[Microsoft](https://www.microsoft.com/) just delivered a masterclass in corporate contradiction: cutting thousands of jobs while thriving, with plans to hire again - but smarter this time, with AI doing the heavy lifting. CEO Satya Nadella addressed what he called the "enigma of success in an industry that has no franchise value" in a [July 2025 memo](https://blogs.microsoft.com/blog/2025/07/24/recommitting-to-our-why-what-and-how/), as the tech giant eliminated over [**15,000 positions**](https://www.cnbc.com/2025/07/24/microsoft-satya-nadella-memo-layoffs.html) while still reporting strong profits and record capital spending.

The message to workers: Your job security depends on how well you can augment yourself with artificial intelligence.

## The Layoff Numbers Don't Lie

Microsoft cut more than [**15,000 positions**](https://www.cnbc.com/2025/07/24/microsoft-satya-nadella-memo-layoffs.html) in 2025. For comparison, it laid off 10,000 people in 2023 and 18,000 in 2014 after acquiring Nokia's devices and services business. The biggest round came in July, when [**about 9,000 employees**](https://www.cnbc.com/2025/07/02/microsoft-laying-off-about-9000-employees-in-latest-round-of-cuts.html), less than 4% of the global workforce, learned their roles were being eliminated. An earlier round in May affected about 6,000 people.

The company's workforce stood at [**228,000**](https://www.sec.gov/Archives/edgar/data/789019/000095017025100235/msft-20250630.htm) at the end of its fiscal year in June 2025, unchanged from a year earlier, even though layoffs during that year [lowered the total by at least 6,000](https://www.cnbc.com/2025/11/01/microsoft-ceo-headcount-leverage-ai.html). For context, Microsoft's headcount grew 22% in the 2022 fiscal year. Update (October 2026): Microsoft's [FY2026 annual report on Form 10-K](https://www.sec.gov/Archives/edgar/data/789019/000119312526323660/msft-20260630.htm) states that as of June 30, 2026 the company employed approximately 223,000 people on a full-time basis (121,000 in the US and 102,000 internationally), down 5,000 from the 228,000 reported a year earlier.

The July cuts hit the Xbox gaming division particularly hard. Phil Spencer, Microsoft's CEO of gaming, [told staff](https://www.cnbc.com/2025/07/02/microsoft-laying-off-about-9000-employees-in-latest-round-of-cuts.html) the division would "follow Microsoft's lead in removing layers of management to increase agility and effectiveness." The focus: fewer management layers and a narrower set of growth areas.

## The "Leveraged" Workforce Strategy

Speaking on investor Brad Gerstner's [BG2 podcast](https://www.cnbc.com/2025/11/01/microsoft-ceo-headcount-leverage-ai.html), Nadella confirmed Microsoft intends to grow headcount again after the year of cuts: "I will say we will grow our headcount, but the way I look at it is, that headcount we grow will grow with a lot more leverage than the headcount we had pre-AI."

What does "leverage" mean? Fewer humans doing more work, powered by AI tools like [Microsoft 365 Copilot](https://www.microsoft.com/microsoft-365/copilot) and [GitHub Copilot](https://github.com/features/copilot). Nadella cited an example of a Microsoft executive dealing with networking fiber. As data center operations ramped up, she realized she would not be able to hire all the people she thought she needed, so she built AI agents to handle maintenance. Nadella offered it as an example of a team using AI tools to get more done.

"Right now, any planning, any execution, starts with AI. You research with AI, you think with AI," Nadella explained. He compared the shift to the way companies moved decades ago from faxed memos to email and Excel spreadsheets, a fundamental rewiring of how work gets done.

The timeline? Nadella said: "It's the unlearning and learning process that I think will take the next year or so, then the headcount growth will come with max leverage."

For current employees, this means mastering AI tools or risk becoming redundant. Nadella said Microsoft employees will figure out how to do their jobs differently as the company moves forward in the AI race with competitors like [Meta](https://www.meta.com/en-gb/about/?srsltid=AfmBOoqxAV7e4bgTalktufYf5bxa2oLwzxtoQKHc7QH6fwXV36uGgTGD) and [Google](https://www.google.com/).

## The H-1B Visa Challenge

Just as Microsoft was planning to resume strategic hiring, new immigration policy changes complicated tech recruitment. A [presidential proclamation signed September 19, 2025](https://www.whitehouse.gov/presidential-actions/2025/09/restriction-on-entry-of-certain-nonimmigrant-workers/) introduced a **$100,000 fee** for new H-1B specialty occupation worker petitions, effective September 21, 2025.

Update (October 2026): on June 8, 2026, a federal court in Massachusetts vacated the policy used to collect the fee, and on July 24, 2026 the First Circuit refused to pause that ruling. While that order stands, [employers do not have to pay the $100,000](https://www.klaskolaw.com/h-1b-100000-fee-extended-one-year/) for workers hired from abroad. A September 18, 2026 proclamation extended the fee framework to September 21, 2027 while the government's appeal continues.

For large employers like Microsoft, the $100,000 fee adds significant cost to hiring from abroad. [Northeastern University](https://news.northeastern.edu/2025/09/24/h1b-visa-fee-hike-startups/) experts said startups and mid-sized firms would be hit hardest, while giants like Microsoft, Amazon and Google may absorb the cost or shift jobs abroad.

## The Broader Tech Realignment

Microsoft isn't alone in its workforce recalibration. By late July 2025, more than 80,000 tech jobs had been eliminated across the industry, according to [one count cited by CNBC](https://www.cnbc.com/2025/07/24/microsoft-satya-nadella-memo-layoffs.html), and [Amazon](https://www.amazon.com/) later cut [**14,000 corporate jobs**](https://www.cnbc.com/2025/11/01/microsoft-ceo-headcount-leverage-ai.html) in October 2025 as companies restructured for an AI-centric future.

After the July layoffs, investors pushed Microsoft's stock closing price above [$500 for the first time](https://www.cnbc.com/2025/07/24/microsoft-satya-nadella-memo-layoffs.html) on July 9, 2025. The market rewarded efficiency over employment. Meanwhile, Nadella's [fiscal 2025 compensation](https://www.theregister.com/2025/10/22/microsoft_nadella_pay/) reached **$96.5 million**, up almost 22% from the previous year, with about **$84 million** coming in stock awards.

Nadella acknowledged the tension in his [memo](https://blogs.microsoft.com/blog/2025/07/24/recommitting-to-our-why-what-and-how/): "By every objective measure, Microsoft is thriving." He added that the company is investing more in capital spending than ever before, while its overall headcount is "relatively unchanged."

## What This Means for Tech Workers

Microsoft's approach mirrors a wider pattern: cut costs, invest heavily in AI infrastructure, then hire back selectively for roles that can't yet be automated or augmented away. The company has also been [recruiting AI talent](https://www.cnbc.com/2025/07/24/microsoft-satya-nadella-memo-layoffs.html) from [Google DeepMind](https://deepmind.google/), part of a broader race for elite AI researchers that continues even as thousands of other positions disappear.

Entry-level tech graduates are feeling it too. In the latest data on recent graduates (ages 22-27) from the [Federal Reserve Bank of New York](https://www.newyorkfed.org/research/college-labor-market), unemployment was **7.0%** for computer science majors and **7.8%** for computer engineering majors, compared with 4.2% for recent graduates overall, even as companies compete hard for top AI researchers.

For workers caught in the transition, Nadella's "leverage" strategy offers a stark choice: become indispensable by mastering AI tools, or become expendable as those tools replace human functions. The **15,000+ laid-off Microsoft employees** learned this lesson the hard way.

As Nadella wrote: "Progress isn't linear. It's dynamic, sometimes dissonant, and always demanding." For tech workers in 2025, "dissonant" might be the understatement of the year.
