Ryanair has warned that its [planned €50m investment in a new 4-bay aircraft Maintenance, Repair and Overhaul (MRO) hangar and Engineering Academy at Shannon Airport, along with 300 high-skilled jobs, will move to Poland unless the project receives planning permission and can be delivered on schedule](https://corporate.ryanair.com/news/ryanair-warns-shannon-hangar-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/). The [warning follows Clare County Council requesting further information on the company's plan to erect a two metre high berm for the storage of contaminated soils](https://www.clare.fm/news/ryanair-warns-e50m-shannon-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/). Under Ryanair's timetable, [construction of the Shannon facility must commence in early 2027](https://corporate.ryanair.com/news/ryanair-warns-shannon-hangar-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/). For [Metaintro](https://www.metaintro.com) readers who fix aircraft for a living, or want to, the useful questions are what the council actually asked, what Irish planning law sets out for replies, and which Ryanair training route into maintenance work already runs at Shannon.

## What Exactly Did Ryanair Say About Shannon and Poland?

Ryanair issued the warning on [Thursday, 8 Oct](https://corporate.ryanair.com/news/ryanair-warns-shannon-hangar-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/), and it rests on fleet timing. Ryanair is [due to get the first of its 300 new Boeing MAX-10 aircraft in early 2027](https://www.clare.fm/news/ryanair-warns-e50m-shannon-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/), and the warning adds that the airline's [rapidly growing fleet requires additional maintenance capacity by 2028](https://corporate.ryanair.com/news/ryanair-warns-shannon-hangar-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/).

Ryanair said that [if Shannon cannot deliver this project on time, it will move the hangar and 300 jobs to Poland](https://corporate.ryanair.com/news/ryanair-warns-shannon-hangar-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/). The condition is that [the project receives planning permission and can be delivered on schedule](https://corporate.ryanair.com/news/ryanair-warns-shannon-hangar-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/), so this is a warning, not a decision that has been taken.

Ryanair [named Poland but no Polish airport or city](https://corporate.ryanair.com/news/ryanair-warns-shannon-hangar-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/) in its warning.

> Ryanair is ready to invest €50m in Shannon and create 300 new high-skilled jobs but we will not accept planning delays or bureaucracy, Ryanair COO Neal McMahon said, according to [the Ryanair statement on the Shannon warning](https://corporate.ryanair.com/news/ryanair-warns-shannon-hangar-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/).

## What Is Clare County Council Actually Worried About?

The council's letter did not reject the hangar itself, finding that the [proposed development of the aircraft hangar represents an appropriate form of development at this location in the context of the continued growth and development of Shannon Airport](https://www.irishtimes.com/business/2026/10/07/ryanairs-plan-for-50m-hangar-at-shannon-airport-stalls/).

The concern is a berm, a [raised bank](https://www.rte.ie/news/business/2026/1007/1594425-ryanairs-aircraft-maintenance-hangar-for-shannon-stalled/). In placing the application on hold, the council has informed the [Ryanair applicant firm, Wonderlight Ltd, that it has serious concerns over the berm planned for a site south-east of the hangar](https://www.rte.ie/news/business/2026/1007/1594425-ryanairs-aircraft-maintenance-hangar-for-shannon-stalled/). Those concerns arise from the berm's [proximity to sensitive environmental receptors including, indirectly, the Shannon estuary](https://www.irishtimes.com/business/2026/10/07/ryanairs-plan-for-50m-hangar-at-shannon-airport-stalls/), and from the potential environmental effects in the construction and operational phases.

The council is also concerned about the [potential impact on human health and the long-term effects of the berm, which may sterilise development lands within the airport](https://www.irishtimes.com/business/2026/10/07/ryanairs-plan-for-50m-hangar-at-shannon-airport-stalls/). It has asked the firm for a [comprehensive justification for the proposed berm including an assessment of alternative soil management options](https://www.rte.ie/news/business/2026/1007/1594425-ryanairs-aircraft-maintenance-hangar-for-shannon-stalled/), and to show why the chosen approach is the most appropriate solution. The council wants the response to have [regard to environmental protection, human health, land use efficiency and the long term objectives of Shannon airport](https://www.clare.fm/news/ryanair-warns-e50m-shannon-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/).

## Why Is There Contaminated Soil on the Hangar Site?

The soil comes from the site's past use, since site investigations found that [part of the site, which was used as a fire training ground, contained contaminated soil primarily from firefighting foam](https://www.irishtimes.com/business/2026/10/07/ryanairs-plan-for-50m-hangar-at-shannon-airport-stalls/), in a planning report lodged for Wonderlight Ltd by [the consultancy Enviroplan Consulting](https://www.rte.ie/news/business/2026/1007/1594425-ryanairs-aircraft-maintenance-hangar-for-shannon-stalled/).

