Singapore employers retrenched [4,620 workers between April and June](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026), up from 3,830 in the first quarter and the highest count since the fourth quarter of 2020, when [5,640 workers were let go](https://www.ntuc.org.sg/uportal/news/Singapore-retrenchments-rise-to-highest-level-since-2020-as-job-vacancies-fall). The [Ministry of Manpower](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026) published the finalised figures on 21 September, and the bigger worry sits one line further down. The share of retrenched residents back in work within six months slid to [54.9% from 60.7%](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026), while job vacancies fell to 68,600 in June. So if you are one of those workers, or you work in a bank, a software firm or a factory and feel exposed, the answer is that the market still has jobs but the path back takes longer, and the support schemes are worth claiming early. At [Metaintro](https://www.metaintro.com) we read quarterly labour data next to the rules and schemes that decide what a laid off worker actually receives, because the headline number never tells you what you are owed. Below is who was hit, where the vacancies went, and the exact payouts and programmes open to you.

## How Many Workers Lost Their Jobs Between April and June?

The count rose for a second quarter running. Retrenchments climbed from [3,830 in the first quarter to 4,620](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026) in the second, which works out to about two workers in every 1,000 employees, up from 1.6 in the quarter before. The ministry first flagged the rise in its [advance release on 31 July](https://stats.mom.gov.sg/Pages/Labour-Market-Advance-Release-2Q-2026.aspx?PageVersion=512).

The cause was restructuring, not collapse. Business reorganisation or restructuring accounted for [72.1% of retrenchments](https://www.ntuc.org.sg/uportal/news/Singapore-retrenchments-rise-to-highest-level-since-2020-as-job-vacancies-fall), and the ministry sees no forward looking indicators that point to a sustained trend of the kind seen in recessions. The layoffs were concentrated in [outward oriented sectors](https://www.thestar.com.my/aseanplus/aseanplus-news/2026/09/21/singapore-labour-market-expands-in-q2-even-as-retrenchments-rise-and-job-vacancies-fall) rather than spread across the whole economy.

That distinction matters for how you read your own risk. A recession would hit shops, restaurants and builders alike. This quarter looks more like restructuring in outward-oriented sectors, which is why the pain landed on particular desks and job titles.

## Which Industries and Which Workers Were Hit Hardest?

Three sectors carried most of the rise. Manufacturing retrenchments rose from [670 to 870](https://www.ntuc.org.sg/uportal/news/Singapore-retrenchments-rise-to-highest-level-since-2020-as-job-vacancies-fall), Information and Communications went from [530 to 720](https://www.ntuc.org.sg/uportal/news/Singapore-retrenchments-rise-to-highest-level-since-2020-as-job-vacancies-fall), and Financial Services climbed from [560 to 710](https://www.ntuc.org.sg/uportal/news/Singapore-retrenchments-rise-to-highest-level-since-2020-as-job-vacancies-fall). If you write code, run a trading desk support function or manage a production line for an export business, you were in the most exposed group this quarter.

Professionals took the sharpest hit. Resident professionals, managers, executives and technicians saw retrenchment incidence rise from [2.6 to 3.2 for every 1,000](https://www.ntuc.org.sg/uportal/news/Singapore-retrenchments-rise-to-highest-level-since-2020-as-job-vacancies-fall) resident employees, the biggest increase of any occupational group.

Age made it worse. Residents in their 50s had the [highest retrenchment incidence](https://www.asiaone.com/singapore/retrenchments-rise-q2-2026) of any age band, and those in their 40s came second. For workers in their 50s the rate rose from [3.1 to 3.6 for every 1,000](https://www.ntuc.org.sg/uportal/news/Singapore-retrenchments-rise-to-highest-level-since-2020-as-job-vacancies-fall) employees, and for those in their 40s it went from 2.3 to 3.0.

> Workers aged 50 to 59 saw their six month re-entry rate fall from [51.8 percent to 41.9 percent](https://www.ntuc.org.sg/uportal/news/Singapore-retrenchments-rise-to-highest-level-since-2020-as-job-vacancies-fall), a sharper drop than the overall rate.

## Why Are Retrenched Workers Taking Longer to Find a New Job?

Because hiring slowed at the same moment layoffs rose. The six month re-entry rate for retrenched residents fell from [60.7% to 54.9%](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026), but the 12 month re-entry rate held broadly stable at 69.8%, up from 69.4%. In plain terms, most people still land a job within a year. They are simply waiting longer to get there.

