Description

phia LLC is seeking an accomplished Program Manager to lead a large, multi-disciplinary enterprise support program for a national security customer. The role serves as the single accountable leader for contractor and subcontractor personnel, manages program and portfolio operations, contracts, staffing, risk, quality, financial performance, customer engagement, and transitions, and requires an active PMP certification, recent program and manpower-management experience, TS/SCI eligibility, and U.S. citizenship. The position is full-time and on-site in Central Maryland, with situational telework only upon customer approval.

Additional Information

Minimum Education: Bachelor's degree preferred; additional relevant experience may be considered in lieu of the degree.
Required Previous Experiences: At least ten years of experience managing projects and programs of similar size and complexity, including multi-functional programs with 30 or more personnel.
At least five years of experience determining and managing manpower requirements for programs of comparable scope across diverse technical skills and labor categories.
At least five years of experience comprehensively monitoring contract financial and performance outcomes using key performance metrics.
Preferred Qualifications: Experience managing fixed-price services contracts and subcontractor teams.
Experience supporting cyber, intelligence, digital forensics, or other national security organizations.
Experience supporting multiple customer directorates or business units under a single contract.
Familiarity with quality management systems such as ISO 9001 and process improvement methods such as Lean or Six Sigma.
Proficiency with MS Project, dashboards, and performance reporting tools.
Active TS/SCI clearance preferred; TS/SCI eligibility required.
