[SJ Electronics founder Dr Fay Hua said the company plans to hire more than 1,000 employees for its Penang operations, with many positions for engineers working on key technologies](https://theedgemalaysia.com/node/820890), after its subsidiary [PEN SJ Electronics Sdn Bhd pledged to invest over US$70 million](https://theedgemalaysia.com/node/820890) in an advanced packaging materials and thermal management facility. The deal was unveiled on [Oct 7 in George Town](https://newswav.com/article/penang-lands-us-70m-semiconductor-materials-investment-1-000-jobs-planned-A2610_wodZ7w) by Penang Chief Minister Chow Kon Yeow, and [the company has signed a lease agreement with the Penang Development Corporation (PDC) for a facility at the Batu Kawan Industrial Park 3 (BKIP3)](https://theedgemalaysia.com/node/820890). For [Metaintro](https://www.metaintro.com) readers, the useful part goes beyond the headline number, covering what the plant will make, what is and is not known about the hiring, and what Malaysia's national chip talent programme has trained so far.

## What Exactly Did PEN SJ Announce in Penang?

[PEN SJ Electronics](https://www.penangpropertytalk.com/2026/10/pen-s-j-electronics-to-invest-over-us70-million-in-new-batu-kawan-facility/) is set to expand its manufacturing footprint in Penang with [a new advanced packaging materials and thermal management solutions facility at Batu Kawan Industrial Park 3](https://www.penangpropertytalk.com/2026/10/pen-s-j-electronics-to-invest-over-us70-million-in-new-batu-kawan-facility/). Chow spoke to newsmen [at his office in Komtar](https://www.nst.com.my/business/corporate/2026/10/1549783/pen-sj-invest-rm300mil-penang-advanced-packaging-plant-create) at [the PEN SJ-PDC lease agreement announcement](https://theedgemalaysia.com/node/820890).

PEN SJ is [a subsidiary of SJ Electronics, a prominent provider of advanced packaging materials and thermal management solutions for high-performance processing chips](https://www.nst.com.my/business/corporate/2026/10/1549783/pen-sj-invest-rm300mil-penang-advanced-packaging-plant-create), and the parent, [Ningbo S J Electronics Co., Ltd.](https://en.sje-nb.com/about.html), is based in the Ningbo Economic and Technological Development Zone in China. Chow described SJ Electronics as [one of only a few manufacturers in the world and the sole company in China, capable of mass-producing high-end indium-based TIM1](https://theedgemalaysia.com/node/820890).

There is also a supply chain reason for building locally. The new plant [aims to significantly shorten supply chain lead times, lower warehousing and logistics costs for downstream partners, and elevate local advanced packaging capabilities](https://www.nst.com.my/business/corporate/2026/10/1549783/pen-sj-invest-rm300mil-penang-advanced-packaging-plant-create), and it is meant to [serve both local and international customers](https://www.penangpropertytalk.com/2026/10/pen-s-j-electronics-to-invest-over-us70-million-in-new-batu-kawan-facility/).

## How Many Jobs Are Planned, and What Does Each Figure Cover?

Two job figures are in circulation. The facility itself [is expected to create more than 1,000 jobs](https://theedgemalaysia.com/node/820890), and the founder's plan is [to hire more than 1,000 employees for its Penang operations](https://newswav.com/article/penang-lands-us-70m-semiconductor-materials-investment-1-000-jobs-planned-A2610_wodZ7w). The first phase [is expected to create about 1,000 jobs, mainly high-skilled engineering positions in the materials segment of the semiconductor value chain](https://www.nst.com.my/business/corporate/2026/10/1549783/pen-sj-invest-rm300mil-penang-advanced-packaging-plant-create).

These are plans, not open vacancies. No hiring date, wage range or job list was given at [the Oct 7 announcement](https://newswav.com/article/penang-lands-us-70m-semiconductor-materials-investment-1-000-jobs-planned-A2610_wodZ7w), and none appears in the [New Straits Times article](https://www.nst.com.my/business/corporate/2026/10/1549783/pen-sj-invest-rm300mil-penang-advanced-packaging-plant-create) either.

The money figure also comes in two versions. The pledge is [over US$70 million (RM286.1 million)](https://theedgemalaysia.com/node/820890) in one conversion, while another account gives it as [more than US$70 million (about RM300 million)](https://www.nst.com.my/business/corporate/2026/10/1549783/pen-sj-invest-rm300mil-penang-advanced-packaging-plant-create). The dollar figure is the same in every version, and the company's commitment is [an investment of more than US$70 million](https://www.penangpropertytalk.com/2026/10/pen-s-j-electronics-to-invest-over-us70-million-in-new-batu-kawan-facility/).

> This investment will further strengthen Penang’s electrical and electronics (E&E) ecosystem, particularly in advanced semiconductor packaging and thermal management, Chief Minister Chow Kon Yeow said on Oct 7, according to [Bernama, as carried by The Edge Malaysia](https://theedgemalaysia.com/node/820890).

## What Will the Batu Kawan Plant Actually Make?

[The facility will be developed in two phases](https://www.penangpropertytalk.com/2026/10/pen-s-j-electronics-to-invest-over-us70-million-in-new-batu-kawan-facility/), and [Phase 1 operations will center on the production of Thermal Interface Materials (TIM), specifically high-end indium-based TIM1 materials](https://www.nst.com.my/business/corporate/2026/10/1549783/pen-sj-invest-rm300mil-penang-advanced-packaging-plant-create). The company [will subsequently expand into the production of integrated heat spreaders in the second phase to serve both global and domestic customers](https://theedgemalaysia.com/node/820890).

No product specifications for the Batu Kawan plant were given in [the announcement](https://theedgemalaysia.com/node/820890). On the Ningbo parent's [product page](https://en.sje-nb.com/products_list0/1.html), its indium preforms are made as [thermal interface materials (TIM1) for CPU packages](https://en.sje-nb.com/products_list0/1.html), and during assembly a thin wetting metal layer on the back of the die lets the indium [connect to I H S (Integrated Heat Spreader)](https://en.sje-nb.com/products_list0/1.html). The parent's indium preforms list a thermal conductivity of [> 80 W/(m.k)](https://en.sje-nb.com/products_list0/1.html), and its heat spreaders can be [customized into lid-type, hat-type or stiffener ring](https://en.sje-nb.com/products_list0/1.html) designs. Its heat spreaders come in [37.5 mm x 37.5 mm with nickel plated, or 72mm x 55mm, with nickel / gold plating on the surface](https://en.sje-nb.com/products_list0/1.html), with a listed thermal conductivity above [400W/(m.k)](https://en.sje-nb.com/products_list0/1.html). The parent also makes solder microballs for flip chip, BGA and CSP interconnects and [lead-free SAC305 alloy](https://en.sje-nb.com/products_list0/1.html) preforms.

Founder Dr Fay Hua [tied demand for thermal materials to the rapid advancement of artificial intelligence](https://theedgemalaysia.com/node/820890), and named the company's focus as [technologies and materials required for advanced semiconductor packaging, including 2.5D and 3D packaging](https://theedgemalaysia.com/node/820890).

## Is This PEN SJ's First Move Into Penang?

No. PEN S J is [expanding its manufacturing footprint in Penang](https://www.penangpropertytalk.com/2026/10/pen-s-j-electronics-to-invest-over-us70-million-in-new-batu-kawan-facility/). The parent [established its first oversea manufacturing site, PEN S J Electronics Sdn, Bhd., in Penang, Malaysia in 2023](https://en.sje-nb.com/about.html).
