# Singapore Expects Its Certified HR Pool to Double to 18,000 as Firms Over 200 Staff Face a July 2028 Rule

From 1 July 2028, Singapore firms with over 200 staff need an IHRP-CP certified HR professional. What it costs, who qualifies and how HR workers get certified.

From [1 July 2028](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc), every organisation in Singapore with more than 200 employees will need at least one HR professional certified at the IHRP Certified Professional level or higher. The rule was one of five recommendations from a tripartite workgroup that the government [accepted in full on 24 September](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc), and it turns a voluntary credential into a baseline for larger employers. For HR workers, the practical questions are who qualifies, what the exam involves, what it costs after subsidies and whether a CIPD, SHRM or AHRI credential will count. At [Metaintro](https://www.metaintro.com) we read policy changes like this one against the pages that tell a worker what to do next, which here means the ministry's own release, the certification body's eligibility and fee pages, and the bridging rules for overseas credentials. Here is what the rule says and how to get ready for it.

## What Exactly Does the New Rule Require, and From When?

The requirement is narrow and specific. From [1 July 2028, organisations with more than 200 employees](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc) must have at least one HR professional certified at IHRP-CP level or higher. It is one certified person per organisation, not a licence every HR worker must hold.

The threshold is [more than 200 staff](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc). A firm with exactly 200 employees sits outside the rule, although the [Ministry of Manpower release](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc) commits to supporting organisations of every size, including those with 200 or fewer employees, to get their HR professionals certified.

The certification comes from the [Institute for Human Resource Professionals](https://ihrp.sg/certifications-overview/), which runs the national HR certification framework supported by the ministry, the [National Trades Union Congress](https://www.ntuc.org.sg/) and the [Singapore National Employers Federation](https://snef.org.sg/). The [ministry release](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc) does not set out how the rule will be enforced or what happens to an employer that misses the date, so watch for further detail before the deadline.

The idea is not new. The certification body's own page describes it as building on a [2020 NTUC-SNEF PME Taskforce recommendation](https://ihrp.sg/certifications-overview/), so the idea has been on the table for years.

> From [1 July 2028, firms with more than 200 employees](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc) need at least one HR professional at IHRP-CP level or higher, and recognised foreign credentials count after bridging.

## Who Drew Up the Rule, and What Else Did the Workgroup Recommend?

The [Tripartite Workgroup on Human Capital Capability Development](https://www.mom.gov.sg/employment-practices/strengthening-human-capital-and-human-resource-hr-capabilities/tripartite-workgroup-on-human-capital-capability-development-twg-hc) was set up in February 2025. Over [one and a half years it engaged over 1,000 employers](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc), workers, HR professionals and others before releasing its report at the IHRP People Behind People Forum 2026.

Its three co-chairs came from each side of the tripartite model. They were a Deputy Secretary from the ministry, an Assistant Secretary-General of NTUC and a Council Member of SNEF, as the [ministry's own release lists them](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc).

The certification baseline sits alongside four other recommendations. Through all five, the workgroup aims to [benefit more than two million workers, support at least 2,000 enterprises and build the capabilities of 20,000 HR professionals](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc) and people leaders. The others cover:

- **The Singapore Opportunity Index**, a benchmark of the opportunities employers create, which covers [1,500 organisations employing more than 1 million residents](https://mothership.sg/2026/09/mom-tripartite-workgroup-human-capital-capability-development-report/) and scores pay, progression, gender parity, retention and hiring.
- **Workforce planning help**, including a pilot with the start-up co:grow that matches SMEs with [experienced HR leaders on a part-time, embedded basis](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc).
- **People-centred AI in HR**, through a new [People-centred AI Transformation for HR (PATH) initiative](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc).
- **A leadership programme** for senior HR and people leaders, which the [workgroup's page expects to be ready](https://www.mom.gov.sg/employment-practices/strengthening-human-capital-and-human-resource-hr-capabilities/tripartite-workgroup-on-human-capital-capability-development-twg-hc) in the first half of 2027.

## How Many Firms Are Covered, and How Many Already Have a Certified HR Professional?

Around [2,000 firms currently have over 200 employees](https://mothership.sg/2026/09/mom-tripartite-workgroup-human-capital-capability-development-report/), and over 900 of them already have at least one HR professional certified by IHRP. That still leaves many covered firms with work to do before the deadline.

