[Flutter Entertainment plc](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm), the group behind Paddy Power, Betfair and Sky Bet, expects its restructuring to [result in up to 1,400 redundancies](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm) across its UK and Ireland business, and it began [notifying affected employees on October 20, 2026](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994d8k.htm). In Dublin, [240 jobs are at risk](https://www.rte.ie/news/business/2026/1020/1596128-flutter-job-cuts/), with the cuts [concentrated in the company's global headquarters in Clonskeagh](https://www.rte.ie/news/business/2026/1020/1596128-flutter-job-cuts/). Flutter blames the [material increase in betting and gaming duties](https://www.theguardian.com/society/2026/oct/20/paddy-power-owner-flutter-tax-rises-jobs-cuts-gambling) in the UK Budget, though Paddy Power's founder, Stewart Kenny, [has accused the industry of scaremongering about jobs](https://www.theguardian.com/society/2026/oct/20/paddy-power-owner-flutter-tax-rises-jobs-cuts-gambling). For [Metaintro](https://www.metaintro.com) readers working in betting, gaming or the tech and support teams behind them, this guide covers which sites and teams are named, what the filing sets out on timing, and what UK and Irish law requires before any job ends.

## What Exactly Did Flutter Announce on October 20?

Flutter [committed to a restructuring plan affecting its United Kingdom & Ireland (UK&I) business](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994d8k.htm), and UK&I staff at Flutter hubs, including in Portugal and Romania. The [filing with the US Securities and Exchange Commission](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994d8k.htm) is dated [October 20, 2026](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994d8k.htm). The plan is [expected to entail a reduction in headcount of up to 1,400 employees](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994d8k.htm).

The hedge matters. The plans [will be subject to consultation](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm), so 1,400 is a ceiling set out in [the company's own press release](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm), not a final count of people who will leave. Which roles are at risk [has not been disclosed](https://www.bbc.co.uk/news/articles/cqzrdpkm3g84o).

The cost is already in Flutter's forecasts. Flutter [estimates aggregate pre-tax charges of approximately $80 to $90 million](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994d8k.htm), mostly [cash expenditure related to employee severance, benefits, and related costs](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994d8k.htm). Those costs were [captured within the updated guidance issued within Flutter's Q2 earnings update](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm), when the company raised its guidance for restructuring, transaction and integration costs [to $500m](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm).

Flutter [employs 28,500 people globally including 9,000 who work in the UK & Ireland business](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm). Flutter's domestic market [is expected to bear the brunt of the cuts](https://www.theguardian.com/society/2026/oct/20/paddy-power-owner-flutter-tax-rises-jobs-cuts-gambling).

## Which Sites and Teams Are Affected?

The named locations are [Leeds, UK and Dublin, Ireland as well as UK & Ireland staff at Flutter hubs including Porto, Portugal and Cluj-Napoca, Romania](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm). Staff in Sunderland are also [affected by the plan to restructure the UK and Ireland division](https://www.theguardian.com/society/2026/oct/20/paddy-power-owner-flutter-tax-rises-jobs-cuts-gambling), in the Guardian's account.

Most of the UK cuts will be [concentrated in Flutter's Leeds offices](https://www.rte.ie/news/business/2026/1020/1596128-flutter-job-cuts/), the city that [was Sky Bet's key centre of operations](https://www.theguardian.com/society/2026/oct/20/paddy-power-owner-flutter-tax-rises-jobs-cuts-gambling), a business Flutter [bought in 2020](https://www.theguardian.com/society/2026/oct/20/paddy-power-owner-flutter-tax-rises-jobs-cuts-gambling).

The cuts [could also affect staff based in London and Sunderland, as well as Malta and Gibraltar](https://www.bbc.co.uk/news/articles/cqzrdpkm3g84o), though that wider list is what the BBC understands, and it is not in [the company's statement](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm).

