A proposed sustainable aviation fuel plant at Siddick, [north of Workington](https://project-starling.co.uk/), [could support more than 500 jobs during construction and over 150 skilled, long-term roles once operating](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick). The developer is [Carbon Neutral Fuels](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick), and the scheme, called Project Starling, is a proposal, not an approved site with open vacancies. The plans are [at an early stage](https://cumbriacrack.com/2026/10/06/find-out-more-about-plans-for-west-cumbrian-aviation-fuel-facility/), the company has [not yet submitted a planning application](https://project-starling.co.uk/), and the target opening is [2031](https://www.carbonneutralfuels.com/projects/project-starling). For [Metaintro](https://www.metaintro.com) readers in West Cumbria, the useful questions are what is actually on the table, how long the wait is, and what local workers, students and contractors can do in the meantime. This guide answers each one from the developer's own pages, the government grant record and the planning timeline.

## What Is Being Proposed at Siddick?

Project Starling would [regenerate the former Eastman Chemical site at Siddick, turning 40 acres of underused land into a modern facility producing around 42,000 tonnes of SAF a year](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick). Carbon Neutral Fuels is [working with the land owner on a previously developed site in Siddick](https://project-starling.co.uk/) and is in the early stages of preparing plans.

The fuel would be [made from renewable electricity, water and captured biogenic carbon dioxide, alongside biomethane](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick). The captured carbon dioxide would come [from producers such as distilleries and farms](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick), which the company expects to bring new income to local and rural businesses.

The plant's design uses [solid oxide electrolysis and Fischer-Tropsch technology](https://www.carbonneutralfuels.com/projects/project-starling), and its technology vendors [include Honeywell UoP, Johnson-Matthey, and Topsoe](https://www.carbonneutralfuels.com/projects/project-starling). Front-end design work is [led by its partner io consulting](https://www.carbonneutralfuels.com/projects/project-starling), a joint venture [between McDermott and Baker Hughes](https://www.carbonneutralfuels.com/projects/project-starling).

The company is also working with local utilities on [using recycled wastewater to make SAF](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick), something it believes is a UK first. Recycled wastewater from the local treatment works is planned for [future phases, subject to regulatory approval](https://www.carbonneutralfuels.com/projects/project-starling).

## How Many Jobs Could the Plant Create, and Are They Real Yet?

Construction is [expected to support more than 500 jobs, with over 150 skilled, full-time roles once the facility opens in 2031](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick). Carbon Neutral Fuels [describes these roles as long-term careers for local people in a growing industry](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick).

These are planned jobs. No Workington site roles are listed on [Carbon Neutral Fuels' current careers page](https://careers.carbonneutralfuels.com/). No planning application has been submitted yet, and the company [will be conducting a thorough public consultation exercise ahead of submitting a planning application](https://project-starling.co.uk/).

In July, the plant was [expected to support between 100 and 150 skilled jobs in West Cumbria](https://www.carbonneutralfuels.com/news/government-backed-aviation-fuel-project-reaches-another-major-milestone-for-workington). By August, Carbon Neutral Fuels was planning [500+ construction jobs and 100+ skilled permanent roles](https://www.carbonneutralfuels.com/news/project-starling-launches-website-for-local-faq-ahead-of-planning-permission). The October figure is [over 150 skilled, full-time roles](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick).

In 2025 the design was set [to produce 25,000 tonnes per year of eSAF](https://www.carbonneutralfuels.com/news/carbon-neutral-fuels-secures-ps6-million-to-fast-track-esaf-facility), which [could deliver an 89% reduction in lifecycle emissions compared to fossil jet fuel](https://www.carbonneutralfuels.com/news/carbon-neutral-fuels-secures-ps6-million-to-fast-track-esaf-facility). The October plans now point to fuel that is [expected to cut lifecycle greenhouse gas emissions by more than 95% compared with fossil jet fuel](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick).

Planned output has [increased](https://www.carbonneutralfuels.com/news/government-backed-aviation-fuel-project-reaches-another-major-milestone-for-workington) since the grant. It is [31,000 tonnes/annum eSAF](https://www.carbonneutralfuels.com/projects/project-starling) on the project page and [around 42,000 tonnes of SAF a year](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick) in the October plans. No published breakdown of the [over 150 skilled, full-time roles](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick) by trade or grade is available yet.

