Description

Spektrum is hiring a contractor to support Allied Command Transformation’s Capability Development & Management Support program by rapidly prototyping and piloting digital workflows and lightweight applications. The role works directly with operational users to discover processes, translate needs into minimum-viable solutions, configure non-Microsoft low-code or configurable platforms, integrate data and services, test and iterate solutions, assess operational impact, and prepare transition packages for enterprise development or scaling. The position is on-site in Norfolk, Virginia, under a January 2027–December 2031 contract, and requires a relevant degree or five years of experience, recent hands-on digital solution delivery, non-Microsoft low-code or configurable-application development, rapid prototyping, business-process discovery, data integration, operational testing, lifecycle discipline, and transition experience.

Additional Information

Minimum Education: Bachelor's degree in Computer Science, Information Systems, Software Engineering, Engineering, Human-Centered Design, Business Process Management, Business Information Technology, or a closely related field; alternatively, five years of directly relevant professional experience.
Required Previous Experiences: Recent end-to-end hands-on digital solution delivery, including at least twelve calendar months within the last twenty-four months and one personally developed solution used in an active business process or operational pilot within the last eighteen months.
At least two years of non-Microsoft low-code, no-code, or configurable-application development within the last five years, including hands-on development within the last twenty-four months.
Hands-on rapid prototyping and minimum-viable-solution delivery within the last five years, including at least one example within the last twenty-four months.
At least two years of business-process discovery and workflow redesign within the last five years, including at least one qualifying example within the last three years.
Hands-on data integration and lightweight technical development within the last five years, including at least one example within the last twenty-four months.
Hands-on operational pilot and user-testing experience within the last five years, including at least one example within the last twenty-four months.
Hands-on lifecycle, configuration, testing, security, and sustainment experience within the last five years, including at least one example within the last twenty-four months.
Experience preparing prototypes, pilots, applications, or workflows for transition to enterprise development, production implementation, scaling, or sustainment within the last five years, including at least one qualifying example within the last three years.
Experience evaluating and communicating prototype or pilot results to decision makers within the last five years, including at least one example within the last three years.
