Engineers in Silicon Valley got a direct pitch for jobs on the other side of the Pacific last weekend. [Fourteen Taiwanese tech companies and the National Development Council](https://focustaiwan.tw/business/202609280017) brought more than 1,000 job openings in Taiwan to the annual Taiwan Tech Summit, and the recruiting day, called Taiwan Career Day, drew [3,000 visitors](https://focustaiwan.tw/business/202609280017). The fair ran on [Saturday, Sept. 26, in Santa Clara, California](https://udn.com/news/story/6811/9781817), and the council's figures were reported two days later, on [Sept. 28](https://focustaiwan.tw/business/202609280017). For [Metaintro](https://www.metaintro.com) readers who work in chips, software or AI, the useful part is not the headline count. It is the route behind it, meaning which employers were hiring, what visa Taiwan offers foreign engineers, what that visa costs and how long it takes. Here is what the organisers, the employers and Taiwan's own immigration pages actually say.

## What Happened at Taiwan Career Day in Santa Clara?

Taiwan Career Day was held inside the [2026 edition of the Taiwan Tech Summit](https://udn.com/news/story/6811/9781817), the annual gathering of Taiwanese tech professionals in North America, which took place in Santa Clara. The recruiting day has been part of the summit [in one form or another since 2022](https://focustaiwan.tw/business/202609280017), the year the summit began.

The format was built for face time with recruiters rather than online applications. The organiser's own programme listed a [Career Expo, Career Panels, Recruiting Sessions, Job Hunting Bootcamp and Speed Interview](https://www.taiwantechsummit.com/careerday2026-fall) sessions, along with one-on-one mentorship. Employers offered [one-on-one quick interviews on site](https://news.cnyes.com/news/id/6617650), so a candidate could go from a booth conversation to a first interview on the same day.

The summit is run by the [TaiwanNext Foundation](https://www.taiwantechsummit.com/careerday2026-fall), a nonprofit based in the San Francisco Bay Area that works to connect Taiwanese professionals across the US and Taiwan. The mentors it lined up for the day included engineers and managers from [Amazon, Meta, NVIDIA and Intuit](https://www.taiwantechsummit.com/careerday2026-fall), who offered personalised resume reviews.

## Which Companies Were Hiring, and for What Kind of Work?

The named employers span chipmaking, memory, telecoms, AI servers and chip equipment. They included [contract chipmaker TSMC, Delta Electronics, Taiwan Mobile and Micron Taiwan](https://focustaiwan.tw/business/202609280017), along with [AI server maker Wistron, smartphone chip designer MediaTek and equipment maker Applied Materials Taiwan](https://focustaiwan.tw/business/202609280017).

The 14 companies were looking for skilled tech workers in fields such as [semiconductors, information and communications technology, software and AI development](https://focustaiwan.tw/business/202609280017). All of the openings are [jobs in Taiwan](https://focustaiwan.tw/business/202609280017), not in California, so taking one means relocating.

Two of the employers were scheduled to send talent acquisition staff to speak. A [Talent Taiwan Career Panel at 02:30 pm](https://www.taiwantechsummit.com/talent-panel2026) listed the director of talent acquisition at Micron Taiwan and a senior global talent acquisition specialist from Delta Electronics, alongside a vice president from the Industrial Technology Research Institute. The panel set out to cover [how top companies evaluate candidates with US experience](https://www.taiwantechsummit.com/talent-panel2026), along with career paths in hardware, software, chip design and AI integration.

That framing is worth reading closely. It suggests that engineers with US experience are a profile these employers are keen to assess, so be ready to explain how your work in a US team maps onto a role in Taiwan.

## Were There Research and Teaching Jobs Too?

Yes. Several research institutions, including [Academia Sinica and the Industrial Technology Research Institute](https://focustaiwan.tw/business/202609280017), took part alongside universities, and they arranged one-on-one interviews for teaching and research positions.

The research side was specific about seniority. The institute, known as ITRI, was recruiting senior leaders in fields such as uncrewed technology, AI, [6G and silicon photonics](https://udn.com/news/story/6811/9781817), according to the Central News Agency's Chinese report. The universities named in the delegation included [National Chengchi University, National Chung Cheng University, National Sun Yat-sen University and National Taiwan University of Science and Technology and National Taipei University of Technology](https://news.cnyes.com/news/id/6617650).