> These plans are at an early stage, and local people know the area best, Carbon Neutral Fuels director and co-founder Sophie Zienkiewicz said, according to [Carbon Neutral Fuels' October announcement](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick).

## How Far Along Is the Project, and When Could Work Start?

The [formal pre-planning process](https://www.carbonneutralfuels.com/news/government-backed-aviation-fuel-project-reaches-another-major-milestone-for-workington) began in July, when the company [signed a Planning Performance Agreement with Cumberland Council](https://cumbriacrack.com/2026/10/06/find-out-more-about-plans-for-west-cumbrian-aviation-fuel-facility/), marking the beginning of the next stage towards securing planning permission. The project is in the [early engineering design phase](https://project-starling.co.uk/), and its status is [In progress (FEED phase)](https://www.carbonneutralfuels.com/projects/project-starling).

It has completed [engineering milestone FEL3A](https://www.carbonneutralfuels.com/news/government-backed-aviation-fuel-project-reaches-another-major-milestone-for-workington) and is still in the longer front-end engineering design work, with an [expected date of project completion of 2031](https://www.carbonneutralfuels.com/projects/project-starling). The company says it has a [credible path to FID in Q2 2028](https://www.carbonneutralfuels.com/projects/project-starling).

Timelines have shifted before. When the grant was awarded in 2025, the funding was meant to position the facility [for investment and construction in 2027, with a target operation date of 2031](https://www.carbonneutralfuels.com/news/carbon-neutral-fuels-secures-ps6-million-to-fast-track-esaf-facility). The opening target has [held at 2031](https://www.carbonneutralfuels.com/news/carbon-neutral-fuels-secures-ps6-million-to-fast-track-esaf-facility), but the investment decision now points to [Q2 2028](https://www.carbonneutralfuels.com/projects/project-starling).

In July, the project was working to secure a [timely electricity grid connection](https://www.carbonneutralfuels.com/news/government-backed-aviation-fuel-project-reaches-another-major-milestone-for-workington), with [National Grid and Electricity North West](https://www.carbonneutralfuels.com/news/government-backed-aviation-fuel-project-reaches-another-major-milestone-for-workington) set to explore ways of connecting the site sooner.

## Who Is Paying for It So Far?

The [Department for Transport's Advanced Fuels Fund](https://www.gov.uk/government/publications/advanced-fuels-fund-competition-winners/advanced-fuels-fund-aff-competition-winners) listed Carbon Neutral Fuels for a [provisional award of £6 million](https://www.gov.uk/government/publications/advanced-fuels-fund-competition-winners/advanced-fuels-fund-aff-competition-winners) in the fund's third window, for a [commercial scale plant based in Workington](https://www.gov.uk/government/publications/advanced-fuels-fund-competition-winners/advanced-fuels-fund-aff-competition-winners). The winners of that window were [announced on 22 July 2025](https://www.gov.uk/government/publications/advanced-fuels-fund-competition-winners/advanced-fuels-fund-aff-competition-winners).

The project was [one of 17 projects sharing £63 million](https://www.carbonneutralfuels.com/news/carbon-neutral-fuels-secures-ps6-million-to-fast-track-esaf-facility) in that round, and it was [the only project awarded in Cumbria](https://www.carbonneutralfuels.com/news/carbon-neutral-fuels-secures-ps6-million-to-fast-track-esaf-facility). The grant was meant to [support the completion of Front-End Engineering Design (FEED) for the facility](https://www.carbonneutralfuels.com/news/carbon-neutral-fuels-secures-ps6-million-to-fast-track-esaf-facility), and the project is [still in](https://www.carbonneutralfuels.com/projects/project-starling) that phase.

