# The UK's £2.5 Billion (About $3.3 Billion) Rolls-Royce Engine Deal Promises Tens of Thousands of Jobs

A £2.5 billion (about $3.3 billion) UK and Rolls-Royce engine programme is expected to support 3,300 jobs by the end of 2029. What it means for job seekers.

The UK government and [Rolls-Royce](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx) have agreed a [£2.5 billion programme for cutting-edge cleaner and more efficient jet engines, jointly funded over 10 years](https://www.gov.uk/government/news/government-and-rolls-royce-agree-25bn-to-build-jet-engines-in-the-uk-and-create-tens-of-thousands-of-jobs) (about $3.3 billion), unveiled in the Budget on 28 October. The nearer jobs figure is smaller than the headline. Delivering the initial stages, if a final agreement is reached, will [support 3,300 UK jobs at Rolls-Royce and supply chain partners by the end of 2029](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx). The bigger number is a projection. The government expects [tens of thousands more](https://www.gov.uk/government/news/government-and-rolls-royce-agree-25bn-to-build-jet-engines-in-the-uk-and-create-tens-of-thousands-of-jobs) jobs in the decades ahead, and Rolls-Royce ties that to one condition, [securing a UK engine position on new narrowbody aircraft](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx).

## What Exactly Did the Government and Rolls-Royce Agree?

The deal is a [cooperation agreement](https://www.gov.uk/government/news/government-and-rolls-royce-agree-25bn-to-build-jet-engines-in-the-uk-and-create-tens-of-thousands-of-jobs), not a single grant. It sets out a [multi-decade co-operation](https://www.gov.uk/government/news/government-and-rolls-royce-agree-25bn-to-build-jet-engines-in-the-uk-and-create-tens-of-thousands-of-jobs) built around a joint programme for next-generation jet engines for passenger and military planes, worth [$3.3 billion](https://www.globalbankingandfinance.com/britain-backs-rolls-royce-2-5-billion-deal-new-jet-engine/) in US dollars, Reuters reported. Rolls-Royce describes it as a [research and technology programme to develop cutting-edge gas turbine technologies for civil and defence aerospace](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx).

The work would include [an engine demonstrator project](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx) and would also [sustain vital development and testing capabilities](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx) that support the UK's sovereign defence aerospace capabilities. The [technology, engineering skills and industrial capabilities developed through this agreement could be used in both passenger and military plane engines](https://www.gov.uk/government/news/government-and-rolls-royce-agree-25bn-to-build-jet-engines-in-the-uk-and-create-tens-of-thousands-of-jobs).

The engines are aimed at single-aisle planes, which the government describes as [the planes taking Brits on their summer holidays in Europe](https://www.gov.uk/government/news/government-and-rolls-royce-agree-25bn-to-build-jet-engines-in-the-uk-and-create-tens-of-thousands-of-jobs). Only [a handful of nations and companies](https://www.gov.uk/government/news/government-and-rolls-royce-agree-25bn-to-build-jet-engines-in-the-uk-and-create-tens-of-thousands-of-jobs) are able to build them.

The [Department for Business, Innovation, Science and Trade](https://www.gov.uk/government/news/government-and-rolls-royce-agree-25bn-to-build-jet-engines-in-the-uk-and-create-tens-of-thousands-of-jobs) published the news of the agreement, which Finance Minister John Healey unveiled in his [budget speech on Wednesday](https://www.globalbankingandfinance.com/britain-backs-rolls-royce-2-5-billion-deal-new-jet-engine/).

## How Many Jobs Are Actually Promised, and By When?

Two job figures appear in the official pages, and they mean different things. The near-term figure, tied to delivering the initial stages of the plan, is the one above. The government words it as [3,300 existing jobs over the next few years](https://www.gov.uk/government/news/government-and-rolls-royce-agree-25bn-to-build-jet-engines-in-the-uk-and-create-tens-of-thousands-of-jobs), which means these are jobs the programme is expected to support, not new vacancies.

The second figure is the long-term hope. The investment also carries [the potential for tens of thousands of new roles beyond that](https://www.gov.uk/government/news/government-and-rolls-royce-agree-25bn-to-build-jet-engines-in-the-uk-and-create-tens-of-thousands-of-jobs), a government projection.

Many of the 3,300 supported jobs [are expected to be in Derby](https://uk.news.yahoo.com/2-5bn-boost-rolls-royce-172238982.html), the Derby Telegraph reports.

## Why Do the Government's Tens of Thousands of Jobs Depend on Winning an Engine Contract?

The long-term jobs depend on aircraft makers picking a Rolls-Royce engine. New single-aisle aircraft [are expected to enter commercial service in the mid-to-late 2030s, with manufacturers selecting engine partners over the next few years](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx), ahead of [potential aircraft launches around the turn of the decade](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx).

Rolls-Royce has been out of this market for years. It [has been shut out of the narrowbody market since selling its stake in the International Aero Engines consortium to Pratt & Whitney in 2012](https://www.globalbankingandfinance.com/britain-backs-rolls-royce-2-5-billion-deal-new-jet-engine/), and [CFM International, a joint venture between GE Aerospace and Safran, and Pratt & Whitney dominate the market for engines powering the Airbus A320 and Boeing 737 families](https://www.globalbankingandfinance.com/britain-backs-rolls-royce-2-5-billion-deal-new-jet-engine/), Reuters reported.

If its technologies are chosen by airframers, the company aims to [re-enter the market in partnership](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx). Rolls-Royce describes itself as [one of only three companies in the world that can offer the end-to-end capabilities needed to design, manufacture and service such an engine](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx).

