Description

WHO EMRO is seeking an external consultant in Cairo, Egypt to lead the development and finalization of the Global Fund GC8 Middle East Response funding request package for HIV, TB, malaria, and RSSH across six countries. The role is a full-time consultancy for 50 working days between 15 October 2026 and 30 April 2027, requiring a master's degree and at least 10 years of public health and grant-development experience, with strong expertise in Global Fund processes, stakeholder coordination, and report/proposal writing.

Additional Information

Minimum Education: Master’s degree in public health, epidemiology, health systems, international health, health policy, or a related health discipline
Required Previous Experiences: At least 10 years of progressively responsible experience in public health, health systems strengthening, integrated service delivery, disease control programmes, or universal health coverage
Experience developing Global Fund funding requests, grant proposals, strategic plans, programme reviews, or investment cases for multi-country or regional grants
Experience in HIV, TB, malaria, and RSSH programming plus health systems strengthening and grant design
Preferred Qualifications: Experience supporting the Middle East Response grant and working in humanitarian or conflict-affected settings
Experience working with WHO, Global Fund, UNAIDS, Stop TB Partnership, RBM Partnership, or similar organizations
Arabic language skills
Strong analytical ability and synthesis across multiple countries and stakeholders
