443 Battery Jobs Planned in Fayette County, Ohio, at Sebang's First U.S. Plant
Sebang Lithium Battery plans 443 jobs in Jeffersonville, Ohio, by Dec. 31, 2029. What the plant will make, what the tax credit asks and how to get ready.

A South Korean battery maker plans 443 full-time-equivalent positions in the village of Jeffersonville in Fayette County, Ohio, with more than $37.1 million in new annual payroll expected by Dec. 31, 2029. The company is Sebang Lithium Battery Ohio LLC, and the project would be its first U.S. facility. These are planned jobs, not open ones, and the state incentive behind them pays out only as new payroll is created. For Metaintro readers in Ohio, the useful questions are what the plant will make, when the roles are likely to appear, what the tax credit obliges the company to do, and where battery employers in the same village have been hiring. Here is what the primary pages say.
What Did Ohio Approve for Jeffersonville?
The approval came at the monthly meeting of the Ohio Tax Credit Authority, which reviews proposals brought to it by JobsOhio and its regional partners. Governor Mike DeWine's office released the results in a statement dated 28 September 2026.
Across the state, the authority backed five projects expected to create 1,173 new jobs, retain 601 jobs statewide and bring more than $431 million in investment. The company expects 443 full-time-equivalent positions, against 315 for a Wal-Mart distribution center in Warren County and 250 for a recycled plastics plant in Paulding County.
The release describes the Jeffersonville project plainly. Sebang manufactures Li-ion battery packs for EVs, forklifts, and other vehicles, and in Ohio it will make energy storage system modules and other battery packs supporting the automotive and energy industries. The authority approved a 2.003 percent, 10-year Job Creation Tax Credit for the project.
The release gives a headcount, a payroll figure and a deadline. It does not give job titles, pay rates, a hiring start date or an application link. Nothing in the approval says the roles are open today.
Who Is Sebang Lithium Battery?
Sebang Lithium Battery is a subsidiary of Sebang Global Battery, the maker of Rocket Battery. The parent is the largest shareholder with a 92.07% stake in the lithium unit. Sebang Group identifies Rocket as its flagship brand, and the naval technology research institute that became the foundation of Sebang Global Battery was established in 1953.
The lithium business is built on vehicle work. Its core business remains assembly of automotive battery modules and packs, along with auxiliary batteries for vehicle black boxes. Energy storage has been a small line until now. Residential energy storage module revenue was 16.7 billion won last year, just 0.8% of total sales of 2.142 trillion won.
Money for the U.S. energy storage push has been approved. A regulatory filing set out a 100 billion won capital increase at Sebang Lithium Battery, all of it to be invested in a newly established U.S. subsidiary, Sebang Lithium Battery America. Total capital spending for the North American energy storage business is estimated at 150 billion won.
What Will the Jeffersonville Plant Make?
The state release describes the site as making energy storage system modules and other battery packs for the automotive and energy industries. The Elec reports the plant's main product will be modules for one customer system. Sebang will produce battery modules used in LG Energy Solution's grid-scale ESS product, called JF2 Link. That system uses LG Energy Solution's second generation lithium iron phosphate cell, and its maximum energy storage capacity reaches 5.11 MWh.
The JF2 Link system consists of a JF2 M-Link battery box and an E-Panel with electrical and fire-suppression components. Key assembly equipment will come from HyVISION SYSTEM, the equipment maker, a company previously known for camera module inspection machines.
The deal is large relative to Sebang's current business. The contract with LG Energy Solution is valued at 1.8 trillion won, and after mass production stabilizes in 2027 the company expects annual revenue of 800 billion won.
Sebang also won the work for a specific reason. It was selected after an existing partner withdrew from the project, and a separate equipment supplier had gone bankrupt, which forced LG Energy Solution to rebuild part of its module supply chain. An industry official quoted in the June report in The Elec said that because Sebang will make modules LG Energy Solution has already designed, it has effectively secured stable demand.
How Is Sebang Connected to the Honda and LG Battery Plant?
The link runs through LG Energy Solution. Sebang's Ohio modules are for LG Energy Solution's grid-scale ESS product, and LG Energy Solution is one of the two partners in L-H Battery Company, the joint venture with Honda that runs the big battery plant in the same village.
The neighbour is big. The joint venture began lithium-ion cell mass production for energy storage systems at its Jeffersonville facility on July 1, 2026. Its first cells will be packaged into energy storage systems by LG Energy Solution Vertech, the U.S. energy storage division of LG Energy Solution.
That is a change from the original plan. The plant was originally envisioned to begin mass production to supply battery cells for electric vehicles, and it pivoted to energy storage as well as future hybrid-electric vehicle cells. The joint venture represents an investment exceeding $4.4 billion and spans over two million square feet.
The public pages do not say whether Sebang's modules will use cells made next door. They do show two employers in one Fayette County village working on the same grid storage business, one making cells and one planning to assemble modules.
Nearly four years after the establishment of L-H Battery, it is gratifying to see the progress we’ve made together, from completing construction to establishing an entirely new workforce, and delivering meaningful economic benefits for the local Fayette County community, L-H Battery COO Rick Riggle said, according to the L-H Battery launch release.
When Will the Jobs Actually Arrive?
The only date the state gives is Dec. 31, 2029, the date by which Sebang expects to create its 443 positions. The approval sets an end date, not a hiring start date, and in our reading that points to a gradual ramp rather than a single hiring wave.
The production plan gives earlier markers. The company aimed to complete pilot production and customer testing in the third quarter and begin first shipments in the fourth quarter. Of three total production lines, one is due to start this year, with more lines added in sequence.
That sequence matters for job seekers. In our reading, it points to a smaller early team that grows as more lines start, and none of the pages sets a line-by-line headcount.
