The City of Portland is hiring a full-time, at-will Chief Strategy & Change Management Officer to lead the city’s transition from elected-official bureau management to a professional-administrator model. The role will establish strategic planning, accountability, governance, and organizational capabilities; build the city’s long-term strategy function; and guide alignment across bureaus, service areas, executive leadership, elected officials, and community stakeholders. The position requires a bachelor’s degree and at least six years of progressively responsible professional experience, including four years in a supervisory or management role, with senior executive experience and a master’s degree preferred.
