## New Recommendations on Oklahoma Work Permits Could Shape Future for Migrant Workers

In efforts to attract and retain international talent, Oklahoma recently made headlines with significant recommendations on work permits and visas for migrant workers. Following the passage of [House Bill 4156](https://www.oklegislature.gov/BillInfo.aspx?Bill=hb4156&Session=2400), which set the groundwork for a more structured immigration policy in the state, [Governor Kevin Stitt](https://oklahoma.gov/governor.html) established a task force aimed at developing actionable insights.

The group's final recommendations were presented by [Secretary of Public Safety Tricia Everest](https://oklahoma.gov/governor/newsroom/newsroom/2021/march/governor-stitt-appoints-tricia-everest-as-secretary-of-public-sa.html), focusing on improving the employment landscape for noncitizens eager to work in Oklahoma. "We want the American dream to flourish," said Everest, emphasizing that understanding and breaking down barriers faced by immigrant workers has become a paramount concern for state leaders.

### Key Recommendations from the Task Force

The task force, made up of 11 members including immigration attorneys and representatives from the [Mexican Consulate](https://embamex.sre.gob.mx/india/index.php/es/consulares/visas), unanimously approved five strategic recommendations. These initiatives aim to foster a more inclusive environment for migrant workers, as detailed below:

1. **Creation of an Office of New Oklahomans**: This office would act as a centralized resource, ensuring interagency cooperation on issues facing noncitizens and providing a streamlined approach to navigate state and federal regulations.
2. **Empowering Employers and International Talent**: The task force seeks to equip employers with tools and information that would allow migrant workers to fill high-demand jobs across various sectors.
3. **Streamlining the Credentialing Process**: Policies will be promoted to optimize the efficiency of the process that international workers must navigate to get their credentials recognized in Oklahoma.
4. **Innovative Solutions for Work Permits**: The proposal includes piloting new methods to increase the issuance of work permits and visas for noncitizens wanting to live and work in Oklahoma.
5. **Issuing Driving Privilege Cards**: To enhance public safety and aid qualifying immigrants, the task force recommends the introduction of Driving Privilege Cards for noncitizens.

These recommendations are not just hopeful suggestions but a call to action for state lawmakers to devise policies that address the pressing need for labor across various industries.

### Addressing Labor Shortages and Future Outlook

Oklahoma, like many other states, is facing workforce shortages made worse by an aging population and skill gaps in crucial areas like healthcare, construction, and technology. Recent data from the Bureau of Labor Statistics shows that job openings in healthcare have increased by over 30% since 2020, underscoring the urgent need for a workforce capable of filling these critical roles.

“Congress has been silent on this for decades,” Everest pointed out, underscoring the urgency for the state to take initiative. With more than 14% of the Oklahoma workforce being foreign-born, attracting skilled migrant workers could be key to stabilizing and growing the local economy. Everest noted that many international professionals educated in Oklahoma struggle on the job market due to restrictive immigration policies.

“Migrants trained at our universities often have to leave the state because their credentials are not recognized. This is a loss not only for them but for us,” Everest commented. The task force’s approach seeks to retain these talents by making credential recognition a priority.

While the recommendations serve as a blueprint, Everest cautions that this is just the beginning. The task force's findings will now be forwarded to lawmakers, who will have to balance public sentiment, legal challenges, and the economic needs of the state in creating effective immigration policies.

The prospects of the "Oklahoma First Model" are promising, but it remains to be seen how quickly and effectively the state will implement these proposals. Meanwhile, House Bill 4156 is currently under judicial scrutiny and will soon be reviewed by the 10th [Circuit Court of Appeals in Denver.](https://www.notion.so/Oklahoma-s-New-Work-Permit-Recommendations-Aim-to-Attract-Migrant-Workers-a6c232bd70534562aafb9e2f883fd7ed?pvs=21)

In an era where skilled labor is increasingly mobile, the future success of Oklahoma’s economic landscape could hinge on how effectively the state can adapt its policies to be more inclusive and responsive to the needs of both local and migrant workers. As these developments unfold, all eyes will be on Oklahoma to see if these initiatives can pave the way for sustainable economic growth.
