The ASEAN Labour Statisticians Network (ALSN) was launched in Singapore on [October 27, 2026, to support member states in earlier identification of emerging jobs and skills](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn). The network, [which was proposed by Singapore](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn), was set up ahead of [Singapore's ASEAN chairmanship in 2027](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping), and it is [the region's first for collaboration on labour statistics](https://govinsider.asia/indo-en/article/singapore-leads-asean-s-first-labour-statistics-network-to-inform-policy), GovInsider reported. Its purpose is to help governments [better anticipate labour market impact of AI, the green transition, as well as digital and platform work](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn). For [Metaintro](https://www.metaintro.com) readers who work in Southeast Asia or move between its countries, this guide covers who joins, what data gets shared, the first tools, what the opening studies found, and how to use the early signals in your own job search.

## What Exactly Did ASEAN Launch in Singapore on October 27?

Three things went live together. The network itself is [a regional community of practice established to strengthen cooperation, knowledge exchange and capability development in labour statistics and labour market information systems (LMIS) across ASEAN](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn). Alongside it came [the launch of the ASEAN Labour Statistics Office and the ALSN Knowledge Portal](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn), and the office will [maintain cooperation between meetings](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping).

The launch came at the inaugural annual ALSN Expert Forum, [held in Singapore from 27 to 29 October](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn) at Sheraton Towers. The forum [brought together over 150 leading labour market experts from ASEAN](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping), and it was attended by [the Chief Statistician of the International Labour Organization (ILO) Mr Ritash Sarna and Chief Statistician of the Organisation for Economic Co-operation and Development (OECD) Dr Steve MacFeely](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn).

Singapore, through its [Ministry of Manpower (MOM)](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn), set up the network [as a platform for technical exchange and collaboration among ASEAN labour statisticians](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn). The network is part of [a five-year workplan led by Singapore](https://govinsider.asia/indo-en/article/singapore-leads-asean-s-first-labour-statistics-network-to-inform-policy).

## Who Joins the Network, and Who Runs It?

Membership runs through national nominees. Each ASEAN country [may nominate up to two focal points from relevant labour statistical or research institutions to join ALSN](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping). Those representatives can be [academics, statisticians, labour policy specialists, and economists](https://govinsider.asia/indo-en/article/singapore-leads-asean-s-first-labour-statistics-network-to-inform-policy).

Singapore leads the work. It [will serve as the network's convenor until 2030](https://www.channelnewsasia.com/singapore/asean-labour-statistics-jobs-skills-data-ai-exposure-green-transition-platform-work-6493506).

The network and its office have named leaders. Ang Boon Heng, Director of the Manpower Research and Statistics Department, [chairs ALSN](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping), and the office's work [will be overseen by Fang Shun Wu as Head of Office and Executive Secretary of ALSN](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn). The office [will work with the respective representatives to identify priorities and develop joint projects](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping).

Outside partners are involved too. MOM [also works with GIZ and the ASEAN Secretariat to support the implementation of the network's agreed workplan and activities for the next five years](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping).

> The world of work is changing quickly, and we need better ways to understand what those changes mean for employment, skills and workers. No country can build that understanding alone, MOM Permanent Secretary Stanley Loh said on October 27, according to [the MOM press release](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn).

## What Jobs Data Will Member States Actually Share?

Singapore is [partnering ASEAN Member States to share data and experience, develop new approaches and build practical tools](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn) through the network. The ALSN Knowledge Portal [will provide a central platform for countries to share experiences, methodologies, lessons and practical approaches on labour-market information](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn). For now, the portal [will be first made accessible to the national statistics office (NSOs) of ALSN's members](https://govinsider.asia/indo-en/article/singapore-leads-asean-s-first-labour-statistics-network-to-inform-policy).

The office does the coordination work. It [will set strategic direction for regional labour statistics work and coordinate planning and implementation under the ALSN](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn), and the network will also [build international partnerships and support sharing of methods and lessons](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping).

The practical aim is consistency. By [improving the consistency of labour market data](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn), the initiatives are meant to help governments make [better-informed decisions on workforce planning, skills development and employment policies](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn).

