Description

Human Capital Resources and Concepts is seeking a Program Administrative Analyst to support the Department’s Democracy Programs and DRL’s annual appropriation. The role manages and tracks a multi-million-dollar foreign assistance programming portfolio, prepares Congressional notifications and reports, coordinates clearance and communications across federal offices, provides technical assistance through the pre-award, award, and post-award lifecycle, and supports briefing materials, stakeholder workshops, and grantee assistance. The position requires knowledge of appropriations, foreign assistance, Congress, and international programming; strong organizational and communication skills; global travel availability; and the ability to obtain a security clearance, with a bachelor’s degree and 4–5 years of relevant experience or a master’s degree and 2–3 years of relevant experience preferred.
