Description
DSL is seeking a contractor to evaluate its current Microsoft Excel draft of the Stream Compensatory Mitigation Accounting Calculator (SCMAC), compare it against other available applications, select and justify the most appropriate tool, adapt the calculator to a more user-friendly and automated format, and beta test the result with DSL-supplied stream project data. The work must preserve the existing SCMAU calculation formula, support multiple access technologies, flag data-entry errors, and allow DSL staff to update the tool without external software expertise.
