Ruto Expects 20,000 More Teachers in Kenyan Schools by December and Permanent Terms for 20,000 Interns From January 2027
President Ruto says 20,000 more teachers are expected to join by December 2026. See who could apply under TSC's July advert and when interns go permanent.

President William Ruto set out a hiring target on World Teachers' Day, Monday, October 5, 2026, at Kasarani Gymnasium in Nairobi. He said the government had recruited 100,000 teachers in the past four years, with another 20,000 expected to join by December 2026, and that it had provided Ksh.4.9 billion to move 20,000 contract teachers, who have served a two-year internship, to permanent and pensionable terms in January 2027. Applications for advertised TSC posts can be made on the Teachers Service Commission online services portal. For Metaintro readers, the useful part is the route in, covering who could apply under TSC's July advert, how TSC hiring works, and how the intern-to-permanent path has moved so far.
What Did Ruto Announce at Kasarani on October 5?
Ruto led the celebrations on Monday, October 5, 2026, under the theme Standing with teachers, with officials from the Teachers Service Commission, Members of Parliament and the Ministry of Education in attendance. His speech covered recruitment, promotions, pay, pensions and medical cover.
Two points in the speech were about teaching jobs.
- More recruitment. He said another 20,000 teachers would be recruited before the end of this year, taking the total hired under the current administration to 120,000 by December.
- Contract to permanent. The government had provided Ksh.4.9 billion to move 20,000 contract teachers, who have served a two-year internship, to permanent and pensionable terms in January 2027.
Ruto said the recruitment would help address a shortage that stood at 116,000 teachers when his administration took office.
In the past four years, as has been said here by all the speakers, we have recruited 100,000 teachers so far, and another 20,000 will be recruited before the end of this year, President Ruto said, according to the Eastleigh Voice report.
What Did Ruto Say on October 5, and What Was Already in the Budget?
On October 5, Ruto said another 20,000 teachers are expected to join by December 2026, bringing the total to 120,000 teachers by December. He also directed that promotions rise from the 34,016 already advertised to 50,000.
The Sh4.9 billion for moving 20,000 intern teachers to permanent terms from January 2027 was already in the 2026/27 budget read by Treasury CS John Mbadi in June 2026. The intern timeline is below.
- In May 2025, TSC extended the internship contracts of 20,000 junior secondary school (JSS) teachers for an additional year. Those teachers started their one-year internships in January 2025, and the 2025-2026 budget did not set aside funds for this transition.
- In May 2026, TSC told Parliament that, out of 44,000 intern teachers in the country, 20,000 are set to be confirmed to Permanent and Pensionable terms in the 2026/2027 financial year.
- In June 2026, the 2026/27 budget read by Treasury CS John Mbadi provides Sh4.9 billion to convert 20,000 intern teachers to permanent and pensionable terms from January 2027 and Sh8.2 billion for the recruitment of intern teachers.
Two other dated recruitment items sit apart from that timeline.
- In a notice on July 28, 2026, TSC advertised 20,000 vacant positions for post-primary teachers in Junior schools on permanent and pensionable terms, with an August 31 deadline.
- In remarks carried on October 2, 2026 from a build-up event at a high school in Embu County, TSC Chairperson Jamleck Muturi expected the next teacher recruitment exercise to begin in November.
Ruto did not link the 20,000 expected to join by December 2026 to the July advert or the November exercise.
How Has the Intern-to-Permanent Path Worked So Far?
The 20,000 interns earmarked for confirmation are expected to complete their two-year internship period by January 2027, after which they will transition to Permanent and Pensionable terms, TSC told Parliament in May 2026. In May 2025, TSC extended the contracts of 20,000 junior secondary interns who started their one-year internships in January 2025.
By May 2025, the Labour and Relations Court had ruled the TSC internship programme illegal, pointing out that these teachers are already fully trained and registered professionals.
By May 2025, the government had required a two-year internship for all interns in government departments, including teaching since 2023. In May 2025, junior secondary interns received a monthly stipend of Ksh 20,000, which is subject to statutory deductions like SHIF, Housing Levy, and NSSF.
Under the same June 2026 budget, the 24,000 intern teachers recruited this year will be absorbed into permanent and pensionable employment from July 2027.