Neither [the filing](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994d8k.htm) nor [the release](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm) breaks the headcount cut down by site or job family. Where a UK employer is [making 20 or more employees redundant within any 90-day period at a single establishment](https://www.gov.uk/staff-redundant/redundancy-consultations), it must give representatives or staff written details of [the numbers and categories of employees involved](https://www.gov.uk/staff-redundant/redundancy-consultations).

## What Is Happening to the Dublin Roles?

The Dublin cuts are [concentrated in the company's global headquarters in Clonskeagh in Dublin, which has a total workforce of 1,770](https://www.rte.ie/news/business/2026/1020/1596128-flutter-job-cuts/).

The 240 staff work across [a range of functions including finance, HR, technology, training](https://www.rte.ie/news/business/2026/1020/1596128-flutter-job-cuts/) and legal work, and they [will be offered voluntary redundancy](https://www.rte.ie/news/business/2026/1020/1596128-flutter-job-cuts/). That Dublin operation [runs a unit which manages activities across the UK and Ireland](https://www.rte.ie/news/business/2026/1020/1596128-flutter-job-cuts/).

Flutter has cut jobs before. Last year it [announced it was reducing its number of betting shops in the UK and Ireland by 100, resulting in about 200 redundancies in Ireland](https://www.rte.ie/news/business/2026/1020/1596128-flutter-job-cuts/).

> My immediate focus is providing the necessary support for all of our impacted colleagues and guiding our teams through what we know is going to be a difficult and challenging period for all concerned, Flutter UK and Ireland chief executive Kevin Harrington said, according to [the Flutter press release](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm).

## Are Paddy Power, Betfair and Sky Bet Staff All Covered?

The plan [restructures Flutter's UK & Ireland business](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994d8k.htm) and does not name a brand. Flutter's brands include [FanDuel, Sky Betting & Gaming, Sportsbet, PokerStars, Paddy Power, Sisal, Snai, tombola, Betfair](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm) and others, and the restructuring is described as affecting [its UK & Ireland business](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm).

Neither [the filing](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994d8k.htm) nor [the release](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm) names a single brand as the target. That means a Betfair, Paddy Power or Sky Bet badge does not by itself tell you whether your job is in scope. What matters is whether you sit in the UK and Ireland division or are [UK&I staff at Flutter hubs](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994d8k.htm) abroad.

One industry insider points to an older cause. The insider, who asked not to be named, told the Guardian that [Flutter's absorption of Sky Bet, which it bought in 2020, was likely to be a contributing factor](https://www.theguardian.com/society/2026/oct/20/paddy-power-owner-flutter-tax-rises-jobs-cuts-gambling), saying that [government policy changes ran alongside existing integration](https://www.theguardian.com/society/2026/oct/20/paddy-power-owner-flutter-tax-rises-jobs-cuts-gambling) of the group's brands.

## Why Does Flutter Blame Tax, and What Did the Budget Actually Change?

Remote Gaming Duty, [which is paid on online casino betting, rose from 21% to 40%](https://www.bbc.co.uk/news/articles/cqzrdpkm3g84o) on [1 April 2026](https://www.gov.uk/government/publications/changes-to-gambling-duties), and [a new remote betting rate of 25% will be introduced within General Betting Duty from 1 April 2027](https://www.gov.uk/government/publications/changes-to-gambling-duties). Remote bets on [UK horse-racing will be excluded from these changes and remain subject to a rate of 15%](https://www.gov.uk/government/publications/changes-to-gambling-duties).

General betting duty [was kept at 15% in betting shops, but is set to rise from 15% to 25% online in April next year](https://www.bbc.co.uk/news/articles/cqzrdpkm3g84o).

Flutter's case is that the bill is too big to absorb. Flutter [cannot fully absorb a rise of this magnitude without reducing its fixed cost base](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm), UK and Ireland chief executive Kevin Harrington said. The company has put the pre-mitigation hit to underlying profit at [$320m this year and $540m in 2027](https://www.bbc.co.uk/news/articles/cqzrdpkm3g84o), and it expects to [offset with $201m of first order mitigation](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm) in 2027.