## Which Tools Are Already Being Built, and How Do They Spot New Jobs?

The first tools are the ALSN Co-Creation Incubator Projects, which [apply AI and statistical methods to challenges such as identifying emerging occupations, making job descriptions more consistent for analysis, and assessing workplace opportunities](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn). They were [developed by MOM's statistical specialists](https://govinsider.asia/indo-en/article/singapore-leads-asean-s-first-labour-statistics-network-to-inform-policy), and interested member states can join them. Through joint development and testing, Member States can [adapt and scale these tools](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn) to fit their national needs.

The tool closest to a job seeker's world reads job ads. The New and Emerging Occupations Model [analyses online job advertisements to identify emerging roles, including AI Governance Analysts and Agentic AI Engineers, that may not yet be reflected in existing occupational classifications](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn). It can help countries [recognise new areas of labour demand earlier and track the skills employers are seeking](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn).

The second tool looks at tasks inside jobs. The AI Exposure Index [assesses the potential exposure of occupations to AI based on the tasks performed in each job](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn). It was [developed in collaboration with the National University of Singapore and Singapore University of Social Sciences](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping), and it looks at [how AI could affect specific tasks within jobs, instead of assuming that entire occupations will be replaced](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping).

Other projects work on data quality. They include [tools to standardise job descriptions for more consistent occupational coding, and simulated respondents to help assess interviewers' skills and identify training needs](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn).

## What Does the Network's Chair Want to Study First?

On a panel at the forum, Ang [hoped to prioritise studying the impact of AI on jobs](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping), and his team is also exploring ways to use AI to discover emerging trends from survey data and from [unstructured data, such as information found on social media](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping). MOM is also [working with ALSN members to adapt the AI exposure index (an analytical tool developed by MOM) and the AI adoption study](https://govinsider.asia/indo-en/article/singapore-leads-asean-s-first-labour-statistics-network-to-inform-policy).

Singapore's own survey data shows how far AI has spread at work. MOM's labour market figures for the first quarter of 2026 draw on the ministry's own survey, in which [28.5% of firms adopted AI in 2026](https://stats.mom.gov.sg/iMAS_PdfLibrary/mrsd-Labour-Market-Report-1Q-2026.pdf), with the highest rates in [Information & Communications (74.1%), Professional Services (57.5%) and Financial & Insurance Services (56.4%)](https://stats.mom.gov.sg/iMAS_PdfLibrary/mrsd-Labour-Market-Report-1Q-2026.pdf).

The same survey points to redesign more than cuts. A small minority of firms reported [AI-related reductions in headcount or hiring (6.2%)](https://stats.mom.gov.sg/iMAS_PdfLibrary/mrsd-Labour-Market-Report-1Q-2026.pdf), while firms were more likely to report adjustments within existing jobs, such as [the redesign of job functions (18.9%)](https://stats.mom.gov.sg/iMAS_PdfLibrary/mrsd-Labour-Market-Report-1Q-2026.pdf). The findings [suggest that AI is currently having a greater impact on job redesign and work processes than on broad-based job displacement](https://stats.mom.gov.sg/iMAS_PdfLibrary/mrsd-Labour-Market-Report-1Q-2026.pdf).

The ministry spelled out the worker side of that shift. In its words, [as AI changes everyday tasks, workers may need new skills and employers may need to redesign jobs](https://www.channelnewsasia.com/singapore/asean-labour-statistics-jobs-skills-data-ai-exposure-green-transition-platform-work-6493506). Training already trails use, since [far fewer surveyed Singapore workers had recent AI training than used AI at work](https://www.metaintro.com/blog/singapore-workers-ai-use-86-percent-training-37-percent).

## Why Are Platform Workers So Hard to Count?

[The growth of platform work, such as delivery and private-hire driving, also means traditional employment statistics may not fully capture how some people earn a living or the challenges they face](https://www.channelnewsasia.com/singapore/asean-labour-statistics-jobs-skills-data-ai-exposure-green-transition-platform-work-6493506).

The gap is regional too. Mega Irena, head of the ASEAN Secretariat's labour and civil service division, hoped the network would look at [digital platform workers, as this new form of employment was not captured in the traditional labour market information system](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping). Sarna pointed to open questions such as [who counts as a platform worker today](https://govinsider.asia/indo-en/article/singapore-leads-asean-s-first-labour-statistics-network-to-inform-policy).

