# About 30,000 Teaching Posts Lead Sri Lanka's Plan to Fill 120,000-Plus Government Jobs

Sri Lanka plans more than 120,000 state hires in 2026, with about 30,000 teachers expected. See the exam rules, what one management post pays and how to apply.

Sri Lanka has started a programme to recruit [more than 120,000 people into the state service in 2026](https://www.newswire.lk/2026/09/25/over-120000-state-sector-recruitments-planned-for-2026-minister/), and around 30,000 teachers are expected to be recruited under it. The hiring is meant to fill existing vacancies across the public sector, including [education, health and agriculture](https://english.news.cn/20260925/db5fdf61469e4a0d80262abd6b840210/c.html), and recruitment is to follow [prescribed examinations and service regulations](https://www.treasury.gov.lk/api/file/6dcc7475-cdf4-4c15-b167-0767ae17330b), free from political interference. For [Metaintro](https://www.metaintro.com) readers in Sri Lanka, the headline number matters less than the exam notices behind it, because those set the age limits, the pay scale, the district quota and the closing dates. Here is what the government has committed to, which exams were open at the time of writing and what a graduate, a school leaver or a serving officer should do next.

## How Many Government Jobs Is Sri Lanka Planning to Fill?

The figure given by the Public Administration minister is [more than 120,000](https://slguardian.org/sri-lanka-plans-to-recruit-more-than-120000-public-servants/). At the launch of a new staff records system, the minister in charge of the [Ministry of Public Administration](https://pubad.gov.lk/web/index.php?lang=en) confirmed that [provisions have been made to recruit more than 120,000 additional public servants this year](https://www.newswire.lk/2026/09/27/govhr-system-launched-to-digitise-public-sector-hr-management/). President Anura Kumara Dissanayake, as reported by [the Lanka Newspapers report](https://www.lankanewspapers.com/2026/09/27/sri-lanka-to-recruit-121-000-public-sector-workers-in-major-government-hiring-drive) on 27 September, gave a figure of [121,000 new state sector employees over the coming year](https://www.lankanewspapers.com/2026/09/27/sri-lanka-to-recruit-121-000-public-sector-workers-in-major-government-hiring-drive), a different period from the minister's 2026 target.

The scale is larger than last year's intake. Nearly [35,000 people were recruited to the state service in 2025](https://www.newswire.lk/2026/09/25/over-120000-state-sector-recruitments-planned-for-2026-minister/), including graduates and other eligible youth. The minister put the current public service at close to [1.2 million public servants](https://slguardian.org/sri-lanka-plans-to-recruit-more-than-120000-public-servants/), and described the new posts as additional employees.

What is new is the size of the target. In the 2026 Budget Speech, the government recorded approval to recruit [nearly 75,000 people under a proper system](https://www.treasury.gov.lk/api/file/6dcc7475-cdf4-4c15-b167-0767ae17330b), including positions such as technical officers, law enforcement officers and revenue officers. The [September target of more than 120,000](https://english.news.cn/20260925/db5fdf61469e4a0d80262abd6b840210/c.html) goes well past that earlier approval and names about 30,000 teaching posts.

Some hiring is already close to finished. The recruitment of more than [1,500 Grama Niladhari, or village-level officials](https://english.news.cn/20260925/db5fdf61469e4a0d80262abd6b840210/c.html), has reached its final stage. The exams and interviews for those posts have been completed, and authorities are [preparing to issue appointment letters](https://www.newswire.lk/2026/09/25/over-120000-state-sector-recruitments-planned-for-2026-minister/) to successful candidates.

## Where Do the 30,000 Teaching Jobs Come From?

Teachers are the largest named group, with around [30,000 teachers expected to be recruited](https://www.newswire.lk/2026/09/25/over-120000-state-sector-recruitments-planned-for-2026-minister/) under the programme. The [relevant competitive exam is to be conducted shortly](https://www.newswire.lk/2026/09/25/over-120000-state-sector-recruitments-planned-for-2026-minister/), and candidates who qualify will then be called for interviews.

Graduate teacher exams have already been held. The [graduate teacher exams were held on 24 May 2026](https://tamilguru.lk/graduate-teaching-exam-results-updates-2026) for Sinhala, Tamil and English medium vacancies in national and provincial schools. According to a Ministry of Education notice relayed by [the Tamil Guru exam site](https://tamilguru.lk/2026-graduate-teaching-exam-successfully-completed-ministry-notice), the Department of Examinations held the exam at [1,048 centres across the island](https://tamilguru.lk/2026-graduate-teaching-exam-successfully-completed-ministry-notice). The ministry counted [66,991 applicants from the public service and 96,442 from other categories](https://tamilguru.lk/2026-graduate-teaching-exam-successfully-completed-ministry-notice).

