Massachusetts has awarded [nearly $40 million in tax incentives to 38 life sciences companies](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs) that are expected to create 1,644 new jobs, and most of those expected jobs are planned away from Boston and Cambridge. [The awards](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs) come through the [Massachusetts Life Sciences Center tax program](https://www.masslifesciences.com/programs/tax-incentive/), and [31 of the 38 companies](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs) are expanding in towns such as Acton, Devens, Waltham, Woburn and Andover. For [Metaintro](https://www.metaintro.com) readers in biotech, medical devices and drug manufacturing, the useful detail is in the award list, which names the employers, towns and job counts, and the program's current rules, which set out what kind of job counts. Here is what those pages say, and how to act on them.

## Which Companies Won Awards, and How Many Jobs Did They Pledge?

The award list on the [state's announcement page](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs) gives each recipient's expansion town, incentive and job commitment. The Boston Herald names Insulet, Lila Sciences and Bristol Myers Squibb [among the biggest awardees](https://www.bostonherald.com/2026/09/28/healey-awards-40m-in-tax-incentives-to-life-science-company-expected-to-create-1600-jobs/). Their rows on the list read:

- **Insulet in Acton**, [250 jobs for a $10,000,000 incentive](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs).
- **Lila Sciences in Cambridge**, [200 jobs for $3,600,000](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs).
- **Bristol Myers Squibb in Devens**, [125 jobs for $2,875,000](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs).

Other commitments on the list include Vertex Pharmaceuticals in Boston with [121 jobs](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs), Werfen in Bedford with 66, TransMedics Group in Andover with 62 and SMC in Devens with 54. AstraZeneca in Cambridge, Dyne Therapeutics, Kailera Therapeutics and Madrigal Pharmaceuticals in Waltham, Vericel in Burlington and Zoll Medical in Chelmsford each pledged [50 jobs](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs). Mercy BioAnalytics in Waltham and Olaris in Framingham each committed to [5 jobs](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs).

The mix is wide. The recipients include companies working in [artificial intelligence, women's health, therapeutics, diagnostics, medical technologies](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs), research and development and biomanufacturing, so the roles behind these numbers are likely to range from lab science to factory floor, quality and engineering.

## Where Are the Jobs Outside Boston and Cambridge?

This is the part of the round that stands out. Companies expanding outside the two cities account for [71 percent of the new jobs](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs) expected from these awards. On the list, the awardees expanding in Boston are Vertex, Monte Rosa Therapeutics, Rapport Therapeutics and Rhythm Pharmaceuticals, and those [expanding in Cambridge](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs) are AstraZeneca, Lila Sciences and Nanopath.

The rest are [spread across other towns](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs). Examples from the award list:

- **Waltham** is the listed location for Alloy Therapeutics, Ardelyx, Cogent Biosciences, Dash Bio, Dyne, Kailera, Madrigal and Mercy BioAnalytics [on the award list](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs).
- **Devens** has Bristol Myers Squibb and SMC, with commitments of [125 and 54 jobs](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs).
- **Woburn** has Sanegene Bio, Spear Bio and Terrestrial Bio, the last with [36 jobs](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs).
- **Marlborough, Framingham, Burlington and Bedford** are the listed locations for IPG Medical and Repligen, KalVista Pharmaceuticals and Olaris, Pramand and Vericel, and Lexington Medical and Werfen, in that order, on [the state list](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs).
- **Elsewhere**, Eyepoint in Northbridge committed to [40 jobs](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs), Rentschler Biopharma at [27 Maple St. in Milford to 23 jobs](https://patch.com/massachusetts/milford-ma/milford-company-given-more-500k-create-23-jobs), and Zoll Medical in Chelmsford to 50.

For a lab technician in Worcester County or a machine operator in the Merrimack Valley, that geography matters. A commute to Milford, Northbridge or Andover is a different decision from a daily trip into Boston or Cambridge.

## What Counts as a Job Under the Program's Current Rules?

The rules below come from the [MLSC solicitation for the current program round](https://www.masslifesciences.com/wp-content/uploads/MLSC-2025-Tax-Incentive-Solicitation.pdf), which the state has not explicitly tied to [the September 28 awards](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs). The program rules spell this out. The MLSC solicitation issued in January 2026 defines a permanent full-time employee as [a W-2 employee working for a company for at least 35 hours per week](https://www.masslifesciences.com/wp-content/uploads/MLSC-2025-Tax-Incentive-Solicitation.pdf). Third party contractors, interns and consultants [are not considered permanent full-time employees](https://www.masslifesciences.com/wp-content/uploads/MLSC-2025-Tax-Incentive-Solicitation.pdf) under the program, and staff paid by employment agencies should not be counted either.

