# Qualcomm Staff Worldwide Face Performance-Based Job Cuts, With Notifications Starting in November

Qualcomm will cut jobs worldwide after annual reviews, with notifications from November. No headcount is given. What staff and chip job seekers should know.

Qualcomm will [cut jobs globally in a performance-focused reduction following its annual employee reviews](https://www.moneycontrol.com/news/business/companies/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-report-14056161.html), with [notifications set to begin in November](https://indianexpress.com/article/technology/tech-news-technology/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-10930213/), according to an internal memo from chief executive Cristiano Amon. The memo [did not say how many jobs would be affected](https://indianexpress.com/article/technology/tech-news-technology/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-10930213/), and Reuters [could not immediately determine the scale of the cuts](https://indianexpress.com/article/technology/tech-news-technology/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-10930213/). Qualcomm [did not immediately respond to a request for comment](https://indianexpress.com/article/technology/tech-news-technology/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-10930213/).

Two things are clear from what has been relayed. The reduction is global, not limited to one site or country, since Qualcomm will [cut jobs across its global workforce](https://www.freepressjournal.in/tech/qualcomm-to-cut-jobs-worldwide-in-performance-based-layoffs-ceo-tells-staff). And the timing is tied to the review cycle, with [notifications to affected employees due to begin in November](https://www.freepressjournal.in/tech/qualcomm-to-cut-jobs-worldwide-in-performance-based-layoffs-ceo-tells-staff). The [reported extracts](https://indianexpress.com/article/technology/tech-news-technology/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-10930213/) mention no last working day, severance formula or list of teams.

## How Many Qualcomm Jobs Could Be Cut?

The memo [gave no figure for the number of jobs affected](https://www.freepressjournal.in/tech/qualcomm-to-cut-jobs-worldwide-in-performance-based-layoffs-ceo-tells-staff), and the scale of the cuts is something Reuters [could not immediately determine](https://www.moneycontrol.com/news/business/companies/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-report-14056161.html). Any number you see in a headline, a forum post or a social media thread is an estimate, not a company figure.

The latest headcount relayed is [about 52,000 employees globally as of September last year](https://indianexpress.com/article/technology/tech-news-technology/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-10930213/), and Qualcomm's [financial year typically ends in late September](https://indianexpress.com/article/technology/tech-news-technology/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-10930213/).

In California, a large layoff at a covered employer generally requires [a WARN notice to the state](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN/), as covered below. Qualcomm's third quarter results excluded [$70 million of restructuring and restructuring-related charges](https://www.sec.gov/Archives/edgar/data/0000804328/000080432826000085/qcom062826erex991.htm) from its non-GAAP results, a dollar figure with no headcount attached. That charge covers the [quarter ended June 28, 2026](https://www.sec.gov/Archives/edgar/data/0000804328/000080432826000085/qcom062826erex991.htm), before the memo went out.

## How Will Qualcomm Decide Whose Job Is Cut?

Amon said [business priorities, organizational needs, skills and expertise](https://indianexpress.com/article/technology/tech-news-technology/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-10930213/) would be considered in making the cuts.

Amon tied the cuts to the company's growth. As the business has grown, [the skills it needs have changed, and it must put the right people in the right roles](https://www.freepressjournal.in/tech/qualcomm-to-cut-jobs-worldwide-in-performance-based-layoffs-ceo-tells-staff). The aim is to place people [so they can perform at their best and the company can continue to succeed](https://www.moneycontrol.com/news/business/companies/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-report-14056161.html).

Nothing in the [reported extracts](https://indianexpress.com/article/technology/tech-news-technology/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-10930213/) says whether people with a low rating will get a performance plan first, whether affected roles will be refilled, or whether laid-off employees can apply for other internal openings. If you work at Qualcomm, those are fair questions to put to your manager or HR before November.

## What Pressures Is Qualcomm's Business Facing?

Handset revenue in Qualcomm's chip unit fell in its fiscal third quarter, which ended on [June 28, 2026](https://www.sec.gov/Archives/edgar/data/0000804328/000080432826000085/qcom062826erex991.htm), to [$5,086 million from $6,328 million a year earlier, a drop of 20%](https://www.sec.gov/Archives/edgar/data/0000804328/000080432826000085/qcom062826erex991.htm). Qualcomm's total revenues for the fiscal third quarter were [$9.9 billion, down 4% from the third quarter of fiscal 2025](https://www.sec.gov/Archives/edgar/data/0000804328/000080432826000085/qcom062826erex991.htm). The cuts themselves are framed around [performance and annual reviews](https://www.moneycontrol.com/news/business/companies/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-report-14056161.html), not sales figures.