The certification body puts the same picture another way. On its current page it counts [more than 9,000 certified HR professionals, with around 45% of larger organisations](https://ihrp.sg/certifications-overview/) already having at least one certified HR professional. The rest need to certify someone already on staff, [bridge a recognised overseas credential](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc) or hire a person who holds the mark.

A certified person on staff may not be enough by itself. The ministry's wording is [certified at IHRP-CP level or higher](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc), so a firm whose only certified employee holds the entry-level Certified Associate mark would still fall short. That detail matters for junior HR staff, because it points to the CP level as the one employers are likely to value most.

## What Is IHRP-CP Certification, and Who Can Apply?

IHRP runs [four certification quality marks](https://www.asiaone.com/singapore/singapore-certified-hr-requirement-2028), from certified associate through certified professional and senior professional to master professional. Only CP and above meet the new rule. Each level has its own experience bar:

- **IHRP Certified Associate (CA)** is aimed at [new HR professionals and career switchers with under 3 years of experience](https://ihrp.sg/certifications/ihrp-certified-associate-ihrp-ca/). It does not satisfy the rule on its own.
- **IHRP Certified Professional (CP)** asks for [at least 3 years of total relevant working experience in HR](https://ihrp.sg/certifications/ihrp-certified-professional-ihrp-cp/) at CP level, measured against IHRP's Body of Competencies.
- **IHRP Senior Professional (SP)** asks for [at least 2 years of strategic HR experience within 8 years of work-related experience](https://ihrp.sg/certifications/certified-ihrp-senior-professional-ihrp-sp/).
- **Master Professional** is the top mark, held by [1-2% of the certified community](https://ihrp.sg/certifications-overview/), and is awarded to recognised senior HR leaders.

The CP assessment tests how you apply [Singapore's employment policies, legislation and HR knowledge](https://ihrp.sg/certifications/ihrp-certified-professional-ihrp-cp/). The legislation part is [open-book, with links to the laws provided](https://ihrp.sg/certifications/ihrp-certified-professional-ihrp-cp/), and is tested through situational judgement questions, so memorising labour law is not necessary. A second part is a [closed-book assessment with application-based questions](https://ihrp.sg/certifications/ihrp-certified-professional-ihrp-cp/) on HR mindsets and behaviours. Topics on the CP page include the [Tripartite Guidelines on Fair Employment Practices and the Industrial Relations Act](https://ihrp.sg/certifications/ihrp-certified-professional-ihrp-cp/).

The logistics are worth knowing before you book. Assessments now run only on [weekdays, with no slots on weekends or public holidays](https://ihrp.sg/certifications/ihrp-certified-professional-ihrp-cp/), and remote candidates log in at a set morning or afternoon start time. Candidates from some listed courses are [exempt from the CP experience assessment](https://ihrp.sg/certifications/ihrp-certified-professional-ihrp-cp/). The institute also runs [complimentary Application Clinics](https://ihrp.sg/certifications-overview/) for anyone unsure which level fits.

## How Much Will Certification Cost After the New Subsidy?

For Singapore residents, the new support is an extra [S$100 subsidy from 1 Oct 2026 until 30 June 2028](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc), on top of existing subsidies. With it, the fee falls to [S$163.50 for IHRP-CP and S$272.50 for IHRP-SP](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc), and both certifications are valid for three years.

Employers get a second lever. Organisations may use their [SkillsFuture Enterprise Credit to offset remaining out-of-pocket fees](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc) for their HR professionals, and individual Singaporeans can put their [SkillsFuture Credit toward IHRP certifications](https://ihrp.sg/certifications/ihrp-certified-professional-ihrp-cp/), recertification and upgrades.

The new subsidy follows an existing one. IHRP has run a [S$100 flat-rate subsidy since 1 October 2025](https://ihrp.sg/enhanced-subsidy-for-hr-certification/) as part of support measures by the Singapore Economic Resilience Taskforce, and its certification pages list that scheme as [available to 30 September 2026](https://ihrp.sg/certifications/ihrp-certified-associate-ihrp-ca/). Under that current scheme:

- It is open only to [Singapore Citizens and Permanent Residents](https://ihrp.sg/enhanced-subsidy-for-hr-certification/), including mid-career switchers moving into HR and unemployed people who meet the eligibility rules.
- It covers [new, first-time upgrade and bridging applications](https://ihrp.sg/enhanced-subsidy-for-hr-certification/), but not recertification, reassessment, rescheduling or onsite fees.
- [Employers cannot apply on behalf of staff](https://ihrp.sg/enhanced-subsidy-for-hr-certification/), although an employer can sponsor you and be invoiced for the balance.

