# Why the UK-India Trade Deal Puts Thousands of Welsh Steel Jobs at Risk

India won a 125,000-tonne tariff-free steel quota in the UK-India trade deal, and Welsh steelworkers at Llanwern near Newport fear jobs are exposed.

Fears over Welsh steel jobs jumped this month after the [Financial Times](https://www.ft.com/content/b0ac6cd9-e325-485a-9c0a-db5053af8d93) and other outlets reported that the [UK-India trade deal](https://gmk.center/en/news/india-has-agreed-to-increase-the-duty-free-quota-for-steel-exports-to-the-uk/) gives India a much larger tariff-free quota for the exact grade of steel made at [Tata Steel's](https://www.gov.uk/government/news/welsh-steel-industry-backed-with-new-trade-measure-and-strategy) Llanwern works near Newport. India has been allocated a tariff-free quota of [125,000 tonnes](https://pembrokeshire-herald.com/143761/fears-for-welsh-steel-plant-after-india-handed-expanded-import-quota/) of metallic-coated steel, the category the plant depends on, which produces around [600,000 tonnes](https://pembrokeshire-herald.com/143761/fears-for-welsh-steel-plant-after-india-handed-expanded-import-quota/) of galvanised steel each year. At [Metaintro](https://www.metaintro.com), we track where jobs are appearing and disappearing across live hiring data, so here is a clear read on which roles are exposed and what steelworkers can do next.

## What did the UK-India trade deal actually change for steel?

The core change is access. The India-UK Comprehensive Economic and Trade Agreement, which comes into force on [15 July 2026](https://pembrokeshire-herald.com/143761/fears-for-welsh-steel-plant-after-india-handed-expanded-import-quota/), was renegotiated to give India a much bigger duty-free quota for steel exports to Britain. According to [GMK Center](https://gmk.center/en/news/india-has-agreed-to-increase-the-duty-free-quota-for-steel-exports-to-the-uk/), the duty-free quota is worth roughly [350 million dollars](https://gmk.center/en/news/india-has-agreed-to-increase-the-duty-free-quota-for-steel-exports-to-the-uk/), with expected Indian steel exports to the UK reaching about [1 billion dollars](https://gmk.center/en/news/india-has-agreed-to-increase-the-duty-free-quota-for-steel-exports-to-the-uk/) in the 2026 to 2027 financial year. Around [80 percent](https://gmk.center/en/news/india-has-agreed-to-increase-the-duty-free-quota-for-steel-exports-to-the-uk/) of steel products are exempt from safeguards, while roughly [20 percent](https://gmk.center/en/news/india-has-agreed-to-increase-the-duty-free-quota-for-steel-exports-to-the-uk/), about 100 product lines, sit inside agreed quotas.

The timing matters because a separate UK protection came into force just two weeks earlier. From [1 July 2026](https://www.gov.uk/government/publications/uks-steel-trade-measure-from-1-july-2026/uks-steel-trade-measure-from-1-july-2026), the UK replaced its old safeguard with a new steel trade measure that cut overall tariff-free quota volumes by [51 percent](https://www.gov.uk/government/publications/uks-steel-trade-measure-from-1-july-2026/uks-steel-trade-measure-from-1-july-2026) and set an out-of-quota duty of [50 percent](https://www.gov.uk/government/publications/uks-steel-trade-measure-from-1-july-2026/uks-steel-trade-measure-from-1-july-2026) by value. That measure was meant to shield domestic mills, so critics ask why one grade of steel appears to have been opened up to India at the same time the government was tightening imports everywhere else.

## Why is Llanwern the plant most exposed?

Llanwern is exposed because it specialises in the precise product that India's new quota covers. The Newport works produces around [600,000 tonnes](https://pembrokeshire-herald.com/143761/fears-for-welsh-steel-plant-after-india-handed-expanded-import-quota/) of galvanised steel a year and supplies almost half of total UK demand for metallic-coated steel, a material used heavily by the automotive and construction industries. When a single site carries that much of the national supply for one product, any new stream of cheaper competing imports lands directly on its order book rather than being spread thinly across many plants.

That is why the union argues the concession weakens the business case for continued production and investment at the site. Workers have reported that imported steel coils are already accumulating at [Newport docks](https://pembrokeshire-herald.com/143761/fears-for-welsh-steel-plant-after-india-handed-expanded-import-quota/), a visible sign that buyers may be switching to lower-cost supply. None of this means the plant is closing, and no closure or job losses have been announced, but it does mean the volumes that keep Llanwern viable are now under more pressure than they were a month ago. The same dynamic has played out across European mills, which we covered in our look at [EU steel import quotas and mill jobs](https://www.metaintro.com/blog/eu-steel-import-quotas-european-mill-jobs-2026).