The fund [provided grant funding to first-of-a-kind (FOAK) commercial and demonstration-scale projects in the UK at development stages up to construction starting](https://www.gov.uk/government/publications/advanced-fuels-fund-competition-winners/advanced-fuels-fund-aff-competition-winners), and all selected projects [demonstrated their potential to produce SAF capable of reducing emissions by more than 65% on a lifecycle basis](https://www.gov.uk/government/publications/advanced-fuels-fund-competition-winners/advanced-fuels-fund-aff-competition-winners) against fossil jet fuel. The company says the 2025 award was [four times greater than its previous grant award under AFF Window 2](https://www.carbonneutralfuels.com/news/carbon-neutral-fuels-secures-ps6-million-to-fast-track-esaf-facility).

In total, the company has [raised £7.4m in grant funding and over £3.5m in private funding](https://www.carbonneutralfuels.com/projects/project-starling), and it has [commenced its Series A raise](https://www.carbonneutralfuels.com/projects/project-starling).

## Where Is the Drop-In, and What Can You Ask?

The drop-in is on [Thursday 15 October, between 3:30 pm and 7:00 pm](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick). The venue is [Cumbria Youth Alliance, The Benny Walker Centre, Longhorn Building, James Street, Workington, CA14 2DF](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick).

Residents can [view the emerging plans, meet the project team and ask questions about the proposals](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick). Early plans will be [on display at a community drop-in event in Workington](https://www.timesandstar.co.uk/news/26611010.sustainable-fuel-plant-create-150-jobs/).

For anyone thinking about work, these are useful questions to bring, since the published material does not yet answer them:

- Which kinds of roles make up the [over 150 skilled, full-time roles](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick), and how many need a degree, an apprenticeship or a trade card?
- Will the [social impact strategy](https://project-starling.co.uk/) include training places with local colleges?
- Who is the [EPC provider](https://project-starling.co.uk/), and will it hire locally for construction?

## How Can Local Businesses and Contractors Get Involved?

Local suppliers do not have to wait for a planning decision to register interest. The project is collating [a list of interested local businesses to pass on to its EPC provider](https://project-starling.co.uk/), meaning the firm that would handle [engineering, procurement and construction (EPC)](https://www.gov.uk/government/publications/advanced-fuels-fund-competition-winners/advanced-fuels-fund-aff-competition-winners), and the project site has a sign-up link for that list.

The company is also [developing a social impact strategy](https://project-starling.co.uk/) and wants input from local residents, community organisations, businesses and education providers. It says the proposals would [generate long term skilled jobs in a range of sectors](https://project-starling.co.uk/), alongside support for local businesses, supply chains and construction jobs. General questions go to the project team at [the Project Starling contact form](https://project-starling.co.uk/).

## Is Carbon Neutral Fuels Hiring Now?

Not for site roles. One role is open on [Carbon Neutral Fuels' current careers page](https://careers.carbonneutralfuels.com/), a Chief Financial Officer, Low Carbon Fuels Developer, which is [UK Remote (with occasional travel to London and North West)](https://careers.carbonneutralfuels.com/), part-time, at [£120,000 FTE](https://careers.carbonneutralfuels.com/).

That role asks for [at least 8 years experience as a senior finance leader](https://careers.carbonneutralfuels.com/) and an [Experienced CFO with relevant accountancy qualifications (ACCA/ CIMA / ACA)](https://careers.carbonneutralfuels.com/). The company is a [Disability confident employer](https://careers.carbonneutralfuels.com/).

## Why Is There Demand for This Kind of Fuel?

Under the UK SAF Mandate, a growing share of jet fuel must be sustainable, and the main obligation rises to [reach 10% in 2030 and 22% in 2040](https://www.gov.uk/government/publications/about-the-saf-mandate/the-saf-mandate-an-essential-guide). A separate power-to-liquid obligation, which covers the kind of fuel Project Starling would make as a [Power-to-Liquid facility](https://www.carbonneutralfuels.com/projects/project-starling), [will be introduced from 2028 at 0.2% of total jet fuel demand and will reach 3.5% of total jet fuel demand in 2040](https://www.gov.uk/government/publications/about-the-saf-mandate/the-saf-mandate-an-essential-guide). For scale, the main obligation in 2025 was [set at 2% of the total fossil jet fuel supplied, which is approximately equal to 230,000 tonnes of SAF](https://www.gov.uk/government/publications/about-the-saf-mandate/the-saf-mandate-an-essential-guide).