Government offices were on the floor as well. Booths were run by the [Ministry of Digital Affairs, the National Immigration Agency and the Ministry of Economic Affairs](https://focustaiwan.tw/business/202609280017), together with Taiwan's overseas offices, to promote Taiwan's efforts to recruit foreign talent.

> Unlike traditional work visas, the Gold Card is qualification-based and not tied to a single employer, giving holders the freedom to join a company, freelance, launch a startup, consult, or invest, according to [the Talent Taiwan branch announcement](https://www.sparknify.com/post/talent-taiwan-office-en).

## What Is the Talent Taiwan Office That Opened in Palo Alto?

The fair came one day after a [new Talent Taiwan office opened in Silicon Valley](https://news.cnyes.com/news/id/6617650). Talent Taiwan, the national service office for foreign professionals, chose Silicon Valley as its [first overseas outpost](https://www.sparknify.com/post/talent-taiwan-office-en), with an opening ceremony set for [September 25, 2026, at 299 California Ave in Palo Alto](https://www.sparknify.com/post/talent-taiwan-office-en). The office sits inside the [Startup Island TAIWAN base in Silicon Valley](https://news.cnyes.com/news/id/6617650).

The office is run by the [International Talent Taiwan Office under the National Development Council](https://www.sparknify.com/post/talent-taiwan-office-en). Talent Taiwan itself launched in [November 2023](https://www.sparknify.com/post/talent-taiwan-office-en), growing out of the earlier Gold Card office, and its bilingual help desk covers visa and immigration guidance, legal and accounting questions, housing, banking and school information for children.

For an engineer in the Bay Area, the practical offer is free advice close to home. The branch promises [free guidance on Employment Gold Card applications](https://www.sparknify.com/post/talent-taiwan-office-en), visa pathways and relocation, through a direct line to help desk experts in Taiwan. At the Santa Clara fair, its booth offered [Gold Card consultations along with tax and visa guidance](https://udn.com/news/story/6811/9781817).

Its service hubs in [Taipei, Taichung and Kaohsiung have assisted professionals from over 100 nationalities](https://www.sparknify.com/post/talent-taiwan-office-en).

## How Does the Employment Gold Card Work?

The Gold Card is the visa that officials were [promoting at the fair](https://news.cnyes.com/news/id/6617650). It is a [4-in-1 document that combines an open work permit, residence visa, Alien Residence Certificate and re-entry permit](https://talent.nat.gov.tw/visa/gold-card?c=SE&lang=en), and it has [90 qualifying criteria across 12 industry fields](https://talent.nat.gov.tw/visa/gold-card?c=SE&lang=en).

The key difference from an ordinary work visa is who controls it. The card lets holders [seek employment freely in Taiwan](https://focustaiwan.tw/business/202609280017), so an engineer who takes a job at one of the fair's employers could later move to another, because the card includes an [open work permit](https://talent.nat.gov.tw/visa/gold-card?c=SE&lang=en). The card also grants [work rights to spouses and national health insurance access for dependents](https://focustaiwan.tw/business/202609280017).

It has been running for years. The National Development Council [launched the programme in 2018](https://focustaiwan.tw/business/202609280017), and [more than 17,000 Gold Cards had been issued as of July 2026](https://www.sparknify.com/post/talent-taiwan-office-en). Applicants can choose a card valid for [one, two or three years](https://goldcard.nat.gov.tw/en/application/), and there are [no investment or residency obligations](https://www.sparknify.com/post/talent-taiwan-office-en). The official Gold Card site says a holder can apply for permanent residency after holding the card for [at least three years](https://goldcard.nat.gov.tw/en/tags/aprc/), staying in Taiwan for three consecutive years and residing there for an average of [183 days or more per year](https://goldcard.nat.gov.tw/en/tags/aprc/), among other conditions.

At the fair itself, a [senior software engineer at Salesforce](https://focustaiwan.tw/business/202609280017) received a Gold Card from the council's head, Yeh Chun-hsien.

## Who Qualifies for a Gold Card as a Tech Worker?

For engineers, the two most relevant fields are digital and science and technology. Each lists several [alternative criteria](https://goldcard.nat.gov.tw/en/qualification/field-of-digital/), with the documents needed to prove them.