That has a practical meaning for companies applying. Under the current round's solicitation, workers paid by employment agencies [should not be counted as employees](https://www.masslifesciences.com/wp-content/uploads/MLSC-2025-Tax-Incentive-Solicitation.pdf) under the program, while permanent W-2 staff working at least 35 hours a week do. Permanent part-time staff working under 35 hours a week can be [aggregated together and counted on a full-time equivalent basis](https://www.masslifesciences.com/wp-content/uploads/MLSC-2025-Tax-Incentive-Solicitation.pdf).

There is also a residency rule. A company may count Massachusetts residents on permanent full-time terms regardless of how much time they spend on site, but an employee who is not a Massachusetts resident must [work on-site at least 50% of the time](https://www.masslifesciences.com/wp-content/uploads/MLSC-2025-Tax-Incentive-Solicitation.pdf) to count toward the job commitments. If you live in New Hampshire or Rhode Island, note that a mostly remote role [would not count toward a company's commitment](https://www.masslifesciences.com/wp-content/uploads/MLSC-2025-Tax-Incentive-Solicitation.pdf) under the January 2026 solicitation.

The [award announcement](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs) says the program rewards companies that commit to creating and retaining new, long-term jobs. The MLSC solicitation issued in January 2026 asks applicants to commit to hiring [net new permanent Massachusetts full-time employees for the calendar year 2026](https://www.masslifesciences.com/wp-content/uploads/MLSC-2025-Tax-Incentive-Solicitation.pdf), and applicants in that round must commit to retaining those jobs [through December 31, 2028](https://www.masslifesciences.com/programs/tax-incentive/).

## Are These Open Jobs You Can Apply for Today?

Not in the sense of a list of openings. The figures are job commitments, and awardees are [required to maintain job commitments over a three-year period](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs), with regular filings to document jobs created. The [state release](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs), which includes the award list, does not say which roles, teams or pay levels the new jobs will be.

The money comes with conditions. Under the January 2026 solicitation, incentives [may only be claimed after July 1, 2026](https://www.masslifesciences.com/wp-content/uploads/MLSC-2025-Tax-Incentive-Solicitation.pdf) and awardees in that round file annual updates on progress against their commitments, and the MLSC's program page says a company not in compliance with its hiring commitment [will be decertified and must return tax incentives](https://www.masslifesciences.com/programs/tax-incentive/) to the Department of Revenue. The January 2026 solicitation puts it more softly, saying a company that fails to meet its targets [may be subject to revocation](https://www.masslifesciences.com/wp-content/uploads/MLSC-2025-Tax-Incentive-Solicitation.pdf) of its certification.

That structure is good news for a job seeker in one respect. The companies have a financial reason to fill these roles and keep them filled, and the program page says applicants in the January 2026 round had to commit to hiring in [calendar year 2026](https://www.masslifesciences.com/programs/tax-incentive/), though the state has not said which round these awards belong to. The practical step is to go to each company's own careers pages now rather than wait for a job board to surface the roles.

> These investments will help 38 companies grow here in Massachusetts and create more than 1,600 new jobs in communities across our state, Governor Maura Healey said in [the governor's release](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs).

## What Is Work Like at the Bristol Myers Squibb Devens Campus?

Bristol Myers Squibb's commitment of [125 jobs](https://www.bostonherald.com/2026/09/28/healey-awards-40m-in-tax-incentives-to-life-science-company-expected-to-create-1600-jobs/) lands on [an existing campus with a large workforce](https://www.bms.com/life-and-science/insights/redefining-biologics-cell-therapy-manufacturing-at-devens.html). The company's own page describes the [89-acre Devens campus](https://www.bms.com/life-and-science/insights/redefining-biologics-cell-therapy-manufacturing-at-devens.html) and, in a January 2026 post, put its workforce at 1,700 employees, supporting process development, clinical manufacturing and commercial manufacturing for biologics and cell therapy medicines.