Not everyone accepts that framing. Paddy Power's founder, Stewart Kenny, [has accused the industry of scaremongering about jobs to avoid paying more tax](https://www.theguardian.com/society/2026/oct/20/paddy-power-owner-flutter-tax-rises-jobs-cuts-gambling), and MPs [dismissed betting firms' warnings of job losses and shop closures as scaremongering](https://www.bbc.co.uk/news/articles/cqzrdpkm3g84o). A government spokesperson called the cuts a [commercial decision for Flutter, not the UK government](https://www.bbc.co.uk/news/articles/cqzrdpkm3g84o).

Flutter [shares rose more than 2% in early trading in the US](https://www.theguardian.com/society/2026/oct/20/paddy-power-owner-flutter-tax-rises-jobs-cuts-gambling), and Harrington said Flutter remains confident it is [well placed to benefit from share gains](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm) given its position as the largest scale operator in the UK.

## When Will the Job Cuts Actually Happen?

Flutter has given a target, not a date for each worker. The company [expects to substantially complete the Restructuring Plan by the end of 2026](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994d8k.htm), with charges [to be incurred in the fourth quarter of 2026](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994d8k.htm).

The timing is [subject to applicable legal and employee notice and consultation requirements](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994d8k.htm), which include a [minimum consultation period before dismissal](https://www.gov.uk/staff-redundant/redundancy-consultations) for UK collective redundancies and a [30-day wait after the Minister is notified](https://www.workplacerelations.ie/en/what_you_should_know/ending%20the%20employment%20relationship/collective%20redundancies/) in Ireland.

The announcement came [a week before John Healey's first budget](https://www.theguardian.com/society/2026/oct/20/paddy-power-owner-flutter-tax-rises-jobs-cuts-gambling), and the chancellor [is considering an increase in machine games duty (MGD), a tax levied on slot machines](https://www.theguardian.com/society/2026/oct/20/paddy-power-owner-flutter-tax-rises-jobs-cuts-gambling). In a letter to the chancellor, [90 Labour MPs called for a higher Machine Games Duty rate on Category B machines](https://casinobeats.com/2026/10/20/flutter-to-cut-up-to-1400-uk-ireland-jobs-as-higher-gambling-duties-bite/), and industry figures warn a rise [would trigger thousands of job losses](https://www.theguardian.com/society/2026/oct/20/paddy-power-owner-flutter-tax-rises-jobs-cuts-gambling).

Flutter also has a new group boss, as [Dan Taylor became group chief executive on 1 October 2026](https://casinobeats.com/2026/10/20/flutter-to-cut-up-to-1400-uk-ireland-jobs-as-higher-gambling-duties-bite/), replacing Peter Jackson.

## What Consultation Rights Do UK Staff Have?

An employer must follow collective consultation rules if it is [making 20 or more employees redundant within any 90-day period at a single establishment](https://www.gov.uk/staff-redundant/redundancy-consultations).

For large rounds, the minimum gap is longer. Where [100 or more](https://www.gov.uk/staff-redundant/redundancy-consultations) redundancies are proposed at one establishment, the employer must notify the Redundancy Payments Service [45 days before the first redundancy](https://www.gov.uk/staff-redundant/redundancy-consultations), and there is a [minimum consultation period before dismissal](https://www.gov.uk/staff-redundant/redundancy-consultations) of 45 days.

Consultation has to be real. It [does not have to end in agreement, but it must be carried out with a view to reaching it, including ways of avoiding or reducing the redundancies](https://www.gov.uk/staff-redundant/redundancy-consultations), and the employer must give representatives or staff written details of:

- [the reasons for redundancies](https://www.gov.uk/staff-redundant/redundancy-consultations)
- [the numbers and categories of employees involved](https://www.gov.uk/staff-redundant/redundancy-consultations)
- [the numbers of employees in each category](https://www.gov.uk/staff-redundant/redundancy-consultations)
- [how you plan to select employees for redundancy](https://www.gov.uk/staff-redundant/redundancy-consultations)
- [how you'll carry out redundancies](https://www.gov.uk/staff-redundant/redundancy-consultations)
- [how you'll work out redundancy payments](https://www.gov.uk/staff-redundant/redundancy-consultations)

The employer must consult [trade union representatives or elected employee representatives](https://www.gov.uk/staff-redundant/redundancy-consultations), or [staff directly if there are none](https://www.gov.uk/staff-redundant/redundancy-consultations). Ask who your representative is and what selection criteria are on the table.