The exam had been planned for 2023 but was [suspended because of cases filed before the Supreme Court and the Court of Appeal](https://tamilguru.lk/2026-graduate-teaching-exam-successfully-completed-ministry-notice), and it went ahead once those proceedings concluded.

According to the Ministry of Education, as relayed by [the Tamil Guru results page](https://tamilguru.lk/graduate-teaching-exam-results-updates-2026), the two May exams are expected to place about [23,000 graduates in the Sri Lanka Teachers' Service](https://tamilguru.lk/graduate-teaching-exam-results-updates-2026). Of those, [15,000 are expected to come from the limited exam](https://tamilguru.lk/graduate-teaching-exam-results-updates-2026) for graduates already serving in the public service, and 8,000 from the open exam. The same notice expects results before the end of September, with [interviews in October 2026 and recruitment planned for December 2026](https://tamilguru.lk/graduate-teaching-exam-results-updates-2026).

## Which Recruitment Exams Are Listed on the Portal?

Applications for these exams go through the [Department of Examinations online applications portal](https://applications.doenets.lk/exams), which lists each exam with its fee, opening time and closing time. The portal is strict, and [applications that fail to follow the instructions are rejected without notification](https://applications.doenets.lk/exams).

These recruitment exams were open on the portal at the time of writing:

- **Sri Lanka Administrative Service.** The limited exam for Grade III carries a [Rs 1,200 fee and closes on 30 Sep 2026](https://applications.doenets.lk/exams) at 9 pm.
- **Sri Lanka Foreign Service.** The open exam for Grade III costs the same fee and [closes on 06 Oct 2026](https://applications.doenets.lk/exams).
- **State Audit Service.** The open exam for audit officers [closes on 12 Oct 2026](https://applications.doenets.lk/exams), with a Rs 1,200 fee.
- **Inspector of Customs.** Both the open and limited exams for Grade II carry a [Rs 600 fee and close on 12 Oct 2026](https://applications.doenets.lk/exams).
- **Provincial management posts.** The Sabaragamuwa provincial exam [closes on 09 Oct 2026](https://applications.doenets.lk/exams) and the Central provincial exam closes on 16 Oct 2026, each with a Rs 600 fee.

Some of these are limited exams rather than open ones, so check the word open or limited in the title and read the gazette notice to see who may apply. The [portal](https://applications.doenets.lk/exams) also carries the instructions for each exam, and applications that do not follow them are rejected.

## What Does One State Exam Notice Ask of You?

A useful example is the ministry's own notice for the [open exam for Grade III of the Management Service Officers' Service](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf). Its applications closed on 25 September 2026 and the exam is set for [December 2026](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf), and the rules show the kind of conditions a state exam notice can set.

Beyond citizenship and character, the main eligibility rules cover age and school results:

- **Age.** Applicants must be [not less than 18 years and not more than 30 years](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf) of age on the closing date.
- **O/L results.** Candidates need [six subjects with credit passes for four](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf), including a language and Mathematics, at one sitting.
- **A/L results.** Candidates must have [passed all subjects at the Advanced Level at one sitting](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf), not counting the General Paper and General English.

The exam itself has two papers. [Language Proficiency carries 100 marks over two and a half hours](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf), and covers essays, letter drafting, summaries and making graphs from data. The Aptitude paper tests numbers, critical reasoning and general intelligence through [50 multiple choice and short answer questions](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf) in one hour.

The pass bar is a two-part test. Candidates are expected to secure [at least 40 percent in each subject and 50 percent overall](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf), and appointments are then made strictly in order of merit on the total marks. The online form must be filled in English, and the [exam fee is Rs 600](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf), which is not refunded or moved to another exam.

## What Does the Management Post Pay, and What Do You Sign Up For?

For this post, pay follows a fixed government scale. The Grade III management post sits on the [MN 02-2025 salary code, starting at Rs 48,470 and rising to Rs 82,800](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf), with fixed increments in between. A successful applicant is entitled to that scale [from 01.01.2027](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf).

The notice also states that the [post is permanent and pensionable](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf).