Concentration is the key word. Because Llanwern carries such a large share of national metallic-coated output, its economics are unusually sensitive to a single policy lever. A plant that made a small fraction of one steel category could absorb a new import stream by trimming a shift or shaving margins, but a site that anchors roughly half of UK supply for the material has far less room to adjust before the numbers stop working. That is the structural reason unions treat this quota as a serious signal rather than a minor accounting change, and why the reaction has been so immediate even in the absence of any layoff notice.

## How big is the quota India won and how does it compare?

The India-specific number is worth putting in context. Under the UK steel trade measure, the Category 4 metallic-coated allocation for India is [125,796 tonnes](https://www.gov.uk/government/publications/uks-steel-trade-measure-from-1-july-2026/uks-steel-trade-measure-from-1-july-2026) a year, out of a total Category 4 annual quota of roughly [911,305 tonnes](https://www.gov.uk/government/publications/uks-steel-trade-measure-from-1-july-2026/uks-steel-trade-measure-from-1-july-2026). For comparison, the [European Union](https://www.gov.uk/government/publications/uks-steel-trade-measure-from-1-july-2026/uks-steel-trade-measure-from-1-july-2026) holds 510,273 tonnes of that category, [Vietnam](https://www.gov.uk/government/publications/uks-steel-trade-measure-from-1-july-2026/uks-steel-trade-measure-from-1-july-2026) holds 174,367 tonnes, and [South Korea](https://www.gov.uk/government/publications/uks-steel-trade-measure-from-1-july-2026/uks-steel-trade-measure-from-1-july-2026) holds 100,753 tonnes. India's share is not the largest, but it is a meaningful slice of a category where a single Welsh plant makes 600,000 tonnes.

The bigger picture is the total volume flowing into a shrinking protected market. The overall UK steel quota sits at around [3.2 million tonnes](https://gmk.center/en/news/india-has-agreed-to-increase-the-duty-free-quota-for-steel-exports-to-the-uk/) after the 51 percent cut, and one industry insider estimated the new arrangements could cost British steel producers [hundreds of millions of pounds](https://pembrokeshire-herald.com/143761/fears-for-welsh-steel-plant-after-india-handed-expanded-import-quota/) in lost revenue. India is also in talks over the UK's planned carbon border tax, scheduled to begin in [January 2027](https://gmk.center/en/news/india-has-agreed-to-increase-the-duty-free-quota-for-steel-exports-to-the-uk/), which could shift the competitive balance again.

## What are steelworkers and their union saying?

The workforce response has been sharp and specific. Alasdair McDiarmid, assistant general secretary of the steelworkers' union [Community](https://community-tu.org/), warned that the import allowances could threaten the sustainability of the plant, according to [The Pembrokeshire Herald](https://pembrokeshire-herald.com/143761/fears-for-welsh-steel-plant-after-india-handed-expanded-import-quota/) and [Bloomberg](https://www.bloomberg.com/news/articles/2026-07-14/india-wins-bigger-duty-free-steel-export-quota-in-uk-trade-deal). The union questioned why Llanwern appeared to have received less protection than other parts of the British steel industry, given how much of the UK's metallic-coated supply runs through the site.

That frustration is rooted in a hard reality. Trade concessions are decided in negotiating rooms far from the shop floor, yet the consequences land on specific towns and specific paychecks. Newport and the wider south Wales steel community have already lived through years of uncertainty about the future of steelmaking in the region, so a fresh signal that competing imports are gaining ground hits a workforce that is understandably wary. Union pressure now focuses on getting firm commitments on volumes and investment before any drift in orders becomes a decision about staffing.

## Has the UK government offered Welsh steel any protection?

The government points to a broad package announced earlier in the year. On [23 March 2026](https://www.gov.uk/government/news/welsh-steel-industry-backed-with-new-trade-measure-and-strategy), ministers set out an additional [5.8 billion pounds](https://www.gov.uk/government/news/welsh-steel-industry-backed-with-new-trade-measure-and-strategy) for the National Wealth Fund for the steel sector and up to [2.5 billion pounds](https://www.gov.uk/government/news/welsh-steel-industry-backed-with-new-trade-measure-and-strategy) in financing for steel investment this Parliament. Over [600 million pounds](https://www.gov.uk/government/news/welsh-steel-industry-backed-with-new-trade-measure-and-strategy) has already gone into Port Talbot, and a further [122 million pounds](https://www.gov.uk/government/news/welsh-steel-industry-backed-with-new-trade-measure-and-strategy) from the government and Tata backs the Port Talbot Transition Board, with [5,000 skilled jobs](https://www.gov.uk/government/news/welsh-steel-industry-backed-with-new-trade-measure-and-strategy) protected there.