In the [Field of Digital](https://goldcard.nat.gov.tw/en/qualification/field-of-digital/), the routes include:

- **Experience.** At least [eight years of relevant professional experience](https://goldcard.nat.gov.tw/en/qualification/field-of-digital/) in digital economy industries, backed by documents such as a recommendation letter or proof of a senior role or award.
- **Pay.** A current or past job in the digital economy with a most recent [monthly salary of at least NT$160,000](https://goldcard.nat.gov.tw/en/qualification/field-of-digital/), backed by salary or tax proof.
- **A doctorate.** A PhD from one of the [top 500 universities](https://goldcard.nat.gov.tw/en/qualification/field-of-digital/) in the latest QS, Times Higher Education or U.S. News rankings.

The [Field of Science and Technology](https://goldcard.nat.gov.tw/en/qualification/field-of-science-technology/) has a matching pay route for anyone at a technology company, with a most recent [monthly salary of at least NTD 160,000](https://goldcard.nat.gov.tw/en/qualification/field-of-science-technology/). It also covers people who were senior executives or [core members of an R&D team](https://goldcard.nat.gov.tw/en/qualification/field-of-science-technology/) at an overseas startup that went public or was acquired, and doctorate holders with expertise that is lacking in Taiwan.

The salary route is the one many Silicon Valley engineers will look at first, because it counts a job held [in another country or in Taiwan](https://goldcard.nat.gov.tw/en/qualification/field-of-digital/). The page asks for [salary proof or income tax payment proof](https://goldcard.nat.gov.tw/en/qualification/field-of-digital/) plus employment certificates, so gather those before you start.

## How Long Does a Gold Card Take, and What Does It Cost?

Filling in the online form takes [around 15 minutes](https://goldcard.nat.gov.tw/en/application/) if the documents are ready. The whole process is slower, and it can take [over 60 business days](https://goldcard.nat.gov.tw/en/application/) once everything is submitted. The Talent Taiwan guide puts the main application stage at [30 to 60 processing days](https://talent.nat.gov.tw/visa/gold-card?c=SE&lang=en), followed by a passport check and card collection.

Applications go through the [Foreign Professionals Online Application Platform](https://goldcard.nat.gov.tw/en/application/) run by the National Immigration Agency. You need a passport with [at least 6-month validity remaining](https://goldcard.nat.gov.tw/en/application/), a recent photo and the supporting documents for the criterion you chose.

The fee depends on your passport and where you apply. US passport holders applying from abroad pay [NT$7,605 for one year, NT$8,605 for two years and NT$9,605 for three years](https://goldcard.nat.gov.tw/en/application/). US passport holders applying from inside Taiwan pay [NT$3,700, NT$4,700 or NT$5,700](https://goldcard.nat.gov.tw/en/application/) for the same periods. The fee is [nonrefundable regardless of the result](https://goldcard.nat.gov.tw/en/application/).

Two steps catch people out. Overseas applicants must have their passport [inspected by an ROC overseas mission](https://goldcard.nat.gov.tw/en/application/), which typically takes around seven working days. And since [July 28, 2021](https://goldcard.nat.gov.tw/en/application/), the card can only be collected in Taiwan, within [30 days of entering Taiwan](https://goldcard.nat.gov.tw/en/application/).

## What Tax Rules Apply to Gold Card Holders?

Tax is part of the pitch. The card comes with [tax incentives](https://focustaiwan.tw/business/202609280017), and the official Gold Card site sets out when they apply.

The incentive covers [tax years in which salary income exceeds 3 million NTD](https://goldcard.nat.gov.tw/en/faq/what-is-the-starting-point-for-the-five-year-tax-incentive-period-applicable-to-tax-years-in-which-salary-income-exceeds-3-million-ntd/), and it runs for five years from the [first year the Gold Card holder meets all criteria](https://goldcard.nat.gov.tw/en/faq/what-is-the-starting-point-for-the-five-year-tax-incentive-period-applicable-to-tax-years-in-which-salary-income-exceeds-3-million-ntd/) for the benefit.