Permanent Secretary Stanley Loh pointed out that Singapore's studies of platform work [informed the development of stronger protections in the Platform Workers Act](https://www.channelnewsasia.com/singapore/asean-labour-statistics-jobs-skills-data-ai-exposure-green-transition-platform-work-6493506). [From 1 January 2025, there are new protections for platform workers covering work injury compensation, CPF contributions, and representation rights](https://www.mom.gov.sg/employment-practices/platform-workers-act/what-it-covers).

The Act's terms are specific. Platform workers [will be entitled to the same scope and level of work injury compensation as employees under the Work Injury Compensation Act (WICA)](https://www.mom.gov.sg/employment-practices/platform-workers-act/what-it-covers), and their CPF contribution rates [will be gradually increased to match that for employees and employers](https://www.mom.gov.sg/employment-practices/platform-workers-act/what-it-covers). [The increased CPF contributions will be mandatory for platform workers born on or after 1 January 1995](https://www.mom.gov.sg/employment-practices/platform-workers-act/what-it-covers), and [older platform workers can choose to opt in](https://www.mom.gov.sg/employment-practices/platform-workers-act/what-it-covers). Platform workers [can form their own platform work associations](https://www.mom.gov.sg/employment-practices/platform-workers-act/what-it-covers) too.

## What Does the New ASEAN Green Jobs Report Show?

The new ASEAN green jobs study, released at the forum, covers the whole bloc. It [provides a regional assessment of green jobs and green skills across all 11 ASEAN Member States](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn), looking at [the current supply of green jobs, demand for green jobs and skills, and the potential for the wider workforce to participate in the green transition](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn).

The headline gap is between potential and reality. In the assessment's estimate, green potential, meaning jobs with tasks that can be done in an environmentally sustainable way with the right training and equipment, reaches [22.3 per cent of total employment across ASEAN](https://www.channelnewsasia.com/singapore/asean-labour-statistics-jobs-skills-data-ai-exposure-green-transition-platform-work-6493506), but [less than 6 per cent of this is currently realised as green employment](https://www.channelnewsasia.com/singapore/asean-labour-statistics-jobs-skills-data-ai-exposure-green-transition-platform-work-6493506).

For Singapore, the assessment drew on [a 2023 study that estimated the number of renewable energy sector jobs in Singapore by 2050 to be between 5,400 and 127,300, depending on different policy scenarios](https://www.channelnewsasia.com/singapore/asean-labour-statistics-jobs-skills-data-ai-exposure-green-transition-platform-work-6493506). That is a scenario range, not a count of openings.

The assessment also finds that, across the region, [structural issues remain, particularly in skills mismatches, the transition out of fossil fuels, the male-dominated nature of the renewable energy sector and job quality in the bio-energy sector](https://www.channelnewsasia.com/singapore/asean-labour-statistics-jobs-skills-data-ai-exposure-green-transition-platform-work-6493506).

Its findings will [inform policy dialogue under the ASEAN Framework and Action Plan for a Just and Inclusive Transition to Green Jobs 2025 to 2030](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn). The findings will also support [a more consistent regional approach to defining and measuring green jobs and green skills](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn).

> Through this network, one country's experience can become another country's starting point, ILO chief statistician Ritash Sarna said in his keynote, according to [the GovInsider launch report](https://govinsider.asia/indo-en/article/singapore-leads-asean-s-first-labour-statistics-network-to-inform-policy).

## Was the Network Already at Work Before the Launch?

Yes, the network's first overseas visit came in September. The network's [first global engagement visit took place in September in Bilbao, Spain](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping), where [more than 20 delegates from nine ASEAN member states, including Malaysia, Indonesia, Thailand and the Philippines](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping), attended workshops and site visits.

The model they studied is long-running. The network plans to learn best practices from the [European Network on Regional Labour Market Monitoring (EN RLMM), which has been running for over two decades](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping), and the delegates in Bilbao also attended [the three-day EN RLMM Annual Conference 2026](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping). Since 2005, there have been [21 annual conferences held in different regions across Europe and beyond](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping). The site visits took in [Eustat, the Basque Statistics Institute](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping), Lanbide, the Basque Employment Service, and Penascal Kooperatiba, a vocational training provider.