The notice also sets obligations. A new officer must [serve at the first station for three years](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf), and the appointment carries a [probation period of three years](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf) during which the first efficiency bar exam must be passed. The recruitment gives [priority to vacancies with high vacancy percentages](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf) in ministries, departments and commissions, and selected candidates must take up duty at the place of assignment they are given.

There is also no guarantee of a set number of posts. The appointing authority [reserves the right to refrain from filling some or all of the vacancies](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf), so a pass mark is not the same as a job.

## How Does District Selection Work?

This notice hires strictly on a representative basis. Vacancies are [set apart for each district in proportion to its population](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf), and only applicants from that district compete for its share. You can compete in only one district, and once you pick it on the online form it [cannot be changed](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf).

A share of posts is held for applicants with disabilities. The notice reserves [three percent of the vacancies](https://pubad.gov.lk/web/images/latest_document/exam_notice/2026/1788251936-msos-open-competitive-exam-recruitment-grade-iii-2026-calling-appl-e.pdf) for persons with disabilities, who still need the same minimum marks and are referred to a medical board. The 2026 Budget Speech promised efforts to recruit that [3 percent in all future public service recruitments](https://www.treasury.gov.lk/api/file/6dcc7475-cdf4-4c15-b167-0767ae17330b), after noting that the allocation was not being implemented properly.

The same budget set out a wider rule on how hiring is to be done.

## What Is GovHR, and Does It Change How You Apply?

GovHR is the new staff records system for the public service. It was [launched on September 24 at the Sri Lanka Institute of Development Administration](https://www.newswire.lk/2026/09/27/govhr-system-launched-to-digitise-public-sector-hr-management/), and it is built to hold employee information and run the steps of a public servant's career on one platform.

It is designed to cover the main stages of a public servant's career, including [recruitment, confirmation of appointments, promotions and transfers](https://slguardian.org/sri-lanka-plans-to-recruit-more-than-120000-public-servants/), along with training, grievance management, performance assessments and retirement. The system is also intended to [connect relevant information directly with other government institutions](https://slguardian.org/sri-lanka-plans-to-recruit-more-than-120000-public-servants/).

For applicants, nothing in the launch material moves exam applications off the Department of Examinations portal, and the ministry homepage offers a [GovHR login link](https://pubad.gov.lk/web/index.php?lang=en). In the minister's account, deficiencies in individual records had prevented some [retired public servants from receiving benefits](https://slguardian.org/sri-lanka-plans-to-recruit-more-than-120000-public-servants/), and GovHR could provide a solution to documentation problems both when people enter the service and when they retire.

## What Happens to Temporary and Contract Workers?

Many people already work inside state institutions without a permanent post. The 2026 Budget Speech said it had been reported that approximately [9,800 employees recruited on a temporary, casual, substitute, contract or concessionary basis](https://www.treasury.gov.lk/api/file/6dcc7475-cdf4-4c15-b167-0767ae17330b) were serving in public sector institutions on only minimum wages.

The budget proposed [permanent appointments for employees in place for more than 6 months](https://www.treasury.gov.lk/api/file/6dcc7475-cdf4-4c15-b167-0767ae17330b) who meet the qualifications in Public Administration Circulars 25/2014 and 29/2019. The proposal covers only those who have fulfilled the qualifications under those two circulars.

## Why Is the Government Hiring on This Scale Now?

Two reasons appear in the public statements. The first is service delivery. The Budget Speech described a public service that was [completely paralyzed due to the lack of formal recruitment](https://www.treasury.gov.lk/api/file/6dcc7475-cdf4-4c15-b167-0767ae17330b) for vacancies over many years, and the recruitment approval followed a study by a committee chaired by the Prime Minister.

The second is economic. The President framed the hiring as a way to [channel tax revenue back into the national economy](https://www.lankanewspapers.com/2026/09/27/sri-lanka-to-recruit-121-000-public-sector-workers-in-major-government-hiring-drive) through public sector wages and spending. Our take is that this is a real hiring wave, but it moves exam by exam, not all at once. The [portal](https://applications.doenets.lk/exams) rejects applications that fail to follow those instructions without notification, so tracking each notice matters more than waiting for a single announcement.

Teachers have the clearest route. The May graduate exams are expected to feed about [23,000 appointments](https://tamilguru.lk/graduate-teaching-exam-results-updates-2026), and a [competitive exam for the teaching posts is to be conducted shortly](https://www.newswire.lk/2026/09/25/over-120000-state-sector-recruitments-planned-for-2026-minister/).
