Korea's LH Opens 150 Fixed-Term Land Compensation Jobs, the First Round of a 250-Person Plan
LH posted 150 fixed-term land compensation jobs on Oct. 2, the first round of a 250-person plan. See the pay, who qualifies and how to apply by region.

Korea Land and Housing Corporation (LH) posted a plan on Oct. 2 to hire 250 fixed-term compensation workers, with 150 to be hired in 2026 through regional notices and the rest to follow later. The work covers basic surveys, negotiated compensation, adjudication requests, relocation management and general compensation complaints on LH project sites. One of the two roles, compensation general staff, is open to anyone aged 18 or over with no separate experience or qualification requirement. What Did LH Post on Oct. 2?
The full plan covers 250 fixed-term workers in the compensation field, split into 130 compensation specialists and 120 compensation general staff, divided by expertise and job difficulty. The first round on LH's own recruitment plan notice covers 150 places, made up of 80 general staff and 70 specialists.
The remaining 100 are planned for next year, with notices to come in sequence from each regional office in line with its project schedule. LH's press announcement on the same day gave a different timing, with the notice for the other 100 workers in December. Either way, the only jobs you can apply for now are the ones in the current regional notices.
LH is hiring these workers to speed up the supply of homes in the greater Seoul area, and in Seoul the hiring is temporary, to carry out the government's supply policy quickly (translated).
This is separate from LH's second-half intake of engineers and office workers on a path to permanent jobs.
Where Are the 150 Jobs?
Most of the first round sits in the capital region, and the regional table on LH's plan notice splits the 150 places this way:
- Gyeonggi South. 56 places on the LH plan notice, with 30 general and 26 specialist places in the Gyeonggi South regional notice.
- Gyeonggi North. 30 places, 15 general and 15 specialist, on the LH plan notice.
- Capital Region Special Headquarters. 27 places, 17 general and 10 specialist, on the same plan notice.
- Seoul and Incheon. 9 places each, listed in LH's regional breakdown.
- Outside the capital region. Gwangju-Jeonnam has 5, Daejeon-Chungnam, Sejong and Chungbuk have 4 each, and Busan-Ulsan has 2, on the regional breakdown.
In Gyeonggi South, posts sit at project headquarters in Gwangmyeong-Siheung, Hwaseong, Osan-Dongtan, Uiwang-Gwacheon and Yongin. In Seoul, the 5 general and 4 specialist places are split between the Seoul Seoripul project team in Seocho-gu, with 3 general and 2 specialist places, and the regional compensation team in Gangnam-gu, with 2 of each.
Plan your commute before you apply. In Seoul, no separate accommodation is provided, so applicants should judge whether they can commute (translated). Depending on LH's business conditions, and with the worker's consent, the workplace can move to another site under the same regional office (translated).
What Does a Compensation General Staffer Do, and Who Can Apply?
In Seoul, the general staff duties cover organising public records and land and property schedules, compensation contract signing and adjudication paperwork, patrolling compensation sites and encouraging residents to relocate, and handling general compensation complaints from visitors.
General staff must be aged 18 or over, with no separate experience or qualification requirement, and there is no upper age limit. For this recruitment, people aged 60 and over can also apply (translated).
The recruitment aims to give career-break women and job-seeking youth broad opportunities to apply, LH said.
General staff applicants get bonus points worth 5% of the 100-point document screening maximum for 2 or more years of experience in the job and another 5% for a CAD or office automation certificate, a certificate bonus that specialist applicants also get. The qualifying certificates include the Computer Specialist in Spreadsheet and Database (levels 1 and 2), Word Processor (levels 1 and 2), MOS Master, ITQ, and CAD exams such as CAT and ATC CAD Master. Only the single most favourable certificate counts.
This recruitment is temporary, to carry out the government's supply policy quickly, and hires workers on fixed terms under the Fixed-Term Workers Act, so it is not subject to conversion to regular or indefinite-term employment (translated), according to the Seoul regional notice.
What Do Compensation Specialists Need?
Specialists also carry the general staff duties, and their listed duties add administrative appeals and civil and administrative lawsuits on compensation, review of department instructions in specialist compensation areas such as legal, tax, appraisal and relocation measures, and handling complaints in legal and tax areas.
Specialists must meet one of three requirements as of the notice date (translated):
- Appraiser licence. A certified appraiser qualification under the Act on Appraisal and Certified Appraisers.
- Certified private qualification. A compensation-related private qualification officially certified under the Framework Act on Qualifications.
- Five years of practice. At least 5 years of hands-on compensation experience at a compensation specialist institution, as defined in the land compensation law.
Specialists must bring a copy of the relevant certificate or an employment certificate to the interview, and the employment certificate must show the dates worked, the position and the duties, stamped with the issuing body's official seal, and if the issuer's format lacks those details, the attached LH form can be used instead (translated). Certificates only count if obtained by the notice date of Oct. 2, 2026 (translated).
What Does the Job Pay?
LH said it pays higher wages than regular positions, considering the unstable employment conditions of a fixed-term job.
In Seoul, expected pay breaks down this way:
- General staff. Expected annual pay of about 41 million won, made up of about 33 million won in base annual salary and other pay plus a performance bonus of about 8 million won (translated). The base annual salary is 29,600,520 won.
- Specialists. Expected annual pay of about 62 million won, made up of about 52 million won in base annual salary and other pay plus a performance bonus of about 10 million won (translated). The base annual salary is 40,765,680 won.
