-push-jobless-rate-to-2-5-but-youth-employment-stable-govt-says.html).

The government's interdepartmental task force on employment promotion also ran large job fairs for young people in May and July, [offering more than 1,300 and 1,600 vacancies](https://macaudailytimes.com.mo/graduates-push-jobless-rate-to-2-5-but-youth-employment-stable-govt-says.html) respectively. On top of that, the [Education and Youth Development Bureau (DSEDJ)](https://macaudailytimes.com.mo/graduates-push-jobless-rate-to-2-5-but-youth-employment-stable-govt-says.html) has provided more than 1,400 internship and practical training places this year, including 450 in the Greater Bay Area and the Guangdong-Macao In-Depth Cooperation Zone in Hengqin.

Both views can be true at once. [Fewer unemployed young people registered with the bureau in June than a year earlier](https://macaudailytimes.com.mo/graduates-push-jobless-rate-to-2-5-but-youth-employment-stable-govt-says.html), while [more graduates show up as first-job seekers](https://www.gov.mo/en/news/409613/) in the household survey. The two counts measure different things, one is [a survey of households](https://www.gov.mo/en/news/409613/) and the other is [the bureau's own registration data](https://macaudailytimes.com.mo/graduates-push-jobless-rate-to-2-5-but-youth-employment-stable-govt-says.html).

## How Do You Register With DSAL as a Job Seeker?

The [Labour Affairs Bureau employment registration service](https://www.gov.mo/en/services/ps-1386/ps-1386a/) is how residents sign up as job seekers with the bureau. You can apply [online through its employment service](https://www.gov.mo/en/services/ps-1386/ps-1386a/), which is only available in Chinese, or in person. In person you need [a completed Job-Seeking Registration Form and your original Macao resident identity card](https://www.gov.mo/en/services/ps-1386/ps-1386a/).

Registration is [free, and the bureau pledges to handle it within 15 minutes](https://www.gov.mo/en/services/ps-1386/ps-1386a/) at its head office. [Forms are accepted](https://www.gov.mo/en/services/ps-1386/ps-1386a/) at the bureau's head office on Avenida do Dr. Francisco Vieira Machado, its Golden Dragon Service Centre, its Vocational Training Centre and several government service centres, including ones in Taipa and Seac Pai Van.

The registration [is valid for 4 months](https://www.gov.mo/en/services/ps-1386/ps-1386a/) and can be renewed within 15 days before it expires, online, by phone or in person. If you miss that window [the registration lapses and you have to apply again](https://www.gov.mo/en/services/ps-1386/ps-1386a/). Applicants can also search for suitable jobs through the [bureau's job matching pages](https://www.gov.mo/en/services/ps-1386/ps-1386a/), which are also only available in Chinese.

In September the bureau also scheduled themed job matching sessions with the [Macao Federation of Trade Unions (FAOM)](https://macaudailytimes.com.mo/dsal-job-fairs-target-five-sectors-with-150-plus-openings.html). Five sessions scheduled for mid-September were set to offer [more than 150 vacancies](https://macaudailytimes.com.mo/dsal-job-fairs-target-five-sectors-with-150-plus-openings.html) in property management, catering, retail, supermarket operations and cleaning. Registration was set to open on Sept. 7 and Sept. 14 through [the bureau's website](https://macaudailytimes.com.mo/dsal-job-fairs-target-five-sectors-with-150-plus-openings.html), places were limited, and eligible candidates were to be notified by SMS.

## What Did the Graduate Internship Scheme Offer This Year?

The bureau's [Career Development Internship Programme 2026](https://www.macaupostdaily.com/news/28393) offers university graduates a three-month placement. It had support from [77 companies and offered 850 internship positions](https://www.macaupostdaily.com/news/28393) across nine sectors, including tourism and leisure, finance, technology, social services, retail, construction and engineering, public utilities and civil aviation.

The terms were set out clearly. Interns receive a [monthly allowance of 8,000 patacas](https://www.macaupostdaily.com/news/28393), or the equivalent amount in yuan, from the host company, and employers are required to provide insurance. The internship [does not constitute an employment relationship](https://www.macaupostdaily.com/news/28393). Around [46 percent of the positions had no specific academic discipline requirements](https://www.macaupostdaily.com/news/28393), and some technology placements require interns to work on the mainland, mainly in Zhuhai or Hengqin.

Eligibility was specific. Applicants needed a valid Macau resident identity card and a [bachelor's degree or higher obtained in or after 2024](https://www.macaupostdaily.com/news/28393), with fresh graduates given priority. Applications closed on [July 3 through the Macau One Account platform](https://www.macaupostdaily.com/news/28393).