By 2040, aviation is [projected to generate around 25% of the UK's total carbon emissions](https://project-starling.co.uk/), according to Carbon Neutral Fuels. The company argues that long-haul aircraft [cannot simply switch to batteries](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick) and that SAF works in today's aircraft and engines.

Carbon Neutral Fuels says its first plant aims to produce 31,000 tonnes a year in 2031, enough to [meet 45% of the UK's PtL submandate](https://www.carbonneutralfuels.com/projects/project-starling) that year, and it also describes the flagship facility as supplying [50% of the PtL submandate in 2031](https://www.carbonneutralfuels.com/projects/project-starling). The company also says the UK [imports more than 70% of its aviation fuel](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick), and presents this as a fuel security case for home production.

A homegrown North West SAF industry [could deliver more than 1,500 new jobs and contribute over £219 million to the regional economy](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick), according to industry group Sustainable Aviation. A North West SAF cluster could generate [up to 1,520 jobs and £219m GVA annually in the North West](https://mediacentre.magairports.com/saf-production-could-be-economic-and-environmental-a-boost-to-the-region-say-north-west-leaders/), according to 2020 E4Tech research for Sustainable Aviation, a figure for the whole region rather than one site.

## What Else Is in the West Cumbria Pipeline?

Project Starling sits alongside [plans for new nuclear at Pioneer Park, investment in the Port of Workington and wider regeneration projects](https://www.carbonneutralfuels.com/news/government-backed-aviation-fuel-project-reaches-another-major-milestone-for-workington).

MP Josh MacAlister [strongly backed and helped make the case for](https://www.carbonneutralfuels.com/news/government-backed-aviation-fuel-project-reaches-another-major-milestone-for-workington) the £6 million and [has been pressing ministers](https://www.carbonneutralfuels.com/news/government-backed-aviation-fuel-project-reaches-another-major-milestone-for-workington) over grid connection delays, according to his July press release. The project has also had support from [Cumberland Council and the local MP](https://www.carbonneutralfuels.com/news/carbon-neutral-fuels-secures-ps6-million-to-fast-track-esaf-facility) since the grant stage.

> There's still work to do before construction can begin, and I'll continue working with Government to help give the project the best possible chance of success, MP Josh MacAlister said in July, according to [the Carbon Neutral Fuels milestone update](https://www.carbonneutralfuels.com/news/government-backed-aviation-fuel-project-reaches-another-major-milestone-for-workington).

## What This Means for Job Seekers, and What Should You Do Next?

Treat Project Starling as a proposal with a long runway, not as a hiring drive. The permanent jobs depend on planning permission, an investment decision the company is aiming for in [Q2 2028](https://www.carbonneutralfuels.com/projects/project-starling), a grid connection and a build, before any plant opening in [2031](https://www.carbonneutralfuels.com/projects/project-starling). Anyone hoping to work there has time to prepare, and nobody should turn down a job today on the strength of it, whether locally or on a project elsewhere such as the [Wylfa small modular reactor project](https://www.metaintro.com/blog/wylfa-smr-8000-jobs-uk-nuclear-hiring-2026).

Construction comes first and is the larger phase, [expected to support more than 500 jobs](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick) against over 150 permanent roles. The project is collating [a list of interested local businesses to pass on to its EPC provider](https://project-starling.co.uk/). Apprenticeships are one way into construction work before a project like this starts, and [Balfour Beatty's apprentice, graduate and trainee routes](https://www.metaintro.com/blog/balfour-beatty-2000-uk-jobs-apprentices-graduates) are one example.

Here is what to do now:

- **Go to the drop-in.** Ask what the [over 150 skilled, full-time roles](https://www.carbonneutralfuels.com/news/cnf-is-inviting-west-cumbria-residents-to-view-early-plans-for-an-esaf-facility-in-siddick) will be and what training they need.
- **Register your business.** Local suppliers can join the list the project will [pass on to its EPC provider](https://project-starling.co.uk/).
- **Feed into the social impact plan.** Colleges, schools and community groups can help shape the [social impact strategy](https://project-starling.co.uk/).
- **Watch the planning stage.** The [public consultation](https://project-starling.co.uk/) comes before the planning application.