Older workers are waiting longest. Workers aged 50 to 59 saw their six month re-entry rate drop from [51.8 percent to 41.9 percent](https://www.ntuc.org.sg/uportal/news/Singapore-retrenchments-rise-to-highest-level-since-2020-as-job-vacancies-fall), which means fewer than half of retrenched workers in that age band were back in work after six months.

The long tail is growing too. The resident long-term unemployment rate edged up to [1.0% in June from 0.9% in March](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026), even as headline unemployment stayed low at 1.9% overall and 2.9% for residents. Firms are also recruiting more slowly. The average monthly recruitment rate fell from [1.6 percent to 1.4 percent](https://www.ntuc.org.sg/uportal/news/Singapore-retrenchments-rise-to-highest-level-since-2020-as-job-vacancies-fall), while resignations held at 1.0 percent, so fewer seats are opening up for people coming off a layoff.

Yeo Wan Ling, an assistant secretary-general at the [National Trades Union Congress](https://www.ntuc.org.sg/uportal/news/Singapore-retrenchments-rise-to-highest-level-since-2020-as-job-vacancies-fall), put the mood plainly, "[On the ground, I sense that anxiety.](https://www.ntuc.org.sg/uportal/news/Singapore-retrenchments-rise-to-highest-level-since-2020-as-job-vacancies-fall)" That mismatch between calm averages and a stressed minority is the same pattern behind [rising job anxiety despite low unemployment](https://www.metaintro.com/blog/job-market-blues) in other economies.

## Where Did the Job Vacancies Go?

Mostly out of banks and tech firms. Seasonally adjusted vacancies fell from [73,300 in March to 68,600 in June](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026), and they were also below the [76,200 recorded a year earlier](https://www.ntuc.org.sg/uportal/news/Singapore-retrenchments-rise-to-highest-level-since-2020-as-job-vacancies-fall). Financial Services vacancies dropped from [5,800 to 4,500](https://www.ntuc.org.sg/uportal/news/Singapore-retrenchments-rise-to-highest-level-since-2020-as-job-vacancies-fall), and Information and Communications openings went from 5,300 to 4,400.

Entry level roles held up. There were [31,700 entry level PMET vacancies](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026) in June, or 45.3% of all vacancies, compared with 32,800 in March. For a fresh graduate or a career switcher willing to start one rung lower, that is still a large pool.

The market has not flipped. There were [1.48 vacancies for every unemployed person](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026) in June, similar to 1.46 in March, so there are still more open jobs than job seekers. The problem is fit rather than volume. A retrenched senior fintech manager is not easily matched to an opening for a junior logistics executive, and that gap is what the slower re-entry numbers are measuring.

## If the Market Is Softening, Why Is Employment Still Growing?

Because the growth came from somewhere else. Total employment rose by [11,400 in the second quarter](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026), the nineteenth quarter of growth in a row, but resident employment growth slowed to 2,200 from 5,400. Non-resident employment grew by [9,200, driven by Work Permit Holders](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026) in construction and manufacturing.

The resident jobs that did appear were mainly in domestic sectors. Transportation and storage, public administration and education, and [health and social services](https://vulcanpost.com/913317/singapore-q2-2026-retrenchments-highest-since-2020/) led resident hiring, with some growth in professional services, finance and tech as well. That is a useful map for anyone planning a switch, because these are the sectors adding local headcount right now.

The wider economy is not the problem. Singapore's economy grew [5.9% year on year](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026) in the second quarter, easing from 6.3% in the first. Employers are cautious rather than frightened. The share of firms planning to hire in the next three months rose from [43.9% in June to 48.7% in July](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026), while the share planning to raise wages eased from 29.3% to 27.9%, and both remained below February levels.

> A [positive but cautious labour market outlook](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026) is the official verdict, and for a retrenched worker the word that matters is cautious.

## What Must an Employer Do Before and After Retrenching You?

The rules are set out on the Ministry of Manpower's own pages, and they are worth knowing before your exit meeting. A retrenchment is a [dismissal on the ground of redundancy](https://www.mom.gov.sg/employment-practices/retrenchment/responsible-retrenchment) or a reorganisation of the business. It covers permanent staff and contract workers with [full contract terms of at least 6 months](https://www.mom.gov.sg/employment-practices/retrenchment/responsible-retrenchment). An employer who ends a contract with no plan to fill the vacancy soon is presumed to have retrenched that employee.