The programme itself carries no guarantee. The proposed £2.5 billion (about $3.3 billion) [initiative does not guarantee that Rolls-Royce will secure a position on the next generation of narrowbody aircraft](https://ukaviation.aero/rolls-royce-and-uk-government-unveil-2-5bn-plan-to-secure-next-generation-aircraft-engine-work/).

The economic case is also a company estimate. Rolls-Royce estimates a UK engine on these planes [could add £120 billion to the economy over the lifetime of the programme](https://www.gov.uk/government/news/government-and-rolls-royce-agree-25bn-to-build-jet-engines-in-the-uk-and-create-tens-of-thousands-of-jobs) (about $160 billion).

## Where in the UK Could the New Work Go?

The jobs are expected to land mostly [outside London and the South East](https://www.gov.uk/government/news/government-and-rolls-royce-agree-25bn-to-build-jet-engines-in-the-uk-and-create-tens-of-thousands-of-jobs), drawing on the sites and supply chains Rolls-Royce runs across the country.

Rolls-Royce works with communities [in all four nations and every English region](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx), supporting [more than 73,000 UK jobs including 23,000 at its own 37 sites](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx). The Trent XWB, which Rolls-Royce calls its most successful large commercial jet engine, [is made in Derby](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx), and [Rolls-Royce has a major base in Derby and employs people from across the East Midlands](https://westbridgfordwire.com/budget-2026-mayor-welcomes-plans-for-business-rates-powers-and-derby-aerospace-investment/).

Rolls-Royce has not yet named a site, and if the engine is picked it [will select sites in the UK for new state of the art facilities for the assembly and test of the new engine](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx). It would also make more of the high-tech parts in the UK, such as [high pressure turbine blades](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx) and [advanced composite fan blades](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx), and [new factories will also need to be built by the UK supply chain](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx).

Several existing sites are already being upgraded. On 28 September, Rolls-Royce set out a [£300 million investment in its manufacturing and engineering facilities across the UK](https://www.rolls-royce.com/media/press-releases/2026/28-09-2026-rr-invests-pound-300-million-in-uk-manufacturing-and-engineering-facilities-to-drive-aerospace-and-defence-growth.aspx) (about $399 million).

- In Derby, the company is investing [more than £140 million on new engineering and manufacturing services facilities](https://www.rolls-royce.com/media/press-releases/2026/28-09-2026-rr-invests-pound-300-million-in-uk-manufacturing-and-engineering-facilities-to-drive-aerospace-and-defence-growth.aspx) (about $186 million), with [the works expected to be completed in 2028](https://www.rolls-royce.com/media/press-releases/2026/28-09-2026-rr-invests-pound-300-million-in-uk-manufacturing-and-engineering-facilities-to-drive-aerospace-and-defence-growth.aspx).
- In Bristol, it is spending [over £90 million on a major facility upgrade programme](https://www.rolls-royce.com/media/press-releases/2026/28-09-2026-rr-invests-pound-300-million-in-uk-manufacturing-and-engineering-facilities-to-drive-aerospace-and-defence-growth.aspx) (about $120 million) that supports [the more than 3,500 employees based at the site](https://www.rolls-royce.com/media/press-releases/2026/28-09-2026-rr-invests-pound-300-million-in-uk-manufacturing-and-engineering-facilities-to-drive-aerospace-and-defence-growth.aspx).
- In Rotherham, a [£19 million](https://www.rolls-royce.com/media/press-releases/2026/28-09-2026-rr-invests-pound-300-million-in-uk-manufacturing-and-engineering-facilities-to-drive-aerospace-and-defence-growth.aspx) (about $25 million) programme at the Advanced Blade Casting Facility aims at [doubling its output of advanced turbine blades](https://www.rolls-royce.com/media/press-releases/2026/28-09-2026-rr-invests-pound-300-million-in-uk-manufacturing-and-engineering-facilities-to-drive-aerospace-and-defence-growth.aspx) by 2030.
- In Inchinnan, Glasgow, a [£43 million](https://www.rolls-royce.com/media/press-releases/2026/28-09-2026-rr-invests-pound-300-million-in-uk-manufacturing-and-engineering-facilities-to-drive-aerospace-and-defence-growth.aspx) (about $57 million) investment is adding machinery for new engine components.

## What Kinds of Jobs Would the Programme Create?

The roles run from design to manufacturing. New jobs [are expected to cover a range of areas from engineering and research to manufacturing](https://www.gov.uk/government/news/government-and-rolls-royce-agree-25bn-to-build-jet-engines-in-the-uk-and-create-tens-of-thousands-of-jobs), with roles that [run from the design stage all the way through to the factory floor](https://www.gov.uk/government/news/government-and-rolls-royce-agree-25bn-to-build-jet-engines-in-the-uk-and-create-tens-of-thousands-of-jobs).

The programme [will develop technologies including advanced materials, electronic systems, advanced manufacturing and the use of robotics and AI](https://www.gov.uk/government/news/government-and-rolls-royce-agree-25bn-to-build-jet-engines-in-the-uk-and-create-tens-of-thousands-of-jobs).

There is also a training track. Rolls-Royce and the government [will work together on a jobs and skills development plan to provide the necessary pipeline of future talent](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx), and [university departments](https://www.rolls-royce.com/media/press-releases/2026/28-10-2026-rr-to-power-economic-growth-and-boost-advanced-manufacturing-through-transformative-jet-engine-technology-programme.aspx) are set to carry out new research under the plan. The content of that plan has not been made public.

## What Is Still Not Settled About the Deal?