The proposal is to [remove this contaminated soil and use it to construct a berm in a designated area to the southeast of the proposed hangar](https://www.rte.ie/news/business/2026/1007/1594425-ryanairs-aircraft-maintenance-hangar-for-shannon-stalled/). The material would be [deposited in this area and capped with an engineered barrier system to ensure that it stays in place](https://www.irishtimes.com/business/2026/10/07/ryanairs-plan-for-50m-hangar-at-shannon-airport-stalls/), fenced off and secured, and the berm is estimated to reach a [maximum height of 2 metre](https://www.rte.ie/news/business/2026/1007/1594425-ryanairs-aircraft-maintenance-hangar-for-shannon-stalled/).

The applicant's case is that the [need for this development is critical for the continued growth of operations at Shannon International Airport and will allow for the future expansion of the workforce and services being provided at the airport](https://www.rte.ie/news/business/2026/1007/1594425-ryanairs-aircraft-maintenance-hangar-for-shannon-stalled/). The council's request is about the [proposed berm and alternative soil management options](https://www.irishtimes.com/business/2026/10/07/ryanairs-plan-for-50m-hangar-at-shannon-airport-stalls/).

## How Long Does Irish Planning Law Give for Further Information?

Under [article 33(4) of the Planning and Development Regulations 2001 as originally made](https://www.irishstatutebook.ie/eli/2001/si/600/made/en/print), an application [shall be declared to be withdrawn after the period of 6 months from the date of the requirement for further information or evidence has elapsed](https://www.irishstatutebook.ie/eli/2001/si/600/made/en/print) if the information is not supplied. Under current planning timescales published by Waterford City and County Council, a further information request [must be responded to within 6 months (this can be extended by 3 months at the discretion of the Planning Authority)](https://waterfordcouncil.ie/?p=626).

Once the information arrives, [section 34(8) of the Planning and Development Act 2000](https://revisedacts.lawreform.ie/eli/2000/act/30/section/34/revised/en/html) requires the authority to decide [within 4 weeks of the notice being complied with](https://revisedacts.lawreform.ie/eli/2000/act/30/section/34/revised/en/html), or, if the information contains significant additional data and the council tells the applicant to publish a notice, [within 4 weeks beginning on the day on which notice of that publication is given by the applicant](https://revisedacts.lawreform.ie/eli/2000/act/30/section/34/revised/en/html). Where the application came with an environmental impact assessment report or a Natura impact statement, the decision is due [within 8 weeks, in the case of further information in relation to the environmental impact assessment report, and within 4 weeks, in the case of further information in relation to the Natura impact statement](https://revisedacts.lawreform.ie/eli/2000/act/30/section/34/revised/en/html). More generally, a council [must make a decision on a planning application within 8 weeks of receiving the application, but if the local authority needs more information, or the decision is appealed, it may take much longer](https://www.citizensinformation.ie/en/housing/planning-permission/planning-permission/).

The planning decision [will be pushed back by at least six months](https://www.clare.fm/news/ryanair-warns-e50m-shannon-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/), Clare FM reported. Under the national rules above, once a reply arrives the decision is due [within 4 weeks of the notice being complied with](https://revisedacts.lawreform.ie/eli/2000/act/30/section/34/revised/en/html) in the standard case. A council decision can then be appealed to [An Coimisiún Pleanála within 4 weeks](https://www.citizensinformation.ie/en/housing/planning-permission/planning-permission/) of the date of the decision, and [only certain people and organisations can appeal](https://www.citizensinformation.ie/en/housing/planning-permission/planning-permission/) a decision to grant.

Clare planning applications are [available to view, both online and at the planning counter](https://clarecoco.ie/services/planning/find-application/submissions), except for confidential information, and written submissions from third parties are viewable too. Internal reports prepared by or on behalf of the council are [only available for viewing once a decision has been made on the application](https://clarecoco.ie/services/planning/find-application/submissions).

## How Do the 300 Jobs Compare With the 400 Figure From July?

The two figures need to be read side by side. In July, Ryanair said the project [creates over 400 high skilled jobs](https://corporate.ryanair.com/news/ryanair-announces-plans-for-major-shannon-expansion/), and Enterprise Ireland CEO Jenny Melia spoke of [Ryanair's announcement of 400 new jobs](https://corporate.ryanair.com/news/ryanair-announces-plans-for-major-shannon-expansion/). In the same release, the Engineering Academy was to [support the training of over 400 additional aircraft mechanics between 2027 and 2031](https://corporate.ryanair.com/news/ryanair-announces-plans-for-major-shannon-expansion/). The July news also ran as [400 high-skill jobs created as part of the expansion](https://www.westmeathindependent.ie/2026/07/23/ryanair-announces-400-new-jobs-as-part-of-shannon-expansion/).