Qualcomm has also been hit this year by [a slump in consumer electronics sales as soaring memory prices weigh on demand in key markets](https://indianexpress.com/article/technology/tech-news-technology/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-10930213/). The semiconductor industry is experiencing [a broad-based increase in input costs, across wafer fabrication, assembly, test, advanced packaging, memory and other materials](https://www.sec.gov/Archives/edgar/data/0000804328/000080432826000085/qcom062826erex991.htm), and Qualcomm is taking [concrete actions to reflect the higher input costs in its product pricing](https://www.sec.gov/Archives/edgar/data/0000804328/000080432826000085/qcom062826erex991.htm).

Apple is another pressure point. In late July, Qualcomm warned that [revenue from Apple products would decline faster than expected](https://www.moneycontrol.com/news/business/companies/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-report-14056161.html), and it [forecast quarterly profit below analyst estimates](https://www.freepressjournal.in/tech/qualcomm-to-cut-jobs-worldwide-in-performance-based-layoffs-ceo-tells-staff). Qualcomm shares have [risen just 1.5% in 2026, compared with gains of more than 12% for the benchmark S&P 500 and nearly 60% for the Philadelphia Semiconductor Index](https://indianexpress.com/article/technology/tech-news-technology/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-10930213/).

## Where Is Qualcomm's Business Growing?

Outside phones, the picture is different. In the same quarter, chip revenue from automotive rose to [$1,588 million, up 61%](https://www.sec.gov/Archives/edgar/data/0000804328/000080432826000085/qcom062826erex991.htm), and Internet of Things revenue rose [9% to $1,830 million](https://www.sec.gov/Archives/edgar/data/0000804328/000080432826000085/qcom062826erex991.htm). Qualcomm's automotive chip revenue has posted [23 consecutive quarters of double-digit year-over-year growth](https://www.sec.gov/Archives/edgar/data/0000804328/000080432826000085/qcom062826erex991.htm).

Amon pointed to [total non-handset revenues growing to $40 billion by fiscal 2029](https://www.sec.gov/Archives/edgar/data/0000804328/000080432826000085/qcom062826erex991.htm), nearly double the target Qualcomm shared in November 2024. In the near term, Qualcomm expects year-over-year growth in non-handset revenues, including data center, [to accelerate from 24% in fiscal 2026 to greater than 60% in fiscal 2027](https://www.sec.gov/Archives/edgar/data/0000804328/000080432826000085/qcom062826erex991.htm). The company also [expects the majority of its chip sales to come from businesses other than smartphones in fiscal 2027](https://www.moneycontrol.com/news/business/companies/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-report-14056161.html) as it expands into AI data center chips.

Part of that push came through a purchase. Qualcomm [completed its acquisition of Modular Inc](https://www.sec.gov/Archives/edgar/data/0000804328/000080432826000085/qcom062826erex991.htm), a deal its third quarter release describes as creating an open software foundation for generative and agentic AI, and [the Modular deal's effect on AI chip jobs](https://www.metaintro.com/blog/qualcomm-modular-acquisition-ai-chip-jobs-2026) explains the hiring angle. The memo names [skills and expertise](https://indianexpress.com/article/technology/tech-news-technology/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-10930213/) among the factors in the cuts, and the [reported extracts](https://indianexpress.com/article/technology/tech-news-technology/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-10930213/) name no team, product line or country.

## Has Qualcomm Filed a WARN Notice for the November Cuts?

Qualcomm's most recent notices in the [state WARN report covering July 1, 2025 to June 30, 2026](https://edd.ca.gov/siteassets/files/jobs_and_training/warn/warn-report-for-7-1-25-to-6-30-26.pdf) were received on 04/09/2026, months before the memo went out. No Qualcomm notice appears in the [EDD's latest WARN report, covering July 1 to October 14, 2026](https://edd.ca.gov/siteassets/files/jobs_and_training/warn/warn_report1.xlsx), as of that report. California's Employment Development Department publishes its [WARN data every Tuesday and Thursday, except on holidays](https://edd.ca.gov/en/jobs_and_training/FAQs_WARN/), and posts new notices on its [WARN page](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN/).

The rules explain when a notice is needed. An employer is generally required to file one if it has [75 or more employees (full-time and part-time)](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN/) and plans [a layoff of 50 or more employees within a 30-day period](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN/). The law requires written notice [at least 60 days before a mass layoff, plant closure, or relocation occurs](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN/), and the notice must go to affected employees, the EDD, the [Local Workforce Development Area](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN/) and the chief elected official of the local government affected.

