About 700 Hotel Jobs Are Expected in Papar, Sabah, With the InterContinental Resort's Main Hotel Due in December 2027
About 700 jobs are expected at the 418-room InterContinental resort in Papar, Sabah, with the main hotel due December 2027. Roles, pay floor and how to prepare.

The InterContinental Sabah Kota Kinabalu Resort in Melinsung, Papar, is expected to create about 700 new jobs once it is complete, and its main hotel is targeted to open in December 2027, with the whole resort following in 2028. The project is the district's first five-star hotel, and construction was about 34.1 percent complete overall in September 2026, with the main hotel building at 47.7 percent. For Metaintro readers in Sabah's hotel trade, the useful part is not the headline figure but the detail behind it, including what changed since the project was first unveiled, what kind of resort is being built and which skills its departments will need. Here is what the update and the operator's own pages tell you.
What Is New in the September 2026 Update?
The resort is not a new announcement. It was unveiled in November 2023 with a signing between the Taiwanese developer and the hotel operator, and the groundbreaking at the Papar site took place the same month. What is new is a progress update from the site visit on September 27, 2026, based on a briefing from the developer.
Three things in that update are fresh:
- A target opening month. The 2023 release only gave the resort as opening in 2027. The update narrows that to a main hotel opening in December 2027 and the entire resort in 2028.
- A bigger jobs estimate. In 2023 the chair of Sinyi Realty, the developer's parent company, expected the project to provide more than 500 job opportunities. The latest estimate is about 700 new jobs on completion.
- A revised room count. The resort was billed as a 450-room new-build beachfront resort in 2023. It is now planned to have 418 rooms and accommodation units.
The jobs figure is a projection, not a count of posts being advertised. It is tied to the project's completion, and the update does not break it down by department, contract type or start date.
How Far Along Is the Build, and When Will It Open?
Overall construction progress stood at about 34.1 percent as of September 2026. The main hotel building is further ahead, at 47.7 percent completion.
The phasing matters for job seekers. The main hotel is targeted to begin operations in December 2027, and the rest of the resort follows in 2028. The update does not say when recruitment will begin or how the about 700 expected jobs will be split between the two phases.
The site covers more than 80 acres, or 32.4 hectares, and the whole project is valued at RM1 billion. The resort is a 25-minute drive from Kota Kinabalu International Airport.
Road access is part of the plan too. At the 2023 groundbreaking, Sabah's chief minister pointed to the Pengalat-Papar bypass and the upgrading of Lok Kawi Road as reasons the area is expected to grow.
Upon completion, the project is expected to create about 700 new jobs, according to the Bernama report from the site visit.
Who Is Building the Resort, and Who Will Run It?
Two companies are involved, a developer and an operator. The developer is Taiwan-based Sinyi Group, working through Zhancheng Tourism Development, a subsidiary of Sinyi Realty Inc., a listed real estate brokerage company in Taipei. The operator is IHG Hotels & Resorts, the group behind the InterContinental brand. Its 2023 release put the number of people working across IHG's hotels and corporate offices worldwide at approximately 345,000.
The Papar MP said efforts to attract the investment began in October 2021, when he joined Sinyi directors and district officers to visit possible sites for resort development.
For IHG, the resort is part of a wider push in Malaysia. In 2023 the company had seven hotels across three brands in the country and set out plans to triple its estate to 18 properties within five years. IHG said in 2023 that the resort would be its third hotel in Kota Kinabalu, alongside Holiday Inn Express Kota Kinabalu City Centre and the then upcoming Crowne Plaza Kota Kinabalu Waterfront.
What Kind of Resort Is Being Built?
The facilities list gives a clue to the jobs inside it. The operator's announcement describes four restaurants and bars, 2,400 square metres of meeting space with 11 meeting rooms, a fitness centre, a spa, a kids club, three outdoor pools and a Club InterContinental Lounge.
The resort has a beachfront setting and is pitched at close-to-nature stays. Planned guest activities include island hopping, snorkelling, forest walks and trails, mangrove kayaking expeditions and firefly and proboscis monkey cruises. Rooms, suites and villas are to carry a back-to-nature theme steeped in Borneo culture.
Sustainability is built into the operating plan. The resort is set to prioritise local sourcing of goods and materials, run an on-site food garden and reuse water through a rainwater filtration system. On the site visit, the Papar MP said his hope was for the investment to create jobs for local people and economic spillovers for food, transport, supply and tourism service operators in Papar.
Which Hotel Jobs Will a Resort Like This Need?
Neither the September update nor the 2023 announcement gives a staffing plan, so a useful guide is how the operator describes its own hotel departments. The IHG careers page for hotel jobs groups them into a few families, and each maps onto a facility the resort is planning.
- Front office and guest services. IHG hires shuttle drivers, porters and valets, bell attendants, receptionists and concierges.
