Policy Officer at CAAS

Description

The Aviation Industry Division is seeking a Policy Officer to lead a team of 2-3 individuals. The role involves formulating and implementing medium to long-term air transport sector manpower planning strategies, managing manpower funding policies and grants, and analyzing economic and manpower data to project future workforce needs. The officer will also be responsible for developing and implementing long-term manpower plans focused on strengthening the Singapore core, raising labor productivity, and workforce augmentation. Additionally, they will manage CAAS' approach on local and foreign manpower policy with government agencies and higher learning institutions, crafting policy papers and presenting strategies.

Additional Information

Required Previous Experiences: At least 7 years of relevant working experience.
Prior experience in managing teams.
Preferred Qualifications: Preference for at least 3 years of prior experience in public policy, including in manpower planning.
Strong communicator, with the ability to unpack work issues for the team and to communicate data-driven insights and narratives simply and logically to both senior management and stakeholders.
Excellent stakeholder management skills, with the ability to cultivate strong relationships and work closely with multiple stakeholders across both public and private sector agencies.
Proficient at managing large data sets and varied data inputs, and drawing relevant insights leveraging data analytical tools, but also validating them with qualitative inputs and insights from stakeholders.
Strong proficiency in Excel, and have reasonable proficiency with other data analysis and visualization tools.
Strong writing abilities, with excellent problem-solving and critical thinking skills
Meticulous, self-motivated and resourceful.