The ministry says the new subsidy is for [Singapore residents](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc), and IHRP's overview page says [details of the funding support and subsidies will be shared in due course](https://ihrp.sg/certifications-overview/). Watch the penalty fees too, since moving your date within 30 days of the assessment costs [$109 and a cancellation carries an $87.20 fee](https://ihrp.sg/certifications/ihrp-certified-professional-ihrp-cp/).

## Will a CIPD, SHRM or AHRI Credential Count Instead?

Yes, with conditions. Firms meet the rule if their HR professionals hold [equivalent certifications from international HR professional bodies recognised by IHRP](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc) and meet any prescribed bridging requirements. IHRP's own pages set out bridging routes with three bodies.

- **CIPD.** The [CIPD bridging pathway](https://ihrp.sg/cipd-partnership/) to IHRP-CP asks for at least 3 years of HR-related experience at the right seniority, a minimum of 150 hours of HR-related training or education, and an assessment on Singapore's labour policies and legislation.
- **SHRM.** A [SHRM-CP maps to IHRP-CP and a SHRM-SCP to IHRP-SP](https://ihrp.sg/shrm-partnership/), with a minimum of 150 hours of HR training, and candidates need a current SHRM certification and professional membership.
- **AHRI.** The [Australian HR Institute's Certified Member (CPHR)](https://ihrp.sg/international-recognition/) maps to IHRP-CP, and its bridge asks for 3 years of HR experience at CP level plus 150 hours of HR-related training or education.

The common thread is the training floor and the local law paper. Each route sets a minimum of [150 hours of HR-related training or education and a Labour Legislation Paper](https://ihrp.sg/shrm-partnership/), so a foreign-trained HR manager should not assume an overseas credential transfers automatically.

## Why Is the Government Linking This to the Workplace Fairness Act?

The ministry ties the rule directly to incoming law. The certification baseline should help firms [prepare for the roll-out of the Workplace Fairness Act and changes to the Employment Act](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc), so the HR person who holds the credential is likely to be the one expected to get those changes right.

The fairness law is close. Parliament passed the [Workplace Fairness Bill on 8 January 2025 and the dispute resolution bill on 4 November 2025](https://www.tal.sg/tafep/workplace-fairness), and the Act is slated to take effect in end-2027. The [Workplace Fairness Act makes adverse employment decisions](https://www.tal.sg/tafep/workplace-fairness) based on protected characteristics such as sex, marital status, pregnancy and caregiving responsibilities illegal in hiring, performance reviews, training, promotions and dismissals.

That timing explains the push. The fairness law is [slated to take effect in end-2027](https://www.tal.sg/tafep/workplace-fairness), before the certification deadline, and many of the decisions it covers, from hiring to dismissal, involve HR teams. A certified professional tested on the fair employment guidelines may be well placed to help a firm review those processes.

> "If we automate every entry-level task, we may improve efficiency today but weaken the pipeline of expertise for tomorrow," Minister of State Foo Cexiang told the [People Behind People Forum](https://www.humanresourcesonline.net/singapore-organisations-with-over-200-employees-required-to-have-at-least-one-certified-hr-professional-from-july-2028).

## How Many More Certified HR Professionals Will Singapore Need?

The expected growth is large. The requirement is expected to [grow the pool of certified HR professionals from 9,000 to around 18,000](https://www.asiaone.com/singapore/singapore-certified-hr-requirement-2028), or 40 per cent of the HR workforce, by 2030. That is an expectation, not a quota, and it rests on the new rule working alongside other tripartite efforts, as the [HRM Asia coverage frames the doubling](https://hrmasia.com/singapore-to-require-certified-hr-professionals-at-firms-with-more-than-200-staff-from-2028/).

For individual HR workers, the numbers point in one direction. The pool is expected to reach [around 18,000, or 40% of the HR workforce, by 2030](https://www.humanresourcesonline.net/singapore-organisations-with-over-200-employees-required-to-have-at-least-one-certified-hr-professional-from-july-2028), so the credential may become more common on CVs for HR roles at bigger firms. Those who certify between 1 October 2026 and 30 June 2028 can use the [additional S$100 subsidy](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc) while it runs.