Those notices were filed building by building. Notices received on [04/02/2026 listed 19 employees at 5775 Morehouse Drive and 13 at 5565 Morehouse Drive in San Diego](https://edd.ca.gov/siteassets/files/jobs_and_training/warn/warn-report-for-7-1-25-to-6-30-26.pdf), each with an effective date of 05/26/2026, while a second set received on [04/09/2026 carried an effective date of 06/08/2026](https://edd.ca.gov/siteassets/files/jobs_and_training/warn/warn-report-for-7-1-25-to-6-30-26.pdf) and listed sites such as 5525 Morehouse Drive and 6455 Lusk Blvd.

> Generally, an employer may not order a mass layoff, relocation, or termination at a covered establishment unless, 60 days before the order takes effect, the employer gives written notice of the order, according to [the California Labor Commissioner's Cal-WARN page](https://www.dir.ca.gov/dlse/Cal-WARNAct.html).

## What Have Earlier Qualcomm Layoffs Looked Like?

Qualcomm has cut staff several times in recent years, and in October 2023 it notified the state it would cut [1,258 positions in San Diego and Santa Clara, California, beginning in December](https://rcrwireless.com/20231013/featured/qualcomm-to-cut-more-than-1200-jobs). The state's records for that year list [1,064 at 5775 Morehouse Drive in San Diego, with an effective date of 12/13/2023](https://edd.ca.gov/siteassets/files/jobs_and_training/warn/warn-report-for-7-1-2023-to-06-30-2024.pdf), and [189 at 3195 Kifer Road in Santa Clara](https://edd.ca.gov/siteassets/files/jobs_and_training/warn/warn-report-for-7-1-2023-to-06-30-2024.pdf) plus several single-person entries nearby.

Qualcomm tied that round to weak phone chip sales. It pointed to [the ongoing poor sales performance of its phone chips](https://rcrwireless.com/20231013/featured/qualcomm-to-cut-more-than-1200-jobs), and it had warned in an August filing of [continued uncertainty in the macroeconomic and demand environment](https://rcrwireless.com/20231013/featured/qualcomm-to-cut-more-than-1200-jobs).

Smaller rounds followed. A notice dated [09/10/2024 covered 226 employees at 5775 Morehouse Drive, effective 11/12/2024](https://edd.ca.gov/siteassets/files/jobs_and_training/warn/warn-report-for-7-1-2024-to-06-30-2025.pdf), and another dated [01/09/2025 covered 50 employees at the same address, effective 03/10/2025](https://edd.ca.gov/siteassets/files/jobs_and_training/warn/warn-report-for-7-1-2024-to-06-30-2025.pdf). The reason given is what sets the new round apart. The 2023 round was [tied to phone chip sales](https://rcrwireless.com/20231013/featured/qualcomm-to-cut-more-than-1200-jobs), while this one is framed around [performance and annual reviews](https://www.moneycontrol.com/news/business/companies/qualcomm-to-cut-jobs-worldwide-in-performance-focused-layoffs-report-14056161.html).

## What Are California Workers Owed If Notice Comes Late?

Under Cal-WARN, an employer that skips the required notice is [liable to each employee entitled to notice who lost his or her employment](https://www.dir.ca.gov/dlse/Cal-WARNAct.html) for back pay and the value of the cost of any benefits the employee may have been entitled to, [up to a maximum of 60 days or one-half the number of days that the employee was employed by the employer, whichever is smaller](https://www.dir.ca.gov/dlse/Cal-WARNAct.html). An employer's liability [may be reduced by specific payments made](https://www.dir.ca.gov/dlse/Cal-WARNAct.html).

There are rules about how you should hear. Employers [must notify affected employees using a delivery method that ensures receipt of the notice at least 60 days in advance](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN/), and a [ticketed or preprinted notice that is regularly included with paychecks or pay envelopes](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN/) is not acceptable. Under the [federal WARN rules the EDD summarises](https://edd.ca.gov/en/jobs_and_training/FAQs_WARN/), part-time workers are not counted when deciding if there has been a plant closure or mass layoff, but they must still get a WARN notice if one is given.

California added a requirement this year. WARN notices [must explain how the employer will support workers who are laid off](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN/), including whether the employer plans to work with the local workforce board, another organization, or not coordinate services, along with contact details and a short description of services. Those [Local Workforce Development Boards and their partners help people who lost their jobs find new ones](https://edd.ca.gov/en/jobs_and_training/Layoff_Services_WARN/), with help on resumes, interviews and training at an America's Job Center of California.

## Where Is Qualcomm Still Hiring, and How Do You Apply?

Qualcomm keeps one global job board. All Qualcomm openings worldwide [are posted on its Search for Jobs page](https://www.qualcomm.com/company/careers/faqs), and the same application process is used for positions in all locations.