The work there includes CAR T cell therapy, in which a patient's collected blood is shipped to the facility and the cells are [re-engineered to fight the patient's specific cancer](https://www.bms.com/life-and-science/insights/redefining-biologics-cell-therapy-manufacturing-at-devens.html). The same January 2026 post says the site runs [more than 30 advanced digital and AI use cases](https://www.bms.com/life-and-science/insights/redefining-biologics-cell-therapy-manufacturing-at-devens.html) in its operations, so data, automation and engineering skills sit alongside lab and manufacturing roles. The company lists Devens as one of [two Massachusetts facilities](https://www.bms.com/our-company/locations/massachusetts.html), next to an R&D research center in Cambridge.

The company's careers blog gives a sense of the schedules. In a 2023 post, a recruiter for the Devens biologics team described a Monday to Friday option on a [seven to three or eight to four shift](https://careers.bms.com/blog/work-life-balance-and-professional-growth-biologics-careers-in-devens/) in the single-use facility, and a 12-hour rotating shift, three days a week, for those who prefer it. The same post describes a veteran who moved into a full-time role after a [Department of Defense Careers Skills Program](https://careers.bms.com/blog/work-life-balance-and-professional-growth-biologics-careers-in-devens/) internship done in partnership with the company. Because that [post dates from 2023](https://careers.bms.com/blog/work-life-balance-and-professional-growth-biologics-careers-in-devens/), treat the shift options as one recruiter's description, not a current offer.

## What Is SMC Building in Devens?

The awards were [unveiled at SMC in Devens](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs), where the company has committed to [54 jobs](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs) and its chief executive said SMC is [making significant investments in its Devens facility to support new pharmaceutical programs](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs). Earlier, in October 2024, the contract manufacturer announced a planned expansion of its Devens facility covering [160,000 square feet](https://www.meddeviceonline.com/doc/smc-ltd-announces-major-expansion-of-devens-massachusetts-facility-0001) to support the drug delivery and medical technology markets, including three new ISO 8 cleanrooms, a cold chain storage warehouse and a new material handling system.

Company-wide, SMC lists services including [thermoplastic molding, assembly, fill-finish capabilities](https://www.meddeviceonline.com/doc/smc-ltd-announces-major-expansion-of-devens-massachusetts-facility-0001), and kitting and packaging of finished devices, backed by design, engineering, project management and validation. It describes itself as a contract manufacturer offering [design, molding services, and finished devices](https://www.meddeviceonline.com/doc/smc-ltd-announces-major-expansion-of-devens-massachusetts-facility-0001) for the medical, diagnostic and pharmaceutical industries.

Devens is one of the locations listed on [the SMC careers page](https://www.smcltd.com/about/careers/), where openings can be searched by site.

> The MLSC award will be a meaningful catalyst for that growth, helping us expand our facility, grow our team, and strengthen SMC’s role as a trusted manufacturing partner for innovative healthcare companies, SMC chief executive Chetan N. Patel said, according to [the state announcement](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs).

## How Should You Approach Insulet, TransMedics and the Other Awardees?

Insulet is expected to create [250 jobs with a $10 million award](https://www.bostonherald.com/2026/09/28/healey-awards-40m-in-tax-incentives-to-life-science-company-expected-to-create-1600-jobs/) in Acton. The company's [working at Insulet page](https://www.insulet.com/working-at-insulet) links to its open positions, which is the place to start looking.

Insulet's [careers page](https://www.insulet.com/working-at-insulet) carries a hiring scam alert warning that people impersonating its HR staff have offered [fraudulent interviews and job offers to candidates](https://www.insulet.com/working-at-insulet), and it asks anyone in doubt about an offer to contact the company directly. The same caution applies to any of the awardees, and our piece on why [job seekers no longer trust recruiter messages](https://www.metaintro.com/blog/job-seekers-distrust-recruiter-messages-scams-2026) sets out the warning signs in more detail.

TransMedics Group, with its commitment of [62 life science jobs in Andover](https://whav.net/2026/09/28/andover-firm-receives-1-9m-tax-incentive-to-create-62-jobs/), describes its work as [increasing organ utilization](https://whav.net/2026/09/28/andover-firm-receives-1-9m-tax-incentive-to-create-62-jobs/), improving patient outcomes and reducing transplant costs.

## How Does This Round Compare With the June 2025 Round?

In June 2025, the state awarded [$29.9 million in awards to 33 companies](https://www.mass.gov/news/healey-driscoll-administration-announces-tax-incentives-to-create-more-than-1500-life-sciences-jobs), expected to create 1,519 jobs, and 18 of those companies, accounting for 48 percent of the new jobs, were expanding outside the two cities. This year the outside share is [71 percent](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs).