It also changes who employers will look for. A firm covered by the rule that has no certified CP on staff has three options before the deadline, which are to put an existing HR generalist through the assessment, to have someone [bridge a recognised overseas credential](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc) or to recruit someone who already holds the mark. Each path points to HR workers who meet the [CP bar of at least 3 years of total relevant working experience in HR](https://ihrp.sg/certifications/ihrp-certified-professional-ihrp-cp/).

## What Else Is Changing for HR Jobs, From AI Badges to Part-Time HR Leaders?

AI is the other big shift in the report. Under the PATH initiative, IHRP will work with training partners on accredited programmes aligned to [12 new IHRP AI Fluency Skills Badges](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc), and NTUC will release a playbook for HR professionals in the first quarter of 2027.

Two more tools are on the way. AI Starter Kits for priority HR use cases will come through the [Workforce Development Grant (Job Redesign+) scheme](https://www.mom.gov.sg/employment-practices/strengthening-human-capital-and-human-resource-hr-capabilities/tripartite-workgroup-on-human-capital-capability-development-twg-hc), and a refreshed HR Jobs Transformation Map showing how AI is changing HR jobs and skills is due in the first half of 2027. Tripartite partners also recommend [guidance on responsible AI use in recruitment](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc), so that hiring decisions stay fair and merit-based.

For HR job seekers, the part-time model matters as well. The co:grow pilot matches [SMEs with experienced HR leaders who work part-time](https://mothership.sg/2026/09/mom-tripartite-workgroup-human-capital-capability-development-report/), which could open a portfolio career for senior HR professionals who want to advise several smaller firms. IHRP's CP page also lists [skills badges in Organisational Change, People Analytics, Strategic Workforce Planning and HR Technology](https://ihrp.sg/certifications/ihrp-certified-professional-ihrp-cp/), several of which match the report's focus on workforce planning and technology.

## What This Means for HR Professionals and Job Seekers, and What Should You Do Next?

Our read is that this rule creates demand at a specific level. It does not require every HR worker to certify, but it makes the CP mark the qualification that larger employers must have somewhere on their team. Firms that lack one will be hiring for it or paying for it, and HR workers who already hold it will have leverage in the next two years that is likely to fade once the pool fills out.

The window also favours acting early. The [extra subsidy runs until 30 June 2028](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc), the day before the rule starts, and the [Workplace Fairness Act is slated to take effect in end-2027](https://www.tal.sg/tafep/workplace-fairness). If you work in HR in Singapore, the least crowded time to certify is likely the coming year, while the extra subsidy runs, not the final months before the deadline. If you are new to the field, our guide to [how to start a career in human resources](https://www.metaintro.com/blog/how-to-start-a-career-in-human-resources) and our explainer on [what an HR professional actually does](https://www.metaintro.com/blog/what-does-an-hr-professional-do) set out the ground floor.

Here is what we would do:

- **Check your level honestly.** [Three or more years of HR experience points to CP](https://ihrp.sg/certifications/ihrp-certified-professional-ihrp-cp/), and [eight years with two in strategic work points to SP](https://ihrp.sg/certifications/certified-ihrp-senior-professional-ihrp-sp/). Under three years, the [CA is the starting level](https://ihrp.sg/certifications/ihrp-certified-associate-ihrp-ca/), but it does not meet the rule.
- **Book an Application Clinic.** It is [free and built for questions on eligibility and certification pathways](https://ihrp.sg/certifications-overview/).
- **Ask your employer about the Enterprise Credit.** If your firm has [more than 200 staff](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc) and no certified CP, you are solving its compliance problem, so ask it to cover the balance.
- **Bridge an overseas credential early.** CIPD, SHRM and AHRI holders still need to meet the bridging terms set out for [CIPD](https://ihrp.sg/cipd-partnership/), [SHRM](https://ihrp.sg/shrm-partnership/) and [AHRI](https://ihrp.sg/international-recognition/), including 150 hours of training and the Labour Legislation Paper.
- **Add an AI badge.** IHRP is aligning training to [12 new IHRP AI Fluency Skills Badges](https://www.mom.gov.sg/newsroom/press-releases/2026/2409-recommendations-by-twg-hc), and a [refreshed HR Jobs Transformation Map will be ready in the first half of 2027](https://www.mom.gov.sg/employment-practices/strengthening-human-capital-and-human-resource-hr-capabilities/tripartite-workgroup-on-human-capital-capability-development-twg-hc).
- **Put the credential on your CV prominently.** Recruiters for covered firms are likely to screen for it by name.