In October, Ryanair speaks of [300 new high-skilled jobs](https://corporate.ryanair.com/news/ryanair-warns-shannon-hangar-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/) at risk. Ryanair's [October warning](https://corporate.ryanair.com/news/ryanair-warns-shannon-hangar-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/) does not mention the over 400 figure used in July. The academy would see the [creation of 80 new apprenticeship roles](https://www.westmeathindependent.ie/2026/07/23/ryanair-announces-400-new-jobs-as-part-of-shannon-expansion/).

## What Does Ryanair Already Employ at Shannon?

Shannon is not a new site for Ryanair engineering, because its current 3-bay hangar there [supports over 200 high-skilled, high-paid mechanics and engineering jobs](https://www.clare.fm/news/ryanair-warns-e50m-shannon-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/), and the existing hangar has a [workforce of more than 200](https://www.irishtimes.com/business/2026/10/07/ryanairs-plan-for-50m-hangar-at-shannon-airport-stalls/).

The new building would make Shannon [Ryanair's largest aircraft maintenance facility in Ireland](https://corporate.ryanair.com/news/ryanair-announces-plans-for-major-shannon-expansion/) under the July plan. Ryanair's [October warning](https://corporate.ryanair.com/news/ryanair-warns-shannon-hangar-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/) is about the expansion and does not mention moving the existing hangar or its staff.

In July, CEO Eddie Wilson linked Shannon to the company's [new Dublin hangar](https://www.westmeathindependent.ie/2026/07/23/ryanair-announces-400-new-jobs-as-part-of-shannon-expansion/) and to the aim of [making Ireland a leading European centre for aviation maintenance and engineering excellence](https://corporate.ryanair.com/news/ryanair-announces-plans-for-major-shannon-expansion/). The government welcomed the plan at the time, with Minister for Enterprise, Tourism and Employment Peter Burke calling the investment, [creating high quality jobs here in Shannon](https://www.westmeathindependent.ie/2026/07/23/ryanair-announces-400-new-jobs-as-part-of-shannon-expansion/), very welcome.

The airport and its business park [support Ireland's largest aviation cluster, with almost 100 companies operating across the campus](https://corporate.ryanair.com/news/ryanair-announces-plans-for-major-shannon-expansion/), in the July words of Shannon Airport Group CEO Ray O'Driscoll.

## What Was the Original Timeline for the Shannon Hangar?

In July, [subject to planning approval, Ryanair expects construction to commence in early 2027, with the new facility expected to enter operation in late 2028](https://corporate.ryanair.com/news/ryanair-announces-plans-for-major-shannon-expansion/). In July, the project was [supported by Enterprise Ireland](https://corporate.ryanair.com/news/ryanair-announces-plans-for-major-shannon-expansion/).

The [July plan](https://corporate.ryanair.com/news/ryanair-announces-plans-for-major-shannon-expansion/) put the construction start in early 2027, and the [October warning](https://corporate.ryanair.com/news/ryanair-warns-shannon-hangar-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/) keeps early 2027 for construction and says the fleet [requires additional maintenance capacity by 2028](https://corporate.ryanair.com/news/ryanair-warns-shannon-hangar-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/).

> This expansion will create hundreds of highly skilled engineering jobs while training the next generation of aircraft mechanics in Ireland, Ryanair CEO Eddie Wilson said in July, according to [the Ryanair announcement of the Shannon expansion](https://corporate.ryanair.com/news/ryanair-announces-plans-for-major-shannon-expansion/).

## Where Does Ryanair Already Run Maintenance in Poland?

Ryanair has [two hangars in Wrocław, where about 500 people work](https://www.wroclaw.pl/przedsiebiorczy-wroclaw/ryanair-zatrudni-we-wroclawiu-nawet-150-osob) (translated).

A third Wrocław hangar was under construction, and Ryanair was [recruiting for about 100 new jobs there](https://www.wroclaw.pl/przedsiebiorczy-wroclaw/ryanair-zatrudni-we-wroclawiu-nawet-150-osob) (translated), including highly qualified engineers, and service technicians it is ready to train itself, Ryanair's Central and Eastern Europe communications director Alicja Wójcik-Gołębiowska said. Shannon is not mentioned in [the city's report on Ryanair's Wrocław hiring](https://www.wroclaw.pl/przedsiebiorczy-wroclaw/ryanair-zatrudni-we-wroclawiu-nawet-150-osob).

