Description

Northrop Grumman is hiring a Manager, Programs Level 3 to lead the Phase 6 Engineering, Manufacturing, and Development Program for the Advanced Tactical Programs Operating Unit onsite in Baltimore, Maryland. The role owns program cost, schedule, technical performance, customer relationships, milestones, risks, contracts, staffing, and compliance, while operating in Special Access Program environments. Candidates need a bachelor’s or master’s degree, extensive related professional or military experience, radar or advanced radar program experience, Earned Value Management expertise, U.S. citizenship, and a current or obtainable Secret clearance with SAP access. The primary salary range is $184,300 to $276,500, with potential overtime, shift differential, discretionary bonus, and other benefits.

Additional Information

Minimum Education: Bachelor’s degree with 8 years of related professional or military experience, or master’s degree with 6 years of related professional or military experience, including project or program management experience.
Required Previous Experiences: Leading technical programs or projects through Engineering and Manufacturing Development or other development lifecycle phases, with responsibility for cost, schedule, technical performance, and program deliverables.
Managing hardware and software development, integration, testing, qualification, and/or fielding activities.
Leading cross-functional technical teams in complex program execution.
Managing customer relationships in complex program environments, including status communication, issue resolution, expectation management, and risk presentation.
Managing or supporting Department of Defense cost-plus or fixed-price contracts.
Applying Earned Value Management principles and tools to manage program cost and schedule performance.
Working within Special Access Program environments and following applicable SAP processes and procedures.
Supporting programs involving anti-tamper requirements and related technologies.
Preferred Qualifications: Bachelor’s degree in a STEM discipline such as engineering, computer science, science, mathematics, physics, or a related technical field.
Experience supporting leading radar or advanced radar development programs.
Leading a development program on a prime U.S. Government or Department of Defense contract, including hardware and software development, integration, testing, qualification, and delivery.
Experience executing Functional Configuration Audits and/or Physical Configuration Audits.
Experience managing subcontractors and/or major suppliers and supporting program execution.
Current or active Top Secret clearance and/or Special Access Program access or clearance.
Project Management Professional certification or equivalent.
Knowledge of Northrop Grumman internal processes, procedures, and organizational structure.
