Turner & Townsend is hiring a Cost Manager (Pre-contract) in Dubai to manage project costs during the pre-contract phase. The role covers cost planning, estimating, budget development, tender documentation, risk assessment, contingency budgets, cost analysis, reporting, value engineering, and cost optimisation, using NRM, POMI, CESMM, and CostX. Candidates need a bachelor's degree in Quantity Surveying or a related field, at least four years of progressive cost-management experience focused on pre-contract activities, independent project-cost management experience, and UAE market experience.