Employers must report it. Any business registered in Singapore with [at least 10 employees](https://www.mom.gov.sg/employment-practices/retrenchment/mandatory-retrenchment-notifications) must notify the ministry within 5 working days of telling a worker they are retrenched. That notification is what lets agencies such as the [Skills and Workforce Development Agency](https://www.mom.gov.sg/employment-practices/retrenchment/mandatory-retrenchment-notifications) and NTUC's e2i reach affected workers with job matching and training support.

Your final pay is not negotiable. During a retrenchment exercise the employer [must pay all salaries](https://www.mom.gov.sg/employment-practices/retrenchment/responsible-retrenchment), including unused annual leave and notice pay, on your last day of work. Notice itself follows your contract, and the ministry encourages employers to give a longer notice period so workers have time to look for new jobs. Employers are also expected to consult the union if the company is unionised and to select people on factors such as future business needs rather than on discriminatory grounds.

## How Much Retrenchment Benefit Should You Expect?

It depends on your service and your contract. Employees who have served the company for [at least 2 years](https://www.mom.gov.sg/employment-practices/retrenchment/responsible-retrenchment) are eligible for retrenchment benefit, while those with less service may receive an ex-gratia payment out of goodwill.

The prevailing norm is a benefit of [between 2 weeks to 1 month salary](https://www.mom.gov.sg/employment-practices/retrenchment/responsible-retrenchment) for each year of service, depending on the company's finances and the industry. In unionised companies where the collective agreement sets the amount, the norm is [1 month's salary for each year of service](https://www.mom.gov.sg/employment-practices/retrenchment/responsible-retrenchment). If your contract says nothing, the amount has to be negotiated between you, or your union, and the employer.

Two details protect you. If the retrenchment comes shortly after a pay cut, the [salary before the cut](https://www.mom.gov.sg/employment-practices/retrenchment/responsible-retrenchment) should be used to work out your compensation. Neither you nor your employer pays CPF contributions on the retrenchment benefit, so the sum you are quoted is not reduced by CPF deductions.

Before you sign anything, check the offer against your years of service and ask whether the company is unionised. The gap between two weeks and a full month for every year worked is large once you have a decade behind you, and it is the one figure in this whole story you can still influence.

## Can You Get Paid While You Look for Work?

Yes, if you qualify. The SkillsFuture Jobseeker Support scheme pays up to [S$6,000 over 6 months](https://www.swda.gov.sg/home/individuals/funding-training-allowance/jobseeker-support) to involuntarily unemployed people while they search for a job. To be eligible from the date you apply, you must meet all of these conditions:

- Be a Singapore Citizen or Permanent Resident aged [21 and above](https://www.swda.gov.sg/home/individuals/funding-training-allowance/jobseeker-support).
- Have earned an average gross monthly income of [S$5,000 or less](https://www.swda.gov.sg/home/individuals/funding-training-allowance/jobseeker-support) in the past 12 months, counting only the months you were working.
- Have been employed in Singapore for [at least six months](https://www.swda.gov.sg/home/individuals/funding-training-allowance/jobseeker-support) in the past 12 months.
- Have lost your job involuntarily, through retrenchment, business closure, dismissal, or termination due to illness, injury or accident.
- Live in a property with an [Annual Value of S$31,000 or less](https://www.swda.gov.sg/home/individuals/funding-training-allowance/jobseeker-support), and not have received a payout from the scheme in the past three years.

The money is earned, not handed over. After you are approved you collect points for [supported job search activities](https://www.swda.gov.sg/home/individuals/funding-training-allowance/jobseeker-support) such as career coaching and job applications, and each monthly payout is released when you hit the minimum points. Through NTUC's [Employment and Employability Institute](https://www.e2i.com.sg/individuals/skillsfuture-jobseeker-support-scheme/), a first career coaching session is tracked automatically and points are awarded within 5 working days, and interviews at e2i career fairs and applications through its job alert channels also count.

The income cap is the catch for this quarter's hardest hit group. The scheme is limited to people whose average gross monthly income was [S$5,000 or less](https://www.swda.gov.sg/home/individuals/funding-training-allowance/jobseeker-support), so a retrenched professional on a higher salary will not qualify. For them the benefit, the career conversion routes below and the training allowance matter more.