For Darjusch Tafreschi of GIZ RECOTwin, the gap the network fills is continuity. Regional cooperation had [mostly taken the form of studies, one-off workshops and study visits](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping) in his account, and the network now [sits within ASEAN's own structures, so it belongs to all member states](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping).

## How Does the Network Fit Singapore's Wider Labour Diplomacy?

Separately, Singapore and the ILO renewed a partnership that builds on [over 15 years of collaboration](https://www.mom.gov.sg/newsroom/press-releases/2026/0608-ilo-and-singapore-renew-partnership-to-support-asean-to-navigate-the-future-of-work). The two sides signed a new [Partnership Agreement for a Collaborative Programme on Labour and Decent Work](https://www.mom.gov.sg/newsroom/press-releases/2026/0608-ilo-and-singapore-renew-partnership-to-support-asean-to-navigate-the-future-of-work) on 8 June 2026, [valid for a period of two years from June 2026 to June 2028](https://www.mom.gov.sg/newsroom/press-releases/2026/0608-ilo-and-singapore-renew-partnership-to-support-asean-to-navigate-the-future-of-work).

The partnership's new areas of focus include [the growing impact of artificial intelligence, the rise of platform and other non-standard forms of employment, demographic transitions and participation of older workers](https://www.mom.gov.sg/newsroom/press-releases/2026/0608-ilo-and-singapore-renew-partnership-to-support-asean-to-navigate-the-future-of-work). Data work is not new to the partnership either, as the activities proposed in the 2016 renewal included [preparation and development of statistics and new data collection methods for Occupational Safety and Health (OSH)](https://www.ilo.org/resource/news/ilo-and-singapore-renew-partnership-agreement-promote-decent-work-southeast).

Singapore's ASEAN chairmanship in 2027 [will focus on deepening regional integration and strengthening partnerships beyond the region to make ASEAN a more effective single market](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping).

## What This Means for Job Seekers in Southeast Asia, and What Should You Do Next?

The honest answer is that this launch changes what governments can see before it changes what you can apply for. Shared statistics will not post a single vacancy. They matter because the network exists to [support evidence-based policymaking](https://govinsider.asia/indo-en/article/singapore-leads-asean-s-first-labour-statistics-network-to-inform-policy).

The case for paying attention is regional. Ang put it this way, [many businesses operate across the region, and shifts in investment, production and demand for skills can influence job opportunities here](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping).

- **Read for tasks, not titles.** The AI Exposure Index judges exposure [based on the tasks performed in each job](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn), and the same lens suits a CV, so list the tasks you do, not just your title. Employers are asking for these skills too, as [AI skills now appear in a growing share of Singapore job ads](https://www.metaintro.com/blog/singapore-job-ads-mentioning-ai-tripled).
- **Watch the emerging titles.** MOM named [AI Governance Analysts and Agentic AI Engineers](https://www.mom.gov.sg/newsroom/press-releases/2026/1027-launch-of-alsn) as examples of roles that official job codes may not yet reflect, so search for them by skill as well as by name.
- **Use the national portals.** Both Singapore and Malaysia [utilise national portals such as MYFutureJobs in Malaysia and MyCareersFuture in Singapore to track live vacancies, skill demands and wage trends](https://www.singaporelawwatch.sg/Headlines/ASEAN-Labour-Statisticians-Network-launched-ahead-of-Singapores-2027-chairmanship-of-grouping), so add those two sites to your search if you work in either country.
- **Track Singapore's quarterly data.** MOM's quarterly figures, such as [Singapore's second quarter retrenchments and vacancies](https://www.metaintro.com/blog/singapore-q2-2026-retrenchments-vacancies), show where hiring is easing or picking up.

As Sarna put it, the test for all this data is [Did the policy work?](https://govinsider.asia/indo-en/article/singapore-leads-asean-s-first-labour-statistics-network-to-inform-policy), and workers are the ones who will feel the answer.