The strategy also sets a target for [50 percent](https://www.gov.uk/government/news/welsh-steel-industry-backed-with-new-trade-measure-and-strategy) of the steel used in Britain to be made domestically, up from around [30 percent](https://www.gov.uk/government/news/welsh-steel-industry-backed-with-new-trade-measure-and-strategy) today, with Welsh steel expected to account for half of future UK steelmaking. Business and Trade Secretary Peter Kyle said that "making steel in the UK is vital for national security, critical infrastructure and the wider economy". The tension for workers at Llanwern is that these ambitions sit alongside a trade concession that appears to pull in the opposite direction, and government support so far has centred on Port Talbot rather than Newport. Policy signals like these are why we track [UK jobs and hiring data](https://www.metaintro.com/blog/uk-jobs-data-hiring-pay-2026) closely.

## Which jobs are most at risk if production slips?

If order volumes at Llanwern soften, the roles most exposed are the ones tied directly to galvanising line output. That includes line operators, process technicians, quality inspectors, maintenance and mechanical trades, logistics and dock handling staff who move the coils, and the shift supervisors who run the lines. When a plant reduces throughput, employers usually protect core furnace and finishing capacity first, so contract, agency, and newer roles tend to feel pressure earliest. This is a pattern we have seen across manufacturing, including the recent wave of [US factory job cuts](https://www.metaintro.com/blog/us-factory-job-cuts-june-2026-covid-levels-manufacturing).

The ripple reaches well beyond the plant gates. Steel towns support a web of local suppliers, hauliers, contractors, and service firms whose revenue depends on the works running near capacity. That is the same broad economic logic behind [UK job losses tied to budget and infrastructure cuts](https://www.metaintro.com/blog/uk-10000-jobs-lost-budget-cuts-infrastructure-defence-2026), where one large employer scaling back drags on an entire local labour market. For anyone in these roles, the useful mindset is not panic but preparation, mapping which of your skills transfer and where demand is growing before any formal decision is made.

It also helps to understand how employers typically stage a slowdown, because the sequence tells you where you sit in the queue. Overtime and weekend shifts usually go first, followed by agency and fixed-term contracts, then voluntary redundancy offers, and only later any compulsory cuts. Each of those stages is a warning light, and each one is also a window to act while you still have income and a current reference. Workers who start updating their skills, refreshing their network, and testing the market during the early stages consistently land better outcomes than those who wait for a final decision. The point is not to assume the worst, it is to keep enough momentum that you are never caught flat-footed if the numbers at the plant turn.

## What does this mean for your career and next move?

If you work at Llanwern or in a supplier business, the most valuable thing you can do right now is get ahead of the uncertainty. Start by documenting your skills in transferable terms, because process control, precision maintenance, quality assurance, and heavy logistics are all in demand across other industries. A strong, current resume is the fastest way to convert years on the line into interviews elsewhere, and our guide on [how to make a resume in 2026](https://www.metaintro.com/blog/how-to-make-a-resume-2026) walks through it step by step. If a role does end, our playbook on [job searching with AI after a layoff](https://www.metaintro.com/blog/job-search-with-ai-after-a-layoff) shows how to move faster without losing your footing.

Reskilling is the other lever, and it does not require going back to school full time. Many steel-town workers have pivoted into skilled trades, energy, advanced manufacturing, and infrastructure, sectors facing their own [hiring crunch for skilled trades](https://www.metaintro.com/blog/skilled-trades-workers-hiring-crunch-2026). Paid routes exist too, as we covered in our piece on [162 million pounds of paid apprenticeships in in-demand trades](https://www.metaintro.com/blog/162-million-paid-apprenticeships-in-demand-trades-2026), and you can build durable skills without a classroom using our guide on [how to upskill for AI without going back to school](https://www.metaintro.com/blog/how-to-upskill-for-ai-without-going-back-to-school). The workers who fare best in trade-driven disruption are the ones who treat it as a prompt to explore options, not a sentence to wait out.

## How do trade policy shifts ripple into industrial employment?

Trade policy is one of the quieter forces shaping the job market, and it moves differently from a sudden corporate layoff. A quota change does not fire anyone on the day it is signed. Instead it shifts the economics of a plant over months, as buyers test cheaper imports, margins compress, and investment decisions get delayed or redirected. That slow burn is exactly why workers often get little warning before a formal announcement, and why watching leading signals like import flows and order books matters. The same slow pressure is visible in stories like [UK companies cutting high earners first in the layoff wave](https://www.metaintro.com/blog/uk-companies-cutting-high-earners-first-layoff-wave-2026), where structural cost pressure reshapes who stays.

There is a broader labour-market lesson here about how technology and policy both restructure work rather than simply erasing it. Lacey Kaelani, co-founder of Metaintro, told [Quartz](https://qz.com/job-search-december-new-year-delay-data-history) that "January is a time when everyone returns to job searching at the same time, three or four times as many applicants for the same position, and recruiters and hiring managers are inundated with applications in January." The same is true of trade shifts. They rarely wipe out an industry overnight, but they reshape which regions, which plants, and which roles carry the work, which is why keeping your options open and your rights understood, as covered in our overview of the [UK workers' rights overhaul](https://www.metaintro.com/blog/uk-workers-rights-overhaul-2026), is the smartest defence a worker has.
