Vice President Kashim Shettima has commissioned the [Kwara State Garment Factory](https://thenigerialawyer.com/4000-jobs-at-full-capacity-shettima-inaugurates-kwara-garment-factory-11-storey-revenue-house/) in Ilorin, a plant built to hold at least [4,000 direct jobs at full capacity](https://thenigerialawyer.com/4000-jobs-at-full-capacity-shettima-inaugurates-kwara-garment-factory-11-storey-revenue-house/). The ribbon cutting is the least useful part of the story for anyone who wants to work there. The plant has been running [since November 28, 2023](https://www.vanguardngr.com/2026/07/from-vision-to-reality-kwara-arment-factory-creates-2000-jobs-attracts-private-investment/), a private company took over its management [on May 12, 2026](https://kwarastate.gov.ng/press_releases/kwara-garment-factory-limited-signs-management-agreement-with-kws-garment-production-village/), and the state has put a hiring rule in writing that decides who gets the next jobs. At [Metaintro](https://www.metaintro.com) we read job announcements against the employer's own statements and the law that sets the pay floor, because that is where the useful detail sits. Here is who runs the factory, who it hires, how training works and what it has to pay.

## Is This a New Factory or One That Was Already Running?

It was already running. The commissioning is a formal opening of a plant that has been producing since late 2023.

The first hiring round went out in February 2023, when the state opened [an online portal for full time applicants](https://guardian.ng/business-services/kwara-announces-job-vacancies-in-state-owned-garment-factory/) and listed the roles it wanted to fill. Before production, the managing director of the factory, Olubukola Kifayat Adedeji, set out a [training plan led by the technical partner StarSew](https://businessday.ng/news/article/kwara-garment-factory-to-commence-operations-trains-workforce/), with supervisors trained first and the wider workforce inducted after them.

Operations then began on [November 28, 2023](https://www.vanguardngr.com/2026/07/from-vision-to-reality-kwara-arment-factory-creates-2000-jobs-attracts-private-investment/), and the state commissioner for business, innovation and technology, Damilola Yusuf-Adelodun, has put the number of residents employed since then at [more than 2,000](https://www.vanguardngr.com/2026/07/from-vision-to-reality-kwara-arment-factory-creates-2000-jobs-attracts-private-investment/). The formal commissioning by the Vice President came this week, alongside a separate [11-storey Kwara Revenue Service House](https://thesun.ng/shettima-unveils-kwara-garment-factory-targets-4000-jobs/) for the state's tax office.

So the plant is not a promise. It is a working site with a track record, and that record is the most reliable guide to what the next round of hiring will look like.

## How Many People Actually Work There?

Here the official numbers do not line up, and a job seeker should know that before quoting either one.

At the commissioning, state officials put the figure at [more than 500 workers recruited and trained for the initial phase](https://thenigerialawyer.com/4000-jobs-at-full-capacity-shettima-inaugurates-kwara-garment-factory-11-storey-revenue-house/), with employment expected to rise beyond 4,000 at full operation. Earlier this year, the state's own business commissioner described the factory as having created jobs for [more than 2,000 residents](https://www.vanguardngr.com/2026/07/from-vision-to-reality-kwara-arment-factory-creates-2000-jobs-attracts-private-investment/) since it opened.

Both can be true at once. The larger figure most likely counts everyone employed since opening day, including people who were trained and later moved on. The smaller figure appears to describe the core group trained for the current phase. The difference matters because the full capacity number is a ceiling for the building, not a headcount, and the [state's own statement](https://kwarastate.gov.ng/press_releases/kwara-garment-factory-limited-signs-management-agreement-with-kws-garment-production-village/) describes infrastructure capable of supporting up to 4,000 workers across the production ecosystem.

> The plant is built for [up to 4,000 workers](https://kwarastate.gov.ng/press_releases/kwara-garment-factory-limited-signs-management-agreement-with-kws-garment-production-village/), but the people hired this year are the ones who fill the next shift, not the ones on the banner.

For you, the practical reading is simple. There is steady turnover and steady intake at a site this size, and a factory that has already trained thousands of residents knows how to bring in a new batch.

## Who Runs the Factory Now?

A private operator, and this is the change that matters most for anyone applying.

On May 12, 2026, Kwara Garment Factory Limited, the state company that owns the plant, signed a [management agreement with KWS Garment Production Village](https://kwarastate.gov.ng/press_releases/kwara-garment-factory-limited-signs-management-agreement-with-kws-garment-production-village/), handing day to day running to the private side. KWS is led by Folake Akindele, founder of the fashion label Tiffany Amber, who has spent 28 years in the Nigerian fashion industry.