The program's [ceiling is set in law](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs). The Mass Leads Act, signed in November 2024, raised the statutory cap for life sciences tax incentives [from $30 million to $40 million](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs). Separately, the January 2026 solicitation's evaluation criteria say the MLSC may favor applications that contribute to a [wide geographic distribution of life sciences operations](https://www.masslifesciences.com/wp-content/uploads/MLSC-2025-Tax-Incentive-Solicitation.pdf) in Massachusetts, and the solicitation encourages first time applicants from outside the Greater Boston area. The state has not said which round these awards came from.

Some names appear on both [the June 2025 list](https://www.mass.gov/news/healey-driscoll-administration-announces-tax-incentives-to-create-more-than-1500-life-sciences-jobs) and [this year's list](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs). Insulet was on the June 2025 list with a commitment of [83 jobs in Acton](https://www.mass.gov/news/healey-driscoll-administration-announces-tax-incentives-to-create-more-than-1500-life-sciences-jobs), and Lila Sciences with 100 in Cambridge, a pledge of at least 100 new jobs that its chief executive called just the start. Across the life of the program, participating companies have committed to [more than 22,300 jobs](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs). [The June 2025 release](https://www.mass.gov/news/healey-driscoll-administration-announces-tax-incentives-to-create-more-than-1500-life-sciences-jobs) put that figure at more than 19,800.

## What This Means for Job Seekers, and What Should You Do Next?

Our take is that this round is most useful to people who do not live near Boston or Cambridge. With [71 percent of the expected jobs](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs) sitting with companies outside Boston and Cambridge, a technician, operator or quality inspector in Acton, Devens, Milford or Andover has named employers close to home with a state-backed reason to hire. The catch is that a commitment is not a posting, and [the award list](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs) does not say which roles or what pay.

Here is what we would do:

- **Start with the award list.** Read [the full award table](https://www.mass.gov/news/governor-healey-announces-40-million-to-grow-massachusetts-life-sciences-industry-create-more-than-1600-jobs), note every company within your commuting range and go straight to each company's own careers page.
- **Ask for permanent terms.** Only [W-2 employees working at least 35 hours per week](https://www.masslifesciences.com/wp-content/uploads/MLSC-2025-Tax-Incentive-Solicitation.pdf) count as permanent full-time under the current round's rules, so under those rules a permanent W-2 role, not a contract, is what counts toward a commitment. If a recruiter offers a contract, ask whether a permanent position is also open.
- **If you live out of state, ask about on-site time.** Under the current round's rules, and if these awards follow that round, a non-resident's role counts toward a company's job commitment only if they are [on-site at least 50% of the time](https://www.masslifesciences.com/wp-content/uploads/MLSC-2025-Tax-Incentive-Solicitation.pdf).
- **Move early.** If these awards are from the January 2026 round, the program page says applicants had to commit to hiring in [calendar year 2026](https://www.masslifesciences.com/programs/tax-incentive/), so there is little reason to wait.
- **Sharpen your credentials.** If you are aiming at clinical or hospital lab roles, our guide on [lab technician certification and why it pays off](https://www.metaintro.com/blog/lab-tech-certification) explains which credentials labs ask for.

## People Also Asked

### Q: Which companies are among the biggest awardees?

A: The Boston Herald lists Insulet in Acton, which is receiving [$10 million and expected to create 250 jobs](https://www.bostonherald.com/2026/09/28/healey-awards-40m-in-tax-incentives-to-life-science-company-expected-to-create-1600-jobs/), along with Lila Sciences in Cambridge and Bristol Myers Squibb in Devens among the biggest awardees.

### Q: Do contract or agency jobs count under the program?

A: Not under the MLSC's current solicitation. Third party contractors, interns and consultants [are not considered permanent full-time employees](https://www.masslifesciences.com/wp-content/uploads/MLSC-2025-Tax-Incentive-Solicitation.pdf) under the program, and staff paid by employment agencies should not be counted.

### Q: What happens if a company does not create the jobs it promised?

A: The MLSC's program page says a company not in compliance with its hiring commitments [will be decertified and must return tax incentives](https://www.masslifesciences.com/programs/tax-incentive/) to the Massachusetts Department of Revenue. The January 2026 solicitation puts it more softly, saying a company that fails to meet its targets [may be subject to revocation](https://www.masslifesciences.com/wp-content/uploads/MLSC-2025-Tax-Incentive-Solicitation.pdf) of its certification.