Who Could Apply Under the July 2026 Permanent Advert?
Under TSC's July 28, 2026 advert for junior school posts, applicants had to be Kenyan citizens, possess at least a diploma in education, and have attained a minimum mean grade of C+ (plus) in the Kenya Certificate of Secondary Education (KCSE).
- Two teaching subjects. Candidates needed a C+ KCSE grade in two teaching subjects or their equivalent qualifications, and those with equivalent qualifications were advised to visit the Commission's website.
- Registration. Candidates had to be registered teachers with the Teachers Service Commission.
- Status. Applicants had to align with the TSC guidelines for the 2026/2027 financial year and be unemployed, with no record of exiting the teaching service with the commission on disciplinary grounds.
- One form only. Applicants were advised not to fill more than one employment form, and selection was to be based on the number of vacancies in each county.
Under that advert, successful teacher interns will be retained in their sub-counties and placement stations, and people with disabilities were encouraged to apply if qualified.
Under Article 237 of the Constitution of Kenya and Section 23 of the TSC Act, it is an offence for any person to engage in the teaching service unless such a person is registered as a teacher. New Teacher Registration for citizens sits on the TSC online portal, along with a registration status check.
How Does the TSC Hiring Process Work?
At a build-up event ahead of World Teachers' Day, responding to allegations National Assembly Speaker Moses Wetang'ula made in August, TSC Chairperson Jamleck Muturi said vacancies are first advertised, after which eligible candidates apply and undergo interviews before successful applicants are appointed, and that recruitment, employment and appointment of teachers fall within the Commission's mandate under Article 237 of the Constitution.
The TSC online system lets you apply for any post you qualify for and track every stage of processing up to appointment, and if you apply online you do not need to submit a hard copy. For the July 2026 advert, candidates were to apply through the Commission's website under careers or teachersonline.tsc.go.ke, and manual applications were not to be accepted.
Under the July 2026 advert, applicants were to present original and professional certificates to the commission. On that advert's online form, candidates were required to provide their personal information, academic qualifications, professional qualifications, TSC registration details, and current contact information.
We normally advertise positions and those interested apply and go for interviews, and politicians give out no employment letters, TSC Chairperson Jamleck Muturi said, according to the Citizen Digital report.
Is TSC Recruitment Free, and How Do You Report Fraud?
No Payments is required of any kind on the TSC online system. Under the July 2026 advert, the recruitment is free, and applicants were warned of fraudsters offering to assist.
In August 2026, National Assembly Speaker Moses Wetang'ula alleged that some applicants were being charged between Ksh.150,000 and Ksh.400,000 to secure teaching positions. TSC rejected claims of political interference and corruption, and Muturi urged members of the public with concerns to visit recruitment centres and observe how the exercise is conducted.
Under the July 2026 advert, fraud could be flagged at the nearest TSC office, through the Director Staffing and Deputy Director Staffing lines at headquarters, or by email to dirstaffing@tsc.go.ke. For questions on adverts and promotions, call 020-2892000, and for teacher registration 020-2892351.
Which Subjects Were Prioritised, and How Were Slots Shared by County?
Under the TSC plan set out by Acting Chief Executive Officer Eveleen Mitei, for the 2025/26 financial year recruitment, priority would be given to science, technical subjects, languages and humanities teachers in that order, to address the shortage of STEM teachers while also balancing other learning areas.
The 24,000 junior school internship vacancies in that round were shared out by county. Mitei said the distribution was guided by the number of junior school classes in June, as well as the teachers then serving in every county and sub-county, and that counties with the worst staff shortages, particularly marginalised and arid and semi-arid regions, were given priority. A teachers' welfare association for arid areas said the distribution appears skewed in favour of some regions.
On the distribution list seen by the Sunday Nation, counties in Western and Eastern regions were set to be the biggest beneficiaries, and Kakamega and Bungoma were to get the highest number, with Kakamega at 1,187 vacancies, Bungoma (1,182), Homa Bay (1,058) and Kitui (925), while Nairobi was allocated 685 slots.
In the May 2025 recruitment cycle, TSC awarded 50 marks to candidates who had completed any duration of internship.