- Housekeeping. The operator's housekeeping jobs page lists entry roles as a housekeeping attendant, houseperson, room attendant, laundry attendant or rooms specialist, and roles for experienced staff as a housekeeping assistant, supervisor or manager.
- Food and beverage. IHG's kitchens employ cooks, chefs, sous chefs, commis chefs and chefs de partie, while its dining rooms hire waiters, bartenders, bar managers, restaurant servers and hosts. The resort plans four restaurants and bars plus meeting space.
- Commercial and leadership roles. The same careers page recruits revenue managers who forecast demand, sales and marketing teams and general managers.
The operator's food and beverage jobs page is open about the hours. For restaurant servers, the page lists evening, weekend and holiday shifts as part of the job, so flexibility is a must.
Are Any of the Papar Jobs Open Yet?
Not on the evidence available. The September update gives an expected job count but no recruitment date, no application route and no list of positions. The operator's 2023 announcement did not include recruitment details either.
IHG lists roles at its hotels on its careers search and apply pages, so that is a sensible place to watch as the opening date nears.
Treat any Papar vacancy that appears through an unofficial channel with care, and apply only through listings posted by the operator or the developer.
What Will Hotel Jobs in Sabah Pay?
The September update does not give pay for any role, and the operator's hotel jobs page does not list pay either. What is fixed is the legal floor. The Minimum Wage Order 2024 sets a minimum wage of RM1,700 a month, and its coverage of employers with fewer than five employees who are not in professional occupations took effect on August 1, 2025.
Trainees are covered as well. From the same date, the RM1,700 minimum wage was extended to apprenticeship contract workers, meaning people an employer takes on to train in a specific trade for six to 24 months, during which they are bound to work for that employer.
Enforcement in the state sits with the Sabah Labour Department, and employers who fail to comply face fines of up to RM10,000 for each affected worker. Employers already paying above the minimum are not permitted to reduce salaries to match it.
How Fast Is Sabah's Visitor Market Growing?
Visitor numbers are up. Sabah recorded 3,793,709 visitor arrivals in 2025 in preliminary figures, against 3,147,480 in 2024, a growth of 20.5 percent. Of the 2025 total, 1,498,709 were international visitors and 2,295,000 were Malaysians.
From January to August 2026, the state recorded 2,556,823 arrivals in preliminary figures, up 4.1 percent on the same months of 2025. International arrivals over those eight months grew 6.9 percent to 1,100,546.
The resort will not be alone. At the time of the 2023 groundbreaking, the chief minister put the capacity of hotels being built in Sabah, from five-star to budget, at 26,822 rooms in anticipation of more visitors.
Local sourcing of goods and materials will be prioritised, with an on-site food garden and the use of low carbon materials from the local area among its sustainability-based initiatives, according to the operator's 2023 announcement.
How Can You Build Hotel Skills Before Hiring Starts?
The operator runs a training programme called IHG Academy, which it describes as open to people from all backgrounds, from students completing their studies to people looking to change careers or get a helping hand into work. It has three strands, covering virtual career workshops, free online learning and in-person, on-the-job experiences designed to build critical skills for launching a career in hospitality. That hands-on strand includes work placements, internships and apprenticeships.
The online strand is open to anyone, anywhere outside IHG who is seeking employment or upskilling. The IHG Skills Builder platform is a free virtual learning site with 250 items of learning and 5 core learning courses, each translated into 8 languages. The five courses are Hospitality Fundamentals, Communication, Adaptability, Future Skills and Self Care, and the platform also carries CV, resume and interview skills content.
There is a practical benefit when you apply. Learners who complete modules and collect badges can email their learning achievements to any hiring manager directly from the site to support applications and interviews. The site's own help section describes it as free and fully mobile device compliant, adapting the view to your device.
What This Means for Job Seekers, and What Should You Do Next?
Our take is that this is real, but early. A resort that is 47.7 percent complete on its main building, with a target opening month, is further along than it was at the 2023 groundbreaking. But the estimate of about 700 new jobs is a projection for a completed resort, and the update gives no recruitment date for it.
The skills picture is clearer than the timing. The resort's planned restaurants and bars, spa, meeting rooms and club lounge match the front office, housekeeping and food and beverage role families on the operator's careers page, and the main hotel's December 2027 target leaves time to build experience in those areas.
Here is what we would do:
- Get hotel experience now. A front office, housekeeping or kitchen job at an existing Kota Kinabalu property builds experience in the same role families the operator recruits for across its hotels.
- Pick a department. Read up on the departments inside a hotel, decide whether you are aiming at rooms, food and beverage or guest services, and train toward it rather than applying for everything.
- Start the free courses. Use the IHG Skills Builder platform to collect badges you can send to a hiring manager.
- Know your pay floor. Malaysia's RM1,700 monthly minimum wage has covered apprenticeship contract workers since August 1, 2025, so check any training offer against it, and if you are aiming at leadership, map out the hotel manager career path early.
- Watch the official channel. Check the operator's careers pages as the opening approaches, and apply only through listings posted by the operator or developer.