The conditions are strict, and they matter for anyone who has worked in Taiwan before. The official tax page lists being [approved for the first time to reside in the R.O.C. for the purpose of work](https://goldcard.nat.gov.tw/en/tags/tax/), doing work tied to the recognised expertise, and having had no household registration or tax residence in Taiwan during the [last 5 years](https://goldcard.nat.gov.tw/en/tags/tax/) before starting that work or getting the card. You must also stay in Taiwan for [at least 183 days within the tax year](https://goldcard.nat.gov.tw/en/tags/tax/).

If you are weighing an offer, run the numbers with Taiwan's tax bureau rather than assuming the incentive applies. The Gold Card site directs tax questions to the [National Taxation Bureau of Taipei](https://goldcard.nat.gov.tw/en/tags/tax/).

## How Can You Apply to These Employers if You Missed the Fair?

The fair lasted one day, but the employers' own careers sites stay open. TSMC, for example, runs a [talent pool on its careers site](https://careers.tsmc.com/en_US/careers/JobDetail?jobId=562) for people who have not found a matching opening. Its [recruiting team reviews the resumes](https://careers.tsmc.com/en_US/careers/JobDetail?jobId=562) and gets in touch if a matching role comes up.

> If you have not found any suitable job opening to apply in our career portal yet, we encourage you to register your profile on TSMC talent pool, according to [the TSMC careers page](https://careers.tsmc.com/en_US/careers/JobDetail?jobId=562).

The same listing notes that TSMC operates fabs in Taiwan as well as [manufacturing subsidiaries in Washington State, Japan and China](https://careers.tsmc.com/en_US/careers/JobDetail?jobId=562), so it is worth being clear in your profile that you want a role in Taiwan. For a closer look at one of the other employers, our piece on [why MediaTek is hiring aggressively as the AI chip race heats up](https://www.metaintro.com/blog/mediatek-hiring-ai-chip-race-2026) covers the chip designer's hiring push.

The government side is also staying in the Bay Area. The council plans to build a [regular cooperation mechanism with North American talent communities](https://news.cnyes.com/news/id/6617650) through its Silicon Valley startup base and the new Talent Taiwan office. On the same day as the career fair, [12 Taiwanese or Taiwan-linked startups](https://news.cnyes.com/news/id/6617650) pitched at a separate Taiwan Demo Day, which is another way into the country's tech scene for engineers who would rather join a young company.

## What This Means for Engineers, and What Should You Do Next?

Taiwan is not waiting for engineers to find it. It brought [more than 1,000 openings](https://focustaiwan.tw/business/202609280017) to California and opened an [office in Silicon Valley](https://news.cnyes.com/news/id/6617650) to help with the paperwork. For a chip, software or AI engineer who has thought about working in Asia, the barrier is now less about finding an employer and more about checking whether you fit the visa rules.

Our view is that the Gold Card is the part to study first. A job offer tied to one employer can end with that job, but the card lets you [seek employment freely in Taiwan](https://focustaiwan.tw/business/202609280017), which gives you room to move between the companies that were in that hall. The trade-off is time and money up front, with a process that can run [over 60 business days](https://goldcard.nat.gov.tw/en/application/) and a fee you do not get back if you are refused.

Here is what we would do:

- **Check your criterion.** Compare your most recent monthly pay with the [NT$160,000 threshold](https://goldcard.nat.gov.tw/en/qualification/field-of-digital/), or count your years in the field against the eight-year route.
- **Use the free help.** Contact the [Talent Taiwan branch in Palo Alto](https://www.sparknify.com/post/talent-taiwan-office-en) before you pay anything.
- **Apply to employers directly.** Register on the [TSMC talent pool](https://careers.tsmc.com/en_US/careers/JobDetail?jobId=562) and the other named employers' careers sites, and say plainly that you want a role in Taiwan.
- **Price the move.** Ask for the offer in writing, then check the [tax conditions](https://goldcard.nat.gov.tw/en/tags/tax/) before assuming the tax incentive applies.
- **Compare the region.** Taiwan is not the only place hunting for chip talent, and our look at [how SK Hynix is doubling chip capacity amid the memory crunch](https://www.metaintro.com/blog/sk-hynix-doubles-chip-capacity-memory-crunch-hiring) shows the same pull in South Korea.