What Did Ruto Say About Promotions for Serving Teachers?
TSC had already advertised 34,016 promotion opportunities, and Ruto directed that the number be increased to 50,000, saying the government will provide additional funding and had doubled the teacher promotion budget from Ksh.1 billion to Ksh.2 billion.
Promotion adverts from July and August 2026 are listed on the TSC closed adverts list. Here are three of them.
- Senior Teacher II. TSC advertised 13490 vacancies on permanent terms under advert 107/2026, open from 18-08-2026 to 21-08-2026. A teacher must have served as Primary teacher I T-Scale 6 (C1) for a minimum period for three (3) years, have obtained a satisfactory rating in the performance appraisal process, have demonstrated ability to supervise, mentor and provide professional support to other teachers, and meet any other requirement deemed necessary by the Commission.
- Senior Teacher I. TSC advertised 4210 vacancies under advert 106/2026, open from 28-07-2026 to 10-08-2026.
- Deputy Principal III (Regular). TSC advertised 1068 vacancies under advert 90/2026, open from 28-07-2026 to 10-08-2026.
Ruto said TSC and the teachers' union had completed consultations on new career progression guidelines, which are awaiting approval by the Salaries and Remuneration Commission, and that, on the authority of the SRC chairman, the approval would be concluded in the next two weeks.
What Did Ruto Say About Pay and Benefits?
Ruto said the second phase of salary increases under the current Collective Bargaining Agreement was paid in July 2026, and that this year's budget had provided a further Ksh.8.1 billion to keep it on schedule. He listed these other welfare measures in the same speech.
- Pensions. The agencies responsible had assured him that, within three months, the government would be able to pay a teacher's benefits within 10 days of retirement, using the Pension Management Information System, whose rollout began on 1 July, 2026.
- Medical cover. The number of facilities where teachers can access inpatient care had increased from 900 to 3,871.
- Training. More than 220,000 teachers had been re-tooled for Competency-Based Education, while KSh952 million had been provided for teacher capacity development.
- Housing. Under an agreement signed in September 2025, 20 per cent of affordable homes had been reserved for teachers.
How Does This Pace Compare With Earlier Hiring?
Kenya had previously recruited an average of 5,000 teachers annually, Ruto said, and if the government had stuck to that old model, it would have taken 25 years to hire over 120,000 teachers, KUPPET chair Omboko Milemba noted at the same event.
TSC told MPs in May 2026 that more than 100,000 teachers have been recruited over the past three years following additional government support, and that it could not proceed with recruitment of teachers on Permanent and Pensionable terms while intern teachers were still awaiting confirmation.
What This Means for Job Seekers, and What Should You Do Next?
The two commitments differ in what backs them. The intern conversion has had a budget line of Sh4.9 billion and a January 2027 date since June. The December 20,000 rest on Ruto's statement that they are expected to join by December 2026. Ruto did not name an advert for the December figure. The July 28 notice for 20,000 junior school posts had an August 31 deadline.
- Get registered. Engaging in the teaching service without registration is an offence under the TSC Act, and New Teacher Registration is on the same TSC portal.
- Watch for the November exercise. TSC's chair expected the next recruitment exercise to begin in November.
- Check your grades against the July advert. Applicants under the July 2026 advert had to be Kenyan citizens with at least a diploma in education and a minimum mean grade of C+ (plus) in KCSE, a C+ in two teaching subjects or their equivalent qualifications, TSC registration, align with the TSC guidelines for the 2026/2027 financial year, and be unemployed with no record of exiting the teaching service on disciplinary grounds.
- Gather your documents. Under the July 2026 advert, applicants were to present original and professional certificates, so keep your diploma or degree certificate and TSC registration details to hand. For school employers that ask for a resume, How to Write the Education Section of a Resume shows how to list a degree and a professional licence.
- Prepare for the interview. In the process TSC's chair described, candidates apply and go for interviews before appointment, so rehearse classroom examples using Essential Elementary School Teacher Skills That Get You Hired.
- Never pay anyone. No Payments is required of any kind on the TSC portal.
- Serving teachers, track promotions. Past promotion adverts are on the TSC closed adverts list, with the requirements printed under each one.