## What Are the Paid Routes Into a New Career?

The government is pushing people to train for a specific job rather than a general skill. Acting Minister for Manpower Jasmin Lau framed it this way, "[Instead of learning a new skill and then hoping to find a job that uses it, workers train for actual roles that companies need.](https://www.thestar.com.my/aseanplus/aseanplus-news/2026/09/21/singapore-labour-market-expands-in-q2-even-as-retrenchments-rise-and-job-vacancies-fall)" Technology company Acronis has put [more than 50 of its employees](https://vulcanpost.com/913317/singapore-q2-2026-retrenchments-highest-since-2020/) through career conversion programmes since 2024, building skills in cybersecurity, software development and AI.

Career Conversion Programmes pay the employer to train you. They offer [salary support of up to 90%](https://www.swda.gov.sg/home/individuals/attachment-placement-programmes/career-conversion-programmes-for-individuals) for long-term unemployed or mature jobseekers aged 40 and above, across around 30 sectors. There are three modes. In Place-and-Train a company hires you and trains you on the job, in Attach-and-Train a host company trains you on attachment with good prospects of placement, and in Job Redesign Reskilling an existing employer retrains you for a growth role. You need to be a citizen or PR, at least 21, and [at least two years](https://www.swda.gov.sg/home/individuals/attachment-placement-programmes/career-conversion-programmes-for-individuals) past graduation or National Service, and the new role must be substantially different from your old one.

[Citizens aged 40 and above](https://www.myskillsfuture.gov.sg/content/portal/en/career-resources/career-resources/education-career-personal-development/SkillsFuture-Mid-Career-Training-Allowance.html) who go back to study can draw a training allowance. The SkillsFuture Mid-Career Training Allowance pays [50% of your average earned monthly income](https://www.myskillsfuture.gov.sg/content/portal/en/career-resources/career-resources/education-career-personal-development/SkillsFuture-Mid-Career-Training-Allowance.html) for full-time long-form courses, with a minimum of $300 and a maximum of $3,000 a month, and up to 24 months over a lifetime. Part-time learners who keep working receive a [flat rate of $300 a month](https://www.myskillsfuture.gov.sg/content/portal/en/career-resources/career-resources/education-career-personal-development/SkillsFuture-Mid-Career-Training-Allowance.html).

For fresh graduates, the GRaduate Industry Traineeships offer an [alternative entry point into the workforce](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026), and applications are open to this year's graduating cohort through MyCareersFuture and Careers@Gov. Employers retraining their own staff can claim up to [70% of job redesign project costs](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026), capped at $150,000 for each enterprise, under the Job Redesign+ grant.

## What This Means for Job Seekers, and What Should You Do Next?

Our take is that this is a targeted squeeze, not a broad downturn, and that makes the response more specific. The layoffs sit in [finance, tech and manufacturing](https://www.thestar.com.my/aseanplus/aseanplus-news/2026/09/21/singapore-labour-market-expands-in-q2-even-as-retrenchments-rise-and-job-vacancies-fall), and the jobs being added for locals sit mainly in transport, public services and healthcare. If you stay in your old lane and wait for the same title to reappear, you are likely to be one of the people still searching after six months.

The numbers argue for moving early and moving sideways. Entry level professional roles held steady while [professional vacancies in finance and tech fell](https://www.ntuc.org.sg/uportal/news/Singapore-retrenchments-rise-to-highest-level-since-2020-as-job-vacancies-fall), so a step down in title into a growing sector may be faster than a like-for-like search. Global firms trimming their Singapore teams is not a new story, as the [Amazon exit from Singapore groceries](https://www.metaintro.com/blog/amazon-singapore-layoffs-grocery-fresh-2026) showed.

Here is how we would act on it:

- **If you have just been retrenched.** Check your benefit against your years of service and the MOM norm, confirm your final salary and leave are paid on your last day, and apply for Jobseeker Support straight away if your income was at or below the cap.
- **If you are in your 40s or 50s.** Treat a Career Conversion Programme as a first option, not a last resort, because the [90% salary support](https://www.swda.gov.sg/home/individuals/attachment-placement-programmes/career-conversion-programmes-for-individuals) makes you cheaper to hire while you retrain.
- **If you work in finance, tech or export manufacturing.** Update your CV now, map your skills to transport, healthcare and public sector roles, and book a coaching session before any announcement lands.
- **If you are a fresh graduate.** Entry level professional openings still make up [close to half of all vacancies](https://www.mom.gov.sg/newsroom/press-releases/2026/0921-labour-market-report---second-quarter-2026), so apply widely and look at traineeships as a real route in.

The worst move is to read the calm unemployment rate as a promise. The average is steady, but for the people in this report, the wait for the next job just got longer.