## What Redundancy Pay Can UK Staff Expect?

Statutory pay is the legal minimum. You are [normally entitled to statutory redundancy pay if you're an employee and you've been working for your current employer for 2 years or more](https://www.gov.uk/redundant-your-rights/redundancy-pay).

Statutory redundancy pay is worked out like this:

- [half a week's pay for each full year you were under 22](https://www.gov.uk/redundant-your-rights/redundancy-pay)
- [one week's pay for each full year you were 22 or older, but under 41](https://www.gov.uk/redundant-your-rights/redundancy-pay)
- [one and half week's pay for each full year you were 41 or older](https://www.gov.uk/redundant-your-rights/redundancy-pay)

Length of service is [capped at 20 years](https://www.gov.uk/redundant-your-rights/redundancy-pay), and for anyone made redundant on or after 6 April 2026, [weekly pay is capped at £751 and the maximum statutory redundancy pay you can get is £22,530](https://www.gov.uk/redundant-your-rights/redundancy-pay).

Two traps to know. You have [6 months from the date your job ends to apply for statutory redundancy pay](https://www.gov.uk/redundant-your-rights/redundancy-pay), and you are not entitled to it if your employer [offers to keep you on, or offers you suitable alternative work which you refuse without good reason](https://www.gov.uk/redundant-your-rights/redundancy-pay).

> The material increase in betting and gaming duties announced in the UK Budget last year has fundamentally changed the economic model of the regulated betting and gaming industry in the UK while helping to fuel the unlicensed, unregulated market, Flutter UK and Ireland chief executive Kevin Harrington said, according to [the Flutter press release](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm).

## What Rights Do Staff in Ireland Have?

Irish rules come from the Protection of Employment Acts, explained by the [Workplace Relations Commission](https://www.workplacerelations.ie/en/what_you_should_know/ending%20the%20employment%20relationship/collective%20redundancies/). An employer proposing a collective redundancy must [engage in an information and consultation process with employees' representatives for at least 30 days](https://www.workplacerelations.ie/en/what_you_should_know/ending%20the%20employment%20relationship/collective%20redundancies/) and notify the Minister for Enterprise, Trade and Employment.

The rules protect the consultation window. An employer [is prohibited from issuing any notice of redundancy during the information and consultation process](https://www.workplacerelations.ie/en/what_you_should_know/ending%20the%20employment%20relationship/collective%20redundancies/), and it [cannot make employees redundant until at least 30 days after the Minister has been notified](https://www.workplacerelations.ie/en/what_you_should_know/ending%20the%20employment%20relationship/collective%20redundancies/).

For workplaces normally employing [300 or more](https://www.workplacerelations.ie/en/what_you_should_know/ending%20the%20employment%20relationship/collective%20redundancies/), a collective redundancy means [30 or more](https://www.workplacerelations.ie/en/what_you_should_know/ending%20the%20employment%20relationship/collective%20redundancies/) redundancies in any period of 30 consecutive days, and the Clonskeagh site has [a total workforce of 1,770](https://www.rte.ie/news/business/2026/1020/1596128-flutter-job-cuts/).