## How Can Aircraft Mechanics Get Into Ryanair Engineering Now?

Ryanair's training routes are already listed on its [engineering training page](https://careers.ryanair.com/engineering/engineering-training/), separately from the planning file. For the apprenticeship, [no previous engineering experience is required, and school and college leavers are encouraged to apply](https://careers.ryanair.com/engineering/engineering-training/). Ryanair's apprentice programmes are [aimed at those who have studied an aviation, engineering or mechanical discipline](https://careers.ryanair.com/engineering/engineering-training/), and applicants do not need [any practical aviation experience to be an apprentice](https://careers.ryanair.com/engineering/engineering-training/).

- **Apprenticeship.** In Dublin and Shannon the programme is [run in conjunction with SOLAS and TUD](https://careers.ryanair.com/engineering/engineering-training/). Completing the [2-year programme leads to a Category A licence, and completing the 4-year programme can lead to a B1 or B2 licence](https://careers.ryanair.com/engineering/engineering-training/), with practical experience at one of Ryanair's hangars.
- **Selection.** Applicants must pass an [engineering theoretical and practical selection test](https://careers.ryanair.com/engineering/engineering-training/) that looks for basic theory skills, English, Maths, and practical hand skills.
- **Trainee mechanic.** A [12 week paid training course](https://careers.ryanair.com/engineering/engineering-training/) is an entry level position to gain experience to become an aircraft mechanic, and it requires [experience as either a mechanic in any industry or study within an engineering or mechanic field](https://careers.ryanair.com/engineering/engineering-training/), and applicants must [demonstrate basic hand skills](https://careers.ryanair.com/engineering/engineering-training/).
- **Junior aircraft engineer.** A [2-year JAE Programme](https://careers.ryanair.com/engineering/engineering-training/) is for those who have completed an EASA Part 147 Basic Training Certificate from an approved school, and the related [24 Month course requires a Full Certificate or Recognition or Basic Training Certificate from a 147 Organisation](https://careers.ryanair.com/engineering/engineering-training/). That course also requires [Full B1.1 or B2 EASA Modules from a Part 147 Training organisation](https://careers.ryanair.com/engineering/engineering-training/). JAE students [will travel to Stansted or Bergamo as required for training](https://careers.ryanair.com/engineering/engineering-training/).

The ladder runs from aircraft mechanic, to licensed Category A mechanic, to [B1 and B2 licensed engineers](https://careers.ryanair.com/engineering/engineering-training/) who perform or supervise mechanical, or electrical and avionic, maintenance. In the US, the route runs through the FAA Airframe and Powerplant certificate set out in [how to become an aircraft mechanic](https://www.metaintro.com/blog/how-to-become-aircraft-mechanic-2026). Across the Irish Sea, Airbus's wing plant at Broughton in North Wales treats a [finished trade apprenticeship as the entry route for skilled aircraft fitters](https://www.metaintro.com/blog/airbus-broughton-a380-plant-480-jobs).

## What This Means for Aircraft Mechanics, and What Should You Do Next?

The [300 high-skilled jobs](https://corporate.ryanair.com/news/ryanair-warns-shannon-hangar-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/) at Shannon are a plan with a condition attached, and they are not vacancies today. Ryanair's warning is that the hangar and jobs [will move to Poland unless the project receives planning permission and can be delivered on schedule](https://corporate.ryanair.com/news/ryanair-warns-shannon-hangar-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/). The council, for its part, called the hangar an [appropriate form of development](https://www.rte.ie/news/business/2026/1007/1594425-ryanairs-aircraft-maintenance-hangar-for-shannon-stalled/) and asked about the soil. The next step in the file is the applicant's reply, which the council wants to have [regard to environmental protection, human health, land use efficiency](https://www.clare.fm/news/ryanair-warns-e50m-shannon-investment-and-300-jobs-will-move-to-poland-if-planning-delays-derail-project/) and the airport's long term objectives.

- **Watch the planning file.** The application and later submissions can be read [online and at the planning counter](https://clarecoco.ie/services/planning/find-application/submissions) at Clare County Council.
- **Use the routes that exist today.** The apprenticeship is already [available in Prestwick, Stansted, Dublin and Shannon](https://careers.ryanair.com/engineering/engineering-training/) through Ryanair's training providers, with intakes throughout the year.
- **Build toward a licence.** At the end of the 4-year apprenticeship in Stansted, [trainees will be able to apply for their B1/B2 licence](https://careers.ryanair.com/engineering/engineering-training/), and the Dublin and Shannon route can lead to a B1 or B2 licence too.
- **Look at the wider cluster.** Shannon Airport Group CEO Ray O'Driscoll counted [almost 100 companies operating](https://corporate.ryanair.com/news/ryanair-announces-plans-for-major-shannon-expansion/) across the campus in July.
