Overview

## What does Metaintro do for workforce programs?

Metaintro gives every WIOA, RESEA, and reentry participant an AI career agent they can text on any phone.

How each group uses it:

- **Workforce agencies and case managers:** Every participant gets an agent they can text on any phone. Case managers see who has stalled and why.
- **Job seekers:** Text the agent what you want. It sends openings that fit, with pay and distance, and helps you practice for interviews.
- **Employers:** HR teams running outplacement give departing employees an agent from day one. Recruiters can place open roles inside active job searches.

Why text works

## Participants don't log into portals. They answer texts.

A person leaving custody or coming off a benefit spell often has no laptop, no home internet, no active email address, and a phone number that will change twice this year. A portal that requires a login is a program that does not reach its population.

- ### Any phone, nothing to install Smartphones, flip phones, and prepaid plans all work, over SMS or WhatsApp. There's no app to download and no password to reset.
- ### Open between appointments Participants can text any time, day or night, for openings, job details, or interview practice, so the search doesn't wait for the next meeting.
- ### In their own words Participants write the way they talk, like “no nights” or “I don't have a car,” and the agent takes it into account.

What participants see

## Real openings, by text, whenever they ask.

One number they can save. Here's what a participant sees on day one, when they ask for openings, and when they log their work search.

1. ### Enrolled in one text Participants enroll wherever your program already reaches them: before release, at the unemployment claim, at the benefits office, or at a layoff event. A case manager adds them and records consent, by SMS or WhatsApp, and the first text names your program.
2. ### Openings that fit, any time Participants text whenever they're ready, day or night. Each list shows pay, distance, and a link to apply.
3. ### Work search on the record Participants mark what they applied to, and LOG shows their weekly work-search activity, so nothing has to be reconstructed later.

What case managers see

## Spend time on the participants who are stuck.

Instead of chasing a full caseload, case managers see who has gone quiet, missed an interview, or hit a barrier, with the reason, and can text them in one tap.

- Who has stalled, and why, in plain language
- Every match shows the evidence behind it
- Notes and outcomes land in your system of record

What leadership reports

## Report exactly what WIOA requires, with the evidence behind every number.

Each primary indicator is tracked against your negotiated level all year, by program, so you see a shortfall while there's still time to act. Every figure traces back to the participants behind it.

- All six primary indicators against your negotiated levels
- Open any number to see the participants and dated evidence behind it
- Participant records map to PIRL data elements

Programs we serve

## Every program you run to put someone back to work.

Most agencies run several funding streams over the same people. A co-enrolled participant is one person here, not one record per program.

- ### WIOA Title I Adult, Dislocated Worker, and Youth, with outcomes that map to the PIRL data elements you already file.
- ### RESEA and reemployment Claimants keep searching by text between required meetings, and LOG shows their weekly work-search activity.
- ### Dislocated workers and rapid response Enroll a whole WARN-affected cohort by text the day the notice goes out, match each person against openings that pay near what they were earning, and see who has landed.
- ### SNAP E&T and TANF Built for a population that loses benefits when an hour goes unreported. Engagement is captured as it happens, in the channel participants already use, not rebuilt from a sign-in sheet.
- ### Reentry and second chance One record that carries across the handoff at release, on whatever phone someone leaves with. Matches come from employers who will actually consider a record, backed by a dated employer evidence file, with WOTC and Federal Bonding surfaced for the hiring manager.
- ### Veterans and JVSG DVOP and LVER staff get the same caseload view and outcome reporting as the rest of the team, with eligible participants flagged for priority of service at intake.
- ### Vocational rehabilitation Thresholds, milestones, and reporting configured to VR, not bent from a WIOA template.
- ### Program operators Operators and subrecipients can deploy across their own caseload without waiting on a statewide procurement.

Where Metaintro fits

## Your system keeps the file. We work the caseload.

Your system of record keeps the case file. Data vendors sell the market. Neither one reaches participants or works a caseload, and that's the gap Metaintro fills.

- Keeps the official case file **Your system of record**: Yes **Data vendors**: Not offered **Metaintro**: Reads from it and writes back

Procurement and security

## Ready for procurement and your IT review.

Certified, under contract with a public district, and designed to sit beside the system you already file from. Nothing gets replaced.

- AICPASOC2 ### SOC 2 certified Independently audited controls, with role-based access, full audit logging, and encryption at rest and in transit.
- ### Under a public contract Awarded a multi-year contract by a public school district, running through 2029.
- ### Your data stays yours Participant and program data belongs to the agency, with a full export any time, during the contract and after it.

### Sits beside your system of record

We read from it and write back what it can't produce on its own. Your file of record doesn't move. Running something else, or a system built in-house? We connect to that too.

Questions

## What agencies ask us.

**Who owns the data?**

You do. Participant and program data remains the property of the contracting agency, and a full export is available at any time, during the contract and at the end of it.

**Do you have public sector experience?**

Yes. Metaintro was awarded a multi-year contract by a public school district in 2026, running through 2029. We also hold SOC 2 certification.

**Do we have to replace our case management system?**

No, and we would advise against it. Metaintro is designed to sit alongside your system of record - Geographic Solutions VOS, AJLA, MonsterWorks, Launchpad or myOneFlow at the state level, or Bonterra ETO, Apricot, CaseWorthy or Casebook on the provider side. We read from it and write back what it cannot produce on its own. Your file of record does not move.

**Is the case manager yours or ours?**

Yours. Metaintro does not supply case managers and does not replace them. Your staff see every conversation and decide what happens next.

**How does this affect our PIRL and WIPS reporting?**

Participant records map to the PIRL (ETA-9172) data elements, so what we capture lines up with what you already file rather than becoming a second set of books. Outcomes feed your ETA-9169 annual reporting, and every figure carries the evidence behind it if a monitor asks.

**Does this work for programs beyond WIOA Title I?**

Yes. RESEA, Vocational Rehabilitation, TANF and SNAP E&T, reentry and second-chance programs, K-12 CCMR, and state LMI research all run on the same participant, barrier, and outcome model. Co-enrolled participants are handled as one person rather than one record per program.

**We are a program operator, not the agency. Can we use this?**

Yes, and it is often the faster path. Operators and subrecipients running centers or programs under contract can deploy Metaintro across their own caseload without waiting on a statewide procurement, and report outcomes back to the funding agency in the format it expects.

**How quickly can we deploy?**

First cohort live in 2-4 weeks. We handle data import, dashboard configuration, and staff training. Your team provides system access and participant rosters. No rip-and-replace, no multi-year implementation.

**Can we try it before we buy?**

Contact our enterprise team for more information.

**Can you report in our state's format?**

Yes. WIOA core indicators auto-populate from your participant data, and reporting templates are configured to your state's performance measures during onboarding. Reports that took weeks generate in one click.

**Can we customize thresholds and workflows?**

Every agency defines 'at-risk' differently. You set the rules - days since last contact, application count, engagement signals. Permissions, thresholds, and escalation workflows are all configurable.

**How is participant information protected?**

SOC 2 certified, with role-based access control, full audit logging, and encryption at rest and in transit. Your compliance team can review our security documentation before onboarding.