The target could still slip. The approval is a promise backed by an incentive, and the statute behind it sets out what happens if a company falls short.
What Does the Job Creation Tax Credit Actually Require?
The rules sit in section 122.17 of the Ohio Revised Code. The credit is a refundable credit against state taxes, and its value each year equals the company's excess payroll multiplied by the percentage in its agreement. For this project, the authority set that percentage at 2.003 percent for 10 years on new Ohio payroll at the Jeffersonville location.
The credit only pays out when payroll does. Before approving, the authority must find that the project will increase payroll, that it is economically sound, and that receiving the credit is a major factor in the decision to go ahead. Each year the company must give the director of development its full-time equivalent employees, payroll and investment figures, and the director verifies compliance before issuing a certificate for that year's credit.
There are consequences for falling short:
- Missed conditions. If a company fails to meet a condition in its agreement, the authority may amend the agreement to reduce the percentage or term of the credit.
- Missed targets. If the company fails to substantially meet its job creation, payroll, or investment requirements on the evaluation date, the authority can require repayment of an amount it sets at its discretion.
- Leaving early. The agreement must require the company to keep operations at the site for at least the greater of seven years or the term of the credit plus three years.
For workers, that last rule is the useful one. Under that rule, a credit with a term of ten years carries a site commitment longer than the credit itself, which is a legal reason for the employer to stay put.
What Kinds of Battery Jobs Has Jeffersonville Been Hiring For?
Sebang's jobs are ahead of you, but its neighbour has been recruiting. L-H Battery said in July it was hiring for operators, technicians and other positions as it moved toward full production, and that it posts open positions on its own website. Its July announcement put current employment at more than 1,000 associates and anticipated 2,200 full-time associates at full capacity.
The public workforce system is set up around that plant. A regional OhioMeansJobs careers page for L-H Battery says the company offers many opportunities for employment for people with a variety of skills, experience and education, and links to one posting on the state's OhioMeansJobs job board. State funding helped open an OhioMeansJobs recruitment center near the plant, JobsOhio said in June 2025.
The early hiring pattern is worth knowing. By April 2025, the joint venture had hired nearly 400 full-time associates for engineering, leadership and support roles. In July, as it moved toward full production, L-H Battery said it was hiring for operators, technicians and other positions. Our expectation, not Sebang's, is that a new module plant may follow a similar order, with managers and engineers first and line crews once equipment is installed. Sebang has published no hiring plan.
In our view, the skills for module and cell plants overlap, from running automated assembly to electrical safety, quality checks and maintenance on robotic lines. If you are building toward that work, our guide to what an automation and controls technician does shows where that path leads and what it pays.
ESS is an important part of L-H Battery’s future, along with production of battery cells for application in hybrid-electric vehicles, L-H Battery CEO Chahun Ku said at the company's launch ceremony, according to the L-H Battery production announcement.
Why Is Energy Storage Driving Battery Jobs in Ohio?
The market behind the modules is projected to grow fast. Data from BloombergNEF cited by The Elec projects the U.S. energy storage market growing from 51 gigawatt-hours (GWh) in 2023 to 485GWh in 2030 and 976GWh in 2035.
Battery makers are shifting plants to follow it. Korea's three major battery makers are converting electric-vehicle battery production lines at US plants to ESS production, aimed at renewable energy grids and data centers. LG Energy Solution aims to secure more than 50 gigawatt-hours (GWh) of ESS battery production capacity across five North American sites by the end of this year, including its joint ventures with Honda and GM.
Suppliers are moving with the cell makers. Module and pack companies including Hanjung NCS, Seojin System, DeltaX and PeopleWorks are also setting up U.S. operations. Sebang selected the U.S. market as Washington's policies aimed at excluding Chinese battery products create openings for Korean manufacturers.
For Fayette County, that turns one plant into a cluster. A cell plant that anticipates 2,200 full-time associates at full capacity now has a module maker planning 443 positions in the same village.
What Is Still Unknown About the Sebang Jobs?
Several things a job seeker would want are not public yet:
- Pay per role. The state figure is a payroll total, more than $37.1 million in new annual payroll, not a wage scale. It is a total across every role, so it tells you nothing reliable about the hourly rate for any one job.
- The site address and building. The release names only the village of Jeffersonville (Fayette County).
- A careers page. None of the pages we reviewed links to a Sebang Ohio application portal.
- Shift patterns and training. None of the public pages covers them.
Local coverage in the Dayton Daily News frames it as a proposed Fayette County project, which is the right frame until the company posts roles.
What This Means for Job Seekers, and What Should You Do Next?
Our view is that this is a real signal, but a slow one. The state has approved a tax credit tied to 443 positions by Dec. 31, 2029, and the law gives the employer a reason to hit that number and stay. But none of the public pages we reviewed offers a way to apply to Sebang yet, and the first line is only one of three planned.
The bigger opportunity right now is the cluster. In the same village, L-H Battery said in July it was hiring for operators, technicians and other positions, and in our view experience on one battery line is the kind of background a new module plant is likely to value when it starts hiring.
Here is what we would do:
- Check the cell plant's openings. Start from the OhioMeansJobs page for L-H Battery, which links to a posting on the state job board, and the company's own website.
- Ask about local help. Check whether the OhioMeansJobs recruitment center near the plant can help with applications.
- Build line skills. In our view, automation, electrical safety and quality inspection carry over between cell and module plants. Our list of skills for your manufacturing resume shows how to present them.
- Watch for Sebang's first postings. First shipments were targeted for the fourth quarter, so early roles may appear before the later lines.
- Read offers carefully. Ask whether a role is with Sebang directly or with a staffing agency, and ask about shift length and training pay.