[Take-up was lower than the places on offer](https://macaudailytimes.com.mo/850-internship-places-offered-but-only-331-takers-as-youth-opt-for-leisure-and-finance-sectors.html). In preliminary figures given in July, the bureau said the final review had confirmed [331 eligible applicants](https://macaudailytimes.com.mo/850-internship-places-offered-but-only-331-takers-as-youth-opt-for-leisure-and-finance-sectors.html) for the roughly 850 vacancies, and integrated resort and financial placements accounted for roughly 67% of participants. As of last year, more than 1,700 people had joined the scheme since it began, and [over 850 of them were hired by their host companies](https://macaudailytimes.com.mo/850-internship-places-offered-but-only-331-takers-as-youth-opt-for-leisure-and-finance-sectors.html). Follow-up of the first cohort found that about [69% of participants who were hired and accepted job offers remain in employment](https://macaudailytimes.com.mo/graduation-season-triggers-govt-jobs-pledge.html).

> Of course, there are still many vacancies, but perhaps young people have their own career preferences, DSAL director Chan U Tong said in July, according to [the Macau Daily Times internship report](https://macaudailytimes.com.mo/850-internship-places-offered-but-only-331-takers-as-youth-opt-for-leisure-and-finance-sectors.html).

## What Are Employers at the Youth Fairs Looking For?

The July [Youth Career Expo](https://macaudailytimes.com.mo/youth-career-expo-offers-1600-openings-as-graduates-face-competitive-job-market.html) at the Macau Tower brought together more than 50 employers from Macau and Hengqin, with over 1,600 job and internship openings in sectors including finance, hotel operations, catering and information technology. It also [introduced a mock interview workshop](https://macaudailytimes.com.mo/youth-career-expo-offers-1600-openings-as-graduates-face-competitive-job-market.html) to help recent graduates improve how they present themselves.

A recruiter at the fair described what his company looks for. It puts [weight on performance and problem solving during interviews](https://macaudailytimes.com.mo/youth-career-expo-offers-1600-openings-as-graduates-face-competitive-job-market.html), and it does not expect young candidates to bring a lot of work experience. He also expected [pay to remain broadly flat compared with last year](https://macaudailytimes.com.mo/youth-career-expo-offers-1600-openings-as-graduates-face-competitive-job-market.html), with companies a bit more conservative than before.

Graduates at the same fair described a mixed market. One translation graduate who studied on the mainland found that [many preferred roles still require prior work experience](https://macaudailytimes.com.mo/youth-career-expo-offers-1600-openings-as-graduates-face-competitive-job-market.html). That gap is what the internship scheme targets, since it aims to help young graduates [move into the workforce through practical work experience](https://www.macaupostdaily.com/news/28393). If you are building your first application with little to show yet, our guide on [how to make a resume for your first job with no work experience](https://www.metaintro.com/blog/how-to-make-a-resume-for-your-first-job) walks through what to put in its place.

## What This Means for Job Seekers, and What Should You Do Next?

Our view is that this release is a timing story, not a warning sign. The resident unemployment rate was [2.5 percent this June to August](https://www.gov.mo/en/news/409613/). DSEC put it at [2.6% for the same months in 2025](https://www.gov.mo/en/news/369540/). And [overall underemployment fell](https://english.news.cn/20260928/a20fafb8ee26400e9accf766e27a9bad/c.html) this period. What changed is who is looking, with the first-job share up [6.7 percentage points from the previous period](https://www.gov.mo/en/news/409613/).

That shift is a reason for graduates to move early, not to wait for the autumn. A larger share of unemployed residents are new entrants looking for a first job, per [the DSEC release](https://www.gov.mo/en/news/409613/), and many of them will be chasing the same entry roles. Being registered, being visible and being ready to interview gives you an edge that a degree alone does not.

Here is what we would do:

- **Register with the bureau.** The [employment registration service](https://www.gov.mo/en/services/ps-1386/ps-1386a/) is free, and the bureau pledges to process it within 15 minutes at its head office. Put the renewal date in your calendar so it does not lapse.
- **Watch for themed sessions.** The bureau and FAOM scheduled [sector job matching sessions](https://macaudailytimes.com.mo/dsal-job-fairs-target-five-sectors-with-150-plus-openings.html) for mid-September with limited places, so register quickly if new ones are announced.
- **Look past the busiest sectors.** Most confirmed applicants chose integrated resort and finance placements, while the bureau's director noted there were [still many vacancies](https://macaudailytimes.com.mo/850-internship-places-offered-but-only-331-takers-as-youth-opt-for-leisure-and-finance-sectors.html). Less crowded fields can be a faster way in.
- **Prepare for the next internship round.** Read this year's [eligibility rules for the internship programme](https://www.macaupostdaily.com/news/28393) now, so you are ready if the bureau opens another round.
- **Practise the interview.** One recruiter at the expo put more weight on [performance on the spot](https://macaudailytimes.com.mo/youth-career-expo-offers-1600-openings-as-graduates-face-competitive-job-market.html) than on experience, so rehearse clear answers about how you would solve a real problem.
