Description

Spektrum is hiring a Programme Manager for the DCIS Capability Development and Management Support programme. The role manages programme issues and changes, captures situational awareness, reviews reports and project specifications, performs quality reviews and audits, supports operational lessons identified, identifies and responds to risks, reconciles expenditure reporting, and communicates information to stakeholders. It requires substantial project, risk, change, quality, lessons-identified, deployable CIS or signals, and NATO or multinational military experience, a relevant university degree, advanced English, and a valid National or NATO Secret security clearance. The position is on-site in Norfolk, Virginia, United States, from January 2027 through December 2031.

Additional Information

Minimum Education: University degree in project or programme management, electronics engineering, computer science, telecommunications, systems engineering, information systems and technology, or an equivalent or closely-related discipline
Required Previous Experiences: At least 5 years of project management experience in communications or information systems integration, implementation, or operation using MSP, PRINCE2, or PMI methodology
At least 3 years managing risk and issues in a complex and interdependent programme environment
At least 3 years applying change management in a capability programme environment
At least 3 years using qualitative and quantitative techniques for programme and project quality reviews and audits
At least 2 years capturing and interpreting Operational Lessons Identified and identifying capability gaps
At least 3 years in deployable CIS or Signals capacity or a closely related subject matter expert role
At least 3 years working in a NATO or multinational military environment
Preferred Qualifications: Substantial experience in lieu of the equivalent degree with MSP, PRINCE2, or PMI certification
