The US labor market just hit its roughest patch in over two years.

Private sector employers cut 32,000 jobs in September, according to [ADP's](https://www.adp.com/) National Employment Report released October 1. The figure represents the largest monthly decline since March 2023 and marks the second straight month of job losses.

Wall Street economists were expecting companies to add 45,000 positions. They were off by 77,000 jobs.

The miss is particularly notable because it comes at a time when the government's official jobs report, typically released the first Friday of each month, has been delayed due to the federal shutdown. That makes ADP's data based on the payroll records of more than 26 million US workers the only real-time snapshot available of the labor market's health.

And that snapshot isn't pretty.

## August Numbers Revised Down Hard

The bad news extends beyond September. [ADP](https://www.adp.com/) revised its August employment figures from a gain of 54,000 jobs down to a loss of 3,000 positions. That means the private sector has now shed jobs for two consecutive months.

Adding to the downward pressure, ADP conducted its annual rebenchmarking using full-year 2024 data from the [Bureau of Labor Statistics](https://www.bls.gov/). That recalibration slashed an additional 43,000 jobs from the September count.

The net result? What looked like modest job growth through the summer has turned into contraction by fall.

## Small Businesses Get Hammered

The pain isn't distributed evenly across the economy. Small businesses with fewer than 50 employees bore the brunt of September's losses, cutting 40,000 positions. Medium-sized firms with 50 to 499 workers shed another 20,000 jobs.

Only large companies with 500 or more employees managed to add positions, growing their payrolls by 33,000 workers. But that's a drop in the bucket. Small and medium businesses employ the vast majority of American workers, and when they pull back, the entire labor market feels it.

John Ibes, who runs a small landscaping company in Minnesota with five employees, told reporters his customer base is narrowing. The clients who remain tend to be wealthier and less price-sensitive, but it's becoming harder to drum up new business. He's worried about how long he can maintain his current workforce.

That kind of caution is playing out across the economy.

## Services Take the Hit

Service-providing industries, which make up the bulk of the US economy, lost 28,000 jobs in September. The casualties were widespread: leisure and hospitality shed 19,000 positions as vacation season wound down, other services cut 16,000 jobs, professional and business services dropped 13,000, financial activities lost 9,000, and trade, transportation and utilities declined by 7,000.

Construction, typically a reliable source of job growth, cut 5,000 positions.

The one bright spot? Education and health services added 33,000 jobs, driven by schools reopening and healthcare's continued hiring momentum. But that single sector couldn't offset losses everywhere else.

Goods-producing industries also contracted, losing 3,000 jobs overall.

## Wage Growth Continues Despite Job Losses

Here's the twist: even as companies cut positions, wages are still climbing. Workers who stayed in their jobs saw annual pay increase 4.5% year-over-year, holding steady with August's pace. That wage growth continues to outpace inflation, which is good news for employed workers' purchasing power.

But the story for job-changers is different. Pay gains for people switching employers slowed to 6.6% in September from 7.1% in August. That deceleration suggests the tight labor market that gave workers leverage to demand higher salaries when changing jobs is starting to loosen.

Nela Richardson, [ADP's](https://www.adp.com/) chief economist, noted that despite strong economic growth in the second quarter, the report validates what labor market watchers have been seeing: US employers are being cautious with hiring.

The combination of falling job creation and moderating wage growth for job-switchers points to an economy that's cooling off. Companies appear to be holding steady with existing employees but showing little appetite to expand their workforces.

## What This Means for Fed Policy

The September jobs report adds fuel to expectations that the [Federal Reserve](https://www.federalreserve.gov/) will continue cutting interest rates. Many analysts now predict at least two more quarter-point rate cuts before the end of 2025 as the central bank tries to prevent the labor market from weakening further.

The Fed has been walking a tightrope, trying to cool inflation without tipping the economy into recession. September's employment data suggests that balance is getting harder to maintain.