Irish statutory redundancy pay starts after [2 years' (104 weeks) service](https://www.citizensinformation.ie/en/employment/unemployment-and-redundancy/redundancy/redundancy-payments/). It is [two weeks' pay for every year of service](https://www.citizensinformation.ie/en/employment/unemployment-and-redundancy/redundancy/redundancy-payments/) plus [one additional week's pay](https://www.citizensinformation.ie/en/employment/unemployment-and-redundancy/redundancy/redundancy-payments/), with weekly pay capped at [€600 a week (or €31,200 a year)](https://www.citizensinformation.ie/en/employment/unemployment-and-redundancy/redundancy/redundancy-payments/). The [statutory redundancy payment is tax-free](https://www.citizensinformation.ie/en/employment/unemployment-and-redundancy/redundancy/redundancy-payments/), and an employer is [not legally obliged to pay anything on top of the normal statutory entitlements](https://www.citizensinformation.ie/en/employment/unemployment-and-redundancy/redundancy/redundancy-payments/) unless [your contract, a collective agreement or custom and practice gives you a right to a top-up](https://www.citizensinformation.ie/en/employment/unemployment-and-redundancy/redundancy/redundancy-payments/), so any voluntary package should be compared with that floor.

## How Does This Fit the Wider Gambling Jobs Picture?

Ladbrokes owner Entain [last month outlined plans to cut about 20% of customer care roles, two months after it said it would remove 500 roles to offset the impact of higher taxes](https://www.rte.ie/news/business/2026/1020/1596128-flutter-job-cuts/), and Flutter is [the latest and largest operator to cut jobs](https://www.rte.ie/news/business/2026/1020/1596128-flutter-job-cuts/) in the sector, according to RTE. Bet365 has also [cut jobs, citing increased regulatory and tax-related costs](https://www.metaintro.com/blog/bet365-340-job-cuts-uk-gambling-tax-hiring).

In the three months to June, Flutter posted [a $299m (£224m) pre-tax loss for its entire business worldwide](https://www.bbc.co.uk/news/articles/cqzrdpkm3g84o), while [revenues in the UK and Ireland rose by 4%](https://www.bbc.co.uk/news/articles/cqzrdpkm3g84o). Flutter also [delisted from the London Stock Exchange in August](https://www.bbc.co.uk/news/articles/cqzrdpkm3g84o), and its shares now trade only in New York.

## What This Means for Betting and Gaming Workers, and What Should You Do Next?

The key fact is the hedge. Flutter expects [up to 1,400 redundancies](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm), the [plans will be subject to consultation](https://www.sec.gov/Archives/edgar/data/1635327/000119312526425686/d400994dex991.htm), and the roles at risk [have not been disclosed](https://www.bbc.co.uk/news/articles/cqzrdpkm3g84o). During UK consultation, employers must look at [ways of avoiding or reducing the redundancies](https://www.gov.uk/staff-redundant/redundancy-consultations), and in Dublin the offer is [voluntary redundancy](https://www.rte.ie/news/business/2026/1020/1596128-flutter-job-cuts/).

- **Get your facts in writing.** Ask for the [numbers and categories of employees involved](https://www.gov.uk/staff-redundant/redundancy-consultations) and the [criteria proposed for the selection of the workers to be made redundant](https://www.workplacerelations.ie/en/what_you_should_know/ending%20the%20employment%20relationship/collective%20redundancies/).
- **Work out your floor.** Use the [GOV.UK redundancy pay rules](https://www.gov.uk/redundant-your-rights/redundancy-pay) or the [Irish statutory redundancy formula](https://www.citizensinformation.ie/en/employment/unemployment-and-redundancy/redundancy/redundancy-payments/) to calculate your minimum before you judge any package.
- **Watch the dates.** In Ireland, no notice can be issued during the [information and consultation process, which lasts at least 30 days](https://www.workplacerelations.ie/en/what_you_should_know/ending%20the%20employment%20relationship/collective%20redundancies/), and in the UK, 100 or more proposed redundancies at one establishment carry a [45-day minimum consultation period before dismissal](https://www.gov.uk/staff-redundant/redundancy-consultations).
- **Search beyond betting.** The Dublin roles span [a range of functions including finance, HR, technology, training](https://www.rte.ie/news/business/2026/1020/1596128-flutter-job-cuts/) and legal work, so look for those functions in other sectors too.
- **Start your search early.** Use [how to job search with AI after a layoff](https://www.metaintro.com/blog/job-search-with-ai-after-a-layoff) to plan your first applications while consultation runs.