Read those totals as estimates. The expected figures assume a performance bonus at the middle grade of the government's management evaluation, plus overtime pay capped at four hours and a technical allowance (translated), and actual pay can vary with evaluation results, time worked and qualifications. The bonus is paid the following year, calculated as the previous year's base monthly pay times a payment rate set by the management evaluation (translated).
How Long Do the Contracts Last, and Can They Become Permanent?
The first contract runs one year, can be extended once for another year after a separate review, and lasts two years at most, with a three-month probation, five days a week and eight hours a day. The planned contract runs from Nov. 16 this year to Nov. 15 the following year in both the Seoul notice and the Gyeonggi South notice.
The work relationship can be ended based on the evaluation during the probation period (translated).
Working hours in Seoul are 09:00 to 18:00 with a lunch break from 12:00 to 13:00, and welfare and other terms follow LH's fixed-term worker guidelines.
The roles are not eligible for conversion to regular or indefinite-term contracts.
Who Is Barred From Applying?
You cannot apply if you, your spouse, or a lineal ascendant or descendant of either of you who shares your household, own real estate in the project districts, and anyone who has worked at LH as an executive or employee is barred too.
In Seoul, the property rule covers land and other real estate inside the districts handled by the regional office or project team you apply to (translated), and it lists those districts, such as the Seoul Seoripul districts for the Seoripul team. Past service at the former Korea National Housing Corporation or Korea Land Corporation also disqualifies an applicant.
The notices also apply LH's general hiring bans (translated), which include:
- Legal status. People under adult or limited guardianship and bankrupts who have not been reinstated.
- Criminal records. People within set periods after a prison sentence or the end of a suspended prison sentence, and people still inside the grace period of a deferred sentence, and people with certain sex crime or Special Act on Public Housing convictions.
- Past discipline. People dismissed within 5 years or removed within 3 years by disciplinary action, and people whose hiring at a public institution was cancelled for fraud within 5 years.
- Other bars. Draft evaders, people under corruption-related employment limits, anyone under 18 and anyone who left LH as a worker less than a year ago.
LH said it barred its own retirees outright to prevent conflicts of interest and claims of favouritism (translated), applying a very strict standard with public expectations in mind.
How Do You Apply, and When Are the Deadlines?
Applications are online only, through the LH website under its non-regular job notices. You submit an application form, a self-introduction and a personal data consent form.
Choose carefully, because you get one shot. You may pick only one region and one job, and duplicate applications are not allowed. Applying to any compensation role, general or specialist, at another regional office counts as a duplicate, and all the applications fail (translated).
Schedules can change by regional office, so follow your regional notice:
- Seoul. Applications run from Oct. 2 at 14:00 to Oct. 16 at 14:00, with document results on Oct. 27, interviews on Nov. 3 and final results on Nov. 11.
- Gyeonggi South. Applications run from Oct. 2 at 12:00 to Oct. 16 at 17:00, with document results on Oct. 26, interviews on Oct. 28 to 29 and final results on Nov. 12.
The plan overview's window of Oct. 12 to 23, with a start from Nov. 16, differs from the Seoul and Gyeonggi South notices, so the regional notice for the office you apply to is the one to follow. Each office runs its own recruitment phone line, for example Seoul on 02-2017-4482 and Gyeonggi South on 031-250-8126.
Screening is blind, and documents are scored on self-introduction (30), motivation (30) and experience (40), plus bonus points, and you should not mention your school, birthplace, parents' jobs or family. Interviews score communication (30), problem solving (40) and adaptability (30), and anyone under 70 points fails.
Seoul applicants who get no text by 17:30 on the results day must call the regional recruitment officer to check, and failing to check is entirely the applicant's responsibility (translated).
Why Is LH Hiring Compensation Staff Now?
The hiring is part of LH's plan to speed up land compensation, a plan in line with the government's Aug. 13 measures. The Aug. 13 housing supply plan set out a plan to build a model that starts construction within 37 months of announcing a public housing site, alongside additional housing supply in the capital region. Under that plan, the compensation, relocation and eviction stage is to fall from 44 months to 24 months after district designation.
LH's compensation overhaul, unveiled on Sept. 2, is to deploy a total of 344 staff to land compensation work at major housing sites in the Seoul metropolitan area, drawing on experienced staff from headquarters and non-metropolitan offices, new recruits hired in the first half of this year, and specialists and experienced workers on fixed-term contracts, with the aim of moving construction starts up by 20 months.
The largest public housing project among the third-phase new towns is the Gwangmyeong-Siheung district, which covers about 12.71 million square meters and is slated to supply 67,000 homes, with construction targeted to begin in 2027. The Gyeonggi South round has 9 general staff and 8 specialist places at the Gwangmyeong-Siheung project headquarters.
The focus of this hiring is to secure the staff needed at compensation sites at the right time and to set working conditions that fit the duties and expertise (translated), an LH official said, according to the Financial News report.
What This Means for Job Seekers, and What Should You Do Next?
This is a public sector opening with no experience bar for general staff and no upper age limit, and with expected pay of about 41 million won a year for general staff. The jobs last two years at most and do not convert to permanent posts, and part of the pay is a performance bonus paid the following year (translated).
For someone returning to work after a break, or a graduate who wants public sector experience on a CV, the general role asks for no experience, and its duties run from public records and contract paperwork to relocation visits and complaint handling. For licensed appraisers and experienced compensation staff, the specialist role has expected pay of about 62 million won a year, and the work runs into appeals and lawsuits.

- Pick your office first. Check where the posts are on LH's regional table and choose one you can commute to, since applying to more than one office voids every application (translated).
