## What Did Thyssenkrupp Announce for Essen and Ennepetal?

Readers should not assume any single site is the destination until the company or the works council names it.

## What Pressure Is Automotive Technology Under?

In its [fiscal third quarter of 2025/2026, covering April to June](https://www.thyssenkrupp.com/de/pressedetailseite/thyssenkrupp-im-3.-quartal-20252026:-umsatz-und-bereinigtes-ebit-gesteigert-wichtige-schritte-bei-strategischer-neuausrichtung-umgesetzt-95019), thyssenkrupp linked lower order intake at Automotive Technology to declining demand in the automotive series business and to the sale of the core Automation Engineering business.

Sales in the segment were [below the prior-year level](https://www.thyssenkrupp.com/de/pressedetailseite/thyssenkrupp-im-3.-quartal-20252026:-umsatz-und-bereinigtes-ebit-gesteigert-wichtige-schritte-bei-strategischer-neuausrichtung-umgesetzt-95019) in that quarter, and lower results at Automotive Technology weighed on the group, with lower sales volumes and higher special freight costs as the reasons given.

Staff were not hearing about this for the first time. ## How Do Works Council Talks and a Social Plan Work in Germany?

The talks are the next step. The specific measures [will now be discussed with employee representatives](https://www.globalbankingandfinance.com/thyssenkrupp-automotive-technology-shed-up-180-jobs-german/), and a decision, a [reconciliation of interests and a social plan are still open](https://www.drweb.de/bilstein-stellenabbau-ennepetal-essen/).

German law sets out how that kind of deal is made. Under the [Works Constitution Act](https://www.gesetze-im-internet.de/betrvg/__112.html), a reconciliation of interests over a planned change to the business must be put in writing and signed by the employer and the works council. The same applies to a social plan, which is the agreement on compensating or mitigating the economic disadvantages that employees suffer because of the change, and it has the effect of a works agreement.

If the two sides cannot agree, there is a fixed path:

- **Mediation.** Under [Section 112 of the Works Constitution Act](https://www.gesetze-im-internet.de/betrvg/__112.html), either side can ask the board of the [Federal Employment Agency](https://www.arbeitsagentur.de/arbeitslos-arbeit-finden/arbeitslosengeld/ihre-schritte-wenn-sie-arbeitslos-werden/wie-sie-sich-arbeitsuchend-melden) to mediate.
- **Conciliation board.** If no mediation is requested or it fails, either side can [call on the conciliation board](https://www.gesetze-im-internet.de/betrvg/__112.html), which must first try to bring the parties to agreement.
- **Binding decision.** If there is still no agreement on the social plan, the [conciliation board decides on it](https://www.gesetze-im-internet.de/betrvg/__112.html), and its ruling replaces the agreement between employer and works council.

Two rules matter if it gets that far. When the conciliation board decides a social plan, it must consider the [prospects of the affected employees on the labour market](https://www.gesetze-im-internet.de/betrvg/__112.html), and it should exclude from benefits employees who could keep working in a reasonable job in the same business, in another business of the company or in a group company, but refuse it. A possible job at another location does not, on its own, make the offer unreasonable, under the [same section of the Act](https://www.gesetze-im-internet.de/betrvg/__112.html).

## What Should Affected Employees Do With the Employment Agency?

Register early. The [Bundesagentur für Arbeit](https://www.arbeitsagentur.de/arbeitslos-arbeit-finden/arbeitslosengeld/ihre-schritte-wenn-sie-arbeitslos-werden/wie-sie-sich-arbeitsuchend-melden) asks anyone who knows their job is ending to register as a job seeker right away, and at the latest [three months before the employment ends](https://www.arbeitsagentur.de/arbeitslos-arbeit-finden/arbeitslosengeld/ihre-schritte-wenn-sie-arbeitslos-werden/wie-sie-sich-arbeitsuchend-melden). Anyone who learns of it at short notice should register [within three days](https://www.arbeitsagentur.de/arbeitslos-arbeit-finden/arbeitslosengeld/ihre-schritte-wenn-sie-arbeitslos-werden/wie-sie-sich-arbeitsuchend-melden).

