Description

The World Food Programme (WFP) is seeking a Consultant to support the Ministry of Social Development (MoSD) in Palestine. This role involves reviewing and analyzing the current financing and fundraising landscape for the social protection sector, identifying potential funding sources, and developing a comprehensive fundraising plan. The consultant will collaborate with MoSD to strengthen sustainable financing, align with the Sector Strategy 2025-2027 and the Shock-Responsive Social Protection (SRSP) Protocol, and contribute to achieving the ministry's goals in the West Bank and Gaza.

Additional Information

Required Previous Experiences: A minimum of 10 years of progressively responsible professional experience in donor coordination, resource mobilization, fundraising strategy, or development finance.
Demonstrated experience working with or supporting government ministries or public institutions on fundraising, financing strategies, or social protection programming.
Proven track record in developing donor coordination frameworks, fundraising plans, or resource mobilization strategies for the social protection or related sectors.
Preferred Qualifications: Prior experience working in the West Bank and/or Gaza or in comparable fragile and conflict-affected contexts is strongly preferred.
Familiarity with the Palestinian social protection landscape, relevant government structures, and the roles of bilateral and multilateral development partners operating in the West Bank is an asset.
Experience working with UN agencies, international financial institutions, or bilateral donors in a
Resource mobilization or partnership capacity is strongly preferred.
Experience conducting or supporting donor mapping exercises, financing landscape analyses, and stakeholder consultations.