The state gave its reason plainly. The deal was meant to secure commercial viability and [keep the facility from becoming a redundant government owned asset](https://www.vanguardngr.com/2026/07/from-vision-to-reality-kwara-arment-factory-creates-2000-jobs-attracts-private-investment/). That is an unusually candid admission that state factories can stall, and it is the best signal yet that the plant will be run for orders rather than for ceremonies.

For workers, a private operator usually means commercial production targets, tighter quality control and hiring that follows contracts. The factory is set up for [fashion, uniforms, sportswear, institutional, hospitality and corporate](https://kwarastate.gov.ng/press_releases/kwara-garment-factory-limited-signs-management-agreement-with-kws-garment-production-village/) work, so its order book can come from schools, hotels, companies and government buyers rather than one client.

## Who Gets Hired First Under the 80 Percent Rule?

Women and people from Kwara State, by written commitment.

The management agreement states that [a minimum of 80 percent of the production workforce](https://kwarastate.gov.ng/press_releases/kwara-garment-factory-limited-signs-management-agreement-with-kws-garment-production-village/) will be women and indigenes of Kwara State. The managing director of the state company went further and called the pledge [central to what the agreement means](https://kwarastate.gov.ng/press_releases/kwara-garment-factory-limited-signs-management-agreement-with-kws-garment-production-village/), describing it as a conviction rather than a condition.

This is the most concrete worker protection in the whole project. Most factory announcements in Nigeria promise jobs for the community without defining who that is. This one names the groups and puts a share on the production floor.

It also tells you where the competition sits. If you are a woman or a Kwara indigene with sewing or machine experience, you are inside the group the operator has promised to hire. If you are from outside the state, the production floor has a smaller share open to you, and supervisory, technical or management roles are likely to be your better route in.

> A minimum of [80 percent of the production workforce](https://kwarastate.gov.ng/press_releases/kwara-garment-factory-limited-signs-management-agreement-with-kws-garment-production-village/) is reserved for women and Kwara indigenes, which is a hiring rule, not a slogan.

The commissioner framed the goal as a state where [our youths do not just consume but produce](https://www.vanguardngr.com/2026/07/from-vision-to-reality-kwara-arment-factory-creates-2000-jobs-attracts-private-investment/). The factory has so far drawn mainly on women and young people, who make up [the majority of the workforce](https://www.vanguardngr.com/2026/07/from-vision-to-reality-kwara-arment-factory-creates-2000-jobs-attracts-private-investment/).

## What Jobs Does the Factory Hire For?

Far more than sewing. The first recruitment call listed a full production team.

The 2023 portal sought [supervisors, embroidery machine operators, sewing machine operators, expert sewers and garment production supervisors](https://guardian.ng/business-services/kwara-announces-job-vacancies-in-state-owned-garment-factory/), along with garment factory managers, garment technologists, pattern cutters, machinists, cutting masters, printers in charge and trainers in charge.

That list maps onto the production line. The [state's description](https://kwarastate.gov.ng/press_releases/kwara-garment-factory-limited-signs-management-agreement-with-kws-garment-production-village/) covers the entire chain, from cutting, sewing, embroidery and printing through to finishing, quality control and shipping. Each stage is its own job family with its own skill ladder.

Here is how the roles group together:

- Entry and machine roles. Sewing machine operators, embroidery machine operators and machinists run the line.
- Skilled production roles. Expert sewers, pattern cutters and cutting masters decide how fabric becomes a garment, and they are harder to replace.
- Technical and print roles. Garment technologists and printers in charge handle quality, specification and decoration.
- Leadership roles. Supervisors, production supervisors, trainers and managers run shifts and teach new intakes.

The trainer role is worth noticing. A plant that trains in batches needs people who can teach, and a worker who learns the machines well is the obvious candidate for that job later.

## How Does Training Work Before You Start?

In stages, with supervisors trained first and workers inducted in groups.

The pre-launch plan set out by the managing director had experts from [StarSew](https://businessday.ng/news/article/kwara-garment-factory-to-commence-operations-trains-workforce/), a garment machinery supplier and trainer working across the Middle East and North Africa, teach supervisors to run the machinery. The factory then planned [batch training sessions of 150 people](https://businessday.ng/news/article/kwara-garment-factory-to-commence-operations-trains-workforce/) at a time, followed by induction and assignment to departments.

The operator side describes the investment in the same terms. The state trained [hundreds of Kwara youths in garment production, machine operations and technical skills](https://kwarastate.gov.ng/press_releases/kwara-garment-factory-limited-signs-management-agreement-with-kws-garment-production-village/) before the private deal was signed, and the factory runs [continuous skills development programmes](https://www.vanguardngr.com/2026/07/from-vision-to-reality-kwara-arment-factory-creates-2000-jobs-attracts-private-investment/) for its workforce.

Two questions are worth asking at interview. First, whether the training carries a certificate that another employer would recognise. Second, whether training time is paid. Neither answer is published, and both affect whether the job builds a career or only fills a shift.

## What Is the Legal Pay Floor?

It is the [N70,000 minimum wage](https://kwarastate.gov.ng/press_releases/gov-abdulrazaq-directed-implementation-of-n70000-new-minimum-wage-from-this-month-finance-commissioner/) for most full time workers at a factory of this size, the national floor set by federal law.

The [National Minimum Wage (Amendment) Act 2024](https://www.mjnuma.com/newsletter/43.html), signed into law by President Bola Tinubu, raised the national floor from ₦30,000 to ₦70,000. The Act applies across every state and binds private establishments, so a privately managed factory is covered.

There are exemptions, and they matter in garment work. The Act does not cover [an establishment with fewer than 25 employees](https://www.mjnuma.com/newsletter/43.html), workers paid part time or on commission, or seasonal workers. A factory of this size is far above that line, but if a role is offered as piece rate or part time, ask directly whether the national floor applies.

The state itself moved early for its own staff. Kwara approved the [N70,000 minimum wage for its public service](https://kwarastate.gov.ng/press_releases/gov-abdulrazaq-directed-implementation-of-n70000-new-minimum-wage-from-this-month-finance-commissioner/) with effect from October 2024, after a tripartite meeting with the Nigeria Labour Congress, the Trade Union Congress, the Joint Negotiating Council and the organised private sector. Since the factory is now privately managed, do not assume it uses the civil service salary scale. Ask for the wage in writing.

The review cycle is now shorter too. The Act cut the interval between reviews [from five years to three](https://www.mjnuma.com/newsletter/43.html), so the floor should come back up for discussion sooner than it used to.

## Why Does the Multi-Shift Design Matter for Workers?

Because it decides your hours and how fast you can move up.

The plant is designed for [multi-shift production](https://thesun.ng/shettima-unveils-kwara-garment-factory-targets-4000-jobs/), and its automated cutting systems and pneumatic pressers can turn out up to [10,000 polo shirts in a single eight-hour shift](https://www.vanguardngr.com/2026/07/from-vision-to-reality-kwara-arment-factory-creates-2000-jobs-attracts-private-investment/). That output only pays off if the machines run for more than one shift a day, which is how a single floor supports a workforce several times its number of stations.

Multi-shift work means nights, early starts and weekends. Ask which shift you are being hired for and whether it rotates. The same design also creates more leadership posts, because every extra shift needs its own supervisors, quality checkers and maintenance cover.

The site is also [fully powered by an on-site solar village](https://kwarastate.gov.ng/press_releases/kwara-garment-factory-limited-signs-management-agreement-with-kws-garment-production-village/). For a Nigerian factory, a steady power supply means fewer lost shifts to outages, and fewer days when workers turn up and are sent home.

## What This Means for Job Seekers in Kwara, and What Should You Do?

Our view is that this is a better opportunity than the headline suggests, and a different one.

The headline jobs figure is a capacity ceiling for the building. The real story is a working plant with a private operator, a written local hiring rule and a training pipeline that has already brought in thousands of residents. That is rarer than a big number, and more useful.

What to do now:

- Watch for the next intake. The factory hires and trains in batches, so the right moment is when a new batch is called, not when the next ceremony is held.
- Lead with your category. If you are a woman or a Kwara indigene, say so clearly, because the 80 percent pledge in the [management agreement](https://kwarastate.gov.ng/press_releases/kwara-garment-factory-limited-signs-management-agreement-with-kws-garment-production-village/) is aimed at you.
- Aim one rung up if you can. Pattern cutting, cutting master, technologist and trainer roles are harder to fill and pay back the extra skill.
- Get the wage and shift in writing. Confirm the pay is at or above the [N70,000 national floor](https://www.mjnuma.com/newsletter/43.html) and ask how shifts rotate.
- Ask who issues the certificate. A skill that another employer recognises is worth more than one plant's induction.

The honest risk is demand. The operator must win orders for the later phases to hire, and a plant built at this scale fills only as fast as its customers buy.