The details are worth knowing:

- **Late registration costs money.** Registering too late can [lead to financial disadvantages](https://www.arbeitsagentur.de/arbeitslos-arbeit-finden/arbeitslosengeld/ihre-schritte-wenn-sie-arbeitslos-werden/wie-sie-sich-arbeitsuchend-melden) when you later draw unemployment benefit.
- **Two separate steps.** Registering as a job seeker [does not replace registering as unemployed](https://www.arbeitsagentur.de/arbeitslos-arbeit-finden/arbeitslosengeld/ihre-schritte-wenn-sie-arbeitslos-werden/wie-sie-sich-arbeitsuchend-melden).
- **How to register.** Online is the simplest route, or by phone on the free service line [0800 4 555500](https://www.arbeitsagentur.de/arbeitslos-arbeit-finden/arbeitslosengeld/ihre-schritte-wenn-sie-arbeitslos-werden/wie-sie-sich-arbeitsuchend-melden), and you should use only one route.
- **No fixed end date yet.** If you do not know exactly when your job ends, [give the expected end date](https://www.arbeitsagentur.de/arbeitslos-arbeit-finden/arbeitslosengeld/ihre-schritte-wenn-sie-arbeitslos-werden/wie-sie-sich-arbeitsuchend-melden).
- **Build a profile.** After registering online, you can book an advice appointment and set up a [professional profile with your qualifications and experience](https://www.arbeitsagentur.de/arbeitslos-arbeit-finden/arbeitslosengeld/ihre-schritte-wenn-sie-arbeitslos-werden/wie-sie-sich-arbeitsuchend-melden).

The legal basis is [Paragraf 38 of the Social Code Book III](https://www.arbeitsagentur.de/arbeitslos-arbeit-finden/arbeitslosengeld/ihre-schritte-wenn-sie-arbeitslos-werden/wie-sie-sich-arbeitsuchend-melden). These are individual postings, not proof of where the Essen and Ennepetal work will land.

Shock absorber design work is listed in the US. The [Bilstein Product Engineer posting in Hamilton, Ohio](https://jobs.thyssenkrupp.com/en/job/Product-Engineer-Hamilton/967186) covers the initial technical design of shock absorber and strut applications, includes compliance with export controls and ITAR rules, and pays [$75,000 to $95,000 a year](https://jobs.thyssenkrupp.com/en/job/Product-Engineer-Hamilton/967186), based on experience and education. It asks for a bachelor's degree in mechanical engineering, with proven experience in design for automotive manufacturing components and a strong background in automotive and suspensions listed as preferred. ## What Does This Mean for Ennepetal as an Auto Supplier Town?

Ennepetal is facing its [second three-digit job cut announcement within half a year](https://www.drweb.de/bilstein-stellenabbau-ennepetal-essen/). In April, a separate employer, [the Indian forging group Bharat Forge, set out plans to close its CDP plant in Ennepetal with about 400 jobs](https://www.drweb.de/bilstein-stellenabbau-ennepetal-essen/). [The IG Metall Ennepe-Ruhr-Wupper account of the closure](https://www.igmetall-ennepe-ruhr-wupper.de/aktuelles/meldung/bharat-forge-cdp-in-ennepetal-soll-geschlossen-werden) puts the end of production there at mid-2027, with the site to be cleared by the end of 2027.

Automotive Technology had already [set structural measures in motion in the US and in Hungary](https://www.thyssenkrupp.com/de/pressedetailseite/thyssenkrupp-im-3.-quartal-20252026:-umsatz-und-bereinigtes-ebit-gesteigert-wichtige-schritte-bei-strategischer-neuausrichtung-umgesetzt-95019) before this plan. At an IG Metall day of action on 21 September, the union said it had [mobilised around 175,000 auto industry workers, dpa reported](https://www.t-online.de/finanzen/aktuelles/id_101444468/ig-metall-mobilisiert-rund-175000-auto-beschaeftigte.html).

## What This Means for Job Seekers, and What Should You Do Next?

Treat this as a plan with a clock on it, not a done deal. Here is what we would do:
